A Human-Centered Approach to Designing an Invasive Species Eradication Program

The increasing scope and speed of biological invasions around the world is a major concern of the modern environmental conservation movement. Although many ecological impacts of biological invasions are still not well understood, there is a general consensus that exotic, invasive species are a primary driver of extinctions globally. By altering ecosystem structure and function, invasive species also affect human quality of life; however, not all impacts lead to negative outcomes. Given that invasive species have diverse impacts on society, their management in human-dominated landscapes is a wicked problem wherein the resolution is as much an issue of social value as technical capacity. The purpose of my research was to understand the propensity for engaging private landowners in an effort to eradicate an invasive species on an inhabited island. Specifically, I investigated private landowner perspectives on eradicating the North American beaver (Castor canadensis) from the Tierra del Fuego (TDF) island archipelago in Argentina and Chile. The beaver was introduced in 1946 and has since become a central conservation issue due to its long-lasting changes to local hydrology, nutrient cycling, riparian vegetation, food webs, and aquatic and terrestrial species assemblages. Because eradication requires near complete cooperation from stakeholders and no research had been conducted to understand the perspectives or willingness of private landowners to cooperate, my objectives were to: 1) characterize the links private landowners make between the presence of beavers and impacts to the ecosystem services in their riparian areas, and 2) explore the role of a market-based incentive program to increase landowner cooperation in eradication efforts. Through semi-structured interviews, I elicited landowner mental models of how beavers impact the ecosystem services they receive from their riparian lands. I found that TDF ranchers prioritized provisioning ecosystem services, and held diverse and idiosyncratic beliefs about how beavers influence these outcomes. TDF ranchers may not recognize the beaver as a highly salient problem because they do not connect them to reductions in ecosystem services that are important to them. Among those who do perceive beavers affecting important ecosystem services, there is no clear, unified understanding of how the beavers disturb the ecosystem and key ecosystem services. Additionally, in a broadly administered survey, I used a factorial vignettes to examine the role of program structure and other program-related factors on landowners' willingness to participate in a voluntary eradication program. Overall, landowners were willing to cooperate in an incentive program to eradicate beavers. They were positively motivated by greater financial compensation, an increased expectation that the program would be successful, and the program assuming full responsibility for its implementation. Other factors returned mixed results indicating that further research may be required. In diverse, human-inhabited, and privately-owned landscapes, conservation requires collective action—i.e., the high threshold of participation needed for eradication to be achieved. Understanding the knowledge systems that cause landowners to perceive value or risk serves as a first step in understanding behaviors, and can also serve as a framework for crafting more effective outreach, as current communication about the beaver and the proposed eradication may not resonate with private landowners. Further, barriers to inaction can be overcome by understanding landowner needs and how program-related factors influence the potential for cooperation. In sum, by putting human needs at the forefront of program design, conservation planners can better understand stakeholder perspectives, reduce barriers to participation, and ultimately increase cooperation and improve conservation outcomes. / Master of Science

Introduktion: Hepatit C är en global folkhälsoutmaning, med 58 miljoner som lever med kronisk infektion. Sverige har cirka 45 000 diagnostiserade fall, med hög odiagnostiserade förekomst. Hepatit C är ofta asymtomatisk, kan leda till allvarliga leverkomplikationer och död. Hepatit C är en blodsmitta och den vanligaste smittvägen är delade injektionsnålar/utrustning därav är intravenösa missbrukare en grupp som ofta drabbas. Behandlingen mot hepatit C har utvecklats med effektiva antivirala läkemedel sedan 2014, och nya riktlinjer innebär behandling för alla, även de med pågående missbruk. Eliminering av hepatit C är ett globalt hälsomål och kopplas till FN:s Agenda 2030 för hållbar utveckling. Syfte: Syftet med denna litteraturstudie var 1) beskriva olika interventioner som syftar till att eliminera hepatit C bland personer som missbrukar intravenösa droger genom att öka deltagande och 2) utvärdera interventionernas effekter avseende behandlingsdeltagande och behandlingsresultat. Metod: En strukturerad litteraturstudie genomfördes med tematisk analys och deduktiv ansats som analysmetod. Resultatet baseras på tio artiklar som kvalitetsgranskades. Resultat: Två teman identifierades; “Interventioner med fokus att öka delaktighet och deltagande av personer som injicerar droger i hepatit C-interventioner” och “Effekter på behandlingsdeltagande och behandlingsutfall”. Till dessa teman fanns även sex subteman. Resultaten visar att interventioner som inkluderar uppsökande verksamhet och integrerad vård har varit framgångsrika med att engagera personer som injicerar droger i hepatit C-vård. Slutsats: Eliminering av hepatit C är ett globalt mål som kan uppnås genom effektiva interventioner. Framgångsrik implementering av interventioner kräver ökad tillgänglighet, minskade hinder och förtroendeskapande interaktion. Det krävs fortsatt utveckling och breddning av interventioner. / Introduction: Hepatitis C is a global public health challenge, with 58 million people living with a chronic infection. Sweden has approximately 45 000 diagnosed cases, with a high prevalence of undiagnosed cases. Hepatitis C is often asymptomatic, can lead to severe liver complications and death. Hepatitis C is a bloodborne infection, and the most common route of transmissions is through shared injection needles/equipment hence intravenous drugs users are at a higher risk. Treatment for hepatitis C has evolved with effective antiviral drugs since 2014, and new guidelines advocate treatment for everyone, including those with ongoing substance abuse. Eliminating hepatitis C is a global health goal linked to the UN’s Agenda 2030 for sustainable development. Aim: The aim of this literature review was 1) to describe various interventions used to attempt the eradicate of hepatitis C among people who inject drugs, and 2) to evaluate the effects of the interventions in terms of treatment participation and treatment outcomes. Method: A structured literature review was conducted using thematic analysis with a deductive approach as the analysis method. The results are based on ten quality-reviewed articles. Results: Two themes were identified: "Interventions with a focus on increasing involvement and participation of people who inject drugs in hepatitis C interventions" and "Effects on treatmeant participation and treatment outcomes." Six subthemes also emerged within these themes. The results indicate that interventions involving outreach and integrated care have been successful in engaging people who inject drugs in hepatitis C care. Conclusion: Elimination of hepatitis C is a global goal achievable through effective interventions. Successful implementation requires increased accessibility, reduced barriers, and trust-building interaction. Continued development and expansion of interventions are necessary.

Malaria elimination modelling in the context of antimalarial drug resistance

Introduction: Antimalarial resistance, particularly artemisinin resistance, is a major threat to P. falciparum malaria elimination efforts worldwide. Urgent intervention is required to tackle artemisinin resistance but field data on which to base planning of strategies are limited. The aims were to collect available field data and develop population level mathematical models of P. falciparum malaria treatment and artemisinin resistance in order to determine the optimal strategies for elimination of artemisinin resistant malaria in Cambodia and treatment of pre-hospital and severe malaria in Cambodia and Bangladesh. Methods: Malaria incidence and parasite clearance data from Cambodia and Bangladesh were collected and analysed and modelling parameters derived. Population dynamic mathematical models of P. falciparum malaria were produced. Results: The modelling demonstrated that elimination of artemisinin resistant P. falciparum malaria would be achievable in Cambodia in the context of artemisinin resistance using high coverages with ACT treatment, ideally combined with LLITNs and adjunctive single dose primaquine. Sustained efforts would be necessary to achieve elimination and effective surveillance is essential, both to identify the baseline malaria burden and to monitor parasite prevalence as interventions are implemented. A modelled policy change to rectal and intravenous artesunate in the context of pre-existing artemisinin resistance would not compromise the efficacy of ACT for malaria elimination. Conclusions: By being developed rapidly in response to specific questions the models presented here are helping to inform planning efforts to combat artemisinin resistance. As further field data become available, their planned on-going development will produce increasingly realistic and informative models which can be expected to play a central role in planning efforts for years to come.

The world has made a concerted effort to fight the effects of poverty through developmental agencies and regional integration bodies such as the World Bank, International Monetary Fund (IMF), World Trade Organisation (WTO), United Nations Development Programme (UNDP) and the Southern African Development Community (SADC). In an effort to complement the efforts of the above–mentioned agencies and bodies, the South African government has developed its own poverty alleviation strategies, policies, initiatives and Acts that focus primarily on alleviation of poverty on the level of local government. The Constitution of South Africa, 1996 provides the guidelines to several regulations and Acts (such as the Development and Facilitation Act, 67 of 1995, the Local Government: Municipal Systems Act, 32 of 2000, and the Local Government: Municipal Structures Act, 117 of 1998.) that support the alleviation of poverty on the local sphere of government. The Integrated Development Planning programme was formulated and implemented to alleviate poverty at this level. The purpose of this study was to determine how the level of poverty within the Dr Kenneth Kaunda District Municipality could be alleviated through effective integrated development planning. A quantitative approach was followed because the target population response rate was expected to be large. In addition, the research design for this study included a literature review, analyses of official documents, observation and data sampling through questionnaires and scientific analysis of the responses. The study found that IDP objectives aligned to service delivery targets were unclear and did not depict the aspirations and needs of the community. The American mink is considered to be an invasive, alien species across Europe, North Asia and also in South America and now it is perceived as a permanently growing treat for native biodiversity. Mink is an extremely adaptable predator, which achieves to adapt to almost any conditions and different food niches. The aim of this study was to contribute to cognition of biology of this species in Czechomoravian highlands condition. A telemetry study was run between 2004 and 2012 during which in total six individuals (3 males and 3 females) were being monitored on the Sázava River near Havlíčkův Brod. This study was supplemented by usage of photo traps. A couple of finding can be drawn from this study. Mainly, the records show the significant differences between sexes. Males and females differ in home range size, in day/night activity and in length of day movements. The second part of this study was focused on distinguishing tracks of three different species of mustelids: American mink, European mink and Western polecat. In total, 211 tracks obtained from these three species were measured. Seven points on a track has been identified, and the computer program Measuring tracks automatically created 131 parameters. Therefore, this research intended to present the legal protection available in the Brazilian law for children and teenagers. The study of what is infantile and juvenile labor deserved special attention so as to better define and guide the protection norms. The survey of international covenants for child and teenage protection that Brazil ratified, as well as the study in comparative law, confirm the special attention that Brazil has been paying to this major social problem, adopting important protection instruments, amongst them the Federal Constitution, the Child and Teenage Statute and the Labor Law Consolidation. Such legal and protective framework is extremely important in view of the sad reality thousands of children and adolescents live in our Country, predominantly in domestic, rural and urban labor. In this scenario, several child labor eradication and teenage labor protection programs are being developed, with quite positive results and with the support of government agencies, non-government entities and the private initiative, without overlooking the important role that the Labor Prosecutors Office play in emancipating such children and teenagers, lost in a life without their childhood or youth / A exploração do trabalho infanto-juvenil representa um dos problemas mais preocupantes no mundo contemporâneo. Desta forma, a presente pesquisa destinou-se a analisar a proteção da criança e do adolescente no ordenamento jurídico brasileiro. O estudo do que seja trabalho infantil e juvenil mereceu especial atenção, a fim de melhor definir e destinar as normas de proteção. A análise das Convenções Internacionais de proteção à criança e ao adolescente ratificadas pelo Brasil, bem como o estudo no direito comparado, corrobora a especial atenção que o Brasil vêm destinando à este grave problema social, adotando importantes instrumentos de proteção, entre eles, a Constituição Federal, o Estatuto da Criança e do Adolescente e a Consolidação das Leis do Trabalho. Constata-se que referido arcabouço jurídico-protetivo é de extrema importância diante da triste realidade que milhares de crianças e adolescentes vivem em nosso País, predominantemente, no trabalho doméstico, rural e urbano. Neste cenário, vários programas de erradicação do trabalho infantil e proteção ao trabalhador adolescente foram desenvolvidos, com resultados bastante positivos e com o apoio de entidades governamentais, não-governamentais e a iniciativa privada, não olvidando do importante papel que o Ministério Público do Trabalho possui na emancipação dessas crianças e adolescentes, perdidas em uma vida sem infância e juventude

As suas origens, contudo, remontam à Campanha Mundial de Erradicação da Febre Amarela, idealizada em 1914 por Wycliffe Rose,o primeiro Diretor da Comissão de Saúde Internacional (CSI) da Fundação Rockefeller (FR), e iniciada oficialmente em 1918, após o término da Primeira Guerra Mundial (19414-1918). A Campanha se desenvolveu entre as décadas de 1910 e 1930, nas América e na África tendo sido marcada por uma série de inflexões até ser reformulada nos anos da Segunda Guerra Mundial (1939-1945) e relançada, em 1947, sob os auspícios da OSP, na época dirigida por Fred Soper, um ex-funcionário da Fundação Rockefeller com uma longa trajetória de atuação na América do Sul, no combate à doenças como ancilostomíase, malária e febre amarela. Desta data até o final dos anos 1960, a meta de erradicar o vetor da febre amarela das Américas foi perseguida, com maior ou menor intensidade, por praticamente todas as Repúblicas americanas. O objetivo é analisar as origens, desenvolvimento histórico,impactos e controvérsias suscitadas por este que foi o primeiro e mais duradouro programa internacional de erradicação de uma doença já implantado. A hipótese é que a Campanha Mundial de Erradicação da Febre Amarela da FR fortaleceu a cooperação interamericana em saúde, estreitando as relações entre as Repúblicas americanas entre as décadas de 1920 e 1940, processo que resultaria na Campanha para erradicação do Aedes aegypti que constitui-se em uma nova fase da campanha da FR, só que em um outro contexto internacional. Assim, através da análise da Campanha, com seus avanços, retrocessos e inflexões,em diferentes contextos políticos e sanitários, se discute a crescente cooperação internacional em saúde que vai se estabelecendo nas Américas ao longo do seu desenvolvimento. / This Ph.D. dissertation focuses on the Continental Campaign for the Eradication of Aedes aegypti, launched by the Pan American Health Organization (PAHO) in 1947. Its origins, however, date back to the Worldwide Campaign for the Eradication of Yellow Fever - conceived in 1914 by Wycliffe Rose, the first Director of the International Health Board (IHB) of the Rockefeller Foundation (RF) - and officially launched in 1918, after the end of World War I (1914-1918). The Campaign was developed between the 1910s and 1930s, in the Americas and Africa, and was marked by a series of inflections until its reformulation during World War II (1939- 1945) and was relaunched in 1947, under the auspices of PAHO, at that time directed by Fred L. Soper (1947-1959), a former official of the Rockefeller Foundation, with a long career in South America, where he fought diseases like hookworm, malaria and yellow fever. From this moment until the late 1960s, the goal of eradicating the vector of yellow fever of the Americas was pursued, with greater or lesser intensity, by practically all the American Republics. My aim is to analyze the origins, the historical development, and both the impacts and the controversies raised by this Campaign, which was the first and most lasting international eradication program already implemented. My hypothesis is that the Rockefeller’s Worldwide Campaign for the Eradication of Yellow Fever strengthened inter-American cooperation in health, narrowing the relationship between the American Republics between 1920 and 1940, a process which resulted, in the aftermath of World War II, in the Continental Campaign for the Eradication of Aedes aegypti which, as I tried to demonstrate, constituted a new phase of the RFcampaign, but in a new international context. Therefore, through the analysis of the Campaign, with its advances, setbacks and inflections, in different political and health contexts, I intend to discuss the growing international cooperation in health which was eventually settling in the Americas throughout its development.

La lutte contre le paludisme en Côte d'Ivoire : directives internationales et pratiques médicales (1948-1996) / The control of malaria in Côte d'Ivoire : guidelines international and medical practices (1948-1996)

Les politiques de lutte contre les maladies plus généralement et celles relatives au paludisme singulièrement, mises en œuvre depuis 1948, ont connu des fortunes diverses dans leur application à l'échelle locale. L'exemple de la Côte d'Ivoire que cette recherche a mis en lumière en est la parfaite illustration. Ainsi, de la politique «d'éradication du paludisme» qui couvre la période 1955-1970, à laquelle succède celle du contrôle du paludisme depuis cette date, les directives de lutte, qui accompagnent les grands programmes de santé de l'institution internationale, ont été diversement appliquées, du moins en ce qui concerne le paludisme. Les raisons de ce décalage entre les indications normatives et les pratiques thérapeutiques sont à la fois exogènes et endogènes. Cette étude illustre ainsi les contradictions entre les politiques de santé décidées en amont, et leur application, en aval. Elle permet de saisir aussi, le rôle central de l'OMS dans la gouvernance de la santé mondiale. Mais, elle n'occulte pas pour autant les énormes difficultés encore pendantes des systèmes de santé des pays en voie de développement comme la Côte d'Ivoire, malgré tous les efforts entrepris par l'OMS pour y remédier. / The policies to fight diseases in general and malaria in particular since 1948 have met different forms in their implementation on a local scale. The example of the Côte d'Ivoire that this study has brought into light perfectly illustrates that point. From an "eradication of malaria" policy that ranges from 1955 to 1970 to a control of malaria since then, the fighting directives, which go along with the main health programs of international institution, have been variously implemented, at least as far as malaria is concerned. The reasons that account for this discrepancy between normative indications and therapeutical practices are both exogenous and endogenous. This study thus illustrates the contradictions between health policies decided upstream and their implementation downstream. It also helps to understand the major role of the World Health Organisation in its govemance in world health. But it does not ignore the huge and still remaining difficulties of health systems of developing countries such as the Côte d'Ivoire in spite of all the efforts undertaken by the WHO to deal with them.
