我國資訊軟體產業發展策略與方向之研究游文人, Yu,Wen-Jen Unknown Date (has links)
縱觀我國資訊軟體產業發展至現在存在著規模偏小、資金不足、市場受限等問題。在這種情況之下,如何司法國際,合作或是策略聯盟來解決諸多問題。
本研究以國內資訊軟體產業發展為主要研究對象,期望探討我國資訊軟體產業的發展策略與方向。研究目標為探討我國資訊軟體產業的現階段現象、關鍵優勢及未來的發展利基。
首先透過全球重要國家的資訊軟體產業現況分析與競爭策略做分析,在分析後發現我國資訊軟體產業的發展要素可能會受到政府策略、人才培育計劃、市場需求三個要素所影響。之後本研究根據五大重要國家愛爾蘭、以色列、印度、南韓及大陸的發展模式進行分析推論,發現不同國家的資訊軟體策略與發展重點均不相同,並佐以IDC全球資料分析建構出三個重點,分別是我國軟體產業發展策略、資訊教育系統人才培育計劃、政府整體資訊政策。
希望由這些國家過去及現在的經驗中分析出對我國資訊軟體產業有幫助的方向。本研究希望能夠參考這些國家的經驗,將該國家的相關資訊基本資料及資訊軟體業現況做一分析及探討,並研究其資訊策略的形成運用現況及效果。 / In Taiwan, the software industry is facing problems like scalability, insufficient funding and restricted markets for the past years. To solve such problems, we need cooperation or strategic alley from global experiences.
Our research is target at the software industry development in Taiwan. We hope to find out the development strategies and directions for the software industry. Our objectives are to analyze the current status of the software industry and to find out the critical advantages and inches for future development.
We choose five countries well-known for their software industry as our analysis base. These countries are Ireland, Israel, India, South Korea and Mainland China. From their experiences, we find out three critical factors for the software industry including the government strategies, human resource incubation plans and market needs. Based on IDC global data and our analysis, we conclude that different countries have different software development strategies. Moreover, we recommend three key points for the software industry development in Taiwan. The three key points are software industry development strategy, information-related education and national wide software policy.
In this research, we analyze some well-known countries for their past and current software experiences. We investigate their software industry polices and strategies. Then, we conclude some critical factors for the software industry in Taiwan. We hope that our conclusion points out some useful directions for the software industry in Taiwan.

A learning management system adoption framework for higher education : the case of IraqRadif, Mustafa January 2016 (has links)
This study focuses on the implementation of Learning Management System (LMS) in the higher education sector in Iraq. Its aim is to develop a policy adoption framework for LMS implementation by scientifically investigating LMS adoption using a model that combines the principles of the Technology Acceptance Model (TAM) and Technology-Organisation-Environment (TOE) framework. The research methodology comprises of seven stages that adopts the interpretive paradigm and a mixed-methods research design. A case study design is used to investigate LMS integration in the University of Al-Qadisiyah. A TAM-TOE questionnaire is developed for the academic staff of the University of Al-Qadisiyah, in which the perceived usefulness and perceived ease of use of LMS are analysed in the case organisation. The technological, organisational, and environmental aspects of LMS implementation are also examined. The survey received valid responses from 283 academic staff. In-depth semi-structured interviews of 8 academics, administrative staff and IT personnel contributed to the qualitative data. The survey respondents are selected using stratified sampling whilst purposive sampling is used to select the interview participants. The questionnaire data was analysed using correlation analysis, whilst thematic analysis is used for the interview data. The study identifies the barriers to LMS implementation as: Lack of or limited teachers’ training, lack of commitment to constructivist pedagogy, lack of experience to use the new technology, lack of technical support, and lack of appropriate educational software. These results feed into the policy framework design. The contribution to research knowledge includes the creation of a new adoption model derived from TAM and TOE to examine the LMS implementation barriers in a war recovering economy like Iraq. This approach the integration of academic users’ acceptance with macro-level factors like government support. The results lease to the development of the LMS policy framework to guide policy makers to prioritise their limited LMS investments. The novelty of the work is the bringing together the considerations of the individual users and the socio-economic context.

Previous issue date: 2017-11-17 / Esta pesquisa tem como objetivo principal identificar e analisar os Fatores Críticos (FC) que causam maior impacto em iniciativas de gerenciamento de processo de negócio (Business Process Management - BPM) na Administração Pública, direta ou indireta, com o intuito de não apenas aumentar o conhecimento na área, mas também diminuir a complexidade do seu processo de implementação por parte das organizações públicas. Para realizar a identificação dos FC realizou-se um Mapeamento Sistemático da Literatura (MS) em cinco bases de dados digitais, buscando estudos primários que pudessem fornecer as informações necessárias para pesquisa. O MS teve o retorno de dez estudos primários relevantes que possibilitaram a identificação de um total de trinta FC. A etapa de análise dos fatores críticos contou com as interpretações quantitativas e qualitativas dos mesmos, a comparação com os FC em BPM no setor privado, identificados através de uma compilação de teses ou dissertações que já haviam realizado este tipo de estudo, e da definição do nível de maturidade de cada FC através de questionário submetidos a quatro especialistas em BPM na Administração Pública. Com a análise, foi possível identificar os FC relevantes, entender as facilidades e dificuldades encontra nas iniciativas de BPM e entender o quão maduro estão cada FC na realidade das organizações públicas. O número reduzido de estudos primários relevantes e o baixo nível de maturidade dos FC apontam para as dificuldades da gestão por processo de negócio na Administração Pública, aumentando a relevância desta pesquisa para incentivar o conhecimento e a realização de trabalhos futuros sobre o assunto. / The main objective of this research is to identify and analyze the Critical Factors (CF) that have the greatest impact on Business Process Management (BPM) initiatives in Public Administration, in order to not only increase the knowledge in the area, but also reduce the complexity of their adoption by public organizations. In order to perform the identification of the CF, a Systematic Literature Mapping (SM) was carried out in five digital databases, searching for primary studies that could provide the information needed for research. The SM returned ten relevant primary studies that allowed the identification of thirty FC. The critical factors analysis stage performed quantitative and qualitative interpretations, the comparison with CF in BPM in the private sector, identified through a compilation of theses or dissertations that had already performed this type of study, and the definition of the level of maturity of each CF through questionnaire submitted to four specialists in BPM in Public Administration. With the analysis, it was possible to identify some relevants CF, to understand the facilities and difficulties found in the BPM initiatives and to understand how mature each critical factor is in the reality of public organizations. The reduced number of relevant primary studies and the low level of maturity of the CF points to the difficulties for the business process management in the Public Administration, increasing the relevance of this research to encourage the knowledge and the accomplishment of future work on the subject.

[pt] A pandemia de COVID-19 acelerou e potencializou os efeitos de soluções e problemas
conhecidos e enfrentados previamente no contexto offshore, tais como as dificuldades de
programação de barcos e voos, longos lead times de suprimento e restrições regulamentares,
intensificando desafios de planejamento e execução de intervenções. Visando contribuir para a
melhor gestão da operação de Unidades Marítimas (UMs), propõe-se investigar os principais
desafios e lições aprendidas na manutenção da integridade de plataformas em situações de ruptura
de cadeias de suprimento como a vivenciada em função do COVID-19. Para explorar tais desafios
e lições aprendidas, pretende-se investigar: (i) A definição e os principais indicadores de integridade
no contexto das UMs, (ii) Como a literatura tem tratado a ruptura em cadeias de suprimento? (iii)
Quais são os fatores críticos para o planejamento de intervenções offshore para manutenção da
integridade? (iv) Como a manutenção da integridade de uma UM é abordada numa empresa que
opera no Brasil e (v) Como a ruptura da cadeia de suprimentos ocasionada pela COVID-19 afetou o
planejamento e execução da manutenção da integridade, seus efeitos na integridade de uma UM e
formas de minimizá-los. A investigação foi feita por meio da revisão de escopo da literatura existente
e através do estudo de caso de uma organização que produz petróleo no Brasil e levantou pontos
para observância de gestores, acadêmicos e demais partes interessadas, que podem aprofundar em
grupos de trabalho multidisciplinares aspectos que venham a facilitar a gestão de eventuais novos
momentos de ruptura, seja em operações, gestão de contratos, estratégia ou gestão de suprimentos. / [en] The COVID-19 pandemic accelerated and potentiated the effects of solutions and problems
known and previously faced in the offshore context, such as difficulties in scheduling boats and
flights, long supply lead times and regulatory restrictions, intensifying challenges in planning and
executing interventions. Aiming to contribute to better management of the operation of Offshore
Units (UMs), it is proposed to investigate the main challenges and lessons learned in maintaining
the integrity of platforms in situations of disruption of supply chains such as the one experienced
due to COVID-19. In order to explore such challenges and lessons learned, we intend to investigate:
(i) The definition and main indicators of integrity in the context of UMs, (ii) How has the literature
dealt with disruption in supply chains? (iii) What are the critical factors for planning offshore
integrity maintenance interventions? (iv) How maintaining the integrity of a UM is addressed in a
company operating in Brazil and (v) How the disruption of the supply chain caused by COVID-19
affected the planning and execution of maintaining the integrity of a UM, its effects on the integrity
of a UM and ways to minimise them. The investigation was carried out through a scoping review of
the existing literature and through a case study of an organisation that produces oil in Brazil and
called for notable points for observation by managers, academics and other interested parties, who
can delve deeper into multidisciplinary working groups aspects that facilitate the management of
possible new moments of disruption, whether in operations, contract management, strategy or supply
management.
