The state and the state of violence in the Western Cape : an exploratory study

Thesis (MPhil)--Stellenbosch University, 2000. / ENGLISH ABSTRACT: This study concerns the state and violence in the Western Cape. This study was undertaken because the Western Cape has since 1996 been plagued by violence, including bombings, assassinations and violent protests. In particular these violent incidents have been labeled as terrorism or urban terrorism. The South African government does however not have a definition or a policy promulgated into law regarding terrorism. Very little progress has been in apprehending the person(s) and or group(s) responsible for these incidents of violence. The study therefore looked at violence in the Western Cape in an exploratory way. The aim of the paper was to (1) find credible appropriate definitions of terrorism, (2) to identify possible role players in violence, (3) to establish a chronology of violent events, (4) to identify the frequency, distribution and patterns of violence, (5) analyse the communication of events. An underlying theme throughout the paper is the weak state in which violence is a cause, consequence, and indicator of the weak state. The violence-plagued Western Cape is the geographical focus of the study. The paper looks at three incidents of violence, representative of the types of violence that have taken place in the Western Cape. The bombing of the Planet Hollywood restaurant, the killing of policeman Bennie Lategan and the killing of gangster Neville Herold are the cases discussed by in paper. For the purpose of the paper, the period of interest is the transitional period of the 1980's to 1994. The period under study is August 1998 to December 1999. After careful consideration of all the information the following conclusions where reached. The killing of Bennie Lategan is a terrorist act while the killing of Neville Herold and the Planet Hollywood bomb blast are not terrorist acts according to the definition used by this paper. PAGAD emerged as the major role player involved in violence. The organization is also complex and multidimensional with various groupings within the organization. The weak policing and justice systems are among the factors contributing to violence. The propositions and theories suggested by this study are based on current information and therefore speculative. Should more information become available these propositions may need to be revisited. Continual research on this topic is therefore important. / AFRIKAANSE OPSOMMING: Hierdie gaan oor geweld in the Wes Kaap. Die studie was nodig omdat die Wes Kaap sedert 1996 geteister word deur geweld, insluitende bomplanting, sluipmoorde en geweldadige protesaksie. Hierdie geweldige insidente is bestempel as terrorisme of stedelike geweld. Die Suid Afrikaanse regeering het egter nie 'n definisie of beleid oor terrorisme nie. Baie min persone of groepe verantwoordelik vir geweld is voorgekeer. Hierdie studie gaan dus oor geweld in die Wes Kaap. Die doel van hierdie studie was (1) om 'n definisie van terrorisme, georganiseerde misdaad, geweld, vigilantisme en Islamietiese Fundamentalisme te vind, (2) om moontlike deelneemers van geweld te identifiseer, (3) om 'n kronologie van geweld op te stel, (4) Sekere patrone van geweld te identifiseer, en om te studeer wat hierdie insidente aan ander kommunikeer? 'n Onderligende tema, in die studie is die swak staat waarin geweld 'n oorsaak, gevolg en aanduiding is van die swak staat is. Die Wes-Kaap is die geografiese fokus van die studie. Die studie kyk na drie insidente van geweld wat alle tipe geweld in die Wes Kaap verteenwoordig. Die bomontploffing van die Planet Hollywood restaurant, die moord van polisieman Bennie Lategan en bende leier Neville Herold is die gevalle wat bespreek word in die studie. Vir die doel van die studie is die tydperk van die 1980' s tot 1994 van belang. Die tydperk onder bestudering is Agustus 1998 to January 1999. Na oorweging van al die informasie is die volgende gevolgtrekkings gemaak. Die Planet Hollywood ontploffing en die moord op Neville Herold is nie terroriste dade nie, maar die moord op Bennie Lategan is 'n terroriste daad. PAGAD kom te voorskyn as die grootse deelnemer in geweld. Die organisasie is kompleks en het veelvuldige dimensies met verskeie groepe binne die organisasie. Swak polisieering en die regstelsel is onder die faktore wat bydra tot geweld. Die voorstellings en teorië wat voorgestel in die studie, is gebaseer op huidige informasie en daarom is dit spekulatief. Indien meer inligting beskikbaar gemaak word sal die afleidings en voorstelle hersien moet word. Voordurende navorsing oor hierdie onderwerp is daarom nootsaaklik.

Background: The nightlife environment is a frequent place of the sexual violence. It happens mainly because of the atmosphere and environment in the clubs, which are sexualized and characterized by alcohol consumption or other psychoactive substances. In the Czech Republic, nobody has been systematically involved in the prevention of sexual violence by this time. Since the end of 2017, the Department of Addictology has become a partner of the project Stop-SV - Stop Sexual Violence, which is dedicated to staff training in the clubs. Aims: The primary aim is to evaluate the training program by the club staff who attended the Stop-SV training. Methodology: The thesis is based on qualitative research methodology. Respondents were selected as simple random sampling. The selection criterion was the condition of participation in the Stop-SV training as the club staff. The research sample consisted of 11 respondents - 5 women and 6 men, 28 years of average age and on the positions as bar staff, security, managers, nightlife service worker, DJ, photographer. The data were analyzed using open and axial coding methods of the grounded theory. On this meaning, a case study was performed in two schools where was sought from the interaction with the Núcleo de Ações Preventivas da Guarda Municipal (Preventive Actions Group of Municipal Guard) , Students and Teachers, reveal the dynamics of violence (re) produced in these community environments while immersed in a modern liquid social context, influenced by all the transformations derived from our contemporaneity. The basis in the epistemological Paradigm of Complexity made possible the understanding of the motivations for the methodology adopted by the Project and the dynamics of violence waged in social environments studied, revealing the ambivalences of that, a higher purpose of intimidations to violent behavior that can be practiced by young people than preventive pretensions of hostilities that they be victims before structure violence produced by the society itself immersed in a political, economic, social and cultural exclusionary model. In this way, the study brings the methodological and preventives antagonisms of a Project against the violence against young, that finds in the Municipal Guard, through the perspective of the new paradigm of the National Policy of Public Safety with enphasis on comunity policing, the possibility of being one among between many other necessary paths to be followed to prevent the violence that has victimized so many youths in our country / Este trabalho busca conhecer e analisar o Projeto Dois caminhos, uma Escolha, enquanto uma iniciativa de prevenção à violência contra jovens, que vem sendo desenvolvida na cidade de Porto Alegre, a partir da compreensão sobre as percepções e impactos que o mesmo produz em seus destinatários, no intuito de verificar não só os significados que o Projeto possui para aqueles em relação aos quais se destina, mas também, suas perspectivas como uma Política Social destinada à segurança pública no município. Neste sentido foi realizado um estudo de caso em dois estabelecimentos de ensino fundamental onde se buscou a partir da interação com a equipe do Núcleo de Ações Preventivas da Guarda Municipal, Estudantes e Professores, desvelar as dinâmicas de violência (re)produzidas naqueles ambientes comunitários enquanto imersas num contexto social moderno líquido, influenciado por todas as (trans)formações oriundas de nossa contemporaneidade. International cooperation as policy transfer : the case of a violence prevention project between Swedish and Ukrainian NGOs.

Background International cooperation became a wide-spread way of exchanging experience and ideas between organizations of the non-profit sector all over the world. The exchange of new ideas and experience on the international level can very often contain cases of policy transfer, which beyond all doubts can influence the participants of international cooperation. Aim The aim of the presented Master's thesis consists of the investigation and analysis of international project on violence prevention between Swedish and Ukrainian NGOs, assessing and verifying the representation in the project the particular case of policy transfer. Method In order to collect the empirical data, mixed qualitative methods were used in this thesis, which included the concept of triangulation used for the data collection. Result The conduction of the presented qualitative research gave an opportunity to uncover and examine the different roles played by Ukrainian and Swedish NGOs in the welfare systems of their respective countries. It also became possible to observe an occurrence of a particular form of cooperation between the two NGOs in the international cooperation project, which can be related to a particular type of policy transfer. Conclusions Due to the fact that the project analysed in this study is still ongoing, it is still too early to derive any final conclusion about its achievements and formulate an evaluation concerning the nature of the policy transfer process. So far the author of the presented thesis can see that the project on its current stage has an occurrence of lesson-drawing policy transfer.

In this research work is analyzed a problem of violence in media effects on juveniles and its prevention. The main purpose of the work is to analyze media effects on juvenile's character, and to provide possible ways for its prevention considering media as one of a necessary attribute in modern life. In the work the author analyzes some theories of scholars in the world and Lithuania. Generalizing the results of the criminology research, the author draws some conclusions: effects of media violence undoubtedly exists. The topic of prevention is divided into two parts and dealing with a problem of macrosocial (at national lewel) and microsocial level (family or school) ambience. There are also analyzed rating systems of some foreign countries.

Experiences of support and help-seeking: A secondary analysis of interviews with women with disabilities who have experienced intimate partner violence

While previous research has explored women’s experiences of intimate partner violence (IPV), their help-seeking experiences and the barriers they encounter when seeking support, little research has explored the perspectives of women with disabilities regarding helpful IPV prevention, intervention and healing strategies. My qualitative research project sought to address two research questions: what have women with disabilities experienced when accessing support (from family, friends, and services) for IPV; and what do women with disabilities say would be helpful in the prevention or intervention of intimate partner violence. I undertook a secondary analysis of six interviews of women with disabilities who had been interviewed as part of a larger research study. My thematic analysis revealed many themes including experiences with sources of support—such as family, friends, counselling, and shelters—and strategies for prevention, including education and awareness; support system; affordable childcare and transportation; and self-care, spirituality, community, and social change. Barriers to support I identified include lack of education and awareness, lack of resources, lack of services, community size and dynamics, and potentially exclusive admission criteria. My intersectional analysis revealed the ways in which women’s social locations—such as their gender, cultural background, socio-economic situation, religion, disability and relationship status—influenced and shaped their help-seeking behaviours and their access to support systems. Several recommendations to address gaps in service provision are provided.

Adota como referencial teórico, o modelo ecológico do desenvolvimento humano, proposto por Urie Bronfenbrenner, e a Rede de Significações, elaborada por Maria Clotilde Rossetti-Ferreira e seu grupo. São perspectivas convergentes com a proposta de vigilância em saúde, especialmente no que se refere à idéia de promoção e desenvolvimento de ambiências saudáveis. Realizou-se uma pesquisa em três organizações ? uma escola pública localizada na periferia, um projeto de educação em saúde e uma escola privada internacional ? situadas no Distrito Federal, Rio de Janeiro e São Paulo. Foi utilizada uma abordagem qualitativa, elegendo-se como estratégia de investigação o estudo de casos e, como instrumento de coleta de dados, grupos focais e entrevistas. As referidas organizações têm em comum o desenvolvimento de programas de prevenção da violência interpessoal e/ou de promoção da paz, direcionados a adolescentes, e o reconhecimento obtido, de outras instituições públicas ou privadas, por esse trabalho. São tomadas como casos exemplares de um rico campo de práticas sociais, em curso. Foram realizados um total de nove entrevistas com dirigentes e educadores, quatro grupos focais com educadores e cinco grupos focais com adolescentes. Participaram do estudo 41 adolescentes, 38 educadores e seis dirigentes. Os discursos desses sujeitos foram analisados, buscando-se identificar a principal estratégia que cada organização educacional adota com o objetivo de favorecer a emergência de significações, práticas culturais e valores condizentes com e conducentes à cultura de paz. No conjunto de experiências inovadoras analisadas, buscou-se também identificar as práticas exitosas ? assim reconhecidas pelos adolescentes ? no aprendizado de novos modos de sociabilidade e na emergência de novas significações e comportamentos, e por conseguinte, de novos sujeitos. As práticas reconhecidas, em comum, pelos educandos das três organizações foram consideradas características essenciais desses contextos de aprendizagem, sendo classificadas em quatro categorias: princípios norteadores, metodologias, ênfases programáticas e estruturas relacionais. As duas últimas são analisadas, por reconhecer-se que as temáticas e conteúdos trabalhados, assim como as interações propiciadas pelo convívio interpessoal, desempenham um papel central no direcionamento dos processos de desenvolvimento dos participantes desses programas. Espera-se, desse modo, oferecer uma contribuição aos esforços de enfrentamento às violências. Primeiro, pela identificação de estratégias sócio-educativas que poderão ser adotadas ou reforçadas por programas de atenção à saúde, escolas e organizações da sociedade civil. Segundo, pela análise das novas significações e aprendizados que emergem das experiências analisadas, servindo de insumo para a elaboração de políticas públicas e para a tomada de decisões estratégicas, tendo em vista a construção de uma sociedade mais justa, ética e solidária. Discute-se o papel da Saúde Coletiva, enquanto campo de conhecimento e práticas, frente ao binômio violências e saúde, questionando-se a suficiência do enfoque da prevenção. An exploration of bullying in public schools in Lesotho

This explorative study investigated bullying in a sample of schools in Lesotho from the learner’s perspective. A review of the existing literature formed the basis for the offered description of the phenomenon. The work examined concise definitions of bullying, school violence, victim and bully. The research described various forms of bullying, reason for and possible intervention strategies. The quantitative research method was applied, which included an analysis of the data obtained from a questionnaire containing 33 close-ended questions divided into six sections: general information; observation of bullying; experience of bullying; impact of bullying; participation in bullying activities and reasons for bullying and measures against it. The questionnaires were distributed among 1 373 learners from Lesotho public schools which were used for the study. Total honesty/total heart: Fostering empathy development and conflict resolution skills. A violence prevention strategy

This research assesses the impact of a violence prevention training, Total Honesty/Total Heart, based on the Nonviolent Communication model (Rosenberg, 2003) for conflict resolution and empathy development (including self-empathy). This study offers a strategic response to adolescent aggressive/violent behaviour. The participants, aged 16-19, were all experiencing the stresses of poverty and marginalization at the time of the study, and were familiar with both domestic and peer violence. Some had received criminal charges, some were raising children, and all were struggling to complete high school. The research methodology is located within the traditions of educational research and program evaluation. Subsequently, this project combines a simple quasi-experimental pre-training and post-training written test (providing descriptive statistics) with qualitative data gathered through training sessions and interviews. A case illustration is included to further enhance the findings. This approach allowed a rich multi-dimensional analysis to be generated for such a small pilot project (N=14). The test results showed a notable increase in skills comprehension and applications for the participant group, while the comparison group showed no increases. The participant group interviews revealed that the training had been engaging, and that the skills were practically applicable as well as meaningful. The case illustration revealed the transformative impact of integrating the Nonviolent Communication conflict resolution, empathy, and self-empathy skills into one participant’s life. In particular, this thesis suggests that self-empathy may be integral to supporting the development of conflict resolution skills specifically, and healthy relationships generally, for young women who have experienced abuse, trauma, and domestic violence.
