Statistické šetření časového a ekonomického vývoje vybraného typu mimořádné události / The statistical investigation of time and economical development of the extraordinary incident kind selected

This dissertation called The Statistical Investigation of Time and Economical Development of the Extraordinary Incident Kind Selected deals with traffic accidents on roads within the Czech Republic. The goal of this work is to investigate a time and economical connection of traffic accidents. The theoretical part specifies basic terms which are related to road transport in the Czech Republic and which are mainly based on valid laws in the field of road transportation. There is also deeply analysed the term "traffic accident" which has to gain specific features in order to be classified as a traffic accident. Subsequently, there are also presented and discussed the most common causes of accidents. Impacts of economic damage to the state budget were described by a certified methodology for calculating losses from a traffic accident rate on roads. Within possibilities of a bigger kind of an extraordinary incident during which emergency could be announced, there is described a system of crisis management in transport and an operation of Crisis Management Department of the Ministry of Transport. In the last section of the theoretical part there are summarized the basic methods of descriptive and mathematical statistics which were used for processing of the practical part of the dissertation. In the practical part three hypotheses were being tested based on the collected data, which was drawn from statistical yearbooks of a traffic accident rate published on the website of the Police of the Czech Republic. The methodology provides basic methods of descriptive and mathematical statistics to whom the gained data has been subjected. To verify the hypothesis H2 the amounts of damage per a time unit have a distribution close to the normal distribution. It was used within the mathematical statistics of nonparametric testing of hypothesis. Through the non-parametric testing was allowed to prove normality of damage amount in traffic accidents in the period 2009 - 2013. For verification of the hypothesis H1 number of traffic accidents and the amount of damage are positively correlated and hypotheses H3 time development of traffic accidents per one time unit can be expressed by linear regression with negative correlation. Simple linear and correlation dependence was used in the context of mathematical statistics. The aim of the hypotheses H1 and H3 mentioned above was to find out a kind of regression, depending on given statistical features, to find suitable regression function and to determine tightness of correlation using an appropriate coefficient. A negative correlation coefficient was calculated for the hypothesis H1 so it was rejected. This result is possible to comment on the fact that, although there is less material damage, the number of incidents in particular time units does not reflect this fact. For the hypotheses H3 we can conclude that traffic accidents have been declining in a longer time interval and this leads to fulfilment of the goal of the national road safety strategy 2011 - 2020. For the short time period 2009 - 2013 it is not possible to come to the same conclusion and the hypotheses H3 has to be rejected. In the context of a deeper research of the impact of economic damage to our state, it would be good to work e.g. with the amount of money which insurance companies have to pay to persons involved in an accident. We could also work with the amount of costs which the state has to spend on activities of organs of emergency service for dealing with all consequences of any emergencies associated with an accident. Determination of the total amount of economic damage from a traffic accident rate and from a number of traffic accidents helps us to realize the seriousness of this issue. Just as other indicators of traffic safety, economic damage and a number of traffic accidents are important indicators of prevention and effectiveness of traffic-safety measures.

This diploma thesis deals with influence of the Kvasiny industrial zone on the development of Rychnovska. This industrial zone is made up of one strategic investor, namely Škoda Auto a.s. with the plant in Kvasiny. The main attention was paid to the economic entities operating in the Rychnov nad Kněžnou district. First, a SWOT analysis of the ORP Rychnov nad Kněžnou and the industrial zones itself was carried out. Subsequently, a questionnaire survey was used, which was used to identify both positive and negative impacts on economic operators operating in the region.

The main aim of my thesis is the analysis of the traffic accidents and their cause on the roads of the Czech Republic.The first part of my thesis deals with the theoretical outcome of this matter which is necessary for further cover of my work.It is followed up with a practical part in which all statistic data, that had been used for the assessment of the situation,have been worked out.The methods the data have been coverd are the endorsement method, method of sequence and the method of respected sequence. In the frame of this thesis the comparison of the Czech Republic with a chosen EU state has been done. The secondary aim of my thesis is to find out the impact of the accidents on the revenues of the state budget, particularly of the problematic groups that cause the accidents on the roads.In the last part of my thesis there is a summary of all analysed results of the matter and subsequently safety measures for potential improvement of the situation have been done.

Abstrakt Injury prevention is selected EU countries. The subject of my diploma work is focused on injury prevention in selected EU countries. Injuries do not present only serious health problem but also socio-economic problem. Traffic injuries in OECD countries contribute in overage 41 % to all deaths of children up to 14 years of age as a consequence of injury. The objective of my work is to describe approach of selected EU countries to injury prevention and map preventive measures in injury prevention in selected countries, including Czech Republic, Slovakia, Sweden, Italy, Germany and France. Prevention is targeted activity based on cognition that injury prevention is always simpler than dealing with irreversible consequences. Work objectives have been identified by work quantitative research methodology. I have been focused on government documents, legislative regulations as well as other documents dealing with injury prevention. Materials which were subject to secondary analysis were received from several main resources, including governmental, state and non-state institutions of selected EU countries. Due to inaccessibility of some documents or unsuitable or unfound resources, I have used complementary questioning method. I have addressed respondents living and working in selected EU countries. The issue of child injury prevention is on preference positions in political programs, takes place on all levels, including state, regional and local levels. States adopt national injury prevention action plans; approve legislative measures, such as speed in municipalities, use of cycling helmets by children, use of retaining systems. School and out-of-school traffic education is organized in all of the selected EU countries. It should begin already at pre-school age. Parents play significant role as well as state and non state institutions. The most complex program in the selected EU countries is called "Safe Communities". In all of the selected EU countries there are also other organisations which participate in preventive programs, events, trainings and campaigns. In addition other local authorities, administration bodies, organisations and communities of interest and individuals can be invited to cooperate and all these activities can be coordinated and interconnected. The issue of injury prevention must be dealt with continuously. Coordinated and consistent prevention of child injuries has positive impact on reduction of child injury rate and death rate. Result of the work will contribute to better foreknowledge, education and comparison. In addition its will be used for learning purposes by ZSF JU.

Problematika integrovaného dopravního systému a jeho využití / Problems of integrated transport system and its use

The aim of this dissertation is to evaluate and compare the chosen integrated transport systems in the Czech Republic and based on findings submit a proposal to improvement. For this purpose are chosen the largest and the smarter transport sysstems in the Czech Republic, which are: - Integrated transport system of the Hradec Kralove region (IREDO) - Prague integrated transport system (PID) - Integrated transport system of the South Moravia (IDS JMK) Within the analysis is used the evaluation of the qulitative indicators, for example the number of the carriers, the number of tthe stations etc. This shows that these indicators haven?t got sufficient predictive value for the analysis and final evaluation, because some differences among the transport system. Therefore are the ratios included the analysis, which arw designed on the basis of the quantitative criterions recalculated for factors causing the significant differences of the transport systems. From the analysiss came out best the Integrated transport system in Prague (PID), because of the high freguency of the transport links, large fleet, reliable continuity of the transport links, and the positive evaluation of the range of distribution network, the number of vending machines, types of tickets and existence of the car lots P+R. The worst rated is Integrated transport system of Hradec Kralove region (IREDO), which was recomended to concenterate for the information sources and to attractive the system by these sources. Generally speaking the successful integrated transport systems are these which comply with conditions of the uniformity, intelligibility and clarity. Another important factor is the high frequency of the transport links, the continuity, availability of the bus stops and of course the quality passenger information.

This dissertation is focused on transportation of hazardous substances and on procedures of units of integrated emergency system during a traffic accident. It covers issues such as valid legislature, drivers´ training, obligatory documents, compulsory spares and checking of vehicle by the Police of the Czech Republic. The cooperation of units of the integrated emergency system / firefighters, policemen, emergency healht care/ starts as a common action at the very moment all rescue and protection units arrive at the place of the trafic accident of a vehicle transportating hazardous substance. Main attention is paid to the police work. The empirical part is relating to the research of knowledge in the field of transportation of hazardous substances through the use of the questionnarie . It is divided into three parts. The first part of the questionnarie contains collected basic information about the informants. The second part is focused on general knowledge about transportation of hazardous substances. The third part is aimed to the knowledge of procedures and activities at the place of accident. The conclusion of this dissertation mentions some of the accident advised forms of how to improve the transportation of hazardous substance by land and the preparatin of procedure of the Police of the Czech Republic in joint operations.
