Neutralitetens roll i folkbibliotekens demokratiska uppdrag : en diskursanalys av förslag till svensk biblioteksstrategi / The role of neutrality in public libraries' democratic mission : a discourse analysis of swedish national strategy propositions

Purpose – The notion of neutrality as a core value for public libraries is currently under debate within LIS. The purpose of this paper is to examine how the public libraries' democratic mission is presented in Swedish national library strategy and to examine how different aspects of the mission are affected by notions of neutrality. Design/methodology/approach – The recent proposal for a national strategy for libraries, as well as the previously published draft of the strategy and four referral bodies are examined using discourse analysis. Findings – The findings indicate that the notion of neutrality is widely recognised as a core value for public libraries within the strategic documents analyzed. Ambiguity surrounding the concept is however being manifested in the strategy when notions of libraries' independence, social responsibility and capacity for defending democracy are being expressed as means to attain the goal of democracy. The ambiguity surrounding the concept of neutrality that is present in the text is nevertheless largely unaddressed by the Royal Library of Sweden. Originality/value – This paper is a contribution to the ongoing debate regarding the concept of neutrality and the public libraries' democratic mission. Rather than examining LIS professionals' views on neutrality, this paper addresses the viewpoints expressed on the national strategic level of the swedish library institution, which as of yet rarely have been examined within swedish LIS. Mediebestånd för grupper som försvinner? : Biblioteksdiskurser om mångspråkighet / Collections for disappearing groups? : Library discourses on multilingualism

This study explores library discourses on multilingualism. The aim is to illuminate how unequal power relations are reproduced or transformed through these discourses. To examine this, I focus on a report on multilingualism, produced by the National Library of Sweden, included in their work with a national library strategy. The analysis is performed through the theoretical lens of discourse theory, inspired by Ernesto Laclau and Chantal Mouffe, in combination with an adapted version of Richard Ruiz’s orientations to language planning. Two discourses are identified: ”the old multilingualism”-discourse and ”the new multilingualism”-discourse. I argue that these two discourses are compatible, though constructed as a binary opposition. ”The old multilingualism”-discourse is related to national minorities, rest on a language-as-right orientation and is recognised as an individual resource. ”The new multilingualism”-discourse, which is the dominant discourse, is related to immigrants and constructed as something new. It is drawing on a deficit discourse, aiming at assimilation, and thereby reproduces unequal power relations. At the same time multilingualism is recognised as a societal resource that should be promoted. This thesis partake in a discussion on diversity within Library and Information Science.

Shhharing Spaces : An investigation of the public library of Östersund in relation to the 2019 Swedish National Strategy for Libraries

The Swedish national strategy for libraries, published in 2019 by the National Library of Sweden on behalf of the Government, with the utmost goal to strengthen democracy, describes a vision of a library for all in 2030. Historically, the library has been quiet rooms with collections of books. Something that does not support today’s nor future needs of a library according to the national strategy.  Is it possible to combine the vision of an open space with the old-time quiet library? Library of Östersund is a public library that has outgrown its premises from the 1950s, but due to savings, plans for a new library have been put on hold. I have examined how changes to the interior can support the aim to reach the goals of the Swedish national library strategy. Above all, to attract new groups without scaring away the visitors of today, or yesterday. The emphasis lies on how the spatial design can encourage activity versus focus, the importance of forms, flows and meetings of different materials, and how the relationship between architecture and body is formed from a diversity of perspectives.

Förslaget, reaktionen, konflikten : En diskursanalytisk undersökning av Demokratins skattkammare och reaktionerna i två branschtidningar

The aim of this thesis is to examine discourses that surround the role of libraries as democratic institutions. This is done by studying the proposal for a National Strategy for Libraries, The Treasure Trove of Democracy. and the reactions to that document in two library journals. The questions asked are the following: how is the democratic role depicted in the proposal for a national library strategy? What were the reactions and what discourses characterized the relationship between the two library journals and the proposal for a national strategy? Are there any lines of conflict or tension within the identified discourses? Four discourses were identified: the library-democracy discourse, the children discourse, the political-administrative discourse and judiciary-argumentative discourse. Three out of the four discourses were present in both the library journals and the proposed strategy except the library- democratic discourse which was only explicitly found in the latter. The results indicate that the tension within the child discourse concerned means rather than objectives. The political-administrative discourse concerned demarcation questions regarding the municipal self-government. The judiciary- argumentative discourse permeated the entire empirical material and was rarely contested. The library-democratic discourse was the only discourse identified which was clearly present in the proposal for a National Strategy for Libraries and not in the two library journals. We suggest that this omission could be explained against the background of that the democratic role often is taken for granted.

The purpose of this bachelor’s thesis is to examine the libraries' view of their own role and its relation to democracy, to identify any obstacles to the library's mission on being an inclusive public space. We do this through a qualitative content analysis, based on intersectional theory, on the proposal for a National Strategy for Libraries, The Treasure Trove of Democracy. We conclude that depictions of libraries and librarianship represented in the empirical material limits the ability to break down discriminatory structures within the institution.
