Redes de cooperação: o processo de mudança organizacional em empresas associadas à ASIUSI - um estudo de caso

Este trabalho investiga o processo de mudança organizacional ocorrido em empresas a partir de sua inserção em uma rede interorganizacional. O estudo contribui para o entendimento da abordagem de mudança utilizada pelas empresas, necessária para a adequação da mesma ao formato organizacional de rede. A revisão bibliográfica realizada ao longo do trabalho vislumbra conceitos e formatos sobre redes de empresas, sobre o Programa Redes de Cooperação e sobre diferentes abordagens do processo de mudança organizacional. O estudo de caso foi realizado na Associação Serrana das Indústrias de Usinagem (ASIUSI), uma rede do setor metal-mecânico, integrante do Programa Redes de Cooperação que é desenvolvido pela Secretaria do Desenvolvimento e dos Assuntos Internacionais do Estado do Rio Grande do Sul (SEDAI) e operacionalizado pela Universidade de Caxias do Sul (UCS). Os dados foram coletados junto aos representantes das empresas na Associação, através de entrevistas e interpretados por meio da análise de conteúdo. O resultado da análise foi comparado com cinco abordagens de mudanças organizacionais. A comparação evidenciou que a maioria das fases da estrutura de mudanças nas empresas pesquisadas se identifica com as abordagens teóricas as quais foram comparadas, excetuando-se as fases que tratam de aspectos específicos ao formato organizacional ao qual as mesmas estão inseridas. Respeitando-se as limitações do estudo, espera-se que as conclusões obtidas sirvam para implementar melhorias na metodologia de formação e consolidação de modelos organizacionais com características semelhantes. / This work investigates the process of organizational change which occurred in companies once they entered an interorganizational network. The study contributes for the understanding of the change approach used by companies, which is required for its adequacy to organizational network. The bibliographical review carried through the work catches a glimpse on concepts and formats of companies networks, on the Cooperation Network Program (Programa Redes de Cooperação), and on different approaches to the process of organizational change. The case study was carried out at the Association of Machining Industry (Associação Serrana das Indústrias de Usinagem - ASIUSI), a metal-mechanical network, integrant of the Cooperation Network Program developed by the Secretariat for the Development and International Affairs of the State of Rio Grande do Sul (SEDAI) which was placed in operation by the University of Caxias of Sul (UCS). The data were collected through personal interviews with the representative members of the associated companies. This comparison showed that most phases of the changes process in the surveyed enterprises identifies itself with the theoretical approaches which they were compared, except for the phases that treated with specific aspects of the organizational framework which they are inserted. The results were compared with five approaches to organizational change found in the literature. Providing the limitations of this study are observed, it is expected that the conclusions obtained may help to implement improvements in building organizational models write similar characteristics.

鶯歌陶瓷產業網絡型態及研發之研究 / Study on the Network and Development of Yingge Ceramics Industry

置身於全球化的發展趨勢下,產業更迭快速的今日,知識傳播、延續、管理與創新成為重要課題。為了在快速成長的市場上爭取佔有率,或為了創造新的應用、新的市場,必須採取競爭與成長的手段。基於此一創新概念,由於鶯歌陶瓷產業肇因歷史緣由,致使其產業發展早已融入當地居民日常生活,具在地文化傳統特色,形成獨特的陶瓷文化生活氛圍,並已形成全國聚集規模最大的陶瓷產業區位。爰鎖定在「技術創新」層次,並以鶯歌鎮當地陶瓷廠商為實證對象,聚焦廠商對外網絡連結、內部屬性等兩類面向進行探討實證。 透過對合作內容暨廠商內部職能進行社會合作網絡分析,描繪出鶯歌目前陶瓷產業網絡樣貌外,進一步分析鶯歌陶瓷產業合作網絡各行動者間所處之網絡位置關係,並觀察其創新知識來源。繼之以廠商內在驅力之動機進行鶯歌陶瓷廠商外部合作網絡分類並釐析各廠商內部屬性,運用計量模型來進一步實證分析探討其與創新研發投入曁成效間的關聯性。從創新研發角度出發,觀察各行動者所扮演之角色及其彼此間互動連結關係,並就其影響創新投入暨成效關鍵性因素加以分析探討。 本研究經由上述實證分析鶯歌陶瓷產業後,獲致如下四項結論: 一、現階段主要為大台北地區間產業網絡連結型態,雖具關鍵性行動者,惟未能充分藉助廠商間彼此鄰近的地緣關係達臻知識外溢往來交流,以促使廠商將接收之沉默知識轉化為「再投入」來提升創新成效。 二、工廠規模指標均與創新成效具高度反向相關,而研發部門的設立及充分的研發人力均顯著地正向影響創新成效。 三、透過正式契約所建構的合作網絡並非基於高度信任之創新資訊交流,而非正式的社會關係網絡合作亦僅以行銷能見度及拓展通路之合作交流為主,未能進一步有效地將之挹注於創新研發。 四、當地陶瓷產業網絡尚未形塑高度創新氛圍及環境,惟各家陶瓷工廠內部屬性卻顯著地影響其創新成效,對於促進產業創新研發而言,格外著實重要。 / Propagation, continuity, management, and innovation of knowledge become important themes in the era of the globalization and ever-changing industries. Either for taking more market shares from the fast-growing market or for more new application and new niches, approaches to competitiveness and growth are needed. Yingge ceramics awash with local traditions and a unique culture of its own has a long history of development and hence not only is a part of locals’ daily lives but also becomes the chief ceramics cluster in Taiwan. Therefore, this study looks from the view of “technical innovation” into the ceramics dealers in Yingge and discusses their trade networks and internal attributes. After analyzing the details and internal functions of the cooperation network, this study describes this network in Yingge and then looks closer into the role each industrial party plays in this network, in order to know their sources of knowledge for innovation. Next, based on the ceramics dealers’ innovative motives, external cooperation networks are classified and the dealers’ internal attributes are distinguished. Further, this study adopts a computational model to empirically discuss the correlation between efforts on innovation and effectiveness, and tries to understand the role each industrial party plays in this network and how the parties interact with one another, so as to further probe into factors affecting the said correlation. With the empirical study on Yingge ceramics, this study makes four conclusions: 1.For now, Yingge ceramics industry network is a part of grand Taipei where ceramics dealers are main momentum, but they cannot utilize the geographical intimacy to have knowledge spilled over, so that they can absorb received “tacit knowledge” for more effective innovation. 2.The scale of a factory is highly in inverse proportion to the effectiveness of innovation; the establishment of R&D is directly related to research manpower. 3.That an agreement-based cooperation network without high trust is not for innovative information sharing, and an unofficial cooperation network aims only at higher profile and more outlets, cannot lead to effective innovation 4.Although the external ceramics industry shows no innovative atmosphere and environment, internal attributes of each ceramics factory can significantly influence on the effectiveness of innovation and hence are weighty factors to industry innovation.

Cooperation between companies in the form of networks, has been highlighted as an alternative organizational configuration in response to recent economic and technological changes, contributing to consolidation of new establishments. This paper presents an analysis of Business Cooperation Network - RCE, addressing and comparing the RCE concepts arising from Rio Grande do Sul, with a case study about Rede Arrozeiras do Sul. The action research methodology of exploratory case, is aimed to investigate the reality of systematically searching for facts and principles, and includes the collection of selected data in order to reach the goal of this work. The review of literature allowed us to develop a roadmap for conducting interviews with some participants of the Rede Arrozeiras do Sul. The results demonstrate that the business associations may have more than one approach, according to the schools of Rio Grande do Sul. However, the general concept of RCEs can still provide a competitive differentiation and advantage for its members, with several gains that include: scale, creative economy, information technology, research and development, and guided by the eco-production a quest for Cleaner Production. / No contexto das micro e pequenas empresas, o estabelecimento de redes de cooperação possibilita a geração de ganhos de escala e de poder de mercado, consequentemente melhor competitividade e maior lucratividade. A cooperação entre empresas, na forma de redes, tem sido destacada como configuração organizacional alternativa, em resposta às recentes transformações econômicas e tecnológicas, colaborando para consolidação de novos establishments. Este trabalho apresenta uma análise sobre Redes de Cooperação Empresarial RCE, abordando e comparando os conceitos de RCE advindos do Rio Grande do Sul, com estudo do caso da Rede Arrozeiras do Sul. A metodologia pesquisa-ação de caso exploratório, visou a averiguação da realidade sistematicamente pela busca de fatos e princípios, com a coleta de dados selecionados visando alcançar o objetivo deste trabalho. A revisão de literatura permitiu desenvolver um roteiro para a realização de entrevistas junto a alguns participantes da Rede Arrozeiras do Sul. Os resultados demonstram que o associativismo empresarial pode ter mais de uma abordagem, segundo a escola do Rio Grande do Sul. Contudo, o conceito geral de RCE ainda pode propiciar diferenciações competitivas vantajosas para os seus membros, com vários ganhos: escala, economia criativa, tecnologia da informação, pesquisa e desenvolvimento e ainda orientar-se pela ecoprodutividade numa busca pela produção mais limpa.

Adotou-se o estudo de caso como estratégia de pesquisa. De forma qualitativa e descritiva, pesquisou-se a Associação das Indústrias de Usinagem (ASIUSI), do ramo metal-mecânico, localizada em Caxias do Sul – RS. A pesquisa foi desenvolvida em quatro etapas. Na primeira etapa, foi realizada a pesquisa bibliográfica sobre o tema. Na segunda etapa, procedeu-se à coleta de dados secundários, por meio da pesquisa documental junto aos documentos que a rede disponíbiliza e ao site institucional. A terceira etapa deteve-se na coleta de dados primários, com entrevista semiestruturada e observação não participante. Na quarta etapa, apresenta-se a análise e interpretação dos dados coletados nas etapas anteriores, utilizando-se a análise de conteúdo e análise documental. Foram entrevistadas 12 pessoas, sendo 10 associados, um gestor e o presidente da rede. A partir das entrevistas, foram identificados elementos significativos das competências coletivas, que foram posteriormente agrupados em cinco categorias de análise, realizando-se a identificação e descrição das percepções de cada um dos grupos e, posteriormente, a respostas dos objetivos do trabalho. A partir da análise das entrevistas, foi possível identificar que os elementos constitutivos das competências coletivas da ASIUSI são: interação, inter-relação, sentido coletivo dos seus associados, base de conhecimento comum e articulação de competências. Nas conclusões desta pesquisa, observa-se que a interação dos associados na Rede se dá por meio das assembléias, reuniões de grupo, reuniões da diretoria, grupo de trabalho, cursos e nos momentos informais. Por meio dessas interações, são estabelecidas ações conjuntas, que favorecem a construção e o desenvolvimento das competências coletivas, a cooperação, o compartilhamento de conhecimento e experiências entre os associados, em busca dos objetivos comuns da Rede. / This study aims to analyze the development of collective competencies and their components in the context of a cooperation network. We adopted the case study as research strategy. In a qualitative and descriptive way, it was researched the Association of Industries Machining (ASIUSI) of the metal-mechanic, located in Caxias do Sul - RS. The research was conducted in four stages. In the first stage, we performed a literature search on the topic. In the second step, we proceeded to the secondary data collection, through desk research together with the documents that the network provides and the company website. The third stage stopped at the primary data collection, with a semistructured interview and non-participant observation. In the fourth step, we present the analysis and interpretation of data collected in previous steps, using content analysis and document analysis. We interviewed 12 people, 10 members, a manager and the president of the network. From the interviews, we identified significant elements of the collective competencies, which were then grouped into five categories of analysis, carrying out the identification and description of the perceptions of each group and then the answers of the objectives of the paper. From the analysis of the interviews, it was found that the facts constituting the collective competencies ASIUSI are: interaction, interrelation, collective sense of its members, common knowledge base and articulation competencies. In conclusions of this research, it is observed that the interaction of members in the network takes place through meetings, group meetings, manager´s meetings, workgroup, courses and informal moments. Through these interactions, are set out joint actions to promote the construction and development of collective competencies, cooperation, sharing knowledge and experiences between members, in pursuit of common objectives of the Network.

A limitação da responsabilidade das sociedades empresárias agrupadas em redes de cooperação empresarial: as associações de interesse econômico do estado do Rio Grande do Sul

BCNs consist of a clustering of small or middle-sized business entities that come together with the objective of the joint development of some activity that are common to all of them. This is achieved through the means of a new business entity formed for the purpose, even while the individual members maintain their own functional autonomy, owner's capital and legal identity as a company. Through the administrative policies developed by the government of the State of Rio Grande of the South, this new type of association has proliferated such that various BCNs are currently active. To the contrary of the configurations used in other countries, there is no legal personification to these business groupings; they have found in civil associations the most adequate structures to accommodate them. Therefore, the absence of proper norms for this new type of association has lead to legal problems that have no expressed solution in legislation. This research paper has the objective of filling in one of these voids. The question to be answered by the present study is whether or not the responsibility of answering to BCN liabilities and obligations corresponds to the member business entities clustered within them. The study has unfolded in three stages. Firstly, Brazilian legislation was analyzed with the purpose of finding answers to the questions raised. Secondly, a survey was carried out by visiting BCNs in the State of Rio Grande of the South in order to interview their directors and verify what practices they have adopted and what their perspectives are on them. Finally, a study of comparative rights was made to verify how the theme was treated in other countries where these clusters have their own legislation. The study sought to verify if there isn't a legal solution expressly provided for by law for this issue. From the survey it was discovered that the BCNs are consolidated as such, and that some of them are headed towards a new level of activity in this form. In almost all the countries studied, the option was for the subsidiary responsibility of the members of the BCNs as an offset to the lack of owner's capital. In conclusion, a coherent legal solution was sought to the issue in question based on all the facets of the study carried out / Há no Brasil um novo mecanismo associativo denominado rede de cooperação empresarial que tem sido utilizado cada vez mais no meio empresarial. Rede de cooperação empresarial consiste em um agrupamento de pequenas ou médias sociedades empresárias que se unem com o fim de desenvolverem em conjunto algumas atividades que lhes são comuns, através de uma nova pessoa jurídica constituída, mas mantendo a personalidade jurídica própria e a autonomia funcional e patrimonial de cada associada. Através de políticas públicas desenvolvidas pelo Governo do Estado do Rio Grande do Sul esse novo tipo associativo tem proliferado e várias redes de cooperação estão em atividade atualmente. Ao contrário do que ocorre em outros países, não há personificação jurídica própria para esses agrupamentos empresariais, que encontraram na associação civil a estrutura mais adequada para abrigá-las. Porém, a ausência de normas próprias para esse novo tipo associativo redunda em problemas jurídicos sem solução expressa na legislação. Este trabalho tem por objetivo o preenchimento de uma dessas lacunas. A indagação a ser respondida pelo presente estudo é se há ou não responsabilidade subsidiária das sociedades empresárias agrupadas em redes de cooperação empresarial pelas obrigações desta. A pesquisa se deu em três etapas. Primeiramente foi analisada a legislação brasileira no intuito de encontrar respostas à questão suscitada. Em segundo lugar foi realizada pesquisa de campo, por meio de visitas a redes de cooperação do Estado do Rio Grande do Sul, para entrevistar seus dirigentes e verificar quais são as práticas adotadas pelas mesmas e suas perspectivas. Por fim, realizou-se um estudo de direito comparado para verificar como o tema é tratado nos países onde esses agrupamentos empresariais têm legislação própria. Verificou-se não haver uma solução jurídica expressamente prevista na lei para a questão levantada. Pela pesquisa de campo descobriu-se que as redes de cooperação estão consolidadas como tais, e algumas delas caminham para um novo nível de atividade em conjunto. Em quase todos os países estudados optou-se pela responsabilidade subsidiária dos membros dos agrupamentos empresariais como uma contrapartida à ausência de capital social. ANÁLISE DO ESTÁGIO DE DESENVOLVIMENTO DE REDES DE COOPERAÇÃO EMPRESARIAL NO ESTADO DE GOIÁS

Many ECNs find it difficult to remain active in the market. The life cycle model contributes to overcome these problems, taking into account the characteristics of MSBs and broadens the understanding of their changes over time. In this scenario, the present research aims to identify, in this life cycle model, the stage that some selected networks in the State of Goiás find, replicating the study of the same theme carried out in the networks of the South of Brazil. This research aims to broaden the understanding of four different points of view, involving ECNs, namely: theoretical, managerial, regional development and public management point of view. It is a study of multiple cases, of descriptive character, also involving, bibliographical survey. This model was applied in two ECNs located in the State of Goiás, identifying its level of development. Subsequently, the results obtained in the State of Goiás were compared with those obtained in the research conducted in the South of the country. Semi-structured and structured interviews were conducted with qualitative and quantitative data approaches, developed by content analysis techniques. As a result, Rede 2000 was part of the Decline phase and the Real Estate Network in the transition from the Development to Maturity / Consolidation phase. Comparing the results with those of the South, the importance of external influence on the ECNs was verified in both studies. It was noted that in the southern survey there were thirteen ECNs available and only two in Goiás. In the South, ECNs receive public support from programs specifically geared to them, and in Goiás this does not happen, with programs focused only on cooperatives and Local Productive Arrangements (LPA). Nowadays, in Goiás, members access social networks intensively through computers and smartphones, and this has provided an informal exchange of information among them, strengthening the link between them, helping to develop and maintain network consolidation. / As Redes de Cooperação Empresarial (RCEs) foram criadas para aumentar a competitividade e proteger as Médias e Pequenas Empresas (MPEs) dos concorrentes de grande porte. Muitas RCEs encontram dificuldades para se manterem ativas no mercado. O modelo de ciclo de vida contribui para superar estes problemas, tendo em conta as características das MPEs e amplia a compreensão de suas mudanças ao longo do tempo. Neste cenário, a presente pesquisa tem como objetivo identificar, neste modelo de ciclo de vida, o estágio que se encontram algumas redes selecionadas no Estado de Goiás, replicando o estudo do mesmo tema realizado nas redes do Sul do Brasil. Esta pesquisa visa ampliar o entendimento sobre quatro pontos de vista diferentes, envolvendo RCEs, a saber: ponto de vista teórico, gerencial, desenvolvimento regional e gestão pública. É um estudo de múltiplos casos, de caráter descritivo, envolvendo também, levantamento bibliográfico. Este modelo foi aplicado, em duas RCEs localizadas no Estado de Goiás, identificando seu nível de desenvolvimento. Posteriormente, foram analisados, comparativamente, os resultados obtidos no Estado de Goiás com os obtidos na pesquisa realizada no Sul do País. Foram realizadas entrevistas semiestruturadas e estruturadas, com abordagens qualitativa e quantitativa dos dados, desenvolvida por técnicas de análise de conteúdo. Como resultados, a Rede 2000 se enquadrou na fase de Declínio e a Rede de Imobiliárias na transição da fase de Desenvolvimento para Maturidade/Consolidação. Comparando os resultados com os do Sul, verificou-se, nos dois estudos, a importância da influência externa nas RCEs. Notou-se que na pesquisa do Sul havia a disponibilidade de treze RCEs e em Goiás apenas duas. No Sul as RCEs recebem apoio público de programas voltados especificamente para elas e em Goiás isto não acontece, existindo programas voltados apenas para cooperativas e Arranjos Produtivos Locais (APLs). Atualmente, em Goiás, os associados acessam intensivamente redes sociais, por meio de computadores e smartphones, e isso tem proporcionado troca de informações informais com maior frequência entre os mesmos, fortalecendo o vínculo entre eles, auxiliando no desenvolvimento e manutenção da consolidação da rede.

Akční výzkum: implementace supervize sítě služeb pro ohrožené děti a rodiny v Chrudimi / Action Research: implementation of supervision of the network of services for vulnerable children and families in Chrudim

The main objective of my work was to transparently capture the process of implementation of provision of network supervision in Chrudim through the action research method. The theoretical part has been dedicated to the description of supervision as one of important tools for professional growth of workers in helping professions. Experiences with the provision of interdisciplinary supervision in New Zealand, the United Kingdom and the Czech Republic were described. The second part of the theoretical section was focused on interdisciplinary cooperation in the Czech Republic, specifically cooperation within the network of services for vulnerable children and families in Chrudim. In the research I used the method of action research, which is about dialogue and cooperation of all research participants. Action research investigation stems from everyday practice and aims to find the best solution to a given problem at local level. I used the methods of observation, self-research, focus groups and semi-structured interviews to obtain data. Research participants were employees of the Department of Social and Legal Protection and workers from non-profit organizations from Chrudim and its surroundings. The findings of this work should serve to enable professionals to experience this new field of supervision...

Gegenstand der Arbeit stellten die deutsch-polnischen und deutsch-tschechischen Euroregionen dar. Sie wurden als ein offenes System betrachtet, das sich aus den in Wechselwirkung stehenden Elementen zusammensetzt: Raum, Grenze, Netzwerk und Umfeld. Diese ganzheitliche, intertemporale Betrachtung der Euroregionen ermöglichte es, dieses komplexe Phänomen besser zur verstehen, Erkenntnisse zur Bedeutung, zum Typus und zu Perspektiven der deutsch-polnischen und deutsch-tschechischen Euroregionen zu gewinnen sowie die gestellten Hypothesen zu überprüfen und zu verifizieren. Die Untersuchungen zur Rolle der deutsch-polnischen und deutsch-tschechischen Euroregionen bezogen sich insbesondere auf die Ermittlung der Bedeutung euroregionaler Netzwerke für die Grenzräume, bei gleichzeitiger Berücksichtigung der Wechselwirkungen mit anderen Elementen des euroregionalen Systems. Hierzu wurde eine Bilanzierung und Evaluierung der bisherigen Arbeit euroregionaler Netzwerke durchgeführt und die Wechselwirkungen analysiert. Im Rahmen der typologischen Untersuchungen wurde nachgewiesen, dass die deutsch-polnischen und deutsch-tschechischen Euroregionen, trotz bestimmter Abweichungen, einen einheitlichen Typus verkörpern. Des Weiteren hat sich herausgestellt, dass die deutsch-polnischen und deutsch-tschechischen Euroregionen sich hinsichtlich der institutionellen, netzwerkrelevanten Aspekte in einer der Entwicklungsphasen westeuropäischer Euregios befinden. Nicht zutreffend ist jedoch diese Aussage in Bezug auf die räumlichen Aspekte. In Anlehnung an die Untersuchungsergebnisse zum evolutionären Charakter der euroregionalen Netzwerke und die bevorstehenden Veränderungen wurden auch die Perspektiven der deutsch-polnischen und deutsch-tschechischen Euroregionen aufgezeigt und anschließend Vorschläge zur Weiterentwicklung und Effizienzsteigerung der euroregionalen Netzwerke erarbeitet. / Theme of the work represented the German-Polish and German-Czech euroregions. They were regarded as an open system, that consists of the in an interaction standing elements: space, border, network and surroudings. All these elements are interdependent. This holistic and inter temporal consideration of the euroregion allowed a better understanding of this complex phenomenon. Besides this, knoweledge concerning importance, type and perspectives of the German-Polish and German-Czech euroregions was acquired and the thesis could be checked and verified. The research of the role of the German-Polish and German-Czech euroregions refered to the verification of importance of the euroregional networks for borderline. The interaction was regarded at the same time with other elements of euroregional system. There was conducted balancing and evaluation of actual euroregional network’s work and analysed the interaction. Following the results of basic analyses was done a typological consideration of those euroregions. It was showed due to exsiting differences and the specific charasteristics the German-Polisch and German-Czech euroregions are of a seperate type.The hypothesis claiming that the German-Polish and German-Czech euroregions represent a development’s phase of the Western European Euregios is only acceptable in the view of the institutional aspects. In the scope of this analysis it was shown that German-Polish and German-Czech. The research’s results of evolutional character of the euroregional networks and forthcoming changes were unlocked the perspectives of the German-Polish and German-Czech euroregions. The proposals for further progress and effective elevation of euroregional network were processed.
