Komunalinių atliekų tvarkymo sistemos įgyvendinimo Šilutės rajone ypatumai / Public waste clearing system and its implementation pecularities in Silute district

Implementation pecularities of waste clearing, regulated by European Union law acts, are described in this postgraduate work. In the first section the main reglamented acts of European Union are discussed. They satisfy acts of the Respublic of Lithuania. In the second section „Public waste clearing plan in Silute district“ is analysed. Its transfered rules and administrative actions are compared with „Requirements of national strategic plan“. Currently waste avoidance, usage, and safe removal rules are not implemented in Silute district. Municipality foreknows to start it from year 2007. They will launch a campaign against littering educating local inhabitants. Also they plan to establish waste sorting system. The regional dumping ground is set up with the aim to remove waste safely.The postgraduate work analysis showed the weakest point of waste clearing plan. It is public education.The hypothesis was supported. In the third section author‘s research results are presented and done in Silute district. 399 homes were questioned including Silute town and district pupils. Research results assure that inhabitants of Silute region realize waste problem and are ready to reduce it. In the fourth section recommendations are offered to the programme which solves the problems related with public education of waste clearing.

A preocupação ecológica com a conservação dos recursos naturais, a economia de energia e a proteção do meio ambiente recomenda o combate ao desperdício como prática social permanente, e não apenas estratégia adotada em momentos de crise econômica ou de conflitos políticos. Essa crescente preocupação com fatores ambientais faz surgir a avaliação do desempenho ambiental dos edifícios, indicando medidas para a redução de impactos através de alterações na forma como os edifícios são projetados, construídos e gerenciados ao longo do tempo. Mesmo assim, apesar dessa preocupação, dentre a construção de todo o tipo de edifícios, as escolas são erigidas de maneira a atender rapidamente a demanda e têm sido executadas com materiais que pouco ou nada demonstram os parâmetros mínimos de sustentabilidade. Compromete-se a saúde física e psicológica de seus usuários, o rendimento escolar dos alunos, adicionando factores tais como os custos da construção, em termos de materiais e técnicas construtivas. As escolas de hoje até que já vão seguindo uma padronização desenvolvida pelas instituições governamentais, mas revelam ambientes físicos com níveis de qualidade e de conforto ambiental mínimos, e que podem ser considerados aquém do desejável em relação a vários aspectos, mas que dizem respeito principalmente à funcionalidade dos espaços construídos e aos materiais e técnicas construtivas. Com esta pesquisa, para além de se querer alargar os estudos já existentes acerca desta problemática, também se aspira conscientizar os órgãos responsáveis pelo projeto, construção e implantação de empreendimentos educacionais. Da mesma forma, pretende-se alertar os projectistas da importância de otimizar alguns princípios de sustentabilidade, já nas primeiras fases do projeto. O projeto arquitetônico faz parte da família de processos de decisão podendo-se considerar as principais fases como programa, projeto, avaliação e decisão, construção e avaliação pósocupação. Mas antes, a conscientização começa por um eficaz processo de briefing. Este, apesar de realizado, é ainda inexato, mas com esta pesquisa pretende-se analisá-lo, em sua aplicação em dois empreendimentos educacionais, construídos segundo princípios de sustentabilidade. Pois um sólido briefing dará origem a empreendimentos escolares sustentáveis, com uma disposição espacial de acordo com a funcionalidade de cada departamento da escola e respectivos usuários, tendo em vista, inclusive, critérios de conforto ambiental. A metodologia de pesquisa é a de estudo de caso, onde as ferramentas aplicadas serão questionários, entrevistas, assim como, observações de traços físicos por levantamento de campo, registros fotográficos, por levantamentos de plantas arquitetônicas e de arquivos. Os resultados obtidos serão comparados tanto com os dados recolhidos através da revisão bibliográfica, assim como pela discussão e constatação de situações de interesse ao tema. Os mesmos possibilitarão propor recomendações para melhorar o processo de briefing que decorre durante as etapas de pré-projeto e projeto de empreendimentos educacionais sustentáveis. / The ecological concern with the conservation of natural resources, the energy saving and the protection of the environment recommends the combat against waste as a permanent social practice, not just a strategy adopted at moments of economical crisis or political conflicts. This growing concern with environmental factors do appear to assess the environmental performance of buildings, indicating measures to reduce impacts through changes in the way buildings are designed, constructed and managed over time. Despite this concern, among the construction of all types of buildings, schools are erected so as to quickly meet the demands and have been implemented with materials that demonstrate the minimum parameters of sustainability. All these factors above, compromise the physical and psychological health of its users, the academic performance of students, adding factors such as the cost of construction in terms of materials and construction techniques. The schools of today are now following a standardization developed by governmental institutions, but they reveal physical environments with minimum levels of quality and comfort and can be considered less than desirable for several aspects, but mainly relate to the functionality of built spaces, materials and construction techniques. With this research, apart from wanting to extend the existing studies on this issue, it also aims to raise awareness to the enterprises responsible for design, construction and implementation of educational complexes. At the same time, this research intends to show the designers the importance to optimize some principles of sustainability in the early stages of the project. The architectural project is part of the decision making process, taking into consideration the principal stages like the program, project, evaluation and decision, construction and post-occupancy evaluation. But before, the awareness begins with an effective briefing process. This, although realized, is still inaccurate but this research intends to examine its application in two educational complexes, constructed according to the principles of sustainability. On this account, a solid briefing will result in sustainable schools with a spatial disposition in accordance with the functionality of each department of the school and its users, keeping in mind and also including criteria of environmental comfort. The methodology of this research is a case study where the applied tools are questionnaires, interviews, and observations of physical features by the field survey, photographic data, surveys of architectural projects and archives. The results will be compared with data gathered through the literature review, as well as discussion and observation of situations of interest to the subject. They will enable to propose recommendations to improve the briefing process that takes place during the stages of preproject and design of sustainable educational complexes.

The Relationship between Team Briefings and Non-Routine Events: Developing a Model of Team Briefings in the Operating Room

abstract: Preoperative team briefings have been suggested to be important for improving team performance in the operating room. Many high risk environments have accepted team briefings; however healthcare has been slower to follow. While applying briefings in the operating room has shown positive benefits including improved communication and perceptions of teamwork, most research has only focused on feasibility of implementation and not on understanding how the quality of briefings can impact subsequent surgical procedures. Thus, there are no formal protocols or methodologies that have been developed. The goal of this study was to relate specific characteristics of team briefings back to objective measures of team performance. The study employed cognitive interviews, prospective observations, and principle component regression to characterize and model the relationship between team briefing characteristics and non-routine events (NREs) in gynecological surgery. Interviews were conducted with 13 team members representing each role on the surgical team and data were collected for 24 pre-operative team briefings and 45 subsequent surgical cases. The findings revealed that variations within the team briefing are associated with differences in team-related outcomes, namely NREs, during the subsequent surgical procedures. Synthesis of the data highlighted three important trends which include the need to promote team communication during the briefing, the importance of attendance by all surgical team members, and the value of holding a briefing prior to each surgical procedure. These findings have implications for development of formal briefing protocols. Pre-operative team briefings are beneficial for team performance in the operating room. Future research will be needed to continue understanding this relationship between how briefings are conducted and team performance to establish more consistent approaches and as well as for the continuing assessment of team briefings and other similar team-related events in the operating room. / Dissertation/Thesis / Doctoral Dissertation Psychology 2014

Integrating sustainable development into briefing and design processes of buildings in developing countries : an assessment tool

This study proposes a specification for an assessment tool that integrates sustainable development into briefing and design processes of buildings in developing countries. The building and construction industry have a significant role to play in supporting sustainable development in developing countries. However until the implications of sustainable development for the building and construction industry in developing countries are understood and interpreted into a plan of action, little progress can be made. The research proposal aims to make a contribution to knowledge within the field of sustainable development and building and construction in developing countries. The study suggests that an effective way of beginning to integrate sustainable development into building and construction is to make sustainable development an explicit goal during the briefing and design process of the building. The study develops a specification for assessment tool that enables the goal of sustainable development to be interpreted into building and construction objectives and shows how this can be used in the briefing and design processes of buildings. The study is based on both a qualitative and quantitative approach. Through critical review of literature and inductive analysis key concepts pertaining to sustainability, sustainable development, developing country contexts, assessment frameworks, and building and construction are defined. These are compared and analysed to formulate a specification for an assessment tool. In order to test and validate findings the specification is compared with an existing building assessment tool, the Sustainable Building Assessment Tool. From Textbooks To Safety Briefings: Helping Technical Writers Negotiate Complex Rhetorical Situations

In this dissertation, I analyze the organizational and political constraints that technical writers encounter when dealing with complex rhetorical situations, particularly within risk-management discourse. I ground my research in case studies of safety briefings that airlines provide to their passengers because these important documents have long been regarded as ineffective, yet they ve gone largely unchanged in the last 20 years. Airlines are required to produce these safety briefings, which must satisfy multiple audiences, such as corporate executives, federal safety inspectors, flight attendants, and passengers. Because space and time are limited when presenting safety information to passengers, the technical writers must negotiate constraints related to issues such as format, budget, audience education and language, passenger perceptions/fears, reproducibility, and corporate image/branding to name a few. The writers have to negotiate these constraints while presenting important (and potentially alarming) information in a way that s as informative, realistic, and tasteful as possible. But such constraints aren t unique to the airline industry. Once they enter the profession, many writing students will experience complex rhetorical situations that constrain their abilities to produce effective documentation; therefore, I am looking at the theories and skills that we re teaching our future technical communicators for coping with such situations. By applying writing-style and visual-cultural analyses to a set of documents, I demonstrate a methodology for analyzing complex rhetorical situations. I conclude by proposing a pedagogy that teachers of technical communication can employ for helping students assess and work within complex rhetorical situations, and I offer suggestions for implementing such practices in the classroom.

Mesmo que os estudos em design o compreendam como algo que gera diálogo entre os atores envolvidos no projeto (ZURLO, 2010), não sendo restritivo ou vago demais (BROWN, 2009) e auxiliando no enquadramento dos problemas (BUCHANAN, 1992) tornando, desta forma, o processo de projeto mais criterioso (Associação dos Designers Gráficos do Brasil, 2004), tais concepções não parecem acompanhar as movimentações teóricas sobre o processo de projeto, entendido como transdisciplinar, não-linear e coevolutivo. (MAURI, 1996, FINDELI, 2001, DORST, 2003). Chega-se, desta forma, ao problema de pesquisa: quais são as competências do briefing no processo de projeto? Com o objetivo de compreender suas competências, adota-se a perspectiva teórico-metodológica da Teoria Ator-Rede por entender que seus princípios contribuem no alcançar de outras compreensões acerca das relações estabelecidas nas dinâmicas de projeto, a partir da impossibilidade de distinguir entre humanos e não-humanos ou apontar empiricamente diferenças entre suas actancialidades na construção de fatos e artefatos (LAW, 1992; LATOUR, 1987; CALLON, 1986). Suas agências, enquanto actantes (LATOUR, 1999), mediam e intermediam (SAYES, 2013) a emergência de questões de preocupação (LATOUR, 2008) em uma processualidade que enacta-se (LAW, 2009) no campo das competências ou no ‘poder-fazer’ (FIORIN, 1989), trazendo uma nova luz aos temas do design. A partir análise de conteúdo, realizada sobre a análise documental de 58 briefings enviados por 6 informantes que se denominavam escritórios de design ou se denominam ‘empresas com departamento de design’ e de dois grupos focais compostos por 3 e 4 informantes, respectivamente, seguindo o mesmo critério, esta pesquisa propõe tópicos gerais que compreendem o briefing com competências de 1) enactar a ação projetual, ampliando a capacidade crítico reflexiva ao operar agenciamentos criativos e deslocamentos temporais; 2) mediar interesses relacionados ao processo de projeto (estabelecendo um tipo de nivelamento de ordens distintas que estabilizam da rede formada em torno do projeto), traduzindo a si mesmo (sendo plástico suficiente para moldar-se conforme a necessidade e as naturezas distintas de projeto) e pontualizando e despontualizando os interesses, abrindo competências as quais o projeto deverá estar sensível e atento; 3) inscrever o designer como alguém capaz de tratar destes interesses em jogo, seja numa arqueologia que vai as profundezas do que não é explicitados claramente relacionados a mercado ou a sensibilidades, seja tratando de aspectos puramente técnicos, em um movimento que evidencia 4) o caráter ambíguo e ambivalente do briefing no processo de projeto, de uso plural, orientado pela doma do projeto. / In common sense, design brief is understood as an important component in any project because contains necessary elements that explain the problem, guiding those involved in design process. Going further, design studies understand it as something that generates dialogue among the actors involved in design process (ZURLO, 2010), not being too restrictive or too vague (BROWN, 2009), helping to frame problems (BUCHANAN, 1992) and enabling more criteria to design (Associação dos Designers Gráficos do Brasil, 2004), but these conceptions do not seem to be in tune to theoretical movements about the design process itself. Understood as transdisciplinary, non-linear and coevolutionary (MAURI, 1996, FINDELI, 2001, DORST, 2003), design process seems more open than what their own studies posit about design brief. In this sense, this research proposes to inquiry what are the competencies of the briefing in the design process. To understand their competencies, the theoretical-methodological perspective of Actor-Network Theory is adopted because its principles contribute to achieve other understandings about the relations established on design’s dynamics. That means, for Actor-Network Theory, it is impossible to distinguish between humans and non-human, or empirically point out differences between their actions generating facts and artifacts (LAW 1992, CALLON 1986): they are understood as actants (LATOUR, 1999) with agencies that mediated and intermediated (SAYES, 2013) the emergence of matters of concern (LATOUR, 2008) in a processuality that enacts (LAW, 2009) itself in the realm of competencies or ‘being-able-to-do-something’ (FIORIN, 1989), therefore, bringing a new light to design discussion. Adopting the content analysis method over a documental analysis of 58 briefings (sent by 6 informants that called themselves design offices or 'design department companies') and later over two focus groups composed of 3 and 4 informants, respectively (following the same criteria of data collection), this research proposes general topics that present the briefing with competencies of 1) enact the design action, expanding the critical reflexive capacity when operating creative assemblages and temporal displacements; 2) mediate interests of actants related to the design process (establishing a sort of leveling of distinct orders that stabilize the network formed around the design process), translating itself (being plastic enough to shape itself towards different design process) and emphasizing and clarifying the interests, opening competencies which the design process should be sensitive and aware of; 3) inscribe the designer as someone capable of dealing with the interests at stake through an archeology that goes to the depths that are not explicitly (such as market or sensitivities), or dealing with purely technical aspects, in a movement that evidences 4) the ambiguous and ambivalent use of the briefing, guiding the design process as something that takes in in its account a plural and diverse natures.

Para isso, foi elaborado um referencial teórico onde se procurou contextualizar a indústria moveleira, enfatizando suas principais características e importância enquanto setor da economia, bem como abordar as principais contribuições do design no âmbito dessa indústria. A pesquisa de campo foi realizada no pólo mencionado por meio de entrevistas em profundidade aplicada na empresa SM Gestão e Negócios detentora da marca Saccaro, do segmento de móveis residências onde o público alvo consumidor é a classe "A" de médio porte. Com essa pesquisa foi possível obter dados que ao serem sistematizados, analisados e interpretados, permitirão traçar um perfil do segmento selecionado do pólo pesquisado, contribuindo para identificar se a influência do designer na elaboração do briefing pode ser um fator de diferenciação e competitividade, bem como, estabelecer inter relações entre o design e a diferenciação competitiva. / The present study deals with the relationship between the furniture industry context of the Bento Gonçalves city Furniture Pole and design as a competitive differential for this sector. Considering the complexity and the essential role of problem construction in the project process we take as a guideline that the competitive differential can be achieved, among other factors, through the participation of design in the briefing construction for new products and services. The research will be developed in Caxias do Sul city (RS) which belongs to this pole. In order to do so, a literature review was made in which we attempted to contextualize the furniture industry, emphasizing its main characteristics and importance as economic sector, as well as to approach the main contributions of design in the ambit of this industry. The field research will be carried out in the mentioned pole through depth interviews applied at the SM Gestão e Negócios company, which detains the Saccaro brand, part of the residential furniture segment, whose consuming target group is the medium-sized "A" class. With this research we wish to obtain data that, being systematized, analyzed and interpreted, will allow us to trace a profile of the selected segment of the researched pole, contributing to identify whether the influence of the designer in the briefing elaboration can be a differentiation and competitiveness factor as well as to establish interrelations between design and competitive differentiation.
