Pedagogia universitária e mudança : a reforma dos cursos de graduação pós-LDB de 1996 e suas implicações para a docência em uma instituição comunitária de Santa Catarina – Brasil

Esta tese se insere no campo de estudos da Linha de Pesquisa Universidade: teoria e prática do Programa de Pós-Graduação em Educação (PPGEDU) da Universidade Federal do Rio Grande do Sul (UFRGS). O objetivo da pesquisa é compreender implicações das ações de Pedagogia Universitária (PU) desenvolvidas pela Pró-Reitoria de Ensino de uma Universidade Comunitária de Santa Catarina - Brasil para o desenvolvimento dos currículos de cursos de graduação e para a docência no contexto das reformas educacionais pós-LDB de 1996. A instituição apresenta um modelo de gestão com características de empreendedorismo, inovação e busca por sustentabilidade financeira. Está realizando uma mudança curricular tomando como princípios o ensino por competências e a articulação entre ensino, pesquisa e extensão nas atividades formativas desenvolvidas com os estudantes. No processo de pesquisa, foram analisados: a) discursos dos dirigentes, divulgados no portal da universidade na internet; b) documentos como o Projeto Pedagógico Institucional e as Diretrizes Acadêmicas Institucionais; c) conteúdos programáticos de eventos promovidos pela Pró-Reitoria de Ensino para formação dos professores para os novos currículos, no período de 2012 a 2014; e d) depoimentos de 90 docentes participantes destas ações de PU registrados em fórum de discussão no ambiente de educação à distância da universidade. As análises são sustentadas pelo pensamento sobre currículo e reforma de José Gimeno Sacristán e de Thomas Popkewitz, além de conceitos desenvolvidos por pesquisadores do campo da PU. Os resultados indicam que inovações foram introduzidas nas salas de aula e ambientes virtuais na reforma. Todavia, as condições de trabalho dos docentes não se qualificaram: 51% dos professores são horistas, o que dificulta que invistam voluntariamente em ações de planejamento e formação continuada. Nestas condições, está limitada a possibilidade dos docentes de discutir o currículo e moldá-lo com autonomia, de acordo com as necessidades de aprendizagem dos estudantes. / This dissertation is a part of the line of studies called Linha de Pesquisa Universidade: teoria e prática do Programa de Pós-Graduação em Educação (PPGEDU) of the Universidade Federal do Rio Grande do Sul (UFRGS). During the research, we analyzed: a) the discourse of the directors, which are available on the university’s website; b) documents such as the Institutional Pedagogical Project and the Institutional Academic guidelines; c) programmatic contents of events promoted by the Vice-Rectorate for Teaching and Learning on professor training for the new curricula, from 2012 to 2014; and d) testimonials of 90 professor who participated in these university pedagogy actions recorded on discussion forums on the university’s distance learning environment. The analyses are based on the thoughts on curriculum of José Gimeno Sacristán and Thomas Popkewitz, and also concepts developed by researches of the university pedagogy field. Results indicate innovations were introduced in classrooms and virtual environments with the reform. However, professors’ work conditions did not improve: 51% of professors receive hourly wages which makes it difficult for them to voluntarily invest in planning actions and continuing education. In these conditions the professorate’s possibility of discussing and molding the curriculum with autonomy according to the students’ learning needs is limited.

Using Sport to Build Community: Service-Learning with Iraqi Refugees

The purpose of this study was to explore the connections between Sport for Development and Peace (SDP), service-learning, and community-university partnerships through the implementation of the Service-Learning: Sport and Community Development (SCD) class. It was my hope that this research would produce a usable model, a framework for other scholars and practitioners interested in developing community-university partnerships. I wanted this project to not only answer the “why” questions for SDP and service-learning, but also the “how” questions – specifically, how to create a reflexive and collaborative partnership that balances the needs of the community and university. I wanted to create something riveting and real, something inspiring and authentic, and something more inclusive than a first-person programmer or instructor account of the experience (Darnell, 2007; Eyler & Giles, 1999; Millington, 2010; Stoecker & Tryon, 2009). Much like the goals of the class, this research was designed to stimulate and encourage others to move toward a more critical and engaged community agenda. To do that, I needed to create a research text that readers could “keep in their minds and feel in their bodies the complexities of concrete moments of lived experience” (Ellis, 2004, p. 30). For that reason, I chose narrative inquiry (Clandinin & Connelly, 2000) as the primary method of representation, coupled with performance narratives (Denzin, 2003) and poetics (Glesne, 2006; Ely, 2007). Based on the data collected from 49 qualitative interviews, 500 pages worth of reflective journals, and 200 pages of electronically recorded field notes, I created a visual community-university partnership model that illustrates the connections between SDP and service-learning as implemented in the SCD class. In addition to the visual model, I constructed narratives to detail the progression of the SCD experience over time, beginning with the common language of sport and ending in complete investment and reciprocity. As a result of this research, it has become clear that if implemented with intentionality, careful consideration, community collaboration, and reflexivity, that sport-based service-learning initiatives can enhance student learning, improve community welfare, and strengthen ties between the community and the university.

Measuring the Impact of Community-University Research Partnership Structures: a case study of the Office of Community-Based Research at the University of Victoria

This research study focused on measuring the impact of structures that support community-university research partnerships. The broad research question asked: How can we determine the impact of community-university research partnership support structures such as the Office of Community Based Research at the University of Victoria, within the university and within local, regional, national and international communities? Methods of inquiry included: participatory research, institutional ethnography and case study. These are among an increasing number of research approaches consistent with what is called engaged scholarship. Congruent with the methods of inquiry, methods of investigation included: in-context immersion, participant-observer-listener, use of available documents and information, use of an impact assessment framework prototype designed pre-data collection, key informant interviews, field notes, research journaling and the writing process. Data contributing to this study were drawn from key informant interviews. Interview participants were situated within local, regional, national and international communities. Methods of analysis included: a two-pronged approach to organising data, deductive and inductive approaches, the lens of praxis, and the prototype as an analytical framework. Assessment as praxis is proposed as broad analytic framework. Theory was constructed through data analysis. This study’s data and analysis point to impact assessment as a cycle of inquiry and eight elements that inform impact on and through community life and impact on and through the university. The proposed Impact Assessment and Measurement Framework (IAMF) includes eight elements: coupling intention with impact, spheres of impact, categories of impact, conditions of impact, points of impact, impact-focused documentation, multiple perspectives of impact, and impact assessment and measurement statements. Contributions of this study include: recognition of staff who support community-university research partnerships through their varied work spaces, research councils as a type of support structure, impact assessment as a cycle of inquiry, explicating impact through elements of impact assessment, and a literature consolidation of impact assessment in the context of support structures. Future research may include revision and refinement of the IAMF across different types of community-university research partnership support structures. / Graduate

One story, many journeys : an auto/biographic narrative case study of a community-university partnership

This is the story of a project to connect the resources of a university to the struggles of a group of Congolese asylum seekers in the city of Derby. It represents a case study of a whole process: this includes a specific project established to explore how a university might fulfil its stated goals of being closely anchored in the local and regional community; and how it might engage and marshal its resources to provide educational and maybe research opportunities, while giving priority to community-based projects that tackle social disadvantage. The thesis is made up of a number of overlapping elements: there is the story of the project itself, of why the University became involved, and the nature of the interaction with a particular community, as seen through the eyes of some of the Congolese and me the project coordinator/researcher. It includes my struggles to establish a steering committee with the Congolese and the creation of a range of educational/recreational resources to help members of a community manage the difficult, stressful and even traumatic processes of asylum. The project led to the establishment of a community association and various initiatives to dialogically engage with the community and gather diverse narratives. Finally it led to various outcomes leading to what might be a ‘Reconnecting the hearts and minds’ project, that created spaces for story telling for a number of women and men migrants. The project also included an evaluation, which developed at its core, into a collection of narratives chronicling the difficult processes of forced migration, where people experience the pain of family separation, the dislocation of landing in a foreign country. A country whose language was different, whose customs were strange and where the processes of claiming asylum could be alienating, and where racism is experienced. We can call this project and its evaluation a piece of action research with a series of narratives at its heart. The project and evaluation together raise questions about the role of creative activity and narrative in managing painful transitions. There is another story within the bigger one, however, a story of a project coordinator and his relationship with the community and the University of Derby ... of initial enthusiasm followed by marginalisation and the closure of a supportive community development unit in the University; and of the placement of this role, for want of a better home, in the marketing department. This is also a narrative of registering for a doctorate, of being rejected, and of seeking to think through, with the help of others, what a good enough doctorate might entail. The end product has become a process of auto/biographical narrative reflexive research in which the narratives of the migrants intertwine with the researcher’s own; around the themes of dislocation, and of the struggles for voice and agency. The basic threads of the study are of a dislocating experience, and of how resources of hope can be found in creative activity – whether a sewing class, telling stories, fashion shows or engaging in auto/biographical narrative reflexivity. The basic argument has to do with tokenism and the disrespect that can surround university civic engagement as well as how asylum seekers are treated callously more generally; but also how resources of hope can make a difference. There is also the troubling issue of voice in research and whose story really counts; of a white, middle class male engaging with distressed women migrants, and of what might have been a silencing of the women concerned. But through values of commitment, and of learning to listen, the project became more dialogical, as evidenced in the women’s stories.

台灣的社區大學從民國八十七年九月文山社區大學開辦至今,各縣市陸續開辦或積極籌備,短短二年多的時間,目前(民國九十年六月)全國已有三十所社區大學。 社區大學的設立,意味著台灣社會歷經近十多年來的改革開放,匯聚了對教育改革的深切期盼,以及對深化民主,重建社會的理性認知,以逐漸成型豐沛的民間活力為支撐,並結合地方自治、社區發展的潮流。社區大學的創建,旨在深化民主,重建社會,引導社區人民積極公民權(active citizen)的行使,鼓勵民眾參與社區公共事務,落實教育與社區的結合,指供終身學習的場域,進而促成公民社會的實踐。 透過教育途徑喚起公民意識及培養公民能力,在社區大學中學習民主社會中公民所需具備的能力與技巧,唯有建立公民的社區意識、公民意識,由下而上的政治參與才不會淪為空談。社區大學提供公民公共參與的機會,朝向自我管理;同時,激勵公民積極參與社區公共事務的認知。社區大學這個另類大學,不僅本身即是一個非營利組織,同時其亦結集了不同的社區團體來共同落實教育與社區的結合,故本研究以目前台北市四所社區大學為研究對象,並以「公民資格」、「公民參與」、「社區教育理論」為社區大學的基礎理論,來探討社區大學建構公民意識的策略與實踐。 社區大學設立的終極目標乃是希望建構一個公民社會,其所使用的策略主要可分析為「課程型塑」、「公共論壇」、「與非營利組織的策略聯盟」、「社團觸發」、「社區參與」五個面向,經由個案分析歸納出下列研究發現: 1.社區大學的推動理念,主要乃希望藉由相關課程來打開公共領域發展民脈、培養人民批判思考的能力、以及引導新的社會價值重塑生活形態。然普遍發現各社區大學的學術性課程及公共性課程不好經營,而影響社區大學課程規劃方向最大的主力,實乃取決於各社區大學負責人(主任)的治學理念。 2.「公共論壇」對大部份的社區大學而言,有其正面的功能,其提供了一個可以讓民眾多瞭解公共政策的場域。 3.對非營利組織而言,社區大學提供一個交流的場域,讓非營利組織至社區大學授課以傳達組織理念,社區大學亦提供了非營利組織成員再成長的機會;對社區大學而言,非營利組織可提供其豐富的師資來源。 4.最具活動力和自主性學習的社團活動課程,對各社區大學參與文化的型塑有其正面的意義。 5.對社區大學而言,在地的社區是它要開拓、耕耘的場域;對在地社區而言,社區大學引進了社區營造的資源及支援,有助於社區工作的開展。

Three-partner dancing: placing participatory action research into practice within and indigenous, racialised & academic space

Historically, most research on Indigenous peoples has been framed by Western empirical positivism which fundamentally conflicts with Indigenous circular ways of knowing. Current research governing bodies, scholars, and Indigenous communities have generated new theories and guidelines for research structures that support respectful and meaningful practices with Indigenous peoples. Participatory action research (PAR) attempts to address the unequal power structures inherent in research relationships: participants set the agenda for the research and are co-researchers in the project. In this study, I placed PAR theory into action to problematize research practices and to generate new discourses for research within an Indigenous context. The Lil’wat Nation and I collaborated on a PAR project in 2006-2007 that led to the formation of the Lil’wat Girls’ and Women’s Affirmation Group. Through the process of reflection-in-action we identified several opportunities for growth as we examined PAR theory in practice. Using decolonizing research methods and a metaphor of the Lil’wat s7istken (pit house), the model of practice wove between three distinct worlds with divergent protocols and pedagogies: the worlds of the Lil’wat, academia, and the researcher’s racialized lived experiences. This model of practice aimed to disrupt the essentialized dichotomies of Indigenous and non-Indigenous relationships and to problematize research practices for the academic and research communities to consider for their practice. The findings exposed several lessons at sites of praxis pertaining to the intersection of PAR theory and practice: definition of the community; ethics in the community; racialized researcher space; and PAR incongruence. The model was intended not as a “how to” manual, but as an entry point for discussions to advance respectful decolonizing research practices.

Formação continuada do professor da educação superior promovida por ações institucionais

Nesta tese analisam-se programas e políticas de formação continuada (FC) para professores da educação superior, promovidos por duas universidades comunitárias do estado de Santa Catarina: Unochapecó e UNESC. O objetivo foi o de identificar e analisar as práticas e políticas de formação continuada concebidas e promovidas por essas Instituições, com destaque para as concepções e significados atribuídos pelos professores às ações promovidas institucionalmente. Trata-se de uma pesquisa de campo de cunho qualitativo, que também assume caráter exploratório. Os dados foram obtidos mediante análise documental e entrevistas com gestores e docentes das universidades pesquisadas. Nessa travessia, buscouse a origem da demanda pela formação continuada e a forma como essas instituições responderam a ela. Foram identificadas as ações de maior impacto nas práticas e políticas de formação continuada para a docência na educação superior. Os dados indicam que os esforços institucionais para promover ações de formação continuada se fortalecem a partir dos indicadores de resultados que emergem da avaliação institucional. Os compromissos institucionais presentes na missão das universidades transversalizam as diferentes ações tanto no ensino e na pesquisa quanto na extensão. Os programas de formação continuada procuram atender às demandas gerais e específicas dos docentes. São esforços institucionais, que buscam produzir “mudanças possíveis” em âmbito coletivo e individual, traduzidos em ações que decorrem de inquietações vividas pelos discentes, docentes e gestores e se caracterizam por momentos de trocas, de inquietações e de contradições. Em síntese, as instituições pesquisadas, ao reconhecer a pluralidade e a heterogeneidade dos conhecimentos implicados na docência, assumem politicamente a formação continuada de seus docentes, concebendo-a e promovendo-a a partir de uma perspectiva plural. / In this thesis, policies and programs of continuing education (CE) for higher education teachers’, supported by two community universities in the state of Santa Catarina, Unochapecó and UNESC, were analyzed.
