Study of the role of the emerging professional "Child Welfare Worker" as social case worker in the post-war Japanese child welfare program

Thesis (M.S.)--Boston University / This study was made to analyze the function of the "Child Welfare Worker," who is the first caseworker in the history of social work in Japan. It is traditional for our historians in this field to describe Japanese social work practice as starting to modernize itself on a systematic scientific basis about three decadee ago, particularly during the past decade with the rise of socialism. However, we have never had caseworkers using a well-recognized social work technique before. All books and articles in magazines concerning social work were concerned with social service institutions but no, or at best casual, attention was paid to the skills of the workers who were working with their clients in connection with these institutions. This new Child Welfare Program that currently is focusing upon the metrhod, skills and techniques of the case worker is something unique, unheard of and unknowm to our traditional social work practice, even more so to the people in the community. But it seems to be growing rapidly and is receiving increased attention both from the social work profession and from the community. This study is being made to examine this new setting in the perspective of its past, present and future through a conscious and critical analysis of twenty cases carried by these new case workers.

This bachelor paper has had as a purpose to look at the Swedish integration program and more specifically see the perspective of this program through the eyes of women that are born outside of the European borders. To bring this paper to a more academic angle we explored the trajectory of sensemaking and Bourdieu’s capital to establish a past tense perspective. One of the most important things that we establish was that the language is the key for integration to a society, regardless if it is about cultural, a person’s chances on the job market or the social relationships. Results also show that the contact with the Swedish integration program case worker was inadequate. Regular contact between the case workers and the immigrants is important, and a better way of making people integrate is to lay more recourses on internship, both for speaking the domestic language in a natural environment and to learn about how the Swedish job systems works.

An Assessment of the Attitudes of the Personnel of Welfare-Oriented Governmental Agencies Toward the Poor

This study explores and assesses the attitudes of the personnel of welfare-oriented governmental bureaucracies toward the poor. To fulfill these goals, a treatment and a control group were selected to compare their attitudes toward this group. They were measured by a disguised-structured instrument using the survey approach. It was found that the majority of respondents in both groups have a pro-poor attitude but it is more prevalent among the bureaucrats than among the students. In light of the knowledge we have of the effect of attitudes on the execution of policies, these results suggest that the policies governing the different programs studied are being executed to the advantage of the client.

Rural women, poverty and social welfare programs in Indonesia

[Truncated abstract] As a developing country, Indonesia has been struggling with complex and contentious development issues since Independence in 1945. Despite remarkable economic achievement during the New Order period (1966-1998), poverty has persisted and the benefits of development have been unequally distributed. Social welfare — the system of social security to protect the well-being of the weaker members of society has received little attention in Indonesia, both from the state and from the scholarly community. The historical neglect of social welfare in Indonesia has begun to be addressed recently, with the Social Safety Net (SSN) initiative. SSN is a social welfare program that was launched by the government of Indonesia to mitigate the deleterious impacts of the economic crisis that hit the nation in 1997. This thesis aims to assess how the SSN accommodated the needs and aspirations of poor women, particularly those who live in rural areas. The rural poor deserve attention because poverty in rural areas is widespread and often intractable, and because poverty in rural areas tends to be more invisible than in urban areas. The urban poor are more visible, because they are “in the face” of the powerful every day, and they are more likely to be able to access agencies of power than the rural poor.

Private Income Transfers and Development : three Applied Essays on Latin America / Transferts Privés de Revenus et Développement : trois Essais Appliqués à l'Amérique Latine

Pendant des décennies, les économistes se sont intéressés à étudier pourquoi et comment les agents s'entraident, en accordant une place particulière à l'analyse des transferts de revenus privés. Les applications récentes comprennent des sujets très divers tels que: l'analyse de l'accumulation du capital, la cohésion sociale etla solidarité, le marché de l'assurance et des taux d'intérêt, les stratégies de gestion des risques face aux chocs négatifset les politiques gouvernementales.La présente thèse analyse de quelles manières les décisions de transfert entre ménages, les envois de fonds internationauxet les transferts intra-ménages ont un impact sur cinq aspects fondamentaux du développement:(i) les interactions sociales, (ii) le travail de marché et domestique, (iii) les dépenses, (iv) la nutrition et (v) la santé.Trois questions de recherche sont traitées en utilisant des données provenant de la Colombie, de l'Équateur et du Pérou, ainsi que de multiples techniques économétriques. Premièrement, y a-t-il une relation entre les transferts entre ménages et la distance entre les donateurs et les récepteurs? Deuxièmement, faire des envois de fonds internationaux modifie-t-il de manière asymétrique l'offre de travail, en fonction des caractéristiques individuelles? Troisièmement, avoir recours des transferts intra-ménages influence-t-il les habitudes de dépenses, la nutrition et la santé au sein des ménages?Les résultats suggèrent que les transferts de revenus privés jouent un rôle clé de redistribution, en modifiant leniveau de vie et en améliorant le bien-être des individus. Ainsi, améliorer notre compréhension de cette dimension des comportements sociaux est fondamental. / For decades, economists have been interested in studying why and how agents support eachothers, giving a special place to the analysis of private income transfers. Recent applicationsinclude very diverse topics such as: the analysis of capital accumulation, social cohesion andsolidarity, market insurance and interest rates, risk-coping strategies against negative shocksand government policies.The present dissertation analyzes how inter-household transfer decisions, international remittancesand intra-household transfers contribute to shape five fundamental aspects of development:(i) social interactions, (ii) market and household work, (iii) spending patterns, (iv)nutrition and (v) health.Three research questions are addressed using applied data from Colombia, Ecuador and Peru,and multiple econometric techniques. First, is there a relationship between inter-householdtransfer dynamics and distance between donors and receivers? Second, do remittances asymmetricallyshape labor supply responses depending on people’s characteristics? Third, dointra-household transfers influence spending patterns, nutrition and health outcomes?Results suggest that private income transfers play a key re-distributive role, shaping agents’living standards and improving individual and social well-being. In contexts of economic deprivation,where social safety nets are scarce, informality is at stake, institutions are highlyfragmented and the public sector is weak, money and in-kind help from other households orindividuals constitute crucial livelihood strategies to get through the economic world. Thus,enhancing our understanding of this dimension of social behaviors is a must.

'Under a magnifying glass':The experiences of social service use for mothers living with HIV

This study explores the subjective experiences of mothers living with HIV from Southeastern Ontario when accessing health and social services. Drawing on principles of feminist participatory action research, 5 MLWH were brought together in order to share their stories of accessing health and social services and to participate in the creation of a collage as part of the storytelling process. Intersectional feminist theory was chosen as a theoretical lens for this project to highlight the ways women’s multiple identities intersect and contribute to HIV-stigma. Emerging from the storytelling and arts based process were stories about the women’s interactions with the criminal justice system, Children’s Aid Societies, social welfare programs and women-specific supports. The key concerns that the women raised in connection to these interactions included having to re-tell their story, concerns about confidentiality and disclosure and experiencing a loss of control as a result of depending on a myriad of health and social services. In addition, the participants identified changes they would like to see within health/social services including more opportunities for peer support and an increase in services available to support the unique psychosocial challenges of MLWH. / Thesis / Master of Social Work (MSW)
