A regional perspective on the French 35 hour week policy : tracing policy-making and implementation from nord-Pas-de-Calais to Paris

In 1998, the French Socialist Government reduced the statutory workweek to 35 hours. This work time reduction policy was implemented in response to the country's chronic unemployment problem, which had seen unemployment average over 10% during the previous decade. The 35 hour week sought to reduce unemployment by spreading the existing stock of jobs more widely and by stimulating job creation. This policy choice was received with considerable scepticism from commentators outside of France. Critics argued that the 35 hour week diverged too greatly from the international orthodoxy of a flexible and deregulated labour market and, given the convergence pressures caused by contemporary globalisation, would reduce French competitiveness. The implication was that governments no longer had the freedom to implement employment policy that diverged from the international norm. In this thesis, I reconsider this argument. I undertake a political economy analysis of the use of work time reduction policy in France from the perspective of the regional labour market of Nord-Pas-de-Calais. In doing so, I focus on the implementation of the 35 hour week policy in this high unemployment region. In addition, I focus on the regional work time reduction policy implemented in Nord-Pas-de-Calais, which predated the national 35 hour week policy and was the source of several of its key features. Thus, I provide a regional perspective on the French 35 hour week policy, an alternative to the 'top down' perspective taken by its critics. Throughout this research, I concentrate on three key issues: (1) the logic of work time reduction policy within the local labour market in France, using Nord-Pas-de-Calais as my case study; (2) the method of policy-making and the importance of geographic scale; and (3) the viability of France's work time reduction policy in the face of globalisation. My aim is to understand the policy process that led to this policy choice, to appreciate how traditions of economic governance influenced its formation and implementation in the local labour market, and to study how these traditions influenced the ability of work time reduction policy to reduce unemployment. I show, first, that French traditions of labour market governance, on which work time reduction policy is based, continue to have meaning in the local labour market, with the public continuing to demand policy consistent with its ideals. Second, I show that scale contributes to policy outcomes and policy innovation, suggesting the importance of geographic factors in the policy, process, such as the spatial match between the policy and policy problem, the transfer of policy between scales, and issues such as proximity and homogeneity. Third, I show that the success of work time reduction policy is largely dependent upon socially determined factors including effective negotiation, preferences between work and leisure, and empathy for the unemployed. Fourth, I show that the 35 hour week policy was not incompatible with international demands for labour market flexibility because it provided significant scope for productivity gains via its design and increased flexibility in the use of work time, albeit within constraints. Therefore, by examining the making and implementation of work time reduction policy in France from a regional perspective, I show that while globalisation places genuine exogenous constraints on the policy choices of government, there nonetheless remains considerable scope within these constraints, especially when implementing policy that is compatible with traditions of governance that continue to resonate in the local labour market.

Virtual five-axis flank milling of jet engine impellers

This thesis presents models and algorithms necessary to simulate the five-axis flank milling of jet-engine impellers in a virtual environment. The impellers are used in the compression stage of the engine and are costly, difficult to machine, and time-consuming to manufacture. To improve the productivity of the flank milling operations, a procedure to predict and optimize the cutting process is proposed. The contributions of the thesis include a novel cutter-workpiece engagement calculation algorithm, a five-axis flank milling cutting mechanics model, two methods of optimizing feed rates for impeller machining tool paths and a new five-axis chatter stability algorithm. A semi-discrete, solid-modeling-based method of obtaining cutter-workpiece engagement (CWE) maps for five-axis flank milling with tapered ball-end mills is developed. It is compared against a benchmark z-buffer CWE calculation method, and is found to generate more accurate maps. A cutting force prediction model for five-axis flank milling is developed. This model is able to incorporate five-axis motion, serrated, variable-pitch, tapered, helical ball-end mills and irregular cutter-workpiece engagement maps. Simulated cutting forces are compared against experimental data collected with a rotating dynamometer. Predicted X and Y forces and cutting torque are found to have a reasonable agreement with the measured values. Two offline methods of optimizing the linear and angular feeds for the five-axis flank milling of impellers are developed. Both offer a systematic means of finding the highest feed possible, while respecting multiple constraints on the process outputs. In the thesis, application of these algorithms is shown to reduce the machining time for an impeller roughing tool path. Finally, a chatter stability algorithm is introduced that can be used to predict the stability of five-axis flank milling operations with general cutter geometry and irregular cutter-workpiece engagement maps. Currently, the new algorithm gives chatter stability predictions suitable for high speed five-axis flank milling. However, for low-speed impeller machining, these predictions are not accurate, due to the process damping that occurs in the physical system. At the time, this effect is difficult to model and is beyond the scope of the thesis.

Mode of entry observations for environmental based INVs (International New Ventures)

This thesis examines the risk and internationalisation practices of International New Ventures (INVs) in the environmental sector. The purpose of the research is to make observations regarding the manner in which environmental INVs manage risk when internationalising.The literature review focuses upon the published literature that relates to INVs, risk and risk management, mode of entry and the environmental sector. Section one of the literature review provides the characteristics of what constitutes an INV. Section 2 provides a review of the risk literature, this allows the differences between Multi National Enterprise (MNE) and INV risk and risk management to be reviewed. Section 3 takes the international business risks mentioned in section 2 and relates them to the mode of entry literature (i.e. the internationalisation of firms). The final section of the literature review is used to justify the investigation into the water pollution and control sector of the environmental industry. The research question is 'What strategies do environmental INVs use when entering new international markets?' The research question is broken into five specific research questions and addressed using the Repertory Grid process. The Repertory Grid process is used as it can turn the tacit knowledge held by the participants into explicit knowledge. The results show areas of convergence and divergence between practice and academia. The results also suggest new issues that need to be considered when firms internationalise. This culminates in the observations made in regard to the way environmental INVs manage risk when internationalising.

Den webbaserade undersökningen som bestod av 23 frågor samlade in svar från 121 respondenter. Enkätsvaren analyserades sedan i det statistiska dataprogrammet SPSS där deskriptiv statistik, klusteranalys samt en korrelationsanalys genomfördes.   Resultat och slusats: Resultatet av denna studie visar att konsumenters köpintentioner påverkas olika av recensioner på internet beroende på deras personlighetsdrag. Studien tyder på personlighetsfaktorerna neuroticism och openness bidrar till köpintentioner av att läsa recensioner på internet vid bokandet av semesterresor. För personlighetsfaktorerna agreeableness och conscientiousness tydde resultatet på att recensioner på internet ger en omvänd effekt och bidrar till minskade köpintentioner.   Förslag till vidare forskning: Vidare forskning bör applicera ett mer utförligt Big Five-test i undersökningen för att se om sambanden mellan personlighetsfaktorerna och recensioner på internet blir dem samma. En större omfattning av denna studie med fler respondenter skulle bidra till ökad trovärdighet samt fler statistiska klarheter.   Uppsatsens bidrag: Studien har bidragit till ökad kunskap inom företagsekonomin med inriktning på marknadsföringsbegreppet eWOM och kopplat det till personlighetsforskningen inom Big Five. The questionnaire then was analyzed in the statistical computer program SPSS where descriptive statistics, cluster analysis and a correlation analysis were conducted.   Result and conclusion: The result of this study shows that consumers purchase intentions are influenced by online reviews based on their personality traits. The study suggests that the personality factors neuroticism and openness contribute to purchase intentions after reading reviews on the internet when booking holiday trips. For the personality factors agreeableness and conscientiousness, the result suggested that reviews on the internet give a reverse effect and contribute to reduced purchase intentions.   Further research: Further research should apply a more detailed Big Five test in the survey to see if the relationships between personality factors and online reviews make them the same. A greater extent of this study with more respondents would contribute to increased credibility as well as more statistical clarity.   Contribution of the thesis: The study has contributed to increased knowledge within the business administration with a focus on the eWOM marketing concept and linked it to the personality research within Big Five. With the help of our study, we help companies in the tourism industry to more easily see what types of personality are reading online reviews. This makes it easier to target their marketing to those individuals who do not choose to read and receive reviews on the internet.

Análise de estratégias de controle para máquinas pentafásicas operando sob falha

São desenvolvidos neste trabalho dois modelos para a máquina pentafásica operando sob falta em uma e duas fases. Um dos modelos é apropriado para simulações, pois permite que uma ou mais fases sejam retiradas durante a simulação. O outro modelo possui uma falta fixa sendo mais indicado para a análise da máquina quando a mesma opera sem uma fase. Neste trabalho também é feita a análise de duas estratégias de controle para máquinas operando sem uma fase. Uma das estratégias de controle é do tipo vetorial e a outra do tipo escalar. A estratégia de controle escalar é nova e foi desenvolvida durante a dissertação, a estratégia de controle vetorial foi baseada em estratégias de controle analisadas durante a revisão bibliográfica. Inicialmente é feita um revisão bibliográfica onde são analisados os principais trabalhos na área de controle de máquinas com mais de três fases. Depois é desenvolvido o modelo da máquina utilizado durante as simulações das estratégias de controle. O controle de máquinas por orientação de campo indireta é então apresentado e são explicadas as modificações necessárias para que o controle seja aplicado em máquinas sem uma ou duas fases. Na sequência são desenvolvidos o controle escalar para a máquina operando sem uma fase e o segundo modelo da máquina, com a falta fixa. No último capítulo são apresentadas as simulações e ensaios realizados utilizando as estratégia de controle e a máquina operando sem uma fase. / In this work two models for the five-phase machine operating under fault are developed. One of them is more appropriate for simulations, as it allows one or more phases to be easily removed. The other model describes the machine operation with one open phase, being more appropriate for analytical analysis under this condition. This works also analysis two control strategies for operation under fault. One strategy is based on the scalar control and the other on the vector control of induction machines. The scalar control strategy is new and was formulated during the development of this work. The vector control strategy was based on control strategies already used and found in the literature. First, a literature review is presented, followed by the derivation of the model which is used for the subsequent simulations of the control strategies. Then, the machine control through indirect field orientation is presented, as well as the necessary modifications to be implemented in the control strategy to enable the machine to operate without one or two phases. Next, a scalar control to operate the machine without one phase using the second model is presented. Finally, the simulations and the experimental results obtained with a prototype machine and using the control strategies studied are shown and compared, considering the case of one open phases.
