Motivations and Experiences of Elected Governing Council Members

This qualitative study explores the motivations and experiences of individuals elected to serve on the Governing Council of the University of Toronto. Elected governors include alumni, students, staff and faculty. Six semi-structured interviews were conducted with 2 alumni governors, 2 student governors, and 2 staff/faculty governors. Interview questions helped to examine personal motivations behind serving in university governance, activities and duties of governors, self-perceptions of effectiveness and improvements to the experience of elected members. The responses were used to create interview summaries and discover common themes in the experiences of elected governors. Four theme areas emerged. They are (1) initial motivations, (2) learning and informal communication, (3) personal benefits, pride and positive experience, and (4) approach to governance. This study includes a discussion of the unique position of alumni governors and suggests improvements to the governor experience as recommended by the research participants.

An exploration of financial conscientiousness among School Governing Bodies and School Management Teams and its impact on Boundary Spanning Management on selected Section 21 High Schools in the Eastern Cape Province

The study investigated the underlying factors which induce the School Governing Bodies (SGBs) and School Management Teams (SMTs) to boundary cross into each other’s finance functional domain despite the fact that their responsibilities are demarcated in the South African Schools Act No. 84 of 1996. The study also intended to examine financial conscientiousness as a critical strategy, which was aimed at achieving the following: restricting the boundary spanning management among School Governing Bodies and School Management Teams, giving direction and strengthening the relationship between the two structures in section 21 high schools. Pragmatism was used as a paradigm for this study as it has been hailed as one of the best paradigms for justifying the use of mixed methods research. The researcher located the study within mixed methods research and employed the convergent parallel design characterised by collecting concurrently both qualitative and quantitative data. The study used a nonprobability sampling strategy – a purposive sampling technique. The study focused on 147 participants. The sample consisted of the following participant sub-groups: (a) 138 questionnaires participants (46 school principals, 46 SGB chairpersons and 46 school finance officers) sampled from 46 high schools, and (b) 9 face-to-face interviews participants (3 school principals, 3 SGB chairpersons) and purposively sampled from 3 different section 21 high schools located in rural, semi-urban and urban areas of the Butterworth District, and 3 Departmental Officials (The District Director, An Education Development Officer, and District National Norms and Standards for School funding coordinator) sampled from the Butterworth Education District. The study was guided by the following research question: What ideas of consciousness raising strategies could help alleviate the crossing over of boundaries between SGBs and SMTs on financial matters of the section 21 high schools? The financial conscientiousness conceptual framework for this study hinged on the conscious raising concept of Paulo Freire supported by philosophical ideas of theorists of school-based management concept, school-based participative partnership concept, school-based participative management concept and teamwork concept. These theories are expected to encourage the inclusive participation when finances are handled in section 21 high schools. The study used a survey questionnaire to collect quantitative dataset and interviews for the qualitative dataset to find answers to the research question and also to enhance the reliability and validity of the research findings. The quantitative data were presented in tables with frequencies and percentages as well as pie charts. Themes and Natural Meaning Units (NMUs) were used to analyse the qualitative data. The overall findings backed by the extant literature and research data indicated that there was lack of trust among SGBs and SMTs. Owing to this mistrust the day to day activities of the school were compromised. There were power struggles between SGBs and SMTs in schools for the control of school finances. There were corrupt practices by both SGBs and SMTs in the management of school finances. The findings also revealed lack of capacity building by the department of education. Furthermore, the SGBs parent component was characterised by high illiteracy level – a systemic weakness worsened by the manipulation perpetrated by both school governing bodies and school management teams during school finance management processes. Resulting from the data analysis, the study recommended the utilisation and application of Sifuba’s School Finance Management Awareness Model (SSFMA) as a new model that could be adopted and adapted by the Department of Education for the school finance management. This will create educational sound atmosphere and realities at school level – a model that is capable of inducing the participative and inclusive behaviour of the SGBs and SMTs when they perform their financial responsibilities

O primeiro diz respeito ao seu caráter institucional do Estado e da atividade política e se torna inteligível por uma compreensão teórica da política, ou seja, sobre o que lhe confere formato. O segundo se refere aos modos de ação do governo independentemente de seu formato institucional e pode ser compreendido por aspectos sociológicos, pois diz respeito mais à sociedade. Maquiavel e, de um ponto de vista, Montesquieu podem ser considerados os principais representantes da tradição que identifica na forma de governo a definição da república. Montesquieu, sob outra perspectiva, e Madison são os que mais se dedicaram ao modo de governar. Além disso, este estudo procura abordar a liberdade como categoria identitária da política e, assim, formando um todo coeso da tradição republicana. / This dissertation tries, using the thought of Machiavelli, Montesquieu and Madison, to study the republican government based on two distinct paradigms, namely the form of government and the mode of governing. The first relates to its institutional character of the State and political activity and becomes intelligible by a theoretical understanding of politics, that is what gives it shape. The second refers to modes of action of the government regardless of its institutional format and can be understood by sociological aspects, as it relates to society. Machiavelli and, under a point of view, Montesquieu can be considered the main representatives of that tradition identifies as the definition of form of government of the republic. Montesquieu, from another perspective, and Madison are the most dedicated to how to govern. Furthermore, this study seeks to address the freedom as a category of identity politics and thereby forming a cohesive whole of the republican tradition.

Optimalizace základních škol / Optimization of primary schools

The main goal of this thesis is to describe the current situation of capacity of primary schools in the selected area of Prague and suggest optimization options. In the first part of my thesis the theoretical apparatus needed to understand the issue of education is presented. The main focus here is on the legislation related to the issue of education. The practical part of my thesis is based on the results of questionnaire survey focused on primary schools and additional e-mail survey focused on the founders of these schools. The public elementary schools established by the Prague 1 to Prague 10 municipalities were selected for the survey. On the basis of the information found, the practical part is closed by suggestions for solving the unsatisfactory situation both from the viewpoint of individual primary schools and from the point of view of their founders.

The expectations of school governing bodies with respect to educator workloads : an education labour law analysis

Decentralisation remains a preferred instrument of education reform policies throughout the world. In theory, decentralisation shifts power and authority from the state at national level to the school community at local level. In South Africa, a decentralising initiative in education was the promulgation of the South African Schools Act, No 84 of 1996, which provided parents with an opportunity to share in the governance of a public school by being elected to serve on its school governing body. In this context, it appears that members of school governing bodies hold unique sets of expectations when serving on a school governing body. Expectations may influence the nature and type of education to which a particular school community aspires and may consequently influence the workloads of the educators at that school. A primary search of national and international literature on governing bodies provides numerous descriptions of governmental intentions with respect to governing bodies but the expectations that governing body members have of educators, appears to be a neglected field of empirical enquiry. This study therefore examines public primary school governing body functions in the light of prevailing education labour law and other relevant law. The findings emerging from open-ended questionnaires completed by members of school governing bodies, time-use diaries recorded by educators and interviews with principals together with an analysis of prevailing education labour law and other relevant law consistently show that the workloads of educators who teach at public primary schools situated in middle-class contexts have intensified. There appears to be a variety of factors, which singularly and collectively contribute to the intensification of educators’ workloads. Among these are the increasing expectations of parents, differences in the conceptual understanding of professionalism, marketisation and managerialism arising from decentralisation and the principal’s leadership style. The findings point to sport and professional development as the core duties, which demand a great deal of educators’ time and appear to militate most on educators’ private lives. Moreover, this research has provided conclusive evidence that despite the fact that school governing bodies’ expectations of educators are aligned with prevailing education labour law and other relevant law, the open-ended nature of such law, together with omissions and silences, allows legal space for individual and contextual interpretation and implementation. The objective of this master's thesis is to describe and analyze role of risk management in corporate governance. Specifically, a thesis focuses on comparison of existing practices in chosen states and examines whether quality of risk management in corporate governance is different in large and mid capitalaization companies. The thesis is divided into several parts: firstly, theory of corporate governance and risk management are introduced with explanation of their interconnection, which also contain defined list of methods and tools for evaluation of risk management and corporate governance quality. In the analytical part of the thesis, comparative analysis of risk management practices in different states is applied with evaluation of their quality, methods of statistical analysis are employed to test the hypothesis about difference of risk management quality in companies with large and mid capitalization and strength and weaknesses of corporate governance and risk management in particular states are summarized.

The objective of this doctoral dissertation is to extend the existing knowledge in the area of Corporate Governance in the region of Central Europe. Specifically, a study focuses on companies entering the public market and examines whether board structure and diversity have an impact on the success of the Initial Public Offering. The dissertation is divided into several parts. Firstly, theory of Corporate Governance and Signaling theory, explaining the potential influence of the board characteristics on the public offering outcome, are introduced. The following is an extensive literature review related to each of the selected variables. In the analytical part of the thesis, methods of statistical analysis are employed to verify the hypotheses and the results are discussed considering the findings of prior studies.

In my essay, I start from an event in my workplace that I experience stressful and mentally stressful for both children and educators, where a child who needs extensive adjustments cannot receive it satisfactorily. Through my many years of knowledge and experience with work in preschool and school, I see how the work situation has changed and how it affects us who are in it. Administrative work is increased through documentation, reflection and analysis of the business. The child groups are growing steadily while the staff density is unchanged. Temporary absence is reduced, and we can resolve the situation ourselves by changing our working hours. I am critical of how the working environment has become for us staying in the preschool's premises. According to the school law, education must be equal and consider and be adapted to the different conditions and needs of children. How is it when we work inclusive without getting resources for it? Through scientific literature and steering documents, I reflect and explore how we are affected by the situations we end up in, both the individual child, the child group and the work team. What scope I have as a preschool teacher in the guidelines mentioned in the preschool curriculum and how / if we can meet the goals based on these premises. In the paper, I highlight that lack of higher-level organization is the big problem and I investigate what responsibilities the principals and higher executives have and how it ultimately affects us. I also reflect on whether, in my eagerness to be solution oriented, I am contributing to the fact that there is no change and the prevailing culture of silence that exists.
