Distributed Monitoring and Resource Management for Large Cloud EnvironmentsWuhib, Fetahi Zebenigus January 2010 (has links)
Over the last decade, the number, size and complexity of large-scale networked systems has been growing fast, and this trend is expected to accelerate. The best known example of a large-scale networked system is probably the Internet, while large datacenters for cloud services are the most recent ones. In such environments, a key challenge is to develop scalable and adaptive technologies for management functions. This thesis addresses the challenge by engineering several protocols for distributed monitoring and resource management that are suitable for large-scale networked systems. First, we present G-GAP, a gossip-based protocol we developed for continuous monitoring of aggregates that are computed from device variables. We prove the robustness of this protocol to node failures and validate, through simulations, that its estimation accuracy does not change with increasing size of the monitored system under certain conditions. Second, we present TCA-GAP, a tree-based protocol, and TG-GAP, a gossip-based protocol for the purpose of monitoring threshold crossings of aggregates. For both protocols, we prove correctness properties and show, again through simulations, that both protocols are efficient, by showing that their overhead is at least two orders of magnitude smaller than that of a na\"ive approach, for cases where the monitored aggregate is sufficiently far from the threshold. Third, we present a gossip-based protocol for resource management in cloud environments. The protocol allocates CPU and memory resources to sites that are hosted by the cloud. We prove that the resource allocation computed by the protocol converges exponentially fast to an optimal allocation, for cases where sufficient memory is available. Through simulations, we show that the quality of the resource allocation approaches that of an ideal system when the total memory demand decreases significantly below the memory capacity of the entire system. In addition, we validate that the quality of the allocation does not change with increasing the number of hosted sites and machines, for the case where both metrics are scaled proportionally. Finally, we compare two approaches (tree-based and gossip-based) to engineering protocols for distributed management, for the case of real-time monitoring. Results of our simulation studies indicate that, regardless of the system size and failure rates in the monitored system, gossip protocols incur a significantly larger overhead than tree-based protocols for achieving the same monitoring quality (e.g., estimation accuracy or detection delay). / QC 20101124

This thesis analyzes the most important experiences in decentralized management of rural development programs in state of Rio Grande do Norte and looks forward to evaluate in which manner specific
programs directed to rural poverty and familiar agriculture are contributing to strength community organizations and to increase the income levels of their memberships. It examines different meanings and multiple uses of decentralization process inside public organizations and on the management of rural development programs. It reconstitutes the characteristics of decentralization experiences on the rural
development programs implementation in the state of Rio Grande do Norte. It examines specificities of the
actual standard rural decentralized management of rural development policies, according to speeches of politic, syndicate, religious and communitarian leaders. It makes a comparative analyses between two of
the most important rural development programs in Rio Grande do Norte, that is, the ?Projeto de Combate ? Pobreza Rural? (PCPR), financed by the World Bank, and the ?Programa Nacional de Fortalecimento da
Agricultura Familiar (PRONAF)?, financed by the Brazilian Federal Government. These programs have been implemented by the federal, state and local governments with the participation of the civil society,
organized on several institutions, like municipal councils, non-government organizations and civil associations. It concludes that the establishment of rural development decentralized program is not a new phenomenon; to the contrary, it is an ancient and recurrent one, which once more presents justified by decentralization and social participation speech. What is a new fact on that is to deepen the decentralization process, making it real through the transfer of financial resources and administration to local governments, municipal councils, non-government organizations and civil associations, demonstrating different institutional designs which may contributes to decentralize but also to centralize the traditional forms of local government. The exploratory analysis suggests the existence of different performances between the two programs or inside only one program, denoting the relative importance of some factors as: capable of planning, capable of giving technical assistance and the number of community organizations that execute projects as those ones that can explain this performance

Previous issue date: 2018-06-08 / Therefore, the overall objective of this research is to determine the challenges faced in the budgetary and financial administration of resources due to Decentralized Execution Term (TED) in Federal Institutions of Higher Education (IFES). In order to analyze this thematic, the study was based specifically on governance and the Excellence Model in Public Management to identify the dimensions and factors of this management and thereby, to offer a compendium of good practices to manage these resources. As it was verified that the IFES assume two roles in the management of the resources by TED - the one of decentralizing unit when making the transfer and the one of decentralized unit when it is receiving the transfer - two procedures were adopted to obtain the data. In the decentralization one, they were obtained from the management reports (2015) that the IFES presented to the TCU. In the decentralized one, the data were collected through a questionnaire applied to the servers. To analyze them in the decentralizer, the content and descriptive analyzes were performed, while for the decentralized, the descriptive statistical analysis and the factorial analysis were performed.This way, it was verified in this research that the decentralizer requires better transparency in the coordination and the management of the renderings of accounts. On the other hand , in the decentralized, four factors were elicited which are related to the challenges in the management of resources by TED and five factors which represent the degree of importance in this management. Based on these analyzed factors, this study generated as the product the main premises for a manual of good practices in the management of resources by TED for IFES. / O objetivo geral desta pesquisa é diagnosticar os desafios enfrentados na administração orçamentária e financeira dos recursos por Termo de Execução Descentralizada (TED) nas Instituições Federais de Ensino Superior (IFES). Para analisar esta temática, o estudo se baseou, especificamente, na governança e no Modelo de Excelência em Gestão Pública para identificar as dimensões e fatores dessa gestão e assim, propor um manual de boas práticas para gerir estes recursos. Como verificou-se que as IFES assumem dois papéis na gestão dos recursos por TED - o de unidade descentralizadora quando transfere e o de unidade descentralizada quando recebe - adotou-se dois procedimentos para obter os dados. Na descentralizadora, eles foram obtidos a partir dos relatórios de gestão (2015) que as IFES apresentaram ao TCU. Já na descentralizada, os dados foram coletados por meio de um questionário aplicados aos servidores. Para analisá-los na descentralizadora, foram realizadas as análises de conteúdo e descritiva, enquanto que para a descentralizada, realizou-se a análise estatística descritiva e a análise fatorial. Deste modo, constatou-se nesta pesquisa que a descentralizadora necessita de melhor transparência na gestão e no gerenciamento das prestações de contas. Já na descentralizada foram extraídos quatro fatores que estão relacionados aos desafios na gestão dos recursos por TED e cinco fatores que representam o grau de importância nessa gestão. A partir desses fatores analisados, este estudo gerou como produto as principais premissas para um manual de boas práticas na gestão dos recursos por TED para as IFES.

O Ministério da Saúde define descentralização como redistribuição de recursos e responsabilidades entre os entes federados. Nesse sentido, a responsabilidade pela execução finalística das políticas públicas, ficaria concentrada na esfera municipal, cabendo às esferas, estadual e federal apenas as ações de maior complexidade técnica ou política. A Escola de Formação Técnica do SUS-Ba Prof. Jorge Novis- EFTS vem atuando na gestão educacional e coordenando os cursos descentralizados em todo o Estado, tendo como recurso de acompanhamento as práticas de supervisão. O objetivo deste estudo é analisar o modelo de gestão dos cursos de formação técnica em Agente Comunitário em Saúde realizada pela EFTS, nos diversos municípios do Estado, sobretudo quanto a sua descentralização e o acompanhamento do trabalho da supervisão descentralizada. Trata-se de uma pesquisa exploratória de natureza qualitativa que utiliza elementos teóricos metodológicos sobre descentralização, supervisão e gestão escolar. Na produção dos dados utilizou-se fontes secundárias através da revisão documental, e, primárias, através de entrevistas semi-estruturadas. Os resultados revelaram que o modelo de gestão caracteriza-se como descentralização administrativa, ou desconcentração se configurando na prática como descentralização da organização curricular. O estudo revelou desigualdades entre as regiões, pesquisadas: problemas pedagógicos, administrativo-gerenciais, políticos e financeiros, exigindo do corpo de supervisão habilidades de gerencia de ensino, maior conhecimento do processo educativo-político-pedagógico-gerencial, protagonismo na articulação da Educação Permanente em Saúde no SUS com da Educação Profissional de Nível Médio, gerando necessidades de qualificação dos profissionais para nortear as ações. Alguns desafios estão postos para a gestão escolar, quais sejam: parcerias com outros canais e órgãos colegiados, não apenas na área da saúde; planejamento compartilhado e consolidado através de instrumento legal com municípios; comunicação estruturada num sistema eficiente e eficaz de informação e informatização; aumentar a capilaridade e efetividade das ações da Educação Profissional no Estado e potencializar o desenvolvimento da consciência crítica nos processos educativos e de gestão.

Previous issue date: 2014-11-14 / O presente trabalho, intitulado “Proposta de Reorganização dos Procedimentos Administrativos na Superintendência de Pessoal da Secretaria de Estado de Educação de Minas Gerais”, foi desenvolvido no Mestrado Profissional em Gestão e Avaliação da Educação Pública da Universidade Federal de Juiz de Fora (UFJF). A pesquisa teve como objetivo analisar como se dá o relacionamento institucional entre a Superintendência de Pessoal (SPS) – Órgão Central da Secretaria de Estado de Educação (SEE/MG) e as 47 Superintendências Regionais de Ensino (SREs) localizadas na capital mineira e em 44 municípios do interior do Estado de Minas Gerais, assim como propor medidas para a reorganização dos procedimentos administrativos da SPS-Assessoria visando a dotar este e as SREs de instrumentos capazes de conferir a organização das rotinas dos procedimentos de trabalho, nas atividades por eles desempenhadas. No trabalho, foi descrito o caso de gestão referente à repartição pública analisada, ou seja, a SPS-Assessoria, relacionando a sua realidade e o seu “modo de fazer” com as proposições de documentos oficiais no que tange à delegação de competências dos órgãos/setores da SEE/MG, bem como foi avaliado em que medida as atividades desenvolvidas na SPS-Assessoria influenciam as atividades desempenhadas pelas SREs no que tange à gestão de pessoal. Destaca-se no trabalho a proposta de um Plano de Intervenção que compreende a produção de orientações para o gerenciamento do setor pesquisado em que são propostas ações que facilitem a organização do setor e a capacitação de seus membros e dos setores de seus relacionamentos, quais sejam as SREs. Todas as ações foram apresentadas tendo como foco a atuação do gestor, em particular a dos seus colaboradores como protagonistas do processo, visando a agregar qualidade nas atividades por eles desempenhadas. / This paper entitled "Proposal for Reorganization of the Administrative Procedures at Human Resources Superintendence of the Department of Education of Brazilian state of Minas Gerais” was developed for the Professional Master Program in Management and Assessment of Public Education of Federal University of Juiz de Fora (UFJF), Brazil. The research aimed to analyze how works the institutional relationship between the Human Resources Superintendence (SPS) - central organ of the Brazilian State Department of Education (SEE/MG) - with the forty seven Regional Offices of Education (SREs), located in the capital and 44 municipalities in the Brazilian state of Minas Gerais, as well as to propose actions to reorganize the administrative procedures of SPS-Consultancy endowing these SREs with instruments to organize the routine of the work procedures, in activities performed by them. At work, it was described the management case related to the public department analyzed, i.e., the SPS-Consultancy by relating their reality and methodology with the propositions of official documents regarding the delegation of powers of the bodies/sectors of SEE/MG, as well as it was assessed in which extent the activities in the SPS-Advisory have influence on the activities performed by SREs in regard to personnel management. Work stands out in the proposal of an Intervention Plan that includes the production of guidelines for managing of the analyzed department where actions are proposed to favor both the organization of the sector and the training of its members and its related sectors, namely the SREs. All actions were presented focusing on the role of the manager, particularly of its collaborators as protagonists of the process, in order to add quality in the activities performed by them.

and the management of state-aided (Model C) schools was analyzed.

perceptions of various role-players in school management about
their duties and responsibilities in this regard.
A model for the self-management of state-aided schools, based on
the Caldwell and Spinks' s model, and conforming to various
criteria, is proposed. The proposed model is, in the opinion of
the researcher, applicable not only to State-aided schools, but
to all schools in South Africa as it allows individual schools
to accept as much or as little self-management as is consistent
with the capacity of their communities to provide effective and
efficient service. It also allows schools to accept increases
in self-management as their communities gain in management skills

Thesis on topic " The changes in management education in the Czech Republic at the turn of the entury through the eyes of the school directors at that time" captures the abolition of central control of education in the Czech Republic from 1999 to 2004 and describes the transition to the new decentralized management system. This is a qualitative analysis, propped on interviews with experienced directors of elementary and secondary schools. In observed period, these executives both personally and professionally experienced the effects of legislative changes in education. During the research, narrative interviews were used, analysis was based on grounded theory. Causal conditions, the phenomenon of interference sectoral management, intervening conditions (risk of anomie, the politicization of education, expertise versus bureaucracy in education management, education and support of school principals) and their effects on the central category were researched. During the research, the central category became school autonomy, and it's range, including the dynamics of change in the observed period, were researched. Dans le cadre d’un contrôle de gestion décentralisé, nous étudions l’évolution du rôle du contrôleur de gestion sous trois angles, celui de l’utilisation et la conception d’outils de contrôle de gestion utilisés pour le pilotage des activités et intégrant la dimension humaine, celui de sa contribution à la mise en place d’un contrôle de gestion plus proche des opérationnels et celui de l’étude de ses relations interpersonnelles avec les opérationnels. Nos recherches ont débuté dans notre propre service dans un organisme de Recherche-développement, en tant que contrôleur de gestion où nous avons observé et fait évoluer nos propres pratiques durant neuf ans. Ces premiers résultats ont été complétés par ceux d’une recherche-intervention menée dans un grand organisme public belge qui a implanté le contrôle de gestion socio-économique, puis nous avons complété notre recherche par l’observation d’outils de contrôle de gestion socio-économique et de leurs incidences sur le rôle du contrôleur de gestion, dans cinq entreprises de secteurs et de tailles différents. / Within the framework of a decentralized management control, we study the evolution of the management controller role from three angles, the one of the use and conception of management control tools used for the activity piloting and integrating the human dimension, the one of its contribution to the implementation of a management control closer to operational staff and the one of the study of its interpersonal relations with the operational staff.Our researches began as management controller in our own service in a Research and development organization, where we have been observing and developing our own practices for nine years.These first results were completed by those of an intervention-research led in a big Belgian public organization which implanted the socioeconomic management control, then we completed our research by observing socioeconomic management control tools and their impacts on the management controller role, in five companies from different sectors and sizes.
