Transformações urbanas recentes em Tiradentes-MG: anos 80 e 90 do século XX / Recently urban transformation of Tiradentes-MG: 80´s and 90´s of twentieth century

Esse trabalho, estreitado com a linha de pesquisa do Programa de Pósgraduação em Geografia Humana, tem por objetivo maior indicar as transformações recentes ocorridas no espaço urbano da cidade de Tiradentes - MG, ou seja, a partir da década de 1980. A fim de demonstrar isso, houve um estudo sobre a formação socioespacial da cidade ao longo do tempo - desde o século XVIII até 2005, incluindo aí a influência do turismo - que resgatou o dinamismo econômico local após os anos 1960. Desse modo, Tiradentes passa a receber investimentos públicos e privados que incrementam o turismo e, assim, atraem os imigrantes; valorizam seus terrenos e imóveis; transformam o Centro Histórico cada vez mais numa região de comércio e em processo de gentrificação; expandem intensamente a cidade, desde a década de 1980, através de loteamentos nos bairros. Nesse contexto, o trabalho é finalizado com as perspectivas da expansão urbana que estão se formando em Tiradentes. / This research beside the Post-Graduation Program in Human Geography line has as a greatest proposal to indicate the most recently transformation at the urban space of Tiradentes-MG, after the eighties. In order to prove that , a study was made about the sociospace build-up of the city through the years since the eightieth century until 2005, including tourism influence that brought back its economic dynamism of the place after the sixties. By the way, Tiradentes begins to receive public and private investiments increasing the tourism in the city, absorbing migrant people, raising the value of real properties. The Historical Center becomes more and more on a trade region and in gentrification process and new plots of land at the neighborhood shows the intensity expansion of the city since the eighties. On this context, the research ends revealing the perspectives of urban expansion that are taking shape in Tiradentes.

L’émergence du nouveau concept de l’économie créative, qui constitue désormais une part importante dans les flux d’échanges commerciaux à l’échelle internationale, a profité à de nombreux pays de tous les niveaux économiques. L’essor des industries créatives a fortement influencé la production par la formation de clusters de compétitivité. Cette situation se révèle être favorable au développement et à la diversification des biens et des services créatifs notamment pour les petites et moyennes entreprises. L’économie créative peut être expliquée par les théories de la spécialisation internationale en particulier du point de vue des échanges de services et du tourisme. Ainsi, le développement des industries créatives constitue une véritable opportunité de spécialisation internationale touristique basée sur un processus d’innovation culturelle et soutenue par une transformation de la demande touristique. Cette innovation, fondée sur la créativité, engendre une forte valeur ajoutée pour les biens et les services créatifs, ainsi que des avantages absolus qui ouvrent une nouvelle voie de développement pour les pays les moins avancés, pour conquérir les marchés d’exportation et réduire la pauvreté. / The emergence of the new concept of the creative economy, which is now an important part of international trade flows, has benefited countries of all economic levels. The rise of creative industries has strongly influenced production through the formation of competitiveness clusters. This situation is proving to be conducive to the development and diversification of creative goods and services, particularly for small and medium firms. The creative economy can be explained by theories of international specialization in particular from the point of view of services trade and tourism. Thus, the development of these creative industries constitutes a genuine opportunity for international tourism specialization based on a process of cultural innovation and sustained by a transformation of tourism demand. This innovation, based on creativity, creates high added value for creative goods and services as well as absolute advantages, which opens up a new development path for the least developed countries to conquer export markets and reduce poverty.

Rural tourism in the 'Third World' : the dialectic of development : the case of Desa Senaru at Gunung Rinjani National Park in Lombok Island

This thesis examines the effectiveness of tourism as an agent of rural development, focusing on culture and nature-based destinations in the 'developing world'. The village of Desa Senaru at Gunung Rinjani National Park in Lombok Island, Indonesia, served as a case study. Conservation agencies frequently support tourism development as a sustainable alternative to more extractive resource uses. Integrated conservation models, in particular, present 'eco'tourism as an effective instrument to enhance rural livelihoods while protecting the environment. Alongside international aid agencies, the World Tourism Organisation (UNWTO) also promotes the sector for its poverty reduction potential in 'third world' countries. Rural communities hold concomitant expectations of tourism's socio-cultural development potential. Furthermore, 'eco'tourism functions as a growing niche market for the globally expanding tourism industry and local entrepreneurs. As such it fits well into the economic rationale that underpins neo-liberal market strategies. With such a diversity of interests at stake, the question "What kind of business is tourism?" has become more complex, critical and pertinent than ever before. Informed by development theories and the sociology of tourism, this analysis focuses on the multiple dichotomies that characterise 'third world' tourism. In the case of tourism development in Desa Senaru, several paradoxical outcomes have been identified. The most profound of these is the 'social justice paradox' that describes the way tourism costs and benefits are distributed within a heterogeneous community of native residents and migrant settlers. While most of the case study's tourism attractions are part of the cultural heritage of the wetu telu Sasak hamlets, these derive few economic benefits and struggle to access the new development opportunities 'eco'tourism offers. Filtered and directed by historical political relations, several key barriers to a meaningful participation of these native people in the 'business of tourism' have been identified. These include the prevailing conditions of education, culture, ethnicity, socio-economy, location, mobility, skills and knowledge. Expectations of 'eco'tourism as a 'soft' industry analysed vis-à-vis the global biosphere effects of air transport highlight the 'eco-paradox' of international tourism. The cleavage between the poverty-focused aid policies of the New Zealand Government and an integrated conservation project, whose benefits local elites have largely captured, illustrates the 'project paradox' of rural tourism development programmes. In the 'development paradox' of cultural tourism, symbolic constructs of 'otherness' (such as 'aesthetic poverty') contrast with various development agendas; in their search for the 'real' traditional village, for example, the tourists reject all signifiers of material progress and modernity. Their curious gaze at the spiritual practices and everyday life world of the wetu telu villagers manifests opposite a recent history of state-sanctioned religious discrimination. Taken together, these paradoxical local outcomes emphasize the significance of power relations and political dimensions within the globally expanding 'business of tourism'. Ethical considerations are an important aspect of this study as they contribute towards an 'ethic of development' that, so far, has found little theoretical resonance amongst scholars of tourism studies. To operationalise the ethical concerns raised, the thesis posits a model of a holistic approach to development. This recognises tourism as a complex open system.

Traditional dwellings have been exposed to environmental factors due to the increasing concentration in urban areas or reusing the dwellings for a different function that brings more profit. Tourism is one of the most important reasons for this transformation. Cappadocia is one of the regions where the transformation of historical structures into tourism facilities is common. In the last 5-10 years the concept of tourism and hotel management has changed and dwellings themselves were transformed to hotels and were called Boutique Hotels. And this transformation is mostly seen in &Uuml / rg&uuml / p. However, some problems are encountered in the transformation of traditional dwellings into Boutique Hotels. These problems are concerned with the difficulties experienced in interventions to the dwellings, positive and negative affects on environment and the legal problems pertaining the project, implementation and certification procedures. This thesis aims to question the harmony between the transformation in &Uuml / rg&uuml / p and the functional, physical, social and cultural aspects of the traditionaldwellings in &Uuml / rg&uuml / p, to assess the the implementations and their relations with environment relationships. In addition to this, taking the example of &Uuml / rg&uuml / p as a starting point, this thesis aims to discuss the relations between cultural identity and tourism, the positive and negative effects of tourism on traditional structure, and the balance between conservation and tourism. Taking into consideration the deficiencies in the legal definition and management criteria of Boutique Hotels, which are gradually becoming common, the discussion of the definition of Boutique Hotel is one of the important aims of this thesis.

Important for local identity, Auto de Natal integrates elements of intangible heritage in the state. In this context, the research analyzed the perceptions of those who were involved in the production, presentation and organization of the event, planned to be culturally attractive to tourism. For this, it was used the descriptive and exploratory method, making use of documental, bibliographic and field researches. It was applied qualitative techniques to the interpretation of the interviews, while it was applied quantitative techniques to analyze the questionnaires. The research has discovered that Auto de Natal has the potential to add value to Cultural Tourism, diversifying the tourism product. ENTRAI - Encontro das Tradições Italianas : festa popular : patrimônio cultural, lazer e turismo

O trabalho teve como objetivo investigar a festa popular de rua denominada Encontro das Tradições Italianas - Entrai, que ocorre no berço da imigração italiana na Serra Gaúcha Nova Milano, distrito de Farroupilha. Por um lado, a escolha do tema de investigação foi motivada pela inexistência de registros científicos sobre o evento, por outro, pela relevância do evento que permitiu estudar questões pertinentes ao lazer e ao turismo, áreas de estudo que sempre estiveram imbricadas. A investigação se propôs verificar as finalidades da criação do Entrai, descrever e analisar as características do evento, averiguar o perfil de turistas que a festa atrai e descrever criticamente as inovações e peculiaridades na programação da festa. O referencial teórico está centrado fundamentalmente nas questões pertinentes ao lazer, as festas populares e eventos como atração turística. O estudo é de corte qualitativo e a metodologia descritiva do tipo estudo de caso. Utilizou-se análise documental, entrevistas, observações e notas de campo como estratégia de coleta de informações do estudo. A análise documental e as entrevistas foram as estratégias que permitiram melhor compreensão sobre a história da festa e a análise de seus propósitos iniciais e atuais. As conclusões do estudo apontam que o Entrai nasceu como parte de um projeto de planejamento municipal do turismo de Farroupilha, onde o objetivo do evento era tornar-se atrativo turístico e cultural. O estudo também revelou que o evento tem um potencial turístico, embora apresente distorções de planejamento e gestão que desfiguram os propósitos para o qual foi criado. Due to the project characteristics, which includes diverse communities in its elaboration and execution, we opted to investigate the communication and mobilization strategies, used to stimulate the participation of the involved, and to reach its main objective: the marketing and commercialization of Pernambuco as a tourism destination. The methodological procedures were accomplished by qualitative analysis, making use of methods such as: bibliographic research, documental analysis, and a routine of semi-structured interview. We chose a case study to analyze a proposal of a political action in the practice of tourism in Pernambuco. Regarding to aspects of theory, the bibliographic summary was guided by the following orientation subjects: tourism, local development, and communication and mobilization strategies. The bibliographic summary was assembled through the documental analysis of the plan of tourism strategy 2008/2020, and the project Vivendo Pernambuco, both developed by Setur/Empetur, which are official organizations of the tourism sector. In order to analyze the data, different categories were developed in relation to the following perspectives: tourism utilization of cultural aspects, communication and mobilization strategies utilized, and contribution to the local development. The results of these investigations show that the goals of the project Vivendo Pernambuco render concrete effects pertaining to the marketing and commercialization of Pernambuco as a destination. Nonetheless, we can infer that the touristic branch stimulated continues to be the sun and the sea, which brings profits to major companies, third-party services and equipment businesses as well as counties with an established tourism structure. Although such shortcomings, the Project Vivendo Pernambuco brings tangible results with regard to the promotion and marketing of the destination Pernambuco and also contributes to the local development to the extent that it stimulates the use of endogenous resources, favors the establishment of partnerships between the public and private sectors and supports the suply chain of tourism. / O presente estudo objetivou analisar o Projeto Vivendo Pernambuco para verificar suas contribuições ao turismo cultural e ao desenvolvimento local em Pernambuco. Em função das características do Projeto, que envolve diferentes públicos para sua elaboração e execução, optou-se por investigar as estratégias de comunicação e mobilização utilizadas para estimular a participação dos envolvidos e para atingir seu objetivo principal: a promoção e comercialização do destino Pernambuco. Os procedimentos metodológicos foram subsidiados através da análise qualitativa, utilizando métodos como: pesquisa bibliográfica, análise documental e roteiro de entrevista semiestruturada. Trata-se de um estudo de caso para analisar uma proposta de ação política na prática do turismo de Pernambuco. No que se refere aos aportes teóricos, a revisão bibliográfica foi direcionada pelos seguintes temas norteadores: turismo, desenvolvimento local e estratégias de comunicação e mobilização. Foi realizada também uma análise documental do Plano Estratégico de Turismo 2008/2020 e do Projeto Vivendo Pernambuco, elaborados pela Setur/Empetur, órgãos oficiais do turismo em Pernambuco. Para a análise dos dados, foram formatadas as seguintes categorias: aproveitamento turístico da oferta cultural; estratégias de comunicação e mobilização utilizadas; e contribuições para o desenvolvimento local. Os resultados da investigação demonstraram que o Projeto Vivendo Pernambuco faz um aproveitamento pouco efetivo da oferta cultural – material e imaterial, apesar da tentativa de estímulo à prática do turismo cultural. O segmento turístico estimulado permanece sendo o turismo de sol e mar que traz mais benefícios para as grandes empresas do setor, e consequentemente, para os prestadores de serviços, equipamentos e municípios de estrutura turística consolidada. Embora apresente tais lacunas, o Projeto Vivendo Pernambuco traz resultados concretos no que se refere à promoção e comercialização do destino Pernambuco e também contribui para o desenvolvimento local na medida em que estimula o aproveitamento dos recursos endógenos, favorece o estabelecimento de parcerias entre os setores público e privado e apoia a cadeia produtiva do turismo.

Minha inserção, como participante, no passeio “histórico-cultural” constante do Projeto “Viver Juiz de Fora – descubra esta cidade”, que é promovido pela Prefeitura deste município, permitiu-me observar - “de perto e de dentro” - como o mito opera como mediador simbólico do diálogo estabelecido ali entre uma história objetiva e oficial, narrada por meio do patrimônio revelado, e as histórias subjetivas dos “turistas-nativos”, que revitalizam (simbolicamente) este patrimônio com sua prática turística. Trata-se, pois, de uma etnografia de um passeio de fim de semana (ou de “domingo”), de um fazer turismo (cultural) na própria cidade em que se vive, não de uma forma independente e isolada, mas coletiva e mediada por agentes do estado em sua esfera municipal. Neste caso, o deslocamento no espaço implica um deslocamento no tempo, no sentido da construção de uma memória coletiva. Revitalizado nesta prática de revitalização do patrimônio histórico-cultural da cidade, o mito fornece a estes “turistas-nativos” os símbolos para se pensarem como membros de uma comunidade mais ampla no espaço e no tempo, fomentando assim um sentimento de pertença à cidade. Concluo afirmando que esta forma de fazer turismo é também uma forma de (re)inventar tradições, culturas, histórias e cidades. / In this work, that consists of a case study, having as urban scene and stage the mythical “Manchester Mineira” (heading conferred to the city of Juiz de Fora, in reason of its glorious industrial past), I look for to emphasize and to analyze the relation between myth and cultural tourism, from the referring anthropological theory to the first one, placed at risk in practical (touristic and ethnographic) concerning to as. My insertion, as participant, in constant “the historical-cultural” stroll of the Project “To live Juiz de Fora – discover this city”, that it is promoted by the City hall of this city, allowed me to observe - “of close and of inside” - as the myth operates there as mediating symbolic of the dialogue established between an objective and official history, told by means of the disclosed patrimony, and subjective histories of the “tourist-natives”, that they revitalize (symbolically) this patrimony with tourist practical its. It is treated, therefore, of a ethnography of a stroll of end of week (or of “Sunday”), of one to make tourism (cultural) in the proper city where if it lives, not of a form independent and isolated, but collective and mediated by agents of the State in its municipal sphere. In this case, the displacement in the space implies a displacement in the time, in the direction of the construction of a collective memory. Revitalized in this practical of revitalization of the historical-cultural heritage of the city, the myth supplies to these “tourist-natives” the symbols to be thought as members of a ampler community about the space and in the time, thus fomenting a feeling of belongs to the city. I conclude affirming that this form to make tourism is also a form of (re)inventing traditions, cultures, histories and cities.
