The effectiveness of social safety nets in the fight against poverty in Zambia during the structural adjustment era

Social Safety Nets (SSNs) were in the early 1990s a major feature of poverty alleviation and social impact mitigating mechanism from austere economic reforms implemented by the Zambian Government. Evidently, SSNs became prominent when Zambia accelerated the implementation of the Structural Adjustment Programme (SAP) in the early 1990s. At that time, the levels of poverty skyrocketed affecting 73% of the 10.5 million people of which 58 % were said to be extremely poor with the acute levels of poverty being more concentrated in rural areas which harbour about 65 % of the country’s population (CSO 1998: 20). SSNs are non-contributory transfer programmes for the poor or those vulnerable to shocks and these include income support through participation in public works programmes, cash transfers to the poor or vulnerable households, fee waivers for usage of essential health and education services, in kind transfers such as school feeding or even price subsidies for specific goods deemed essential to the poor (World Bank 2005: 1). Pritchett (2005:17) observed that SSNs can be applied across the various levels of society whether or not the shocks push households below the absolute threshold of poverty. Despite being a major feature of social mitigation it is not clear to what extent they (SSNs) can be said to an effective mechanism for poverty mitigation in Zambia. With SAP be decried by interests groups as having reduced people’s living conditions for fuelling in, higher prices for basic commodities, lower real incomes, reduced access to social services, medical care and retrenchments and lack of job opportunities for those seeking employment. The absence of fully fledged unemployment benefit system, made the victims of the adjustment process worse off. The social security schemes equally got adversely affected by high unemployment levels and growth of the informal sector because the proportion of the insured population plummeted and that inexorably leads to a fall in contributions. Other consequences of SAP besides retrenchments of blotted workforce include child labour and overburdening women as their participation in economic activities increased as part of the copping mechanisms besides their reproductive roles. Given the aforementioned complications that arise during structural reforms, this thesis seeks to examine how effective SSNs are in poverty alleviation programmes in countries like Zambia where they have been tried. / Development Studies / M.A. (Development Studies)

Breeding investigations of maize (Zea mays L.) genotypes for tolerance to low nitrogen and drought in Zambia.

Low soil nitrogen (N) and drought impede maize production in the small-scale farming sector in Zambia; and adoption of new cultivars with improved tolerance might enhance production. This study: a) assessed farmer preferences for maize cultivars; b) determined genotype x environment interaction effects among popular maize cultivars under contrasting soil fertility levels and; c) investigated landraces for tolerance to low N and drought using S1 selection. The study was carried out in Zambia from 2004-07. Farmer preference influencing the adoption of maize cultivars was investigated using both formal and informal surveys in Luangwa, Chibombo and Lufwanyama rural districts representing the three agro-ecological regions of Zambia. Focus group discussions and personal interviews were used to collect data on issues that affected maize production in these areas. It has been found that although farmers perceived landraces to be low yielding, they believed that they were superior to improved cultivars for: tolerance to drought; tolerance to low soil fertility; grain palatability; grain storability; and poundability. The need for food security, their inability to apply fertiliser, and their need for drought tolerant cultivars significantly (p ≤ 0.05) influenced farmers in adopting cultivars. The farmers would readily adopt cultivars that address these concerns. The predominant use of certain landraces (76%) reflected their superiority in meeting some of these needs. The performance of nine popular cultivars (three for each of hybrids, OPVs and landraces) under contrasting levels of soil fertility, across six environments (ENVs) in the three agro-eological regions, was evaluated. An ENV was defined as season x location combination. The fertilizer treatments were full fertilization, basal dressing, top dressing and nil fertilization. The cultivars exhibited significant non-crossover type of genotype x fertilisation interaction effects at three ENVs, while the genotype x fertilisation interaction effects, were non-significant at the other three ENVs. The cultivars exhibited dynamic stability by increasing grain yield (GY) when fertilization was increased. Landraces yielded higher than all open pollinated varieties and were generally higher yielding than two hybrids. Based on average rank for GY, the five highest yielding cultivars were MRI724, Gankata, MM603, Kazungula and Pandawe. Superiority of landraces revealed their genetic potential for GY under low soil fertility and they should be used as germplasm in developing cultivars targeting such environments. Ninety-six local landraces were selfed to generate S1 lines (2004/05 season) which were crossed to a tester (2005/06 season). Testcrosses were evaluated under optimal, low N, and drought conditions (2006/07 season). Data on GY, anthesis-silking interval, number of ears per plant, leaf senescence, leaf rolling, tassel size and grain texture were recorded in all the trials during the study period. Testcrosses, their S1 parents and landraces that were superior under low N, drought, optimal conditions and across environments were identified; these should be used to develop varieties targeted to a particular environment. Selection for tolerance to drought also selected for tolerance to low N. Selection for low N tolerance also selected for GY under drought and optimal conditions. Therefore, in selecting for tolerance to abiotic stresses, use of optimal and managed stress environments was effective. The following landraces were superior at 10% selection intensity: LR38, LR84 and LR86 (optimal, low N and drought conditions); LR11, LR35 and LR76 (low N and drought conditions); LR12 (optimal and drought conditions); LR40 and LR93 (low N conditions only); LR79 (drought conditions only) and; LR74 and LR85 (optimal conditions only). These landraces should be used as source germplasm targeting respective environments. Significant (p ≤ 0.05) positive general combining ability effects for GY under both low N and drought conditions were found implying that additive gene action conditioned GY under the abiotic stresses. The heritability for GY under low N (0.38), and drought (0.17) conditions, was low suggesting that selection based on GY alone was not effective. The genetic correlation for GY between optimal, and either low N (rG=0.458), or drought (rG = 0.03) environments, was low (rG < 0.5) suggesting that indirect selection would not be effective either. Therefore, use of secondary traits for selection is discussed. The study established that most farmers depended on local landraces for seed and would adopt low input improved varieties that yield higher than the landraces. Some landraces were found superior to some improved cultivars under contrasting fertilisation regimes. The study also found that landraces had genetic variation for tolerance to low N and drought. Landraces, S1 lines and testcrosses superior under low N, drought, optimal conditions and across environments were selected and they should be used to develop cultivars targeting respective environments. Sustaining life : a theological vision for the diversification of the copperbelt's economy.

Since independence in 1964, Zambia in general and the Copperbelt Province in particular have largely depended on the mono-economy based on copper mining. Around the 1970s the copper prices started falling causing the mining industry to collapse leading to economic stagnation. Efforts to revive the economy, such as the Structural Adjustment Programme implemented since the late 1980s have not brought about well-being for the people of the Copperbelt. As a result the government of the Republic of Zambia decided to launch an economic diversification programme for the Copperbelt province whose main aim is to seek and implement alternative economic activities that would accelerate economic growth thereby improving people's living conditions on the Copperbelt. This thesis proposes that in order to overcome poverty and improve people's living conditions, we need to shift our policy and practice from free market economic growth centred approaches, to shalom. The shift is based on the argument that development seen through the lenses of free market economic growth alone has not sustained life; instead it has contributed to environmental degradation and poverty creation in Zambia and the Copperbelt Province in particular. The thesis argues that shalom is an authentic development paradigm. This argument is based on three fundamental integral parts of shalom namely creation, people and justice. In order to bring about comprehensive well-being for people there is a need to a) appreciate creation as a phenomenon with its own integrity. Fish and fisheries of Bangweulu wetlands, Zambia

Bangweulu Wetlands is a 6000 km² public-private-partnership conservation area in northeastern Zambia, lying on the south-eastern margins of the Bangweulu Swamps, Congo River system. The area is important for wildlife conservation, tourism and as a fishing ground for the local inhabitants. This study provides a baseline of the fish and fisheries of this area. The conservation area is situated on the transition zone between woodland, floodplain and swamp. A total of 42 fish species representing 12 taxonomic families were collected. The fish fauna of the area was characterised by a diversity of small cyprinids (14 species), cichlids (9 species), clariid catfishes (4 species) and mormyrids (4 species). Species such as Clarias gariepinus, C. ngamensis, Marcusenius macrolepidotus, Tilapia rendali, T. sparrmanii and several small Barbus species were shared with adjacent floodplain systems such as the upper Zambezi and Kafue rivers. Fishing was undertaken by fishing groups consisting of a fisherman and his family, or a group of men fishing together. Access to the fishing grounds was controlled by traditional fishing leaders, who collected tribute from fishermen. Fishing groups utilised fixed, distinct fishing areas determined by ancestry. The most important time for fishing was during the drawdown phase of the floodplains, from March until June. During the dry season fewer groups were engaged in fishing, with many having returned to farming activities. The main fishing methods of the floodplain fishery were basket traps and mosquito-mesh funnel nets set into earth fish barriers (fish weirs) constructed on the plains, various mesh sizes of gillnets, hook longlines and seine nets. The use of fish spears, drag baskets and piscicides was of lesser importance. Most fishing gears were constructed of a variety of natural and modern, manufactured materials. The fishery was multi-species and 23 fish species were recorded from in catch. The three most important species in the catches were C. gariepinus, T. rendalli and M. macrolepidotus. Together these contributed 67% by weight to the catch. Catch-per-unit-effort (CPUE) for the different gears was 0.4 ± 0.3 kg.trap.night⁻¹ for basket traps, 2.7 ± 4.6 kg.net.night⁻¹ for funnel nets, 0.3 ± 0.5 kg.50 m net.night⁻¹ for gill nets, 3.5 ± 6.3 kg.100 hooks.night⁻¹ for longlines, 1.79 ± 1.11 kg.haul⁻¹ for mosquito-mesh seine nets and 6.87 ± 6.27 kg.haul⁻¹ for larger-mesh seine nets. The weight of average daily landings of fishing groups, using a variety of gears was 7.8 ± 7.4 kg. Fishermen were able to maintain the same catch rate between dry and wet seasons, with no significant differences (p < 0.05) in daily landings between seasons. Yield per fisherman for a seven month season, which required 2-3 relocations due to falling water level, was 1.64 t based on catch assessment, and 1.9 t from a socio-economic survey. A tentative yield per area estimate for the area was 2I7 kg.ha⁻¹ over the three month shallow-floodplain fishing season. Most fish landed in the fishery were processed into sundried or smoke-dried products. These were used for 1) home consumption, 2) trade with village farmers (from up to 70 km inland of the fishing grounds) in exchange for staple starch meal, and 3) sold to urban fish traders, reaching markets as distant as Lubumbashi in Democratic Republic of Congo. Fish traders toured fishing camps to buy fish, supporting auxiliary industries such as transport and accommodation services. The price for dried fish at source was 3.14 ± 1.34 USDlkg and the market price reported for the Zambian Copperbelt was 6.14 ± 2.54 USD/kg. Typical returns on investment in fish trading were estimated as 68-77%. The fishery was considered to be biologically and socially sustainable. By harvesting a seasonally transient assemblage of species with high productivity and biological turnover rates and with life histories adapted to high mortality, fishermen were able to maintain a stable and viable livelihood. Management recommendations for the area were that a fisheries management plan be developed that would seek to strengthen the traditional system of rights-allocation, address problems between fishing and tourism activities, and enhance communication between fisheries and conservation stakeholders. To do this it was recommended that: 1) conservation authorities recognise the importance of the fishery, 2) no changes to current effort levels and fishing methods were necessary, 3) points 1 and 2 above be used to improve communication and trust between conservation authorities and fishermen, 4) customary resource-access mechanisms be understood and strengthened so that local inhabitants' rights to the resource are protected, 5) fishermen help formulate and accept conservation and tourism rules, 6) tourists and guides be made aware of the function of the fishery, 7) a fisheries management forum of key community, government and conservation stakeholders be formed to shape and implement the fisheries management plan, 8) locally-adapted bylaws be created to legitimise crucial floodplain gears currently considered illegal (e.g. mosquito-net gears, fish weirs), 9) no intervention to formalise fish trading be made, and 10) a trained person with a fisheries background be hired oversee the implementation of the recommendations.

Knowledge, attitude and prevention practices of HIV/AIDS among primary and secondary school teachers in Zambia

The study sought to analyse teachers' level of knowledge, attitude and preventive practices in relation to HIV/AIDS in Petauke district in the eastern province of Zambia. The study sought to determine whether teachers were well informed about HIV/AIDS, had no discriminative behaviours towards HIV/AIDS-affected people, and finally whether their preventive practices were good in relation to HIV/AIDS. The major inferences drawn from this study are that teachers are well informed about HIV/AIDS and that their attitudes are mostly non-discriminative. A survey of social involvement by the Pentecostal Assemblies of God (Zambia)

The subject of social involvement though, still under debate and being pursued by the Church of Jesus Christ even this time around has not wholly been appreciated by most Pentecostals. This is despite the fact that some of the early Pentecostals, including the early Church as seen from the ‘Acts of the Apostles’ chose to pursue social dimension of the gospel in addition to the Church’s mandate of ‘pure evangelism.’ Although social involvement has been at the very heart of Pentecostal theology, traditionally speaking, PAOG (Z), being one of the Pentecostal groupings has been seen to place much emphasis on ‘pure evangelism’, rather than ‘embracing’ both forms of missional dimensions. However, this trend is slowly changing as observed from the social involvements that some of its congregations and institutions are currently undertaking. This study views that part of the reason for the lack of an all-round social involvement’ by all the PAOG (Z) congregations lies in its theology of mission and thus critically examines it. The other aspect is the non-utilization or recognition of known professions of clergies that could normally enhance social involvement in most of its congregations. Next it makes an in-depth study of one PAOG (Z) - PAOC run projects and few congregations for the purpose of doing a social impact assessment, which has shown positive impacts in the communities that these projects are being undertaken. The study also reveals that the lack of clear constitutional guidelines concerning this has contributed to the absence of social programs in most of its churches resulting in not having a strong ‘social’ voice compared to the Catholic Church. African women, hospitality and HIV/AIDS : the case of the Mothers' Union of St. Margaret's United Church of Zambia.

The problem of African women's hospitality has not been well handled in most churches in Africa. Although many churches seem to attach great value to African women's hospitality, there are still a lot of situations related to African women's hospitality that have been dehumanising and oppressive to African women both in the church and in the society. Issues such as the HIV/AIDS pandemic, economic hardship and sexuality have all affected African women's practice of hospitality. The fact that problems related with African women's hospitality surface within the church goes to show that this kind of hospitality needs to be re-examined by the Church if it has to be free and liberative to African women. Despite all these effects, African women themselves have valued and accepted hospitality as part of their calling in their service to God. The aim of this thesis is to discuss African women's hospitality from an African woman theologian's perspective. Writing as an African woman theologian, the researcher was able to bring out some of the effects of African hospitality to African women. Apart from hospitality being an African way of life and a virtue that needs to be embraced by both African culture and Christianity, hospitality is also viewed as a' command from God to all the Jews and Christians. On the other hand it is also important to mention that hospitality is a gift from God in that there are people who are gifted in extending their acts of hospitality to others. Hospitality as a concept, which has been practiced mainly by women in most African societies has impacted many dimensions of life especially in the Christian faith where African women's hospitality has been viewed as God's command to God's people. Although there is some literature produced on hospitality, the researcher noted with special interest that not much literature has been covered from the theological side on the issue of African women's hospitality and HIV/AIDS. The study was undertaken in the United Church of Zambia with the Mothers' Union group of St. Margaret Church of Kitwe. Among many others, the study reviewed the need for enculturation and contextualization of the African culture and the gospel. Chapter one is the introduction to the study. This includes the background to and motivation for the study, statement of the problem, the methodology used to collect data and the literature review. Chapter two brings out the historical background of hospitality both from the Biblical and African concept. The chapter shows African women's practice of hospitality in all these aspects and how their practises impacted the communities and people who lived at that time. Chapter three looks at different ways African women express their acts of hospitality. The effects of this expression of hospitality are also discussed. The other issues that have been covered are the response of African women theologians' to African women's practise of hospitality. Chapter four examines how HIV/AIDS has affected the practise of African women's hospitality and how these women who continue to offer hospitality under HIV/AIDS conditions cope with the risks involved in the practice. Chapter five analyses the research findings using cultural hermeneutics of Kanyoro 2000 as the frame of reference. Chapter six concludes African women's understanding of hospitality. This chapter states that African women's hospitality is a gift from God and women who are involved in this practice should be encouraged to do so. However, there is need for the church and community to re-examine the practice and look out for oppressive structures that are destructive to the African women's practice of hospitality. Manipulating morphological traits of cassava to enhance host plant resistance and biological control of cassava green mite in Zambia.

Understanding direct and indirect defense mechanisms that enhance host plant resistance (HPR) and biological control is critical for successful development of an integrated pest management (IPM) approach. Cassava green mite (CGM) (Mononychellus tanajoa Bondar (Acari: Tetranychidae)) is a major arthropod pest of cassava (Manihot esculenta Crantz) in Africa. Strategies to control CGM include HPR and biological control by use of exotic natural enemies particularly the predatory mite Typhlodromalus aripo DeLeon (Acari: Phytoseiidae). The success of the latter depends on continuous survival of the natural enemy which requires suitable host plants and weather conditions. Various plant morphological traits have been recognized as indirect defense mechanisms that enhance HPR to CGM, and/or attract T. aripo in cassava. It was envisaged that integration of HPR and classical biological control approaches through manipulation of such indirect defense traits would lead to a more sustainable management of CGM in view of anticipated climate change. Lack of information on farmers’ perception of CGM and preferred varietal attributes, and gene action controlling the inheritance of CGM resistance also limits success of resistance breeding and adoption of varieties. This research was undertaken to gather information on farmers’ perceptions of cassava varietal attributes and cultural practices in relation to CGM resistance, identify suitable sources of resistance and environments for future breeding; and to determine the nature of gene action controlling CGM resistance and the inheritance of plant morphological traits that enhance the ability of cassava to host and support continuous survival of natural enemies. High fresh storage root yield (FSRY), high storage root dry mass percentage (SRDM%), earliness combined with extended underground storability, and resistance to foliar pests and diseases are the major factors that influence adoption and retention of genotypes by farmers. Moles, termites and CGM are the most widespread and most damaging pests. However, due to the non-conspicuous nature of CGM, its effects are under-estimated and are given limited attention by farmers. The majority of the farmers are familiar with CGM leaf damage symptoms but they cannot associate them with the actual pest. Participation of farmers in field training and field research activities helps them to know CGM. Crop rotation, intercropping, removal of shoot tips, selective pruning of infested shoots, and burning of cassava fields are some of the ways used by farmers to manage CGM. Farmers associate hairy broad-leaved, tall cassava genotypes and pink leaf pigmentation (anthocyanin) with low CGM damage. There is substantial genetic variability in the Zambian cassava germplasm for CGM resistance and associated plant morphological traits such as leaf pubescence (Pbs), leaf retention (LR), stay green (SG), tip size (TS), tip compactness, and plant height (PH), stem diameter (StD), SRDM% and FSRY. Genotypes with wide or specific adaptability for these traits have been identified, and should be recommended for general or localized production and for use as sources of desired genes in crop improvement. Genotypes L9.304/147, 92/000, TME2, 4(2)1425, I60/42 and L9.304/175 combine wide adaptability with high levels of resistance to CGM. Genotypes Kapeza, L9.304/147 and 4(2)1425 are able to produce 13-15 t ha ¯¹ at 9 months after planting suggesting their potential for early bulking. This study has shown that both additive and non-additive gene effects play a role in the expression of CGM resistance and associated plant morphological traits. The best combinations of parents for resistance against CGM were 4(2)1425 x L9.304/147 and Mweru x L9.304/147, while L9.304/147 x I92/000 displayed combined resistance to CGM and cassava mosaic disease (CMD). The resistance of cassava to CGM is positively correlated with Pbs, LR, and TS, SG, PH, StD. Overall, the study has shown that there is wide diversity in the expression of valuable indirect defense traits among genotypes, indicating that there is scope for integration of biological control and host plant resistance for CGM in Zambia. The release of genotypes that exhibit high level of intra-season and inter-season stability for enhanced expression of LR, SG, and Pbs will minimize the impact of CGM on FSRY and SRDM% that results from seasonal effects. Such genotypes should also provide habitat for and thus help to ensure the survival of T. aripo in cassava fields. The study has contributed to the promotion of food security through identification of early-bulking genotypes which also have good potential for extended underground storability of roots. Early-bulking, high FSRY and SRDM% and SRR resistance are farmer-preferred traits. The impact of faith-healing Pentecostal churches on health and well-being among health-seekers in Ndola, Zambia.

This study, which lies within the ARHAP ongoing research on the interface between religion and public health, examined the impact of Faith-Healing Pentecostal Churches on health and well-being among health-seekers in Ndola, Zambia. The study involved a self-administered questionnaire answered by 100 Faith-Healing Pentecostal Church worshippers in Ndola over a period of 4 weeks. Based on the data analysis and interpretation it was found that these churches have grown rapidly in Zambia and that many people are turning to them for their healing and well-being. There are several factors that are contributing to the rapid growth of Faith-Healing Pentecostal Churches and these range from socio-economic problems to the impact of diseases like HIV/AIDS, malaria and tuberculosis on households, due to the poor health provision in most government health centres in Ndola. The study notes that people attend Faith-Healing Pentecostal Churches because these churches provide a home for people in need of social networks which enable them to have a sense of identity, belonging and purpose amidst their day-to-day socio-economic challenges. It was therefore evident from the research that Faith-Healing Pentecostal Churches are addressing huge socio-economic needs in people's lives within a context of poverty, unemployment and the burden of sicknesses and diseases, and can rightly be understood as a Religious Health Asset. These findings also provide the context for four important insights into a contemporary and contextual theology of health and healing. Based on the findings of this study, this dissertation offers a number of challenges to public health policy makers and church leaders to take serious the interface between religion and public health, and to also take seriously the contribution that Faith-Healing Pentecostal Churches are making to health and well-being in Ndola, Zambia.
