Climate change negotiations and the North-South relationship : an exploration of continuity and change

International Studies))--University of Stellenbosch, 2010. / Bibliography / ENGLISH ABSTRACT: The politics of climate change has thus far been marked by controversy and a lack of consensus in regards to the best manner in which to comprehend and mitigate this problem. This is further aggravated by the characterisation of climate change as a global problem requiring a global solution which has served to only further complicate inter-state relations. While a number of analysts have remarked that the North-South relationship is no longer a meaningful analytical tool in international relations, it will be the purpose of this study to explore this contention within the field of climate change negotiations and to identify both the transformation and continuity within the relationship between the North and South. The unsuccessful nature of climate negotiations are largely held to be the result of the rift between the North and South, where the issues relating to the global political economy are largely responsible for the lack of consensus being reached between developing and developed countries. All climate negotiations since the 1972 UN Conference on the Environment and Development have showcased the tension between the two regions in regards to climate change mitigation and their inability to overcome this fissure. More importantly, the ensuing Copenhagen Summit of 2009 further highlighted a rift amongst the developing countries of the South, and between the developed and developing countries. As a consequence, the main aim of the research will be to understand the character of the global interactions between the North and South in terms of the context of global environmental politics. It is also the purpose of this research to gain a more comprehensive account of the sequence of causation within this relationship which stalled the negotiating process and lastly, to understand the conceptual demarcations of the two terms in the post-Cold War era so as to better understand the nature of the relationship between the two regions. What may be surmised by the study is that there is still a continuity to be found in the international arena pertaining to the North-South relationship. However, the Copenhagen Summit has been instrumental in showcasing the growing stratification that is found within the South and as a result has highlighted the cross-alliances that have formed between the North and South in order to maintain economic growth. Overall, while the North-South relationship does impact the nature of climate mitigation negotiations, the stratification of states based upon economic and developmental divergences will result in states forming alliances based upon economic self-interest. / AFRIKAANSE OPSOMMING: Die politiek van klimaatsverandering is tot dusver gekenmerk aan kontroversie en ‟n gebrek aan konsensus met betrekking tot die mees effektiewe wyse waarop hierdie probleem verstaan en gemitigeer kan word. Die probleem word verder vererger deur die kenmerk van klimaatsverandering as ‟n globale probleem wat ‟n globale oplossing verg, wat tot die verdere komplikasie van interstaat-verhoudings gelei het. Verskeie analiste het opgemerk dat die verhouding tussen die Noorde en Suide nie meer dien as betekenisvolle analitiese gereedskap op die gebied van internasionale verhoudings nie. Die doel van hierdie ondersoek is gevolglik om hierdie aanname in oënskou te neem, en om beide transformasie en kontinuïteit binne die verhouding tussen die Noorde en Suide te identifiseer. Die onsuksesvolle aard van klimaatsonderhandelinge word grootliks toegeskryf aan die onenigheid tussen die Noorde en Suide, met kwessies rondom die globale politieke ekonomie grootliks verantwoordelik vir die gebrek aan konsensus tussen die streke. Sedert die 1972 VN Konferensie oor die Omgewing en Ontwikkeling het alle klimaatsonderhandelinge die spanning tussen die twee streke met betrekking to klimaatveranderingsversagtings en hul onvermoë om hierdie skeur te oorbrug, ten toon gestel. Die 2009 Kopenhagen-beraad het ‟n onenigheid ontbloot tussen die ontwikkelende lande in die Suide en tussen ontwikkelende en ontwikkelde lande. Gevolglik is die hoofdoelstelling van hierdie studie om die aard van globale interaksies tussen die Noorde en Suide te verstaan met betrekking tot die konteks van globale omgewingspolitiek. Die doel van die navorsing is ook om ‟n meer omvattende verklaring te verkry oor die volgorde van oorsaaklike verbande binne hierdie verhouding wat die onderhandelingsproses tot stilstand gebring het en laastens, om die konseptuele afbakening van hierdie twee terme in die post-Koue Oorlog era en die aard van die verhouding tussen die twee streke beter te verstaan. Hierdie studie wys dat daar steeds kontinuïteit in die internasionale arena is met betrekking tot die verhouding tussen die Noorde en Suide. Die 2009 Kopenhagen-beraad was egter instrumenteel om die groeiende stratifikasie wat binne die Suide gevind word uit te lig, en die kruisalliansies wat tussen die Noorde en Suide gevorm is om ekonomiese groei in stand te hou, te beklemtoon. Alhoewel die verhouding tussen die Noorde en Suide tog ‟n impak op die aard van klimaatsversagtingsonderhandelings uitoefen, sal die stratifikasie van state wat op ekonomiese- en ontwikkelingsafwykings gebaseer is tot gevolg hê dat state alliansies vorm op grond van ekonomiese selfbelange.

Design and configuration of sustainable dynamic cellular manufacturing systems / Configuration de systèmes de production cellulaires dynamiques et durables

La révolution la plus récente dans l'industrie (révolution industrielle 4.0) nécessite une plus grande flexibilité, agilité et efficacité dans l'utilisation des équipements de production. Le système manufacturier cellulaire dynamique (DCMS) est l'un des meilleurs systèmes de production qui répondent à ces exigences. En outre, l'importance croissante du développement durable force les fabricants et les gestionnaires à prendre en compte les enjeux environnementaux et sociaux dans la conception et la configuration des systèmes de fabrication. Cette thèse porte sur la configuration durable des DCMS en proposant trois modèles mathématiques. Le plus grand challenge de cette étude est (i) de choisir des critères sociaux et environnementaux appropriés, (ii) de les intégrer dans des modèles mathématiques et (iii) d'étudier l'impact de ces critères sur des DCMS. Le premier modèle est bi-objectif afin de faire un compromis entre certains critères sociaux (offres d'emplois, risques de la machine, etc.) et économiques (divers coûts liés à la formation de cellules). Pour être plus proche de situations de la vie réelle, certains paramètres tels que la demande, les coûts liés aux machines et la capacité en temps des machines sont considérés comme incertains. Pour résoudre ce problème, une méthode d'optimisation robuste est appliquée pour faire face à cette incertitude. Dans le deuxième modèle, toutes les dimensions du développement durable sont prises en compte dans le modèle mathématique bi-objectif proposé. La première fonction objectif modélise des critères économiques (coûts) et la seconde des aspects environnementaux (déchets de production), tandis que certaines contraintes représentent des questions sociales (principalement le « Daily Noise » à cause de la complexité de calcul). En raison de la NP-difficulté du problème, une nouvelle approche novatrice appelée NSGA II-MOSA est proposée. Le troisième modèle proposé a trois fonctions objectif, une pour chaque type d’enjeux : environnemental, social et économique. Afin d'être proche de la vie réelle, certains paramètres du modèle sont exprimés en termes de valeur floue. Nous proposons une méthode possibiliste hybride pour faire face à l'incertitude et une approche floue interactive est considérée pour résoudre un modèle multi-objectif déterministe pour des solutions de compromis. Enfin, la dernière partie de la thèse étudie la possibilité d'appliquer les trois modèles proposés à l’industrie grâce à une méthode plus facile. Une approche d'optimisation-simulation innovante est introduite pour faire face à la configuration de DCMS : (i) La phase d'optimisation fonctionne comme méthode de fractionnement de scénarii pour réduire le nombre de configurations alternatives en se concentrant sur les niveaux stratégique et tactique. (ii) Ensuite, un outil de simulation détaille le niveau opérationnel en étudiant la performance de chaque alternative et l'interaction entre plusieurs composants de cellules. / The most recent revolution in industry (Industrial Revolution 4.0) requires increased flexibility, agility and efficiency in the use of production equipment. Dynamic Cellular Manufacturing System (DCMS) is one of the best production systems to meet such requirements. In addition, the increasing importance of sustainable development forces manufacturers and managers to take account of the environmental and social issues in the design and configuration of manufacturing systems. This thesis focuses on the sustainable configuration of DCMS by proposing three mathematical models. The main challenge of this study is to (i) choose appropriate social and environmental criteria, (ii) integrate them in mathematical models, and (iii) study the impact of these criteria on DCMS. The first model is bi-objective in order to make a trade-off between some social (job opportunity, potential machine hazards, etc.) and economic (various costs related to cell formation) criteria. To get closer to real-life situations, some parameters such as demand, machine-related costs and time capacity of the machines are considered as uncertain. To solve this problem, a robust optimization method is applied to cope with this uncertainty. In the second model, all dimensions of sustainable development are taken into account in a new bi-objective mathematical model. The first objective function models economic criteria (costs) and the second one environmental aspects (production waste), while social issues (mainly Daily Noise Dosage because of computational complexity) are modeled as constraints. Due to the NP-hardness of the problem, a new innovative approach called NSGA II-MOSA is proposed. The last model has three objective functions, one for each dimension of the sustainable development: environmental, social and economic. In order to be close to real life, some parameters of the model are expressed in terms of fuzzy value. We propose a hybridized possibilistic method to deal with uncertainty and an interactive fuzzy approach is considered to solve an auxiliary crisp multi-objective model in order to find trade-off solutions. Finally, the last part of the thesis studies the possibility to apply the three proposed models to the industry thanks to an easier method. A novel optimization-simulation approach is introduced to deal with the configuration of DCMS: (i) the optimization phase operates as scenario fraction method in order to reduce the number of alternative configurations by focusing on strategic and tactical levels; (ii) next, a simulation tool investigates the operational level by studying the performance of each alternative and the interaction between several components of the cells.

Strategi för hållbar detaljplanering : Processverktyg i ett holistiskt stadsutvecklingsarbete / Strategy for sustainable local planning : Process tools in the holistic urban development

Stadsplaneringen utgör en viktig roll i arbetet för att främja en hållbar utveckling. Enligt Miljöbalken ska en behovsbedömning göras för varje upprättad detaljplan i syftet att utreda huruvida den leder till en betydande miljöpåverkan eller ej. Den bedömningen baseras dock ofta på bristfällig kunskap om de specifika miljöindikatorer som utvärderas. Det ges heller inget utrymme för förändringar i själva planen för att eliminera identifierad miljöpåverkan. En förbättrad strategi för behovsbedömning som innefattar ett anpassningsfokus och tidigt minimerar miljökonsekvenserna är därför önskvärd. En studie gjordes av arbetsprocessen för behovsbedömning i samband med detaljplanering på Örebro kommun i syfte att upprätta ett nytt, mer holistiskt arbetssätt för behovsbedömningsprocessen inom detaljplanering för att underlätta och förbättra arbetet för en hållbar stadsutveckling. Djupgående intervjuer utfördes på kommunen och teorier om hållbar utveckling samt lagar studerades. Mål som relaterade till hållbarhet ur kommunens policydokument sammanfattades. Målet var att undersöka hur det kunde skapas en förändrad strategi med tillhörande processverktyg för behovsbedömning inom detaljplanering, på Örebro kommun, som är praktiskt tillämpbar samt följer rådande lagar och policyer. Arbetet resulterade i ett strategidokument med en förändrad arbetsprocess och två olika tillhörande checklistor. Slutsatsen är att en ny strategi ska innehålla ett iterativt och tvärvetenskapligt arbetssätt samt en alternering mellan checklistorna beroende på detaljplanens omfattning. Det sistnämnda för att strategin ska kunna tillämpas inom kommunorganisationens strikta tidsramar, utan att kompromissa med kvaliteten på miljöarbetet vid omfattande detaljplaner som potentiellt ger stor miljöpåverkan. / Urban planning plays an important role when working for achieving sustainable development. According to the Swedish Environmental Code, a screening has to be executed for every local plan to investigate whether or not the plan generates significant environmental impact. The screening process is however often based on poor knowledge about the environmental aspects that are evaluated, and neither is there room for adaptation of the plan to eliminate identified environmental impact. An improved strategy for the screening process is needed, which has emphasis on the adaptation and a reduction of the environmental impact early in the process. In this master thesis, the screening process for local planning was studied at the municipality in Örebro, a medium sized city in Sweden. The purpose of the study was to establish a new more holistic working process for screening within local planning, to facilitate and enhance sustainable urban planning. Interviews were carried out at the planning department of the municipality, and sustainable development theories and the law were studied. Municipality targets that related to sustainability were extracted from their policy documents and summarized. The objective was to investigate whether an alternative strategy with suitable process tools could be created for screening within local planning at the municipality that is also applicable in practice and in line with prevailing laws and policies. The thesis resulted in a strategy document and two accompanying checklists, and the conclusion is that a new strategy should include an iterative and multidisciplinary working process, along with an alternation between checklists, depending on scope of the local plan. This strategy should be applicable within the municipality organization without compromising the environmental assessment quality when carrying out an extensive local plan that entails a potentially big environmental impact.

Further, a comparison and theoretical differentiation between the environmental impact and environmental pollution is developed.In the second part of the article, the theoretical concepts are reflected on a practical level, developing the implications of negative environmental impact before, during and after the implementation of productive activities. / En la primera parte del artículo se propone un desarrollo teórico – doctrinario del concepto de impacto ambiental y de su vertiente positiva y negativa. Asimismo, se desarrolla una comparación y diferenciación teórica del concepto impacto de ambiental negativo y de contaminación ambiental. En la segunda parte, se plasman los conceptos teóricos a nivel práctico, desarrollando así las implicancias de los impactos ambientales negativos antes,durante y después de la ejecución de actividades productivas.

Transport of nitrogen oxides and nitric acid pollutants over South Africa and air pollution in Cape Town

The deteriorating air quality in Cape Town (CT) is a threat to the social and economic development of the city. Although previous studies have shown that most of the pollutants are emitted in the city, it is not clear how the transport of pollutants from neighbouring cities may contribute to the pollution. This thesis studies the transport of atmospheric nitrogen oxides (NOx) and nitric acid (HNO3) pollutants over South Africa and examines the role of pollutant transport from the Mpumalanga Highveld on pollution in CT. The study analysed observation data (2001 - 2008) from the CT air quality network and from regional climate model simulation (2001 - 2004) over South Africa. The model simulations account for the influences of complex topography, atmospheric conditions, and atmospheric chemistry on transport of the pollutants over South Africa. Flux budget analysis was used to examine whether the city is a net source or sink for NOx and HNO3. The results show that north-easterly flow transports pollutants (NOx and HNO3) at low level (i.e., surface to 850 hPa) from the Mpumalanga Highveld towards CT. In April, a tongue of high concentration of HNO3 extends from the Mpumalanga Highveld to CT, along the southern coast. The flux budget analysis shows that CT can be a net sink for NOx and HNO3 during extreme pollution events. The study infers that, apart from the local emission of the pollutants in CT, the accumulation of pollutants transported from other areas may contribute to pollution in the city. / Environmental Sciences / M.
