Collaborative Partnerships to Assist in Managing Adult-Onset Diabetes in CameroonForju, Jingwa Christopher 01 January 2019 (has links)
Increasing rates of adult-onset diabetes in low- to middle-income countries (LMICs) present a growing healthcare concern that requires a regulatory approach and local community engagement. Cross-sector collaboration (CSC) is an effective strategy for improving community health. CSC is not effectively used to manage adult-onset diabetes in LMICs, nor is there public policy advocating CSC in the management of diabetes. This qualitative exploratory case study explored how leadership and resources affect the use of CSC to assist in managing the adult-onset of diabetes in a CSC in Cameroon. A purposeful sampling strategy was used to identify participants for semistructured interviews of 10 executives involved in the CSC. CSC theory provided a theoretical framework. Collected data were organized by audio recording, transcribing, translating, member checking, and thematically coding data using NVivo 12 software. Data from a review of documents and researcher observations were triangulated with interview data. Findings revealed that poverty, access to health care, and rising diabetes prevalence contributed to environmental turbulence. Goal-setting and objectives, intersectoral-communication, fostering trust and respect, and sharing data and motivating people presented leadership effectiveness challenges. The following resource challenges emerged in the CSC: public policy, money, skills and expertise, equipment and supplies, and connection to the target population. This increased scientific understanding could help government policy-makers and nongovernmental organizations expand public policy leading to a decrease in the prevalence and burden of adult-onset diabetes.

使用無線網路時常會遇到傳送訊號衰減、通訊死角或氣候不佳等原因,造成傳輸失敗。高畫質影像H.264/MPEG-4 編碼考慮影音封包具有不同重要性,對影音封包須制定不同的重傳機制。本研究改善WiMAX2中HARQ(Auto Repeat Request)的流程,將高畫質影像藉由TCP-Like方式傳輸影像,辨識影音封包資訊,確保GOP-Tree中"骨幹"節點的抵達率並利用Lagrange Method of Multiplier方法,對GOP-Tree中非骨幹節點提出合適的Trade-off。IEEE 802.16m標準支援Mobile Multi-hop Relay (MMR)的架構,針對目前基地台覆蓋範圍不足及遮蔽效應等問題提出中繼傳輸站(Relay Station,RS)來提升網路吞吐量並增進無線通訊品質。但也因此需要有較多的連線頻道及頻寬。然而此方式不能保證所有頻道都處於良好傳輸狀態,此而常有相當高的資料傳送失敗率。
混和自動重傳要求(Hybrid Automatic Repeat reQuest, HARQ)的提出就是用來確保資料傳遞成功的機制。HARQ早在IEEE 802.16-2004就被提出,然而我們發現HARQ機制在IEEE 802.16m效能不佳,更無法保證QoS (Quality of Service)的服務品質要求。在本研究中我們改善Chen [4]所提出的Dynamic Pre-allocation HARQ(DP-HARQ)機制,考慮當slot分配不足,封包在發生非連續錯誤時造成延遲時間增加等問題。我們所提出的方法加入具服務品質感知(QoS aware)的機制,來降低整體延遲時間(delay)並能有效提高吞吐量(throughput)。在模擬實驗中,我們以具二個hop,二個BS及十個SS以上的模擬環境,對不同方法做不同效能的評比,並以PSNR值檢驗所提出之方法是否能提升畫質,以確保影像傳輸品質。我們透過實驗數據證明提出的方法優於IEEE 802.16m的HARQ機制。 / This research focus on running high definition video over WiMAX2.It is usually that transmission fails through wireless network as it encounters factors like (transmission) signal attenuation, dead zone, bad weather, etc. The high definition video coding in H.264/MPEG-4 involves different degress of important video frames considering the video package. It defines different re-transmission mechanisms for video package. This research starts with the enhancement on the process of HARQ (Hybrid Auto Repeat Request)over WiMAX2, transmitting high definition video signals by“TCP-Like”protocol and indentifying the video package information to ensure a stable arrival rate of the “backbone” nodes in GOP-Tree. Furthermore, we apply Lagrange’s Method of Multiplier and propose an appropriate customization to the non-backbone part in GOP-Tree. Though the IEEE 802.16 standards has the concept of Mobile Multi-hop Relay(MMR), yet there are problems to be resolved and improved when it comes to reality due to the facts like coverage deficiency of base stations and shadow effect. The IEEE 802.16m standard uses Relay Station (RS)to enhance network traffic throughput and improve QoS over wireless network.Relay transmission stations are set for data transmission in Mobile Multi-hop Relay (MMR),thus it requires more connection channels and bandwidth. The thesis concludes with performance comparison under the simulation environments of 2 hops, 2 BSs and 10 SSs, evaluation of the methodology with PSNR for enhancing the QoS of HD video transmission.The proposed method is proved to surpass the HARQ methodology in IEEE 802.16m.

The relationship of instructional supervision and professional learning communities as catalysts for authentic professional growth : a study of one school divisionBurant, Scott E 22 September 2009
There has been a shift in education as the focus has moved from the centrality of teaching to the importance of learning (Aseltine, Judith, & Rigazio-DiGilio, 2006). The enhancement of educational experiences and learning of students is a goal shared by instructional supervision (Nolan & Hoover, 2004) and professional learning communities (DuFour & DuFour, 2003). As the need for professional development activities, such as instructional supervision and professional learning communities, to support professional growth continues, how these activities are implemented within a school division remains a critical concern.<p>
The purpose of the study was to investigate the links between professional learning communities and instructional supervisory practice as catalysts for authentic professional growth. The result of this study suggests that a zone of authentic professional growth occurs when the activities of professional learning communities and instructional supervision as activities of professional development and reflective practice are aligned. In an era of greater accountability in education school divisions have attempted to support their professional staff with limited resources. Connecting activities to support the goals of the school division, such as professional growth and student learning, is one means of maximizing the use of the resources. There has been considerable research into instructional supervision and professional learning communities however little has been done regarding the connection and implications of these professional activities on each other.<p>
The research questions of the study focused on gathering the level of agreement of teachers and in-school administrators regarding qualities of effective instructional supervision and successful professional learning communities. An additional research question focused on what were the criteria of successful professional learning communities that related to effective instructional supervisory practice.<p>
The study used mixed research methodology to collect information about one school division. A survey was utilized to collect the perceptions of teachers and in-school administrators regarding successful professional learning communities and effective instructional supervision. The data collected from the survey was analyzed by two interpretation panels, one consisting of teachers and the other consisting of in-school administrators. From the analysis provided by the panels and the survey data collected, it was found that from the perceptions of teachers and in-school administrators in one school system, professional learning communities can contain specific qualities that support effective instructional supervision. The combination of these two professional activities can become a catalyst for authentic professional growth for teachers and in-school administrators.<p>
The findings of the study highlights the eight preconditions necessary for an environment or zone of authentic professional growth through the use of professional learning communities to support instructional supervision. Implications, based on key findings, of the study include the need to manage time effectively, and to provide sufficient resources to support instructional supervision through professional learning communities. Digitalization has spread into all parts of our lives including shopping, staying in touch with friends and watching cat videos from the cat island in Japan. Studies have shown that digitalization can also have a huge benefit for educational purposes via Learning Management Systems (LMS). The purpose of the study is to describe and create an understanding how learning institutions all across the globe can further improve the usability of their LMS, with a specific focus on the students perspective on the systems usability. Quantitative and qualitative material from a case study was analyzed and compared with previous related studies and to theories from the literature study. The results of the study showed that there is great potential for learning institutions to improve the usability of their LMS by relatively simple means, in many cases using their own students as a resource for improving their education. The study also showed there can be major differences in how students perceive the usability of an LMS, which can have disruptive effects if not addressed properly. / Digitaliseringen har spridit sig till alla delar i våra liv: Shopping, hålla kontakt med vänner och att titta på kattvideos från kattön i Japan. Studier har visat att digitaliseringen också kan ha stora fördelar i utbildningssyfte med hjälp av Learning Management Systems (LMS). Syftet med studien är att beskriva och skapa en förståelse för hur lärosäten över hela världen kan förbättra användbarheten i deras LMS, med specifikt fokus på studentperspektivet i användbarhet. Kvantitativt och kvalitativt material från fallstudien analyserades och jämfördes med tidigare relaterade studier och teorier från litteraturstudien. Resultatet av studien visade att det fanns en stor potential för lärosäten att förbättra användbarheten i deras LMS med relativt enkla medel, i många fall genom att använda sina egna studenter som en resurs för att förbättra deras utbildning. Studien visade också att det kan finnas stora skillnader i hur studenten uppfattar användbarheten i ett LMS, vilket kan ha negativa effekter om det inte adresseras på rätt sätt.

La presente tesis posee un enfoque cuantitativo, mientras que su diseño de investigación fue no experimental transversal, cuyo tipo fue exploratorio, descriptivo y correlacional. El problema a resolver fue ¿En qué medida un estudio de productividad influye en la planificación de una obra, enfocado en la mano de obra?, para lo cual se planteó como objetivo principal elaborar un estudio de productividad en obra de un edificio multifamiliar para mejorar la planificación de obra. Para su desarrollo se utilizó la metodología de recolección de datos a través de la observación estructurada, con las herramientas de Carta Balance y Registro de Avance. Del estudio se determinó los factores que perjudican el avance de los trabajadores, que generaban los flujos no contributorios y desgaste de los trenes de actividad, los cuales fueron el inadecuado uso de la mano de obra y distribución del trabajo, así como la falta coordinación y supervisión perenne.

Plan Bouquets : An Exploratory Approach to Robust Query ProcessingDutt, Anshuman January 2016 (has links) (PDF)
Over the last four decades, relational database systems, with their mathematical basis in first-order logic, have provided a congenial and efficient environment to handle enterprise data during its entire life cycle of generation, storage, maintenance and processing. An organic reason for their pervasive popularity is intrinsic support for declarative user queries, wherein the user only specifies the end objectives, and the system takes on the responsibility of identifying the most efficient means, called “plans”, to achieve these objectives. A crucial input to generating efficient query execution plans are the compile-time estimates of the data volumes that are output by the operators implementing the algebraic predicates present in the query. These volume estimates are typically computed using the “selectivities” of the predicates. Unfortunately, a pervasive problem encountered in practice is that these selectivities often differ significantly from the values actually encountered during query execution, leading to poor plan choices and grossly inflated response times. While the database research community has spent considerable efforts to address the above challenge, the prior techniques all suffer from a systemic limitation - the inability to provide any guarantees on the execution performance.
In this thesis, we materially address this long-standing open problem by developing a radically different query processing strategy that lends itself to attractive guarantees on run-time performance. Specifically, in our approach, the compile-time estimation process is completely eschewed for error-prone selectivities. Instead, from the set of optimal plans in the query’s selectivity error space, a limited subset called the “plan bouquet”, is selected such that at least one of the bouquet plans is 2-optimal at each location in the space. Then, at run time, an exploratory sequence of cost-budgeted executions from the plan bouquet is carried out, eventually finding a plan that executes to completion within its assigned budget. The duration and switching of these executions is controlled by a graded progression of isosurfaces projected onto the optimal performance profile. We prove that this construction provides viable guarantees on the worst-case performance relative to an oracular system that magically possesses accurate apriori knowledge of all selectivities. Moreover, it ensures repeatable execution strategies across different invocations of a query, an extremely desirable feature in industrial settings.
Our second contribution is a suite of techniques that substantively improve on the performance guarantees offered by the basic bouquet algorithm. First, we present an algorithm that skips carefully chosen executions from the basic plan bouquet sequence, leveraging the observation that an expensive execution may provide better coverage as compared to a series of cheaper siblings, thereby reducing the aggregate exploratory overheads. Next, we explore randomized variants with regard to both the sequence of plan executions and the constitution of the plan bouquet, and show that the resulting guarantees are markedly superior, in expectation, to the corresponding worst case values.
From a deployment perspective, the above techniques are appealing since they are completely “black-box”, that is, non-invasive with regard to the database engine, implementable using only API features that are commonly available in modern systems. As a proof of concept, the bouquet approach has been fully prototyped in QUEST, a Java-based tool that provides a visual and interactive demonstration of the bouquet identification and execution phases. In similar spirit, we propose an efficient isosurface identification algorithm that avoids exploration of large portions of the error space and drastically reduces the effort involved in bouquet construction.
The plan bouquet approach is ideally suited for “canned” query environments, where the computational investment in bouquet identification is amortized over multiple query invocations. The final contribution of this thesis is extending the advantage of compile-time sub-optimality guarantees to ad hoc query environments where the overheads of the off-line bouquet identification may turn out to be impractical. Specifically, we propose a completely revamped bouquet algorithm that constructs the cost-budgeted execution sequence in an “on-the-fly” manner. This is achieved through a “white-box” interaction style with the engine, whereby the plan output cardinalities exposed by the engine are used to compute lower bounds on the error-prone selectivities during plan executions. For this algorithm, the sub-optimality guarantees are in the form of a low order polynomial of the number of error-prone selectivities in the query.
The plan bouquet approach has been empirically evaluated on both PostgreSQL and a commercial engine ComOpt, over the TPC-H and TPC-DS benchmark environments. Our experimental results indicate that it delivers orders of magnitude improvements in the worst-case behavior, without impairing the average-case performance, as compared to the native optimizers of these systems. In absolute terms, the worst case sub-optimality is upper bounded by 20 across the suite of queries, and the average performance is empirically found to be within a factor of 4 wrt the optimal. Even with the on-the-fly bouquet algorithm, the guarantees are found to be within a factor of 3 as compared to those achievable in the corresponding canned query environment.
Overall, the plan bouquet approach provides novel performance guarantees that open up exciting possibilities for robust query processing.
