This new media communication phenomenon, with P2P communication, carries hybrid, convergent and multimedia elements, through which the subjects carry out new media practices and, in this way, put in tension the relations of power in the mediatic ecosystem by acting in Postmodernity post-mass movements, such as midialivrism. In order to understand how this phenomenon occurs, we analyze the configuration of midialivrism (MALINI; ANTOUN, 2013) in a convergent way to social manifestations that have occurred in Brazil since 2013, with the free collectives Mídia NINJA and Jornalistas Livres (Free Journalists), also converging to cyberculture, ruled by the cyberculture laws (LEMOS, 2003). These collectives emerge from this scenario, which mixes cyber-presence activism, providing the basis for reflecting on the points of tension and connection between free-media practices and corporate media, pointing to post-journalism. From the participant observer method, and with the aid of the grounded theory (DIC, 2005), we collect and analyze the material produced by midialivists in cyberculture. Through analysis and interpretation, it resulted in a mapping of a set of midialivist practices. This path made it easier to identify the midialivist's activities in the internet and street networks, and how the three factors (consumption / sharing / production) conditioned each other, ended up connecting, in a demonstration of what this new relationship of free media with Journalism as an alternative media in the mediatized society and how it interacts, in a collaborative way, on the social protest and movements. / A cibercultura ocasionou mudanças nos processos de comunicação na contemporaneidade, principalmente no tocante aos polos de produção e difusão de informação, dando significativa visibilidade à mídia livre e aos movimentos pós-massivos, auxiliados pela comunicação estabelecida através dos dispositivos portáteis, conexões móveis (Wi-Fi, 3G, 4G) e outras ferramentas digitais, como sites de redes sociais, além das transmissões via streaming e plataformas colaborativas. Este novo fenômeno comunicacional midiático, com comunicação P2P, carrega elementos híbridos, convergentes e multimídia, através dos quais os sujeitos protagonizam novas práticas midiáticas e, desta maneira, põem em tensão as relações de poder no ecossistema midiático pela atuação em movimentos pós-massivos da pós-modernidade, como o Midialivrismo. Com o objetivo de entender como acontece esse fenômeno, analisamos a configuração do midialivrismo – a partir do conceito de Fábio Malini e Henrique Antoun (2013) – de maneira convergente às manifestações sociais ocorridas no Brasil a partir de 2013, com os coletivos livres Mídia NINJA e Jornalistas Livres, convergente, também, à cibercultura, tendo como norte às leis da cibercultura de André Lemos (2003). Esses coletivos emergem deste cenário, que mescla ativismo ciber-presencial, possibilitando bases para refletirmos sobre os pontos de tensão e conexão entre práticas de mídia livre e a mídia corporativa, apontando na direção de um pós-jornalismo. A partir do método do observador participante, e com o auxílio da teoria fundamentada (DIC, 2005), coletamos e analisamos o material produzido pelos midialivristas na cibercultura. Mediante a análise e interpretação, resultou num mapeamento de um conjunto de práticas midialivristas. Esse percurso facilitou identificarmos as atividades do midialivrista nas redes da internet e na rua, e como os três fatores (consumo/compartilhamento/produção) condicionados entre si, acabaram se conectando, numa demonstração do que vem a ser essa nova relação da mídia livre com o jornalismo, como mídia alternativa, e de como ela interage na sociedade midiatizada, de maneira colaborativa, ao universo dos protestos e movimentos sociais.

Strategic planning and budgeting in the Mining Qualifications Authority (MQA)

Following extensive research into mine health and safety fatalities by the Leon Commission in 1996, the Mining Qualifications Authority (MQA) was established as an organ of state. The study focuses on the relationship between strategic planning and budgeting and how well these concepts are implemented within the MQA. The study found that there is definite alignment between the budgeting and strategic planning processes of the MQA. The strategic planning process in the MQA is well-formulated through an annual strategic planning session. The strategy identified is that Board and Committee members with no financial management experience should attend the training course specifically developed by the University of South Africa (Unisa), namely “Roles of a board in the management of public entities” and the MQA should play a more central role in health and safety through the development of health and safety programmes aimed at reducing fatalities. / Thesis (M. This work tries to show how cinema contributes in the profession s imaginary, creating stereotypes about doing journalism. In addition, it influences many to follow the career, collaborating in the way students believe will be their profession in the future. The research corpus consists of 50 films that features journalists and three movies are analyzed in depth by presenting recurring themes and creating mythology traces about the profession: The big carnival/Ace in the hole, All the presidents men and State of Play. Methodological parameters include: survey literature, in-depth analysis, movies exhibition, the holding of free debates and application of questionnaires. The theoretical framework includes authors such as Edgar Morin, Stella Senra, Brian McNair, Roland Barthes, Cornelius Castoriadis, Raymond Williams and Jesús Martín-Barbero. Specific objectives seeks to: 1) conduct a review of the Journalism movies and its evolution, determining types and recurring themes; 2) identify the possible creation of mythologies about Journalism through cinema; 3) identify tunings and dissonances in the way images are appropriated for Journalism students, contributing to the creation of an specific imaginary about the profession. / No contexto da comunicação midiática e suas mediações socioculturais, a tese traz como proposta central uma análise das representações do jornalista no cinema e das apropriações dessas narrativas por aqueles que desejam seguir a profissão no futuro. Buscou-se mostrar que o cinema contribui no imaginário sobre a profissão, trazendo estereótipos sobre o fazer jornalístico. Além disso, ele influencia muitos a seguirem a carreira, também colaborando na forma como os estudantes acreditam que será sua profissão no futuro. O corpus da pesquisa é constituído por 50 filmes que apresentam jornalistas, sendo que três foram analisados em profundidade, por trazerem temas recorrentes e criarem traços de mitologia sobre a profissão: A montanha dos sete abutres, Todos os homens do presidente e Intrigas de Estado. Os parâmetros metodológicos incluem: o levantamento bibliográfico, a análise em profundidade, a exibição de obras, a realização de debates livres e a aplicação de questionários estruturados. A questão de pesquisa objetiva olhar os dois movimentos que ocorrem durante o processo colaborativo, que são os aspectos formativos e os elementos de apropriação da temática ambiental pelos professores. Tendo em vista as questões propostas os seguintes objetivos norteiam esse trabalho: identificar os elementos da constituição do grupo de estudos e formação continuada em Educação Ambiental na escola; investigar os limites e as possibilidades de formação em horário de Jornada Especial Integral de Formação; investigar o contexto socioambiental da escola, as relações estabelecidas pelos professores com esse contexto e as apropriações da temática ambiental pelo grupo de professores em contexto participativo. A metodologia utilizada foi de cunho qualitativo em formato de pesquisa-ação-participativa. Para coleta de dados utilizamos registros fotográficos, vídeogravações e transcrições dos encontros e de entrevistas realizadas, registros em diário de campo da pesquisadora, questionários e avaliação em formato de narrativa. Utilizamos a metodologia de análise de conteúdo por meio de unidades de análises. Os resultados apontaram avanços relacionados à constituição de um espaço de diálogo que se fez no horário de formação coletiva, a formação do grupo de estudo na escola, no reconhecimento de novas práticas e também quanto ao contexto no qual a escola está inserida, levando à discussão de problemas ambientais locais. Apesar disso, ainda faltam elementos de apropriação de uma perspectiva crítica da educação ambiental pelo coletivo. Nesse sentido, acreditamos que um curso nesse formato deva ser contínuo e permanente, uma vez que identificamos um processo lento de apropriação da educação ambiental em uma perspectiva crítica pelos professores. / In this research, we present the results of an investigation that began with a research-action-participant in a public school in Sao Paulo, where continuing education and the establishment of the study group about environmental education were conducted during the Jornada Especial Integral de Formação, in a collaborative context by a teacher of the school unit. The research question aims to look at the two movements that occur during the collaborative process, the formative aspects and elements of environmental issues appropriation by the teachers. In view of these proposed questions, the objectives that guide this investigation are: identify the elements about the constitution of the study group and the continuing education which subject was the environmental education; investigate the limits and possibilities of continuing education during JEIF; investigate the social-environmental context of the school, the relationships established by teachers and the appropriation of environmental issues by the group in a participant context. This research is a qualitative study and have an action-participant format. For data collection, we used photographic records, video recordings and transcripts of meetings and interviews, records in the researcher's field diary, questionnaires and evaluation in narrative format. For data analysis, we used the methodology of content analysis by using units of analysis. The results showed improvements related to: establishment of a forum for dialogue in the time of collective training, the construction of a study group at school, recognition of new practices, knowledge of school's context and thinking about local environmental problems. Although still lack elements of collective critical perspective of environmental education appropriation. Therefore, we believe that a course in this format must be continuous and permanent, once we identify a slow process of a critical environmental education perspective appropriation by teachers.

Les grandes villes du Sud s’étalent dans leurs périphéries, en grande partie non réglementaires, notamment en conséquence de l’incapacité de l’Etat à procurer un logement à l’ensemble de la population. Cette thèse restitue l’analyse d’un de ces quartiers irréguliers aux marges de la ville : le quartier de Cherarba dans le Sud-est de l’agglomération algéroise, à la porte de la Mitidja. La réflexion porte sur les pratiques et les représentations des populations et la façon dont elles pèsent sur les dynamiques de dé-marginalisation et/ou d’intégration socio-spatiale de ces quartiers populaires à la ville. Les activités économiques générées par les populations s’avèrent un vecteur déterminant permettant à ces quartiers irréguliers périphériques de s’intégrer dans l’ensemble de la dynamique socio-spatiale de la ville. Trois axes structurent la recherche ; nous verrons d’abord comment les habitants "ordinaires" sont des acteurs à part-entière dans la production de l’espace urbain, en agissant au cœur même de ces transformations, à travers des stratégies résidentielles et économiques. Ensuite le regard se focalisera sur l'étude des interdépendances des territoires marginalisés avec la ville. L'examen des pratiques des populations devra permettre ici de mettre en évidence les modes d'effacement des frontières, d'imbrication et d'interactions à l'ensemble de la ville, particulièrement par le biais des dynamiques économiques. Le cœur de la réflexion concernera l'émergence d'une véritable polarité urbaine, formidable vecteur d'intégration. Enfin, l'analyse portera sur les pratiques et les représentations des populations, en mettant en évidence les formes de sociabilités et de solidarités, les ressources et les réseaux sociaux au sein et en dehors du quartier et les significations sociales qu'il recouvre. Le dévoilement de ces processus de recomposition urbaine bouscule les a priori entretenus sur ces périphéries stigmatisées et considérées comme des non-villes et conduit à une nouvelle approche de la réalité urbaine, modifiant les perceptions sociales négatives qui affectent cet « urbanisme d'émanation populaire ». / The big cities of the South spread out in their peripheries, largely not statutory, in particular as a result of the incapacity of the State to get an accommodation to the whole population. This thesis restores the analysis of one of these irregular districts to the margins of the city: the district of Cherarba in the Southeast of the urban area from Algiers, in the door of Mitidja. The reflection concerns the practices and the representations of the populations and the way they weigh on the dynamics of die-marginalization and/or sociospatial integration of these popular districts in the city. Economic activities generated by the populations turn out a determining vector allowing these peripheral irregular districts to become integrated in the whole of the socio-spatial dynamics of the city. Three axes structure the search; we shall see at first how the "ordinary" inhabitants are actors to whole part in the production of the urban space, by acting in the heart of these transformations, through residential and economic strategies. Then the look will focus on the study of the interdependences of territories marginalized with the city. The examination of the practices of the populations will have to make it possible here to highlight the modes of obliteration of the borders, overlap and interactions to the town suit, particularly by the means as of economic dynamics. The heart of the reflection will relate to the emergence of a true urban polarity, formidable vector of integration. Finally, the analysis will concern the practices and the representations of the populations, by highlighting the forms of sociability and solidarities, the resources and the social networks in the breast and except the district and the social meanings which it recovers. The unveiling of these processes of urban reorganization pushes aside prejudice maintained on these peripheries stigmatized and considered non-cities and leads to a new approach of the urban reality, modifying the negative social perceptions which affect this « town planning of popular emanation ».

Investigation into the economic feasibility of the continued existence of the PetroSA Mossel Bay refinery

Thesis (MBA)--Stellenbosch University, 2005. / ENGLISH ABSTRACT: South Africa's main requirements for power are in the form of electricity and liquid fuels The country's electricity is generated mainly from coal while the liquid fuels requirement is mainly from crude oil. Both coal and crude oil use are coming under increasing pressure locally because of pollution and accompanying environmental awareness. Internationally both energy sources are also increasingly being abandoned as preferred energy sources, in first world countries, in favour of cleaner energy sources.ln view of these developments in the macro environment South Africa's gas to liquids refinery built in the early 1990's seems a well placed past investment ahead of its time. This study project looks at the economic feasibility of the continued existence of the PetroSA gas to liquid plant in Mossel Bay.The study looks at South Africa as well as Southern Africa's energy resources , the effect of changing legislation on the future use of energy resources and the economics of the Mossel Bay facility. The study finds that South Africa's abundance of coal reserves, its lack of oil and gas reserves and the slow pace of environmental legislation delivery means that gas is unlikely to become a major source of energy in South Africa.The Mossel Bay gas to liquids plant is profitable but its high fixed costs and certain growth of this cost component means that the continued feasibility of operations is dependant on favourable movements in the exchange rate and oil price. To answer the question about whether to continue operating or close down the analysis found that although although early closure would provide a return of more than 15 percent it would be even more viable financially to make an investment for more gas and continue operations.The main reason for the better than average projected returns is the high oil price .The decision to close down the Mossel Bay plant is not likely to be based on financial considerations alone. The recommendation is thus to continue operations untill 2016.The investment required to secure more gas would , even in the worst case scenario, provide a satisfactory return on investment. / AFRIKAANSE OPSOMMING: Suid Afrika se energie behoeftes is hoofsaaklik vir elektrisiteit en brandstof. Die meerderheid van die land se elektristeit word deur middel van steenkool opgewek terwyl ru-olie gebruik word om brandstof te vervaardig. Beide steenkool en ru-olie word al hoe meer onder druk geplaas as gevolg van besoedeling en 'n meer omgewing bewuste publiek. Op internasionale vlak , in eerste wereld lande word die gebruik van steenkool en ru-olie al hoe meer afgeskaf ten gunsle van skoner kragbronne. In die lig van hierdie verwikkeling in die makro omgewing mag dit op die oog af Iyk of PetroSA se gas na vloeistof aanleg in Mosselbaai, wat reeds in die vroee 1990's gebou is, as 'n goeie destydse strategiese belegging voorkom. Hierdie studie projek ondersoek die ekonomiese lewensvatbaarheid van die voorgesette bestaan van die PetroSA se Mosselbaai gas na vloeislof aanleg. Die studie kyk na Suid-Afrika sowel as die groter Suider Afrika se natuurlike energiebronne, die invloed van verandering in wetgewing op die toekomstige gebruik van energiebronne en die ekonomiese kenmerke van die aanleg in Mosselbaai. Die bevinding van die studie is dat Suid-Afrika se oorvloed van steenkool, sy tekort aan natuurlike gas en die stadige pas waarteen omgewings-wetgewing ontwikkel word, daartoe lei dat gas nie 'n volmatige energiebron in Suid Afrika sal word nie. Die aanleg in Mosselbaai is huidiglik winsgewind maar sy hoe vastekoste en groei hiervan belemmer sy vooruitsigte vanuit 'n finansiele oogpunt. Die winsgewindheid van die aanleg is afhanklik van 'n verswakkende Suid Afrikaanse geldeenheid en verhogende ru-olie pryse. Die vraag onstaan dus of die aanleg moet toemaak en of produksie moet voortgaan. Die ondersoek vind dat alhoewel die sluiting van die aanleg 'n opbrengs van meer as 15 persent sal lewer dit selfs meer finansieel aantreklik is on te belê in meer gas sodat produksie kan voortgaan. Die hoofrede vir die bogemiddelde opbrengs is die hoe oilieprys. Dit is onwaarskynlik dat die oorweging om die Mosselbaaise aanleg sluit suiwer op finansieele oorwegings sal rus. Die aanbeveling is dus om voort te gaan met produksie tot 2016. Die belegging wat nodig is vir meer gas sal selfs onder die mees pessimistiese omstandighede steeds 'n bevredigende opbrengs lewer.

Assessment of municipal sources of revenue: a study of city of Johannesburg Metropolitan Municipality

Section 229 of the Constitution of South Africa states that municipalities may impose rates on property and surcharges on fees for services provided by the municipality or on behalf of the municipality. The primary data obtained from the City of Johannesburg facilitated the assessment of property tax and user fees revenue performance of the municipality as well as the challenges in the administration of revenue. A case study approach was used and the data required was on assessment of property tax and user fees revenue performance of the municipality as well as the challenges in the administration of revenue. Data was therefore collected from the primary data sources.This research shed the light on challenges that the City of Johannesburg Metropolitan Municipality encounter in the process of tax rate and charges administration in order to raise enough revenue to cover the cost of service delivery. Findings in relation to revenue collection were based on the information obtained from a user’s survey, the department of revenue, head of property unit, MMC finance and the executive mayor. Amongst other challenges that affect the CoJ own source of revenue, is the issue of property valuation and billing system which is to allow the city to charges tax payers according to property market value. In addition, there is no proper line of communication between the city and the community about the necessity of property tax rates and fee charges. Hence, some members of local community are not fulfilling their property tax obligations because of poverty or by preference. Observations from the study indicates that practical difficulties related to tax base identification and the lack of human capacity contribute significantly to the underperformance of the property tax administration system across South Africa as a whole. The inadequate records on property information have contributed to the inefficiency of the property tax system since many taxable units are not known, and therefore, it becomes difficult for the taxing authorities to collect property tax. Consequently, the City of Johannesburg Metropolitan Municipality is unable to collect enough revenue to cover the cost of service delivery. In order to rectify these problems some of the measures recommended include the need to improve human capacity and the communication/collaboration between local community and the municipality. / MT2017

Florida University Faculty Compensation: Market Competitive or Not?

The most important asset of any organization is its people (Danish & Usman, 2010). Whatever the market segment, they are the driving force behind creating and delivering on the organization’s strategic and financial objectives. The ability to attract, retain and motivate the necessary workforce, through use of financial rewards, is a main determinant in the degree to which these objectives are met (Fong & Tosi, 2007; Gomez- Mejia & Balkin, 1992b; Newman, Gerhart, & Milkovich, 2016). While there are many approaches to pay strategy, a key aspect, and the focus of this dissertation, is the market positioning of cash compensation. Specifically examined was the stated policy narrative of market positioning compared to actual pay practice. While compensation practices in the private sector have received significant research attention, much less focus has been given to pay in academia. This work seeks to address this apparent gap and extend our knowledge in this area. Utilizing faculty pay at Florida’s ten major public universities, this dissertation analyzes consistency between the narrative and practice at the levels of university, department, rank, size and region. The findings demonstrated a significant difference between pay and university but inconsistencies across all levels with the stated narrative.
