Häktning är ett av de mest ingripande tvångsmedel som staten kan vidta gentemot enenskild person. I kombination med restriktionsanvändning riskerar det att kränka ett flertalav den enskildes grundlagsskyddade rättigheter. Att reglera en häktningslagstiftninginnebär att göra en noggrann avvägning mellan de brottsutredande myndigheternas möjlighetertill en effektiv utredning samt lagföring och den enskildes skydd för grundläggande fri- och rättigheter. Med en så ingripande åtgärd mot en ännu ej dömd person är det av största vikt att ställa höga krav på reglering och tillämpning av tvångsmedlet och dess överensstämmande med grundläggande principer och rättigheter. Senaste årens ökningav häktningstider är således oroande och kräver förändring. Sverige har under flera decennier fått återkommande och omfattande kritik för sin regleringkring häktning. Kritiken har riktat sig mot att det inte finns någon övre tidsgränsför hur länge en person kan sitta häktad, en omfattande restriktionsanvändning samt avsaknaden av effektiva alternativa tvångsmedel till häktning. Till följd av kritiken presenterade regeringen år 2020 ett flertal förslag som syftade till en effektivare häktningsreglering. I min framställning kommer jag ta sikte på möjligheterna att minska de långa häktningstiderna.Flertalet av förslagen har indirekt betydelse för möjligheterna att minska delånga häktningstiderna och det mest omdebatterade förslaget är det om införandet av enövre tidsgräns för hur länge man får sitta häktad.I min slutsats argumenterar jag för att nuvarande utformning och tillämpning av häktningsregleringenkan antas strida mot överordnad rätt och i viss mån vara anledningen tillde långa häktningstiderna. Jag ställer mig positiv till de förslag regeringen presenterar isyfte att förändra nuvarande häktningslagstiftning. Jag tror det finns en stor sannolikhet för att förslagen kommer kunna leda till minskade häktningstider. Samtidigt ställer jag mig tveksam till i vilken utsträckning den maxtidsgräns som presenteras kommer lösasamma problem. Visserligen anser jag att den gräns som presenteras är viktig ur legalitetssynpunkt, men att den inte i tillräcklig utsträckning avhjälper den proportionalitetsproblematik som förekommer. Jag är inte heller övertygad om att häktningstiderna faktiskt kommer minska till följd av införandet av denna gräns. Konsekvenserna av förslagen innebär på det stora hela en minskad användning av häktning, en mindre godtycklig häktningsprocess och minskade häktningstider. Förhoppningen är att förslagen i viss mån kommer underlätta för åklagare och domstol vid beslut om häktning och särskilt bedömningen av huruvida häktningen är proportionerlig eller ej. Jag menar emellertid att mer kan göras för att komma tillrätta med nuvarande häktningsregleringoch långa häktningstider varför ytterligare förslag på förändring kommer presenterasi denna framställning. / Pre-trial detention is one of the most intervening means of coercion that the state authorities can use against an individual. In combination with the use of restrictions there is risk that it will infringe a numerous of the constitutional rights of the individual. To regulatet he law of detention means to balance the interests of the possibilities of the stateauthorities to an efficient investigation and prosecution and the individuals protection oftheir constitutional rights. With such an intervening action against a not yet condemnedperson it is of paramount importance to ensure high demands on the regulation and applicationof the means of coercion and its compatibility with constitutional principles andrights. The increasing times of pre trial detention the last couple of years are therefore agitating and requires a change. Sweden has during several decades received recurrent and extensive criticism regardingits regultation on detention. The critic has been adressed against that there is no upperlimit for how long a person can undergo pre-trial detention, a comprehensive use of restrictions and the lack of efficient alternative means of coercion to pre trial detention.Following the criticism the government 2020 presented a numerous proposals on how to change the legislation in purpose of a more efficient regulation of detention. In my thesis I focus on the possibilities to decrease the long times of detention. Most of the proposalsare of relevance for the possibilities to decrease the long times of detention and the most debated proposal is the one regarding the imposition of an upper limit of how long aperson can remain in continual detention.In my conclusion I argue for that the present regulation and application of detention canbe assumed to infringe superior constitutional law and to a certain extent be the cause of the long times of detention. I remain positive towards the proposals the government present in order to change the current regulation of detention. I think it´s highly likely thatthe proposals can lead to shorter times of detention. At the same time I remain doubtfultowards in what extent the upper time limit that is presented can solve the same problem. Indeed I believe that the presented limit is important in an aspect of legality, but that it´s not enough to remedy the complex problem of proportionality that exists. I´m neitherconvinced that the long times of detention actually are going to decrease as a consequence of the imposition of this limit.The consequences of the proposals can overall lead to reduced use of detention, a less arbitrary detention process and shorter times of detention. Hopefully the proposals canfacilitate for public prosecutors and courts regarding decisions of detention and especiallythe assessment of whether the detention is proportional or not. However, I mean that morecan be done to settle current regulation and long times of detention why further proposals will be presented in this paper.

The Aim of this diploma thesis is the sexually risky behavior of clients of Youth Detention center in an educational institution. The thesis is divided into two parts, the first is a literature review section devoted to the basic definition of terminology related to Youth Detention center, adolescence, psychosexual development and selected types of sexually risky behavior. Furthermore, the thesis deals with existing psychological-sexological research related to this topic. The second part is devoted to a research project that focuses on mapping sexually risky behavior in Youth Detention center, such as first sexual experiences, number of sexual partners, condom use, sexual behavior between clients and employees of Youth Detention center, sex conduct for fee, sexually transmitted diseases information, non-consensual sexual activities, etc. The research was realized by using an anonymous questionnaire in the Youth Detention center. Respondents were selected for the research by the method of self-selection through institutions. Class of 2017 Abstract / Objectives: To assess the change in efficiency and accuracy of the medication reconciliation process at the Pima County Adult Detention Center (PCADC) after implementation of a Health Information Exchange (HIE) and also to identify the percentage of patients whose medication data is available in the HIE Methods: This program evaluation was a retrospective comparison of the traditional self-reported method of medication reconciliation to the HIE method. It compared the number and types of medication discovered for each patient using the traditional medication reconciliation collection data (the self-reported method) and the new database query method (HIE method) Results: 200 samples were randomly selected (100 random detainees and 100 with known medical record in the HIE database) to participate in the study. A total of 150 patients (61%) were retrieved from the HIE database, of which 100 were from the control group and 50 from the random group. The total numbers of medications that these 150 patients contributed was 284. Mean completeness of self-reported medications was 54% while HIE yielded an average of 99% (χ2; p<0.0001). 9 patients (4%) had both self-reported medications and medications within the HIE database in which 17 medications (62%) compared to the self-reporting method with 14 medications (52%) sharing the same name. There were no medication dose matches between self-reported medications and HIE queried medications. Conclusions: The addition of an HIE database to the existing self-reporting process of collecting a detainee’s medication reconciliation provides a more comprehensive and accurate medical record

Measurement and modeling of stormwater from small suburban watersheds in Vermont

Despite decades of U.S. water quality management efforts, over half of assessed waterbody units were threatened or impaired for designated uses in the most recent assessments, with urban runoff being a leading contributor to those impairments. This cumulative research explores several aspects of urban runoff dynamics through a combination of field study and modeling. Stormwater ponds are ubiquitous in developed landscapes due to their ability to provide multiple forms of treatment for stormwater runoff. However, evolving design goals have reduced the applicability of much of the early work that was done on pond effectiveness. In this study, we instrumented a recently constructed detention pond in Burlington, VT, USA. Flow gaging demonstrated that the pond achieved a 93% reduction in event peak flow rates over the monitoring period. Storm sampling showed that the pond significantly reduced total (TN) (1.45 mg/L median influent, 0.93 mg/L median effluent, p < 0.001) and total phosphorus (TP) (0.498 mg/L median influent, 0.106 mg/L median effluent, p < 0.001) concentrations over the events sampled. A loading analysis estimated the TN and TP removal efficiencies for the pond to be 23% and 77% respectively. Lastly, temperature data collected from the pond showed that during the summer the pond accumulates considerable heat energy. This study adds to the body of literature on detention pond performance, and raises concerns about the extensive use of stormwater ponds in watersheds where thermal stress is a concern. EPA SWMM is a widely used urban hydrologic, hydraulic and water quality model, though its application can be limited due to its deterministic nature, high dimensional parameter space, and the resulting implications for modelling uncertainty. In this work, I applied a global sensitivity analysis (SA) and evolutionary strategies (ES) calibration to SWMM to produce model predictions that account for parameter uncertainty in a headwater tributary case study in South Burlington, VT, USA. Parameter sensitivity was found to differ based on model structure, and the ES approach was generally successful at calibrating selected parameters, although less so as the number of concurrently varying parameters increased. A watershed water quality analysis using the calibrated model suggested that for different events in the record, the stream channel was alternately a source and a sink for sediment and nutrients, based on the predicted washoff loads and the measured loads from the stream sampling stations. These results add to the previous work on SWMM SA, auto-calibration, and parameter uncertainty assessment. Lastly, given the extent of eutrophication impairment in the U.S., I compared TN and TP data collected in these original works with national and regional datasets. TN concentrations sampled in this work were generally commensurate with values reported elsewhere, however TP data were not. Drainage area attributes and an event based rainfall runoff analysis of the study catchments provided circumstantial support for the idea that runoff from lawns is driving the high TP loads in Englesby Brook. The role of pet wastes is considered as a potentially fruitful area for further research.

- PROTECTIVE THERAPY AND PREVENTIVE DETENTION This paper is concerning two types of protective measures in Czech criminal law - protective therapy and preventive detention. The goal was to introduce and then deeply analyze these two legal institutes. I particularly focused on preventive detention as it was only recently put in force in the Czech republic. In the introductory chapter, I briefly described the nature of protective measures as a whole. I also outlined some major differences between protective measures and penalties, gave some insight into the history of protective measures in Czech lands and explained a few important terms, e.g. insanity or drug addiction, which are widely used in this area of law. The following chapter deals with protective therapy and its key features, namely its imposing, execution and duration. The next one summarizes basic elements of preventive detention, which are in many ways similar to those in the previous chapter. I tried to point out the grounds on which preventive detention was embraced by Czech law and also to analyze the differences between both these protective measures. The primary aim of this work is to summarize and evaluate the current legislation for institutions providing compulsory treatment and preventive detention, and if possible to also provide a comprehensive overview of the development of these institutions, ordering and discharging them, with respect to the relevant decisions of the court. This work consists of six chapters, with each one dealing with individual aspects of these institutions, and the introductory chapter mainly explains the circumstances behind the choice of this theme and their impact on the assignment and goal of this work. Another chapter is devoted to the historical development of compulsory treatment and preventive detention. It is demonstrated here how these institutions developed in Europe, as well as the development of protective measures before the establishment of independent Czechoslovakia, namely until the adoption of the Safe Detention Act and embedding compulsory treatment and preventive detention in the new Criminal Code. The third chapter is devoted to protective measures as a whole.
