Supply control and product differentiation effects of European protected designations of origin cheeses

Boland / The purpose of this research was to analyze the impact of supply control variables such as market share; DO/PGI cheese hedonic quality attributes such as country of origin, type of milk, and age; and the price of a substitute artesian or farmstead cheese on the price of imported cheeses. The literature review found that the EU has been a leader in developing a process for verifying foods produced in a local geographic area. It also revealed that the ability to control supply of a differentiated product transferred consumer surplus to producer surplus. The economic theory suggests that PDO/PGI certification results in the ability of the group of producers and / or processor to control supply by effectively causing a vertical kink in the supply curve and sufficiently differentiated products have a relatively inelastic demand curve. Data was collected on 83 PDO cheeses manufactured in the EU and sold in the US. This data included market share defined as the total tons of that PDO cheese produced in that geographic region divided by the total hectares of land. Hedonic variables characterize the PDO cheeses based on aging time, type of input and country of production. The price of a competing artisan cheese similar to the PDO cheese was identified. All of these variables were used in an ordinary least squares regression model to explain the variation in the price of the imported cheese. The regression results founded that market share, country of origin (Italy and Spain), and the price of a substitute were significant in explaining the variability in imported PDO cheese prices. Market share had a greater magnitude of change suggesting that, at the margin, a small change in supply can cause a larger change in supply which was not surprising given an inelastic demand curve and a fixed supply curve. Substitutes were actually complements which at first glance appears surprising. Finally, as one might suspect, a cheese that is more mature, like wine, has a greater value.

From such perspective, they show up as tools to promote the sustainability of the regions where products are made and as an alternative to differentiate and promote local products. This work has been motivated by the studying economic, environmental and social dimensions of sustainability in the development of the collective strategy underway in beekeeping in the western region of Paraná, especially by its contribution to the consolidation of the Geographical Indication. In the case under study, the Geographical Indication was recognized in July 2017 as Indication of West of Paraná product. Coofamel is the representative entity of Apis Africanizada and Jatái bee honey producers from that region. For this purpose, questionnaires were applied to the president of Coofamel and to representatives of partner institutions. These surveys in the field aimed to know the support of partners and beekeepers for the sustainability of the Geographical Indication. Also from a questionnaire, information about the cooperative member's perception about the influence of the cooperative on the dimensions of sustainability and collective actions has been raised. As a main result, a significant support from the regional entities in the promotion of agriculture with low environmental impact has been identified. Along with the supporting entities, beekeepers promote actions to recover degraded areas, by planting native plants, conserving natural resources and biodiversity, among other actions. It has also been noticed that the contribution of the partners and the union of beekeepers made it possible to build and adapt beneficiation structures, to qualify production in the field and in the processing, as well access to the marketplace and to innovation, essential factors for the economic sustainability of the collective initiative. The results showed that the collective action established in beekeeping in the West of Paraná provided greater involvement of the family of producers with the activity and in the promotion of community quality of life. Honey producers in the region have made partnerships with other producer associations, establishing interaction and socialization with actors not only in beekeeping, but in other activities as well. The strengthening of associativism allowed the exchange of information among beekeepers to improve the honey production process. The trainings promoted by the partner entities enabled beekeepers to escape from clandestine commercialization and to offer a safe product for their own consumption and for the marketplace. Thus, collective action has also contributed to the social dimension of sustainability. In view of the above, it is concluded that the strong institutional support contributes strongly to the sustainability and consolidation of the Geographical Indication. However, there was a trend in the increase in the number of cooperative members and the presence of “associated riders”, those who only want to take advantage of the collective effort without making any contribution. Among the recommendations, the attention has been given to Coofamel´s communication with its members in order to ensure the consolidation of the Geographical Indication / Os produtos de origem reconhecidos como Indicações Geográficas guardam forte relação com a natureza, as pessoas, a cultura e as tradições. Nessa perspectiva, surgem como ferramentas para promoção da sustentabilidade das regiões onde se encontram e como alternativa de diferenciação e promoção dos produtos locais. O que motivou realizar esse trabalho foi estudar as dimensões econômicas, ambientais e sociais da sustentabilidade no desenvolvimento da estratégia coletiva em curso na apicultura da região Oeste do Paraná, em especial sua contribuição para a consolidação da Indicação Geográfica. No caso em estudo, a Indicação Geográfica foi reconhecida em julho de 2017 como Indicação de Procedência Oeste do Paraná. A Coofamel é entidade representante dos produtores de mel de abelhas Apis Africanizada e Jatái dessa região. Para tanto, foi aplicada entrevista estruturada ao presidente da Coofamel e questionário junto aos representantes de instituições parceiras. Esses levantamentos no campo objetivaram conhecer o apoio dos parceiros e dos apicultores para a sustentabilidade da Indicação Geográfica. Também a partir de um questionário, levantaram-se informações sobre a percepção dos cooperados a respeito da influência da cooperativa nas dimensões da sustentabilidade e das ações coletivas. Como principais resultados, observou-se um significativo apoio das entidades regionais na promoção de agricultura com baixo impacto ambiental. Em conjunto com as entidades apoiadoras, os apicultores promovem ações de recuperação de áreas degradadas com plantio de plantas nativas, conservação dos recursos naturais e da biodiversidade, entre outros. Foi constatado também que a contribuição dos parceiros e a união dos apicultores possibilitaram construir e adequar estruturas de beneficiamento, qualificar a produção no campo e no processamento, o acesso ao mercado e à inovação, fatores essenciais para a sustentabilidade econômica da iniciativa coletiva. Os resultados demonstraram que a ação coletiva estabelecida na apicultura no Oeste do Paraná proporcionou maior envolvimento da família dos produtores com a atividade e promoção da qualidade de vida da comunidade. Os produtores de mel da região firmaram parcerias com outras associações de produtores, estabelecendo interação e socialização com atores não só da apicultura, mas de outras atividades. O fortalecimento do associativismo permitiu a troca de informações entre os apicultores para melhorar o processo de produção do mel. As capacitações promovidas pelas entidades parceiras possibilitaram aos apicultores sair da clandestinidade na comercialização e ofertar um alimento seguro para o próprio consumo e para o mercado. Assim, a ação coletiva trouxe contribuições também à dimensão social da sustentabilidade. Diante do exposto, conclui-se que o forte apoio institucional contribui fortemente para a sustentabilidade e para a consolidação da Indicação Geográfica. No entanto, foi observada uma tendência no aumento do número de cooperados e a presença de associados carona, aqueles que querem apenas tirar benefício do esforço coletivo sem prestar sua contribuição. Entre as recomendações, colocou-se a atenção da Coofamel com a comunicação dos associados de forma a assegurar a consolidação da Indicação Geográfica.

Jsou spotřebitelé ochotní zaplatit za CHZO výrobek? / Are the consumers willing to pay for GI products?

In 1992 the European geographical indication system was established. Through the years more than thousand of foodstuffs were registered to the system. Czech Republic joined the system through access to EU in 2004. In this paper the consumer's willingness to pay for selected product that carries geographical indication is analysed. For analysis the panel data from brewing industry are used. The results of the work are that the presence of a protected geographical indication in the interaction with other features of the product may affect the willingness of consumers to pay for the product. For example, was shown that the interaction of the protected geographical indications and bottled draft beer can influence the consumer's willingness to pay for GI product.

Chráněné označení "České pivo" a jeho pozice na tuzemském trhu / Protected designation of "Czech beer" and its position on the Czech market

The aim of this diploma thesis is protected designation of "Czech beer" and its position on the domestic market through a questionnaire survey, awareness of the Czech population on the identification of products brand "Czech beer". In this thesis discussed the individual protected designation indicating the legislative rules that protected these markings define and put into effect. They included specific requirements for granting a protected geographical indication (CHZO) "Czech beer", specifying the requirements for the individual raw materials, production technology and inspection of products bearing this mark. In the practical part of the work was carried out a questionnaire survey which aims to map the awareness of the Czech population CHZO "Czech beer". The questionnaire survey showed that about half of the respondents are aware of the use of the "protected geographical indication". More than half marking "Czech beer" does not know, and only 10 % of respondents knew that the name "Czech beer is protected geographical indications of the European Union, whose purpose is to preserve the good name and quality of the beer produced in the Czech Republic. In particular, the importance of this label, why is introducing some breweries and why do you ask for, it seems to be a distinct people known. But itself idea of the product specifications marked "Czech beer" had only half of the respondents. The questionnaire survey shows that citizens of the Czech Republic should be more informed about the nature of implementation of protected designations in general, but also should be more familiar with the specifics of each label used. It is our aim not only food producers but also merchants that consumers are aware of the importance and promotion of products that are made in the Czech Republic, from local materials and traditional techniques. The positive impulse not only the questionnaire survey, but also as a stimulus for food manufacturers, retailers and other subjects can be perceived "consumer behaviour" of the majority , the majority of respondents - 82% would prefer when buying products labeled "Czech beer".

PERCEPÇÃO DOS AGENTES LOCAIS NA ADOÇÃO DA CERTIFICAÇÃO DE INDICAÇÃO GEOGRÁFICA: O CASO DOS DOCES DE PELOTAS / PERCEPTION OF LOCAL AGENTS IN THE ADOPTION OF GEOGRAPHICAL INDICATION CERTIFICATION: THE CASE OF PELOTAS SWEETS

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / The adoption of Geographical Indication (GI) certification represents, among other aspects, a way of innovation and a market advantage. Once studies on this area are recent and few in Brazil, this research had as objective to verify the historical, cultural and economic perception of the actors involved in the production chain of Pelotas sweets in relation to the adoption of Geographical Indication certification. The major promotion of Pelotas sweets is through a fair called Feira Nacional do Doce (FENADOCE), which aims at promoting the sweets culture of the region of Pelotas/RS to the country as well as abroad. The fair also plays a significant economic, cultural and historical role. The case study was carried out through a field research with primary data collection by means of search forms applied to Pelotas sweets consumers and to producer companies, that is, 3 producers that have the GI stamp, 3 associated producers without the IG and 3 producers out of the association, all of them that participated in the fair, 21st FENADOCE, between May 31st and June 2nd, 2013. The results reveal that the consumers with more knowledge about geographical identification are more inclined to pay more for a certified sweet. However, the cost plays a secondary role since the consumers are more influenced by the taste and the beauty of the sweets displayed on the shop windows of the sweets stores. In this sense, the geographical identification is seen not only as a historical and cultural review of the traditional sweets heritage, but also, as a quality assurance stamp. Therefore, with this study we can conclude that the adoption of the IG certification brought to the confectioners recognition and commercial success. The consumers started to be sure of consuming a product that maintains the characteristics of its original recipes and, of course, the unmistakable flavor of Pelotas sweets. / A adoção da certificação de Indicação Geográfica (IG) representa, entre outros aspectos, uma forma de inovação e de diferenciação de produtos. Tendo-se em vista que os estudos nessa temática são ainda muito recentes e escassos no Brasil, esta pesquisa objetivou verificar a percepção histórica, cultural e econômica dos atores envolvidos na cadeia produtiva dos Doces de Pelotas em relação à adoção da certificação de IG. A maior divulgação dos Doces de Pelotas é através da Feira Nacional do Doce (Fenadoce), que visa promover a cultura doceira da região de Pelotas/RS para todo o país e exterior. O estudo de caso realizou-se através de pesquisa de campo com coleta de dados primários por meio de formulários aplicados aos consumidores de Doces de Pelotas e às empresas produtoras, ou seja, três produtores que possuem o selo de IG, três produtores sem certificação associados e, ainda, três produtores fora da associação, que participaram da feira, durante a 21ª Fenadoce, entre os dias 31 de maio e 2 de junho de 2013. Os resultados revelaram que os consumidores com maior conhecimento sobre indicação geográfica estão dispostos a pagar mais por um doce certificado. No entanto, a variável preço acaba desempenhando um papel secundário, pois os consumidores são mais influenciados pelo paladar e pela beleza dos doces expostos nas vitrines das docerias. Nesse sentido, a indicação geográfica é percebida não apenas como um aparato ao resgate histórico-cultural da herança dos doces tradicionais, mas também como mais um selo de garantia de qualidade. Sendo assim, pode-se concluir com este estudo que a adoção da certificação de IG trouxe às doceiras da região reconhecimento e sucesso comercial. Os consumidores passaram a ter certeza de estar consumindo um produto que mantém rigorosamente as características de suas receitas originais e, é claro, o sabor inconfundível do Doce de Pelotas.

Poutine, Mezcal And Hard Cider: The Making Of Culinary Identities In North America

Foodways, which in short refers to eating and drinking practices, are constitutive of personal and group identity. In this thesis, I explore the symbolic values of food and drink in group identification processes evolving across North America. Through the cases of poutine, mezcal, and hard cider, I investigate cultural identity formation, negotiation, and transformation; from everyday practices to global interactions. What I develop in this thesis is a rationale that can be actively used by members of a group, as well as by community development practitioners, governments, and industry stakeholders to bolster community capitals and agency through making, supporting or rejecting food and drink ownership claims. In the first article, titled Poutine Dynamics, I explore both the culinary and social status of poutine. First, I identify poutine as a new(er) and distinct way to consume food that is increasingly adopted and adapted, and I propose a working definition of poutine as a new dish classification label in its own. Then, by coupling poutine’s sociohistorical stigma and its growing Canadization (that is, the presentation, not the consumption per say, of poutine as a Canadian dish), I expose two related situations: the ongoing culinary appropriation of poutine and the threat of Quebecois cultural absorption by Canadians. In Poutine Dynamics, I problematize the notion of a “national cuisine” in the context of multinational and settler states. Although the focus is about cuisine, Poutine Dynamics provides elements of analysis regarding how the Canadian nationalist project is constructed and articulated today, in current celebrations of the 150th anniversary of Confederation in Canada. The second article of this thesis, titled Strategic Authenticity: The Case of Mezcal, draws upon the recent major update to the mezcal denomination of origin certification (DO) that was long-awaited and requested by “traditional mezcaleros.” This tour de force in the modification of the mezcal DO leads me to identify the notion of authenticity in food as a powerful rhetorical strategy in social negotiation between groups. Through the case of mezcal, I assert that the tasting experience is the most legitimate group identification path and authentication boundary (as opposed to political, ethnical or religious boundaries) in terms of foodways. The third article, titled The Identity Crisis of Hard Cider, looks at the ongoing cultural affirmation of hard cider from its European counterparts. So far, the research on hard cider in Vermont has looked at the low-level of cider-specific apple production in that state as a supply issue. Instead, I approach this problematic from a demand angle, specifically from the low demand for hard ciders made with cider-specific apples. In this study, I survey the Vermont hard cider industry stakeholders as to possible mechanisms in order to differentiate between hard cider styles, as well as strategies to boost the demand for hard ciders made with cider-specific apples. The implementation of a geographical indication (GI) label was of high interests among participating cider makers. In this study, I also suggest that the hard cider foodways found in Vermont are part of a broader emerging hard cider identity that is taste-based and which crosses political borders within the American Northeast.

Campo organizacional e adoção de Indicação Geográfica (IG): um estudo sobre a produção de cafés especiais no Brasil / Organizational field and adoption of Geographical Indication (GI): A study on the production of specialty coffees in Brazil

O café se apresenta como uma commodity de grande impacto na produção agrícola e pauta de exportação do Brasil, sendo os Estados de Minas Gerais e São Paulo importantes neste contexto. Entretanto, apesar de o Brasil ser referência mundial na produção de cafés, no que se refere à produção de café especial e de maior valor agregado, ainda se constitui em um grande desafio sua aceitação plena nos principais mercados consumidores. Neste contexto, a adoção de Indicação Geográfica (IGs), se apresenta como um importante indicador para que uma região seja reconhecida formalmente na condição de produtora de cafés diferenciados. Assim, considera-se que a participação do Estado e demais atores envolvidos são fundamentais neste processo. Parte-se para a compreensão de tal fenômeno, pelo enfoque da teoria institucional, considerando o papel de todos os stakeholders bem como os indutores de isomorfismo atuantes no campo organizacional. Neste sentido, o estudo visou a estudar empiricamente essas relações. Para isso, foram realizadas entrevistas em profundidade, análise documental e observação, com os diversos seguimentos dos agentes presentes no campo, e, em especial, em três regiões cafeeiras, quais sejam: Noroeste de Minas e Matas de Minas, no Estado de Minas Gerais e a Alta Mogiana no Estado de São Paulo. As três regiões foram escolhidas por serem as mais representativas e convenientes para o universo de cafés especiais brasileiros e seu elevado grau relativo de desenvolvimento institucional, sendo que duas (Noroeste de Minas e Alta Mogiana) já possuem Indicação Geográfica (IGs) e a terceira (Matas de Minas) está em processo de adoção. Os resultados da pesquisa indicam a experiência longeva da atividade produtiva no Brasil, onde se manifesta a institucionalização de um campo organizacional, como variável fundamental para o aperfeiçoamento do mercado de cafés para uma realidade econômica atual que privilegia qualidade e experiências de consumo diferenciados. O universo dos cafés especiais é, portanto, o locus da construção e desenvolvimento de uma cultura mais do que a mera produção e consumo de uma commodity / Coffee presents itself as a commodity of great impact in the agricultural production and basis of exportation of Brazil, and the states of Minas Gerais and São Paulo are important in this context. However, even though Brazil is a global reference regarding coffee production, when it comes to the production of specialty coffee with higher added value, its full acceptance by the greatest consuming markets is still a challenge. In this context, the adoption of Geographical Indications (GI) is presented as an important indicator for a region to be formally recognized in the condition of producer of differentiated coffees. Therefore, it\'s perceived that the participation of the State and other involved agents is fundamental in this process. It\'s important to understand such situation through the perspective of the institutional theory, considering the role of all stakeholders, just as the inducers of isomorphism present in the organizational field. In this way, the present study aimed at empirically studying these relations. For that, in-depth interviews, documental analyses and observation were conducted with varied segments of the agents present in the field, with emphasis on three coffee producing regions: Noroeste de Minas and Matas de Minas, in the state of Minas Gerais, and Alta Mogiana, in the state of São Paulo. All three regions were selected for being the most representative and most convenient for the universe of specialty Brazilian coffees and their high relative degree of institutional development, considering that two of the areas (Noroeste de Minas and Alta Mogiana) already have Geographical Indication (GI), and the third (Matas de Minas) is currently in the process of adopting it. The results of the research indicate a long-lasting experience of the production activity in Brazil, where the institutionalization of an organizational field is presented as a key variable for the enhancement of the coffee markets for the present economical situation, which privileges differentiated quality and consumption experiences. The universe of specialty coffees is, therefore, much more a locus of construction and development of a culture than of the mere production and consumption of a commodity

However, it is important to know if this process shall extend its positive effects beyond producers and providers, adding value to the material and immaterial cultural patrimony of the region. Considering that the Porto Digital is a relevant object to advance the discussions on the potentials, limitations and challenges to geographical indications as a tool to territorial development, this work will combine description and analysis of the particularities of the only geographical indication tag in the service sector in Brazil and the attempt to turn it into an instrument to understand geographic indications in a broader and more generalized manner, drawing criteria and hypotheses which could be helpful for future studies in the area. Therefore, this research will (a) analyze the regulatory framework protecting the GIs, the intervening institutions and their roles; (b) reconstruct the process of transformation of Bairro do Recife, from an old business harbor to a modern digital port; (c) understand the association between the process of urban transformation and the process of valuing the cultural patrimony of the territory, crowned by the acknowledgement of the geographic name ? the so-called Porto Digital; (d) characterize the constitutive and organizational aspects of the pre-acknowledgement of the Porto Digital?s GI: the actors involved and their justifications, the composition of the members of the GI, the delimitation of the area, the regulation of the use and the structure of control; (e) point out the similarities and singularities of the case with studies on Brazilian geographical indications. / Em 2012 o Porto Digital, definido como Arranjo Produtivo Local de Tecnologia da Informa??o e Comunica??o localizado no Bairro do Recife/PE, recebeu a concess?o in?dita de indica??o geogr?fica para o setor de servi?o, tradicionalmente concedida aos produtos agroalimentares. Moreover, the benefits attributed to its implementation may surpass the commercial level of the producer and enhance the development of the territory, and as well to increase receptive tourism and enhance the cultural heritage. This thesis aims to analyze the effectiveness of the geographical indication as a catalyst instrument for sustainable rural development of the territory, from the perspective of the social actors involved. The method used for the research development was the study of multiple cases, with an exploratory and descriptive purpose in two distinct areas of cheese production: the municipality of Serro, in Minas Gerais State, and in Celorico Beira, Portugal, where the Serra da Estrela cheese is produced. In the period from December 12th, 2015 to April 30th, 2016, in Portugal, and from 22th to 29th, 2016, in Serro - Minas Gerais, there were many research activities. Among them, non-participant observations, photographic records, informal conversations, application of semi-structured interviews with the actors involved in the proposed thematic, technical visits to cheese production units and cultural museums, festivals and fairs related to cheese, all within the geographical boundary of the surveyed geographical indications. The information of applied interviews was analyzed using a content analysis group of techniques, under the perspective of Bardin (2004). The results revealed that in both cases studied, the existence per si of a geographical indication is not capable of promoting sustainable development of the territory, since other factors such as the role of producers, social management in decision making, and a consistent social capital are key to the success of GIs in adding value to the certified product and improving the quality of life for the producers. The Protected Designation of Origin Serra da Estrela cheese, although well known by its quality and tradition, proved to be ineffective in promoting sustainable rural development in the Portuguese territory investigated. The analysis of the effectiveness of the geographical indication of the cheese from Minas studied was not feasible, since the correspondent seal has not yet been implemented. Then, it is responsibility of all social actors presented in this research to transform the current panorama and to make their respective geographical indications true catalyst tools in the sustainable development of their territories. / O car?ter protetivo contra poss?veis falsifica??es ou imita??es e a agrega??o de valor ao produto s?o as principais finalidades da indica??o geogr?fica (IG). Este trabalho de tese tem como objetivo analisar a efetividade da indica??o geogr?fica como um instrumento catalisador do desenvolvimento rural sustent?vel do territ?rio, sob a ?tica dos atores sociais envolvidos. O m?todo utilizado para o desenvolvimento da pesquisa foi o estudo de casos m?ltiplos, com o prop?sito explorat?rio e descritivo, em dois territ?rios distintos de produ??o queijeira: o munic?pio do Serro, produtor do Queijo do Serro, em Minas Gerais, e o concelho de Celorico da Beira, onde se produz o Queijo da Serra da Estrela, em Portugal. No per?odo de 12 de dezembro de 2015 a 30 de abril de 2016, em Portugal, e de 22 a 29 de maio de 2016, em Serro ? Minas Gerais, a pesquisa foi desenvolvida com v?rias atividades. Entre elas, observa??es n?o participantes, registros fotogr?ficos, conversas informais, aplicadas entrevistas semiestruturadas com os atores envolvidos na tem?tica proposta, e feitas visitas t?cnicas a unidades produtoras do queijo e culturais a museus, festas e feiras relacionadas ao queijo dentro do limite geogr?fico das indica??es geogr?ficas pesquisadas. As informa??es das entrevistas aplicadas foram analisadas por meio do conjunto de t?cnicas da an?lise de conte?do, sob a perspectiva de Bardin (2004). Os resultados revelaram que, em ambos os casos estudados, a exist?ncia por si s? de uma indica??o geogr?fica ? incapaz de promover o desenvolvimento sustent?vel do territ?rio, pois outros fatores, tais como, o protagonismo dos produtores, a gest?o social nas tomadas de decis?es e um capital social consistente s?o fundamentais para o sucesso da IG, ? agrega??o de valor ao produto certificado e ? melhoria da qualidade de vida dos produtores. A Denomina??o de Origem Protegida Queijo Serra da Estrela, apesar de sua reconhecida qualidade e da tradi??o que j? possu?a, mostrou-se pouco efetiva na promo??o do desenvolvimento rural sustent?vel no territ?rio portugu?s investigado. J? a an?lise da efetividade da indica??o geogr?fica do queijo mineiro estudado como um instrumento catalizador do desenvolvimento territorial sustent?vel n?o foi vi?vel pelo fato de o selo correspondente ainda n?o ter sido implementado. Cabe, ent?o, a todos os atores sociais apresentados no decorrer desta pesquisa transformar o panorama atual e tornar as suas respectivas indica??es geogr?ficas verdadeiras ferramentas catalisadoras do desenvolvimento sustent?vel em seus territ?rios.
