Analýza území z hlediska možného vzniku mimořádných událostí / Area analysis in term of possible emergencies occurrance

Hand in hand with the evolution of mankind and the improvement of scientific and technical progress of the society new risks and threats occurred, regardless of more suitable living conditions. At the beginning there were only dangers caused by nature, but in the course of time new threats of anthropogenic origin emerged. Even in the Czech Republic emergency risks or critical situations may appear. Besides serious road accidents and natural disasters like floods, fires, hurricanes, erosions, and snow avalanches there is a big probability of disasters caused by leak of chemical substances. Therefore a timely prevention is important in order to avoid such events. In the Czech Republic a system of crisis management was set up to deal with prevention and solution of emergencies and critical situations. In my work I focused on the methods used for analysis of the area of South Bohemia, because they provide us with a survey of risks and threats in a particular area and may result in decreasing of these risks. This work will be used to work out an alarm plan of an integrated safety system of South Bohemian region. It will form one of the supplements of the study that is now being processed and that concerns the area placement of fire brigades in South Bohemian region.

This diploma thesis focuses on administration developement of five district gendarmerie commands (Benešov, Český Brod, Vlašim, Jílové u Prahy, Říčany u Prahy) which were a part of gendarmerie departement Benešov u Prahy during 1918-1945. The aim of the work is to introduce their form and activities within the whole gendarmerie organization in the Czech lands and try to explain their specifics if there were any. There is emphasise on personalities and careers of district gendarmerie commanders. After introducing character and history of administration since half of the nineteenth century till 1945 there is a chapter which concerns on historical developement of Benešov, Vlašim, Český Brod, Jílové and Říčany regions especially during 1918-1945. On the basis of that there will be described and evaluated the command of gendarmerie departement Benešov and five district gendarmerie commands. This thesis is based on comparative, normative-comparative method with an application of some sociological and psychological approaches. The institute of district gendarmerie commanders appeared before 1918 but they were no officers until the establishment of Czechoslovakia. One part of the criticism regarding a democratic deficit in the EU is towards a considered tecnocratic bureacracy - especially in the Committé of the Permanent Representatives (COREPER). However, if the argumentation stands on research that compare the EU with theoretical constructs, how valid can that criticsm be? By relating the formal discretion of the bureacrats in Coreper to the formal discretion of the bureacrats in Swedish ministries this study contributes to the discussion on an empirical level. The research design is thus a qualitative comparison of procedure-manuals from both units. The method is text analyzing: through the lens of the policy cycle (first and second phase) and through the defined concepts `discretion ́ and `control ́. These concepts stem from theoretical contributions by Herman Finer regarding discretion and democratic legitimacy. The main findings show that the permanent representatives hold more opportunities of discretion than the Swedish bureacrats. However, these are well specified and more so compared to the Swedish case. According to the theoretical framework the specification is of most relevance - why democratic legitimacy can be derived. I therefore argue that this specific criticism towards the EU might not be as valid if Sweden is still to be considered an accepted democratic system.

Accounting education : investigating the gap between school, university and practice / Henriette van Romburgh

Various studies have highlighted the problems faced in accounting education. Some of these problems refer to the stagnating accounting curriculum, limited resources available to students from designated black empowerment groups, and the underdevelopment of skills required by practice. This study focuses specifically on the problems faced in secondary and tertiary accounting education in South Africa (SA) and the effects of these problems on practice. The first article of this study emphasises the various causes for the declining pass rate in firstyear chartered accountancy (CA) students. For this purpose, the researcher gathered information on the perceptions of first-year CA students and of lecturers involved in departments of accounting at SA universities. One of the possible causes identified is the apparent gap between school and university accounting education, especially in respect of curriculum, teaching quality and textbooks. The study revealed that students from designated black empowerment groups are facing the most problems in SA accounting education. The second article addressed the skills shortages in first-year CA trainees that practitioners have to deal with. According to the results, the majority of the participants felt that universities do not sufficiently equip students with the skills necessary to be successful in practice. The skills shortages identified included the inability of first-year trainees to determine the extent of testing needed in audits and to think independently. It also seemed as if first-year trainees lack professional communication skills and cannot sufficiently apply theory learnt at university in practice. These are only some skills with which universities are expected to equip students in order to be successful in practice. Die rol van leerstyle in aanvangsleesontwikkeling by graad 2-leerders: 'n gevallestudie

Thesis (MEd)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: The main objective of this study was to determine the effects of an intervention programme on the reading levels of ten grade two learners. A case study was used as research method. The research group of five boys and five girls between the ages of 7 and 8 years were Grade 2 learners at a Boland primary school. These learners did not meet the Assessment Standards for reading and looking (LO3: 3, 4) The research process consisted of a pre evaluation phase, the intervention and a post evaluation phase. The learner’s reading levels were determined during the evaluation phases. The observation during the intervention was coded and recorded. The group was taught during a period of 10 weeks, 3 times a week for 30 minutes at a time. Ananlysis of data showed improvement of reading levels with regards to fluency, speed, accuracy analysis and self correction. The study thus shows that the intervention was effective for improving reading levels. / AFRIKAANSE OPSOMMING: Die hoofdoel van die studie was om die invloed van ‘n intervensie op tien graad 2- leerders se leespeil te bepaal. ‘n Gevallestudie is as navorsingsmetode gebruik. Die navorsingsgroep, bestaande uit vyf seuns en vyf dogters tussen sewe en agt jaar oud, was almal in graad 2 aan ‘n Bolandse laerskool. Die leerders het nie voldoen aan die Nasionale Assesseringstandaarde vir lees en kyk (LU3: 3.4) nie. Die navorsing het uit twee evalueringsfases en ‘n intervensieprogram bestaan. Tydens die evalueringsfases is die leespeil van die leerders voor en na die intervensie bepaal. Tydens die intervensie is waarneming gedoen en met behulp van ‘n koderingstelsel aangeteken. Die navorsingsgroep is oor ‘n periode van tien weke drie keer per week vir 30 minute aan ‘n program blootgestel. Die data-analise het ‘n verbetering getoon ten opsigte van vlotheid, spoed, akkuraatheid, analise en selfkorrigering. Die studie het dus aangetoon dat die intervensie die leespeil van die tien leerders verbeter het.

Mine closure : a contingency plan to mitigate socio-economic disasters / Maria Elizabeth Ackermann

The history of the mining industry indicates a lack of understanding among the decision-makers of the impact the closure of mines has on the industry and the associated effects on the society and surrounding environment. The policies of the mining industry do make provision for a planned mine closure, but not for an unexpected closure. This detrimental aspect of closures in the mining industry is highlighted in the present study. The present study investigates how mineworkers’ dependency on their employment at a mine affects their ability to sustain their livelihoods. Vulnerable livelihoods leave the community at a greater risk to be affected by a disaster, than the livelihoods of a community that is resilient and has sustainable resources. Even though mineworkers are not considered as poor at the time of their employment, a mine closure could render them into a status called ‘transitional poverty’. This study also highlights that mineworkers who are skilled for mining operations only do not overcome the status of ‘transitional poverty’ and hence enter a phase called ‘chronic poverty’. This stage constitutes their inability to negotiate livelihood strategies and livelihood outcomes that could sustain a household. Thus humanitarian assistance would be needed from outside sources. Planning for unexpected mine closures should also be on the agenda of the mining industry due to the extreme consequences such an event holds for the mining community experiencing the event. In the case under investigation, the unexpected mine closures occurred in the Grootvlei mine in Springs and the Orkney mine owned by the Aurora Empowerment Systems Ltd. at the time of this study. These closures left the surrounding communities in need of food, shelter and clean water. The inhabitants gradually lost their livelihood assets. In the information society of today, the increasing competition and internationalization affects, not only companies and organizations, but also the public sector. After having been concerned with neutral information spread only, according to"the third mandate", employees at the Department of Information at Linköping University has also started dealing with marketing, so as to increase the recruitment of students. As a result of this, the work team has been divided into an editorial staff and a department with emphasis on market issues. To strengthen the trademark of Linköping University one has chosen to mediate certain values representative for the university - an interdisciplinary and innovative approach and an entrepreneurial spirit. The technical developments of today have also influenced information related activities at the university, due to increasing usage of the Internet. Our essay deals with the complex of problems which can arise when a traditonal organization faces increased competition and new technical conditions.</p> / <p>Med denna uppsats har vi haft för avsikt att uppmärksamma Linköpings universitet som ett exempel på en samhällsinstitution i förändring. I dagens informationssamhälle påverkar en ökande konkurrens och internationalisering inte bara företag och organisationer utan även den offentliga sektorn.
