Verwandlungen der Flächeninanspruchnahme

Während der Erarbeitung möglicher Handlungsoptionen zur Reduzierung des Flächenverbrauchs gedieh schnell der Gedanke, in einem Weiterbildungsworkshop mit den Akteuren der Region die Möglichkeiten der und die Anforderungen an eine Rücknahme von Baurechten zu diskutieren. Zugleich können mit der Befristung von Baurechten sowie Zwischennutzungen von Flächen insbesondere für städtebaulich sensible Flächen Lösungen angeboten werden, welche ebenfalls einen Beitrag zum Ziel der Reduzierung der Flächen(neu)inanspruchnahme leisten können. Diese Möglichkeiten wurden im Rahmen des Weiterbildungsworkshops \"Rücknahme von Baurechten\" des Forschungsverbundes KoReMi am 19. März 2010 in Leipzig diskutiert. Der vorliegende Band 10 der Schriftenreihe des Forschungsverbundes KoReMi stellt die Zusammenfassung der Veranstaltung dar. Mit der Verschriftlichung der Vorträge und Diskussionen möchte der Forschungsverbund die interessierte Öffentlichkeit für die Problematik und möglichen Strategien und Lösungsansätze der Rücknahme und Befristung von Baurechten sowie der Option der Zwischennutzung sensibilisieren.

Využití workshopů při analýze požadavků softwarového projektu / Use of workshops during requirements analysis for software projects

This thesis reacts to the still poorly mastered area of requirements analysis in the development of software, which shows that incorrectly defined requirements are one of the major causes of failure of software projects. The thesis deals with the techniques for gathering requirements, for example the use of requirements workshops as an approach, where a number of various stakeholders under the guidance of a facilitator create a defined output and collectively shape the requirements for SW. Organizing similar workshops is an intensive activity in which it is necessary to consider many aspects; these are discussed in the theoretical part of the thesis. The practical outcome of this work is a methodological framework purposed as a guideline for organizing a specific workshop focused on understanding the problem areas and solutions, identifying stakeholders and the scope of the project, where the problem is viewed from the perspective of the overall context and detachment, which is essential in the early stages of the software project. The workshop was designed and implemented during a university course Software Project and adapted the MMSP methodology, which is used in the course.

Das Kompetenzzentrum für kommunale Infrastruktur Sachsen führte in Kooperation mit Partnerschaften Deutschland deshalb den zweitägigen „Anwender-Workshop zum Rechenmodell für Wirtschaftlichkeitsuntersuchungen, Version 2.0 “ durch. Den Teilnehmern wurden die großen Potenziale bei der Bewertung wirtschaftlicher Beschaffungsentscheidungen durch das Rechenmodell für Wirtschaftlichkeitsuntersuchungen praktisch erfahrbar gemacht. Die Teilnehmer lernten weiterhin einzuschätzen, wie sie das Excel-Tool für die Beurteilung von Infrastrukturanfragen unter Berücksichtigung normativer Vorgaben nutzen können. Der Workshop vermittelte den Interessenten anhand einer praktischen Übung die Einsatzmöglichkeiten, die Funktionsweise und die Eingabe- und Einstellungsalternativen des WU-Rechenmodells 2.0 und stellte die umfangreichen Dokumentationsmöglichkeiten mithilfe des Tools dar.

[RE]Claiming Vigour : Designing an Urban Industrial Complex in Mamelodi Human Settlements and Urbanism

Mamelodi still remains captive in the spatial legacy of Apartheid. With long travel times and virtually no employment opportunities in Mamelodi, the status quo is difficult for inhabitants to deal with. Economic theory suggests that industrial programmes employ the largest number of people, and are the most effective ways to grow the economy. Additionally, workers for industrial jobs rarely require intricate training or education, creating the ideal platform for entry level jobs. A theoretical investigation looked at the validity of functionalism for an industrial programme, but found it lacking. Critics charged functionalism with not considering all the functions a building serves unintentionally, which led to an additional layer of theory being added to the process. This was critical regionalism, selected for being contextually sensitive and appropriate whilst remaining grounded and practical about modernity. Precedents looked at the spaces Industries in Mamelodi used and the spaces international industries use, taking lessons from that. A site was chosen and analysed, and all the research was distilled into four drivers: Industry, Railway link, Level Change, and Modularity. This is quickly developed into a concept of creating an energy conduit, as a means to transfer the vigourous energy of Mamelodi to the outside world. And this finally led to a design. Located on a steep hillside, the design negotiates some steep conditions and staggers a bunch of separate buildings over the site. Breaking the monolith, these buildings also create intimate public spaces in-between, that become populated with the happenings of everyday life. Four chimney towers serve as beacons, and create small thermally comfortable spots in the public spaces. Shading devices extend indoor programs into the public realm, trying to blur the threshold between them. The building is adaptable, allowing materials to be re-used on a new location, and follows a strict grid and modular. This allows for the easy expansion and changing of spaces, as businesses should require. Further, pooling resources together allows the industries far greater access to services, systems and resources than they would be capable of acquiring on their own. And lastly, the central location with the railway and road links the industries not only with their employees but also to potential markets, allowing for greater profit and more sustainable economic empowerment. This dissertation shows a method for bringing economic empowerment to Mamelodi, using industrial programmes that share resources. 5th International Probabilistic Workshop: 28-29 November 2007, Ghent, Belgium

These are the proceedings of the 5th International Probabilistic Workshop. Even though the 5th anniversary of a conference might not be of such importance, it is quite interesting to note the development of this probabilistic conference. Originally, the series started as the 1st and 2nd Dresdner Probabilistic Symposium, which were launched to present research and applications mainly dealt with at Dresden University of Technology. Since then, the conference has grown to an internationally recognised conference dealing with research on and applications of probabilistic techniques, mainly in the field of structural engineering. Other topics have also been dealt with such as ship safety and natural hazards. Whereas the first conferences in Dresden included about 12 presentations each, the conference in Ghent has attracted nearly 30 presentations. Moving from Dresden to Vienna (University of Natural Resources and Applied Life Sciences) to Berlin (Federal Institute for Material Research and Testing) and then finally to Ghent, the conference has constantly evolved towards a truly international level. This can be seen by the language used. The first two conferences were entirely in the German language. During the conference in Berlin however, the change from the German to English language was especially apparent as some presentations were conducted in German and others in English. Now in Ghent all papers will be presented in English. Participants now, not only come from Europe, but also from other continents. Although the conference will move back to Germany again next year (2008) in Darmstadt, the international concept will remain, since so much work in the field of probabilistic safety evaluations is carried out internationally. In two years (2009) the conference will move to Delft, The Netherlands and probably in 2010 the conference will be held in Szczecin, Poland. Coming back to the present: the editors wish all participants a successful conference in Ghent.

These are the proceedings of the 6th International Probabilistic Workshop, formerly known as Dresden Probabilistic Symposium or International Probabilistic Symposium. The workshop was held twice in Dresden, then it moved to Vienna, Berlin, Ghent and finally to Darmstadt in 2008. All of the conference cities feature some specialities. However, Darmstadt features a very special property: The element number 110 was named Darmstadtium after Darmstadt: There are only very few cities worldwide after which a chemical element is named. The high element number 110 of Darmstadtium indicates, that much research is still required and carried out. This is also true for the issue of probabilistic safety concepts in engineering. Although the history of probabilistic safety concepts can be traced back nearly 90 years, for the practical applications a long way to go still remains. This is not a disadvantage. Just as research chemists strive to discover new element properties, with the application of new probabilistic techniques we may advance the properties of structures substantially. Barns delaktighet i planeringen : En undersökning om Burlövs kommuns arbete med barns delaktighet / Children's participation in planning : A survey of Burlöv municipality's work with child participation

Barn har rätt till att vara delaktiga vid utformningen av de stadsrum som påverkar barnen. I ett samhälle där barnkonventionen blivit lag behöver kommuner arbeta med barns åsikter och önskemål när barnens lekplatser och skolgårdar planeras. Hur man som planerare kan ta del av barns åsikter även i de yngre åldrarna kan vara tungrott. Yngre barn behöver mer stöttning när de ska få uttrycka sina åsikter. I denna uppsats kommer läsaren få läsa om forskning som finns kring ämnet om hur barn kan vara delaktiga, via olika modeller och verktyg. Läsaren kommer få ta del av de lagar och regelverk som idag finns i Sverige för att reglera att en fysisk planering. En workshop på en förskola har utförts och två intervjuer har hållits med anställda vid Burlövs kommun. Resultatet i denna studie visar att det går att involvera yngre barn vid fysisk planering. Yngre barn har mycket åsikter samt många idéer och tankar. Det kan dock vara av problematisk natur att arbeta med barn i ung ålder. Detta då yngre barn kan ha svårt att förstå sitt egenansvar samt att yngre barn kan ha svårt att vara självständiga i sina åsikter. / Children have the right to be involved in the design of urban spaces that affect them. In a society where the Convention on the Rights of the Child has become law, municipalities need to work with children's opinions and wishes when planning children's playgrounds and schoolyards. How planners can take account of children's opinions even at a younger age can be difficult. Younger children need more support when expressing their opinions. In this paper, the reader will read about research on the topic of how children can be involved, through different models and tools. The reader will learn about the laws and regulations that currently exist in Sweden to regulate physical planning. A workshop at a preschool has been conducted and two interviews have been held with employees at Burlöv municipality. The results of this study show that it is possible to involve younger children in spatial planning. Younger children have many opinions and many ideas and thoughts. However, it can be problematic to work with children at a young age. This is because younger children may have difficulty understanding their own responsibility and younger children may have difficulty being independent in their opinions.

Mer än bara ord : En kommunikationsstrategi för ökat hållbarhetsarbete i kommuner

This study is based on motivation theory, communication theory and knowledge about change management and workshop arrangement. The aim of the study is to develop a communication strategy which increases motivation for sustainability work in municipalities. Main focus of this report is to (1) determine whether motivation theory is applicable on a municipality’s sustainability work, in order to gain a willingness to change and (2) decide if workshops are suitable platforms for communication with municipalities. The opinion that global, complex problems require local solutions is a starting point for this study. The role of municipalities is claimed to be of great importance and is furthermore suggested to undergo a change in order to meet the current demands. The developed communication strategy is based on theories from a literature review and informal interviews with experts and was tested in a case study (with a municipality in south of Sweden). The communication strategy is intended to be useful when wanting to motivate any municipality to sustainability work. The communication strategy includes preparations, workshop arrangements and follow-up work. Every step of the strategy is explained, justified and presented in this report. The results from the case study are displayed and serve as a framework for the improvement discussion. The main result of this study consists of de following 11 steps: Background studies of the municipality. Survey of the existing expectations and needs. Identification of suitable workshop participants. Sending out invitations to the participants. Sending out questionnaires to participants. Adaptation of the communication. Implementation of workshop 1. Sending out reminder of the ’micro-task’. Implementation of workshop 2. Evaluation of the results. Follow-up of the municipality’s work. All participants in the case study stated that the workshops inspired to sustainability work and the self-perceived motivation was considered to be higher after the workshops had taken place (on a scale from 1 to 5, the mean value rose from 4,3 to 4,6). The conclusions of the study are: (I) by paying attention to theories of motivation – and applying these theories during contact with the municipality - willingness to change occurred amongst the majority of the participants. (II) Workshops are suitable forums for communication with municipalities. To generalize these conclusions, further studies are required. / Studiens bakgrund är motivationsteori, kommunikationsteori, samt kunskap kring förändringsarbete och workshop-arrangemang. Syftet med studien är att utarbeta en kommunikationsstrategi som ökar motivationen till hållbarhetsarbete i en kommun. Fokus ligger på (1) huruvida motivationsteori kan appliceras på en kommuns hållbarhetsarbete för att öka förändringsvilja samt (2) att avgöra ifall en workshop-serie är ett bra forum för kommunikation med kommuner. Som utgångspunkt för studien hävdas att globala, komplexa problem kräver lokala lösningar, varpå kommunens roll i hållbarhetsarbetet är av stor vikt. Vidare utgicks det från att dagens kommunala hållbarhetsarbete inte är tillräckligt, utan kräver förändring. Med en litteraturstudie och informella intervjuer med sakkunniga som bakgrund utvecklades en kommunikationsstrategi som testades på en pilotkommun i södra Sverige. Strategin som presenteras i rapporten är tänkt att kunna användas för att motivera även andra kommuner till hållbarhetsarbete. Kommunikationsstrategin inbegriper förberedelser, workshop-arrangemang och uppföljning. I rapporten motiveras valet av kommunikationsstrategins respektive steg, en presentation sker för hur varje del genomfördes i fallstudien och förbättringsförslag diskuteras utefter fallstudiens utfall. Studiens huvudsakliga resultat består i kommunikationsstrategins 11 steg: Inläsning om kommunen. Undersökning av vilka förväntningar och behov som finns. Identifiering av workshopdeltagare. Utskickning av inbjudan till deltagare. Utskickning av frågeformulär till deltagare. Anpassning av kommunikationen. Genomförande av workshop 1. Utskickning av påminnelse om mikrouppgifter. Genomförande av workshop 2. Utvärdering av resultat. Uppföljning av kommunens arbete. Samtliga deltagare i fallstudien angav att workshopparna inspirerat till hållbarhetsarbete och den självupplevda motivationsgraden ansågs högre hos ett par deltagare efter att workshopparna ägt rum (på en skala från 1 till 5 ökade genomsnittet från 4,3 till 4,6). Slutsatserna i studien är följande: (I) Genom att uppmärksamma teorier om motivation, samt tillämpa dem praktiskt under kontaken med kommunen, uppstod förändringsvilja hos majoriteten av de som deltog i workshop-serien. (II) Ett bra forum för att kommunicera med kommuner är genom att arrangera workshoppar. För att generalisera slutsatserna krävs vidare undersökningar.

Vorstellung eines Workshop-Konzepts mit Kommunen für ein anwenderfreundliches Erhebungskonzept von Verkehrskonflikten

Die Vision Zero hat das Ziel, dass es keine Schwerverletzten und Getöteten im Straßenverkehr mehr gibt. Die Kommunen stehen vor der Herausforderung dies zu gewährleisten. Für die Bewertung der Verkehrssicherheit von Straßenverkehrsanlagen ziehen Straßenverkehrs-behörden gemäß den aktuell geltenden Richtlinien z. B. Unfallsteckkarten heran, um kritische Stellen im Straßenverkehrsnetz zu identifizieren. Für die präventive Verkehrssicherheitsarbeit sollten jedoch potentiell gefährliche Bereiche anhand von Verkehrskonflikten erkennbar sein. Solche Daten liegen den Straßenbaulastträger laut Literaturrecherche nicht vor. Im Forschungsprojekt „Risikomanagement bei klassischen Knotenpunkttypen mithilfe von Automobilsensordaten (RisiSens)“ der Frankfurt University of Applied Sciences wird daher ein Erhebungskonzept zur Erfassung von Verkehrskonflikten entwickelt. Mithilfe eines Workshops ermitteln Vertreter/-innen aus Forschung und Kommunen gemeinsam, welche Methoden zur Verkehrssicherheitsbewertung sie bisher anwenden und inwiefern sie geeignet sind. Da das Erhebungskonzept des Projekts „RisiSens“ später von Kommunen in der Praxis angewendet werden soll, ist eine Beteiligung durch sie bei der Konzeption maßgeblich. Bei dem Workshop werden Kommunen befragt, unter welchen Rahmenbedingungen eine Erhebung von Verkehrskonflikten für sie möglich sind. Der Workshop verbindet praktische Erfahrungen mit neuen Erkenntnissen aus der Forschung. Durch eine Wahl geeigneter Workshop-Methoden können die Teilnehmenden motiviert durch die Veranstaltung geführt werden. Durch den Vergleich verschiedener Ansätze in den einzelnen Workshop-Phasen werden Methoden evaluiert, die für das Projekt hilfreiche und valide Ergebnisse erzielen. Schließlich konnte mit dem Workshop eine transdisziplinäre Zusammenarbeit von Forschung und Kommunen erreicht werden. Die Forschung kann von den Erfahrungen und Erkenntnissen aus der Praxis der Kommunen profitieren. Für angewandte Wissenschaften ist es hilfreich, über die Herausforderungen in der Praxis informiert zu sein. Durch den Erfahrungsaustausch können neben der Literaturrecherche weitere Kenntnisse zu einem Fachgebiet erlangt werden. Local authorities are faced with the challenge of ensuring this. To assess the road safety of road facilities, road authorities apply currently valid guidelines. They consult accident maps, for example, to identify critical points in the road network. However, for preventive road safety work, they should identify potentially dangerous areas based on traffic conflicts. Such data are not available to road authorities according to literature research. In the research project 'Risk management at classic intersection types with the help of automobile sensor data (RisiSens)' at the Frankfurt University of Applied Sciences, we are therefore developing a survey concept for collecting data on traffic conflicts. With the help of a workshop, representatives of research and local authorities are working together to determine which methods they have been using to determine traffic safety to date. They also evaluate the suitability of the methods. Since road authorities are to apply the survey concept of the 'RisiSens' project in practice later on, they are to participate in the concept development. In doing so, we ask municipalities under which general conditions a survey of traffic conflicts is possible for them. The workshop combines practical experience with new findings from research. By choosing suitable workshop methods, we want to motivate the participants through the event. By comparing individual approaches in the individual workshop phases, we evaluate methods that achieve helpful and valid results for the project. Finally, we achieved a transdisciplinary cooperation of research and municipalities with the workshop.
