In this case study, policy transfer between municipalities within gender mainstreaming is examined. This thesis wanted to find explanations on why municipalities start with gender mainstreaming and how municipalities learn gender mainstreaming from other municipalities. This study also investigates how much influence the municipal official that are responsible for gender mainstreaming have. Semi structured interviews were conducted with six municipalities and seven respondents and to analyze and interpret the answers the study uses theories about ‘lesson-drawing’, ‘mimicry’ and ’fashion’ as well as policy network. The conclusion of the study is that tendencies to both mimicry and lesson-drawing to why municipalities start with gender mainstreaming. Some municipalities’ answers that their work with gender equality was not satisfying and therefore they started with gender mainstreaming. The other municipalities explained because gender mainstream is in fashion now, they started with it also. To how municipalities learn from each other, the conclusion is that it is only about lessondrawing and the municipalities explained that they have to adjust what they learn in policy networks to their own municipality and not copy their work exactly. Furthermore, municipal officials have a great amount of influence in establishing gender mainstreaming in the municipality. But this influence decreases when gender mainstreaming is established in the municipality.

Arbetet består av en undersökning av förskollärares arbetssätt kring bild- och formskapande i förskoleverksamheten. Fokus har lagts kring barns lärande och utveckling vid dessa skapandetillfällen. Syftet med vår undersökning är att synliggöra faktorer som främjar barns utveckling och lärande vid bild- och formskapande. Enligt våra erfarenheter är bild- och formaktiviteter ofta annorlunda utformade på olika förskolor. Med anledning av detta ville vi göra en undersökning för att se skillnader och likheter mellan förskolor. Undersökningen har gjorts genom att vi har intervjuat förskollärare som håller i bild- och formaktiviteter samt observerat barn vid bild- och formskapande. Vårt resultat visar att graden av lärarstyrning har betydelse för barns bild- och formskapande. Utifrån vår undersökning är materialkännedom en förutsättning för att barn ska kunna utvecklas inom bild- och formskapande. Barn härmar varandra vilket är något positivt som kan bidra till deras lärande genom att de hämtar idéer och inspiration från varandra. Förskollärarnas barnsyn har stor betydelse för hur mycket vägledning och hjälp de ger barnen och för hur stort utrymme de ger barnen till eget experimenterande och forskande. / According to our experiences, creative activities can look different at various preschools. Because of this we wanted to investigate on differences and simularities between preschools. This essay consists of an inquiry of preschools-teachers way to work with creating activities.The inquiry has been made through intervieus of preschools-teachers who are responsible for creative activities and observations of children performing creative activities.
