The electoral process of 1996 is configured in a political arrangement in the city whose bid is based on democratic principles in order to enhance the citizenship and social rights In that context aims to assess the practices of the Participatory Budget through the relationship established between civil society and municipal administration noting the areas of sociability the strategies the learning and its developments in the city everyday They also want to score and limits the progress of relations between different social actors in view of a democratic and participatory management. / Este trabalho tem como objetivo analisar avaliar e socializar as práticas de gestão participativa e democrática vivenciadas no município de Sobral com enfoque na experiência do Orçamento Participativo estimulada pela Prefeitura no período compreendido entre os anos 1997 a 2004 Esta experiência proporcionou ao município a articulação das principais forças vivas no território e ao mesmo tempo demarcou outro momento político após passar quatro décadas mergulhado num contexto político em que predominavam as práticas clientelistas e paternalistas Essa situação nos remete a questionamentos referentes aos alcances das mudanças e os desafios que um modelo de gestão democrática deve enfrentar ao buscar introduzir alguns espaços e canais para perseguir uma gestão compartilhada envolvendo representantes da sociedade civil e da administração pública como foi a proposta para Sobral no período abordado. O processo eleitoral de 1996 configurou-se em um arranjo político no município cuja proposta se alicerçava em princípios democráticos de modo a valorizar a cidadania e os direitos sociais. Nesse contexto pretende-se avaliar as práticas do Orçamento Participativo através da relação instituída entre a sociedade civil e a administração municipal verificando os espaços de sociabilidades, as estratégias, os aprendizados e seus desdobramentos no cotidiano do município Também se pretende pontuar os avanços e os limites das relações entre os diferentes atores sociais na perspectiva de uma gestão democrática e participativa.

The inquiry investigated the ombudsman of the DETRAN-PE and of the METROREC emphasizing the treatment given to the demonstrations of the citizen. The results of the studies, based on the revision of the literature on the institute of the ombudsman, wrapping concepts, objectives and a conceptual model is left ombudsman, they point to ways of social participation and indicate that it is resulting implemented actions, producing benefits for the society and for the institutions. The elements analysis like the historical of creation of his ombudsman, the functioning structure, the forms of actings and indicators in the treatment of the demands, allowed to carry out comparisons on the performance of the ombudsman in these two organizations. The present work also did observations on some aspects of dissonance found between the conceptual model of the institute of the ombudsman and the investigated ombudsman, being the need for reflection on his institutional practices in force. The study made possible a view on the institute of the ombudsman in the institutions DETRAN-PE and METROREC, observing his interactions with the social actors, bringing near the most social public management of a slope, by means of the effective participation of the citizen, putting the institute of the ombudsman to service of the society and of the institution, like tool for the improvement of the public management. / Diante do crescimento do número de ouvidorias dentro das instituições brasileiras e em particular, nas empresas públicas, a pesquisa realizada abordou as relações entre a sociedade e o Estado, destacando, como tema central, o instituto da ouvidoria como ferramenta para melhoria da gestão pública. A pesquisa investigou as ouvidorias do DETRAN-PE e do METROREC ressaltando o tratamento dado às manifestações do cidadão. Os resultados dos estudos, baseados na revisão da literatura sobre o instituto da ouvidoria, envolvendo conceitos, objetivos e um modelo conceitual sobre ouvidoria, apontam caminhos de participação social e indicam que há ações implementadas decorrentes, gerando benefícios para a sociedade e para as instituições. A análise de elementos como o histórico de criação de suas ouvidorias, a estrutura de funcionamento, formas de atuações e indicadores no tratamento das demandas, permitiu realizar comparações sobre o desempenho das ouvidorias nessas duas organizações. O presente trabalho também fez observações sobre alguns aspectos de dissonância encontrados entre o modelo conceitual do instituto da ouvidoria e as ouvidorias pesquisadas, havendo a necessidade de reflexão sobre suas práticas institucionais vigentes. O estudo possibilitou um panorama sobre o instituto da ouvidoria nas instituições DETRAN-PE e METROREC, observando suas interações com os atores sociais, aproximando a gestão pública de uma vertente mais social, mediante a efetiva participação do cidadão, colocando o instituto da ouvidoria a serviço da sociedade e da instituição, como ferramenta para a melhoria da gestão pública.

A educação ambiental, assim, vem sendo reconhecida como elemento importante para a reflexão e problematização das relações que envolvem a sociedade, a educação e o meio ambiente; e como uma das possibilidades para o enfrentamento da crise que se apresenta. Compreendemos que ao tomar o processo educativo como elemento capaz de provocar mudanças, a educação ambiental se relaciona com os fins e sentidos da própria educação, podendo abrigar uma diversidade de práticas. Considerando a educação como um processo social e político, que busca a formação humana, reconhecemos a articulação da educação ambiental com as dimensões dos valores, dos conhecimentos e da participação e destacamos a sua dimensão política, que tem como virtude ser um instrumento de participação política, condição essencial para desabrochar a cidadania. A partir destas considerações, buscamos, por meio de uma pesquisa qualitativa de abordagem histórico-cultural, analisar as trajetórias de professoras de ciências da natureza, procurando construir sentidos a partir de suas experiências de vida em relação à temática ambiental e das possíveis relações destas com suas práticas docentes, a fim de problematizar as contribuições e limitações do processo educativo, para a formação para a cidadania. Reconhecendo os diferentes discursos de democracia e cidadania presentes na contemporaneidade e identificando suas implicações para a educação e para o ensino de ciências, destacamos alguns modelos de ensino de ciências voltados à cidadania, com o objetivo de encontrar possíveis aproximações com as práticas das professoras investigadas. Environmental education, in this sense, has been recognized as an important element for reflection and questioning of relations involving society, education, and the environment, and as one of the possibilities for confronting the crisis at hand. We understand that by taking the educational process as an element capable of bringing changes, environmental education relates to the purposes and meanings of education itself, being able to accommodate a variety of practices. Considering education as a social and political process that seeks human development, we recognize the articulation of environmental education with the dimensions of values, knowledges and participation, highlighting its political dimension, which has the virtue to be an instrument of political participation, an essential condition to bloom citizenship. From these we sought through a qualitative research of historical-cultural approach to analyze the trajectories of natural science teachers, seeking to build meanings of their experiences of life in relation to environmental issues and of the possible relationship between these and their teaching practices, in order to discuss the contributions and limitations of the education for citizenship. Recognizing the different discourses of democracy and citizenship in the contemporary and identifying its implications for education and science education, we emphasize some frameworks of science education focused on citizenship, in order to find possible similarities with the practices of the teachers surveyed. The implications are treated with extremely importance to readapt, especially in regard to the exercise of citizenship in his homeland. O presente trabalho, sem pretensão de esgotar o tema aborda os reflexos jurídicos negativos do cidadão goiano que emigra do exterior. Em sua ida em busca de sucesso deixa para traz direitos e obrigações. No retorno encontra dificuldades severas para readaptação e adequação ao mundo que um dia deixou lhe aguardando. As implicações tratadas são de relevante importância a readequação, principalmente no que tange ao exercício da cidadania em sua terra natal. Objetiva-se como presente trabalho abordar os principais problemas encontrados pelo cidadão goiano quando retorna, suas dificuldades com a documentação, adequação a vida cotidiana e suas perdas em seus direitos de exercício da cidadania. O método utilizado na abordagem é dialético. Encontrou-se o resultado esperado, apontando os problemas e conclui-se que a ausência de informação é o causador da celeuma e que pode-se evitar a maioria das perdas apontadas de forma simples.

A dissertação teve como objetivo delinear o perfil de dois grupos: aqueles que mantêm a estrutura, como voluntários, do CMI site da Rede Indymedia representante nacional do jornalismo cidadão ou open source e também os que postam conteúdo nele, sem necessariamente ser voluntário. Como método, foram realizadas duas pesquisas empíricas, uma levantando dados mais objetivos do segundo grupo, e outra, baseada em entrevistas abertas, com o primeiro. Dos usuários foram obtidos dados como profissão, gênero, idade, orientação política, hábitos de navegação e postagem; e dos voluntários, valores, crenças, histórias de vida e atividades dentro do grupo. Também foram pesquisados os assuntos e formatos de texto mais recorrentes postados na seção aberta do site. O material obtido e o recurso a um referencial teórico apropriado propiciou como resultado uma análise do veículo e seus participantes à luz das teorias que tematizam: o papel das novas tecnologias na comunicação, e numa possível democratização de seu espectro; os conceitos de jornalismo; jornalismo cidadão, colaborativo ou open source; e jornalismo alternativo; as abordagens sociológicas do ativismo e dos movimentos sociais contemporâneos de uma perspectiva estratégica e cultural; e das relações dos movimentos sociais com a comunicação principalmente em relação às mídias que eles mesmos produzem, e que, fundamentalmente, por não se enquadrarem nos parâmetros do mercado, e focalizarem a luta por mudanças, podemos chamar de alternativa. / This work aims to outline the profile of two groups: those who maintain the structure, as volunteers, of CMI site of Indymedia Net, nationally representative of citizen and open source journalism and also those who post content on it, without necessarily being a volunteer. As a method, we carried out two empirical studies, raising a more objective data from the second group, and another based on open interviews with the former. Users\' data were obtained as: profession, gender, age, political orientation, browsing and postage habits; and from volunteers: values, beliefs, life stories and activities within the group. We have also researched the subjects and text formats more applicants posted in the open section of the site. The obtained material and the use of an appropriate theoretical reference provided as a result an analysis of the vehicle and its participants, using the theories that work with: the role of new technologies in communication, and a possible democratization of its spectrum; the concepts of: journalism; citizen, collaborative or open source journalism; alternative journalism; sociological approaches of the activism and the contemporary social movements from a strategic and cultural perspective; and relationships between social movements and communication, especially referring to the media that they themselves produce, that not fit the parameters of the market and that focus the fight for change and thats why we call it alternative.

A partir das narrativas de vida desses jovens em situação de vulnerabilidades, o presente trabalho pretende identificar e compreender como se dá a constituição do projeto de vida, com vistas à emancipação, e se este conduz os sujeitos a ser, de fato, sujeito-cidadão. A escuta e o olhar atento para a narrativa de vida dos sujeitos da pesquisa é fundamental para o pesquisador captar todas as nuances e os entrelaçamentos das tramas presentes nestas narrativas. O Projeto de pesquisa está inserido na linha de pesquisa III, Educação, Desenvolvimento e Tecnologias, do Programa de Pós-Graduação em Educação. Portanto, ele se apoia em teóricos situados nos citados campos de estudo. Nestes se opera com os conceitos como projetos de vida, emancipação, sujeito-cidadão, juventude e cidadania. Analisa-se também as referidas marcas e processos constituintes de autonomia, protagonismo e emancipação, utilizando análise documental, pesquisa qualitativa, por meio de entrevistas abertas que permitam aos sujeitos da pesquisa, por meio de sua narrativa, refletirem sobre seu processo de autoformação para constituir seu projeto de vida e as formas emancipatórias que os tornam sujeitos cidadãos, mesmo que num contexto de exclusão social e/ou de extrema vulnerabilidade. / This research has as theme projects of life and emancipation: be citizen-subject through life narratives of three young oh the Diocesan Foundation The Bread of the Poor of St. Anthony (Bread of the Poor) in Porto Alegre - RS. Based on the life narratives of these young people in situations of vulnerabilities, this paper aims to identify and to understand how is the constitution of the project of life, aiming at the emancipation, and if the project of life leads subjects to be, in fact, citizen-subject. Listening and looking out for the life narrative of the subjects is essential for the researcher to capture all the nuances and interlacements of the events present in these narratives. The research project is inserted in the search line III, Education, Development and Technology, of the Postgraduate Program in Education. Therefore he relies on theorists who belong to that research fields. In such fields it operates with concepts such projects of life, emancipation, citizen-subject, youth and citizenship. It analyzes also those marks and constituent processes of autonomy, participation and emancipation, using documental analysis, qualitative research, through open interviews to enable the research subjects through their narrative, to reflect on their process of selfdetermination to constitute his project of life and emancipatory forms which make them citizen-subjects even if in a context of social exclusion and/or extreme vulnerability.

It is thought the extent to which artistic activities may affect psychosocial development can be an alternative to assist in reducing these vulnerabilities . This paper presents two articles where we sought to comprehend the relationship between art and vulnerability reduction in the life of adolescents who participated in an artistic event in the city of Manaus . Our specific objectives sought to present the profile and demands of participating adolescents in the “Jovem Cidadão” Project and the Christmas Concert held in 2012 , witch find themselves in the context of vulnerability and identify the dimensions that participation in this artistic event was pointed out by these adolescents as a reduction of vulnerability . Anchored in a cultural-historical approach to 10 psychology , we seek to understand the complex processes of risk and protection in the lives of these young people and to critically envision possible strategies in response to the vulnerabilities presented, considering art as a possible tool . Data was generated through qualitative and quantitative research that addressed 35 adolescents in two public schools through the questionnaire "Brazilian Youth" , focus groups and semi - structured individual interviews . Treatment methods included data using SPSS and content analysis . The results revealed that young people surveyed live in environments with dangerous surroundings, exposure to drugs trafficing and violence , fragile relationships , institutions with little room for leadership , but do not reveal deep vulnerability , being also identified some protective processes in their life as a positive concept, which functions as an empowerment to face the vicissitudes of life . Participation in the “Jovem Cidadão” Project and the Christmas Concert made possible changes in some aspects of these young people , as the expansion of communication and relational resources (improvement of socialization and relationships with family and peers ), although, at the Christmas Concert, these impacts have been larger, with emphasis on the recognition of the family, change in self- identity and self - esteem. In addition, these activities routinely offered new possibilities for these young . There were changes in both segments, both individual and affective- relational dimensions , but impact was not identified on the socio-structural dimension. The results of this research demonstrate that the artistic activities can be important tools for reframing conditions of vulnerability of young people, especially by expanding the network of protective support, which is important for the promotion of resilience. / Atualmente a adolescência é marcada por um período de alto índice de vulnerabilidade e exposição às múltiplas situações de risco e com isso vemos os desafios que a Psicologia encontra, tanto no campo teórico quanto das intervenções, na produção de respostas a estas demandas reveladoras dos dispositivos sócio-culturais fragilizantes. Cogita-se em que medida as atividades artísticas por incidirem sobre o desenvolvimento psicossocial podem se constituir alternativa que auxilie na redução destas vulnerabilidades. O presente trabalho consiste na apresentação de dois artigos, onde se buscou compreender a relação entre arte e redução de vulnerabilidade na vida de adolescentes que participaram de um evento artístico na cidade de Manaus. Como objetivos específicos buscou-se apresentar o perfil e demandas de adolescentes participantes do Projeto Jovem Cidadão e do Concerto de Natal de 2012, e que se encontram em contexto de vulnerabilidade, bem como identificar as dimensões que a participação neste evento artístico foi apontada por eles como redutora de vulnerabilidade. Ancorado em uma abordagem históricocultural da Psicologia, visa compreender a complexidade dos processos de risco e proteção presentes na vida destes adolescentes e pensar criticamente estratégias possíveis em resposta às vulnerabilidades apresentadas, considerando a arte como uma ferramenta possível. Os dados foram gerados através de uma pesquisa quali-quantitativa que abordou 35 adolescentes em duas escolas públicas através do questionário “Juventude Brasileira”, grupos focais e entrevistas individuais semi-estruturadas. Os métodos de tratamento dos dados incluíram o pacote estatístico SPSS e a Análise de Conteúdo. Os resultados revelaram que os jovens pesquisados vivem em contextos de violência, com exposição a drogas, relacionamentos frágeis, instituições com pouco espaço para protagonismo, porém não revelam profunda vulnerabilidade, sendo também identificados alguns processos protetivos na vida destes como um auto conceito positivo, o que funciona como um empoderamento para enfrentarem as vicissitudes da vida. Tanto a participação no Projeto Jovem Cidadão quanto no Concerto de Natal possibilitaram modificações em alguns aspectos destes jovens, como, a expansão de recursos comunicacionais e relacionais (melhora da timidez e relacionamento com a família e pares), embora no Concerto de Natal estes impactos tenham sido maiores, com ênfase no reconhecimento da família, mudança no autoconceito, identidade e autoestima. Além disso, a rotina destas atividades ofereceram novas possibilidades de ser para estes jovens. Houve nos dois segmentos, mudanças nas dimensões individual e afetivo-relacional, porém não foi identificado impacto na dimensão sócio-estrutural. Os resultados dessa pesquisa permitem compreender que as atividades artísticas podem ser importantes ferramentas para a ressignificação de condições de vulnerabilidade desses jovens, sobretudo por ampliar a rede de suporte protetivos, sendo importante para a promoção de resiliência.

Thinking about this topic, we study that in the end of the Middle Age there was a great migration of the population to the cities. Before it a well-known picture was of the peasant and now it goes by to be the picture of the townsman. Naturally this transformation there would be to change the focus of the communal life and consequently the life in society. It increases the intensity of the social ties and thereafter more social problems. The society in transformation will need solid and balanced structure to develop and maintain itself through the laws and citizens that will regulate these laws. During the Middle Age, there was little assistance to the small existing society. With the Renaissance and the Religious Reform of the Sixteenth Century new contours of social and assistance thoughts go by to be applied in the society in this time. In this yeast of social transformation arises the picture of the reformer John Calvin, that, grounded in the Bible Scriptures of Ancient and New Testament, brought to the society of his age, over his thoughts and ideas, new directions to the citizen and his army of citizenship. John Calvin, in spite of not to be a sociologist, and to be a theologian person, brought social ideas of living together and citizenship through of his works and of the example-model too, that was left in the city of Geneva, where he could apply all of his concepts related to the society. Therefore, aspect such as: politic-administrative, educational and assistance were punctual and outstanding in help that John Calvin gave to the government of the city of Geneva. His performance was so special that many others inhabitants from other regions of Europe came to Geneva to learn his model and they will take to his lands. The processes that involve the study of citizen and the exercise of citizenship are always discussed, since the society lives in constant transformations. However, the citizen must prioritize principles that must be applied in any kind of transformation that the society may have. The citizen is involved intrinsically with the society. He is an integral part of its. Thus, he needs of high level formation that takes to be a contribute agent of the society, aiming to the common good of the same. The citizen must act in the society to participate so good of his government, practicing justice, how as governed, obeying the laws and serving to the Magistrates and Governments. John Calvin took his teachings to the citizens for that they were good examples of the citizenship to the society. / Trata-se de um trabalho que procura mostrar a contribuição do pensamento social de João Calvino para a formação do cidadão. Ao valer-nos deste tema, estudamos que em fins da Idade Média houve uma grande migração da população para as cidades. Antes uma figura muito conhecida era do camponês e agora passa a ser a figura do citadino. Naturalmente que essa transformação haveria de mudar o foco da vida comunitária e consequentemente a vida em sociedade. Aumentam a intensidade dos laços sociais e consequentemente mais problemas sociais. A sociedade em transformação precisará de estrutura sólida e equilibrada para se desenvolver e se manter através de leis e cidadãos que irão regular essas leis. Durante a Idade Média, houve pouca assistência à pequena sociedade existente. Com o Renascimento e Reforma Religiosa do Século XVI novos contornos de pensamento social e assistência passaram a ser aplicados na sociedade de então. Nesse fermento de transformações sociais surge a figura do Reformador João Calvino, que, fundamentado nas Escrituras do Antigo e Novo Testamentos, trouxe para a sociedade de sua época, através de seus pensamentos e idéias, novos rumos para o cidadão e seu exercício da cidadania. João Calvino, embora não fora um sociólogo, e sim teólogo, trouxe idéias sociais de convivência e cidadania através de suas obras e também do modelo-exemplo, deixado na cidade de Genebra, onde pôde aplicar todos os seus conceitos relativos à sociedade. Assim, aspectos como: político-administrativo, educacional e assistencial foram pontuais e marcantes na ajuda que João Calvino deu para o governo da cidade de Genebra. Sua atuação foi tão especial que muitos outros habitantes de outras regiões da Europa vieram até Genebra para aprenderem seu modelo e levarem para as suas terras. Os processos que envolvem o estudo do cidadão e exercício da cidadania são sempre discutidos, uma vez que a sociedade vive em constantes transformações. No entanto, o cidadão deve priorizar princípios que possam ser aplicados em qualquer tipo de transformação que a sociedade possa ter. O cidadão está intrinsecamente envolvido com a sociedade. É parte integrante dela. Sendo assim, necessita de uma formação de alto nível que o leve a ser agente contributivo da sociedade, visando ao bem comum da mesma. O cidadão deve atuar na sociedade de forma a participar tão bem de seu governo, exercendo justiça, quanto como governado, obedecendo as leis e servindo aos magistrados e governos. João Calvino levou os seus ensinos aos cidadãos para que fossem bons exemplos de cidadania para a sociedade.
