Monitoring the progress of the Navy Marine Corps Intranet (NMCI) implementation, performance and impact

Approved for public release, distribution is unlimited / Information Superiority is the driver for the creation of the Global Information Grid (GIG) as the mean to provide connectivity between all parts of shore establishments, and with all deployed forces at sea and ashore. The Navy Marine Corps Intranet (NMCI) is an information technology (IT) services contract to provide to provide secure universal access to integrated voice, video and data communications; eliminate interoperability problems and remove network impediments to improve productivity and speed of command to the shore-based components of the Navy and Marine Corps. The NMCI contract is the procurement of IT services based on a commercial model of Service Level Agreements (SLAs). Under this model, the emphasis is placed on the verification, validation, and monitoring of the end-user services and not on the underlying infrastructure of systems. The research explores the current implementing effort of NMCI and analyzes the way this common network capability is tested and monitored. This thesis will provide a single source of information for managers seeking to quickly understand the impact of NMCI as an enterprise level asset. nÃo hà / This study involves the use of Portal de PeriÃdicos da CAPES by the students of Federal University of Cariri, Campus de Juazeiro, State of CearÃ, Brazil. Through exploratory and descriptive case study, the use of this tool is analyzed by student profile characteristics and the effects of actions of the global and local public information policies such as implementation, divulgation and user training. Indeed, the research reassures the portal as the main scientific database available for the Brazilian academic community, and, at local level, the unique institutional tool for scientific publications. Also it highlights that the majority of respondents indicated that they know about the existence of the portal, although this fact does not ensure and effective retrieval and use of information. As main reasons that encourage the use, this study shows the role of the professors, especially due to academic obligations. As limitations of use, this research indicates the studentâs linguistic incompetence to deal with texts in other languages, and the lack of ability to perform appropriately on searching for information, caused mainly by the insufficient educational actions on users training. In spite of the lacking training situation, it found out that the library is the main provider of the existing training actions. Finally, the research concludes that there is a long way to put the academic community, especially students, in the current patrons of access of scientific information, a task that will demand more education actions of users provided by library in cooperation with the others segments of the university, such as professors. / A pesquisa trata do uso do Portal de PeriÃdicos da CAPES pelos discentes da Universidade Federal do Cariri, Campus de Juazeiro do Norte. Por intermÃdio de pesquisa exploratÃrio-descritiva, analisa-se a percepÃÃo dos pesquisados sobre o uso do portal de periÃdicos da Capes, retratado à luz do perfil do discente e efeito das aÃÃes, na forma de polÃticas pÃblicas de informaÃÃo, de implementaÃÃo (divulgaÃÃo) e instruÃÃo nos planos local e global, bem como as limitaÃÃes apontadas pelos usuÃrios do Portal. Com efeito, constata-se que o portal se configura como o principal meio de acesso à informaÃÃo cientÃfica pela comunidade acadÃmica brasileira, e ferramenta institucional para acesso a produÃÃes cientÃficas na contextura local. Destaca que a maior parte dos pesquisados demonstram possuir conhecimento sobre a existÃncia do portal, apesar desta condiÃÃo nÃo assegurar a recuperaÃÃo e uso efetivo das informaÃÃes contidas em suas bases de dados. Como principais motivos que impulsionam o uso, destaca-se o papel do docente, sobretudo em decorrÃncia das obrigaÃÃes acadÃmicas. Como elementos limitativos, indica inabilidades dos discentes do trato informacional pela incompetÃncia linguÃstica em lÃngua estrangeira e no procedimento apropriado para a busca por informaÃÃo, agravados pela insuficiÃncia de aÃÃes instrucionais de uso do Portal. Apesar de nÃo atender a demanda, percebe que a biblioteca à o principal canal de acesso a treinamentos para o uso portal. Conclui que hà um longo caminho para inserir a comunidade acadÃmica, sobretudo discentes, no paradigma vigente de acesso à informaÃÃo em ciÃncia, tarefa que demanda aÃÃes de educaÃÃo dos usuÃrios, atribuÃda nÃo apenas a biblioteca, mas aos outros segmentos da universidade, devendo eles trabalhar de forma cooperativa.

On knowing who knows : An alternative approach to knowledge management

The topic of this thesis is how computer applications can support knowledge sharing between individuals in an organization. The thesis particularly focuses on solutions that facilitate for people to find other persons to share knowledge with, rather than solutions where information is stored in some kind of database for the purpose of being reused by other persons. The thesis describes one shorter and one longer ethnographic study about information and knowledge sharing in two different settings. The studies have shown that what actions people take when they search for information and knowledge depends on the problem itself, and on the situation in which the problem occurs. The results from the studies indicate that supporting people in knowing about others’ activities and availability would be more important when supporting knowledge sharing, than a specific knowledge system with the purpose of storing information to be reused as knowledge. This awareness can be supported in a number of different ways, some based on social activities, and some based on technical solutions. Social activities involve supporting the development of social networks, communities of practice, and other kinds of social activities that facilitate for people to get to know each other and get an opportunity to talk to each other. There exists many technologies that can support people’s knowledge about others’ activities and availability. Awareness systems focus on collecting and presenting information about, for example, where a person is located and how busy a person is. Some awareness systems collect such information automatically using, for example, sensor technology or electronic calendars, while others require the user to enter the information by him- or herself. It is more difficult to get the second kind of systems to work in practice because it requires that the time a user spends on supporting the system is also returning a benefit in the end. Ordinary information systems may also contribute to supporting people’s knowledge about others’ activities and availability, but they need to be structured and searchable in a way that fulfils this purpose. Also, there usually exist more than one documentation repository in an organization among which some may be structured and some not. Based on the studies that have been conducted a number of prototypes supporting knowledge sharing have been developed and evaluated. The technologies focused on are notification systems including mobile solutions to communicate with others, awareness systems focusing on activities and availability, and information management to make already existing written documentation structured and searchable. These prototypes have been evaluated using video recorded scenarios, based on the studies conducted, and focus groups in a medium sized consultancy organization. The results from the evaluation show that the suggested prototypes in the large fulfil the purpose of supporting knowledge sharing in an organization. Based on the three field studies conducted within the work of this thesis, a framework for supporting knowledge sharing through computer support is suggested. Managing microfinance institutions : linking performance with service and capital portfolios

It has been commonly acknowledged that in order to reach the target clienteles with loans at attractive terms and conditions, an appropriate technology for delivering financial services must be developed. Next to this, current developments in microfinance industry encourage MFIs to offer wide-ranging services within a multiservice portfolio including microsavings, microinsurance, remittances, mobile banking etc. One of the main pillars of this trend has become MFIs increasing interest in the expansion into the savings market to reach more poor clients as well as to lower costs by attracting presumably cheaper deposits. Joint services are tailored to better meet needs of the poor and aim at building sustainable financial systems and establishing closer and long-term relationship with clients. Furthermore, the rapid evolution of microfinance has generated another essential and closely related trend: commercialization. The focus of this dissertation is on three emerging issues associated with the development of microfinance sector: incentive mechanisms to address contract enforcement and screening problems, performance of MFIs though the lenses of combined microfinance services (credit plus savings), and performance of MFIs though the lenses of capital structure. The essays in the dissertation vary in research methodology: one essay is theoretical and two are empirical. Moreover, the data come from diverse microfinance units: Microfinance Information Exchange (MIX) online database and Microfinance Centre for Central & Eastern Europe and the New Independent States (MFC). As far as methods are concerned the empirical essays use less frequently applied methodologies in microfinance studies: seemingly unrelated regression (SUR) and propensity score matching (PSM).

Many problems involving decision making withimperfect information can be modeled as extensive games. Onefamily of state-of-the-art algorithms for computing optimal playin such games is Counterfactual Regret Minimization (CFR).The purpose of this paper is to explore the viability of CFRalgorithms on the board game Stratego. We compare differentalgorithms within the family and evaluate the heuristic method“imperfect recall” for game abstraction. Our experiments showthat the Monte-Carlo variant External CFR and use of gametree pruning greatly reduce training time. Further, we show thatimperfect recall can reduce the memory requirements with only aminor drop in player performance. These results show that CFRis suitable for strategic decision making. However, solutions tothe long computation time in high complexity games need to beexplored. / Många beslutsproblem med dold informationkan modelleras som spel på omfattande form. En familj avledande algoritmer för att beräkna optimal strategi i sådana spelär Counterfactual Regret Minimization (CFR). Syftet med dennarapport är att undersöka effektiviteten för CFR-algoritmer ibrädspelet Stratego. Narrative to Action in the Creation and Performance of Music with Data-driven Instruments

The seven compositions that comprise this dissertation are represented by the following files: text file (pdf), seven video performances (mp4), and corresponding zipped files of custom software and affiliated files (various file types). / This Digital Portfolio Dissertation centers on a collection of seven digital videos of performances of original electroacoustic compositions that feature data-driven instruments. The dissertation also includes a copy of the original software and affiliated files used in performing the portfolio of music, and a text document that analyzes and describes the following for each of the seven compositions: (1) the design and implementation of each of the seven complete data-driven instruments; (2) the musical challenges and opportunities provided by data-driven instruments; (3) the performance techniques employed; (4) the compositional structure; (5) the sound synthesis techniques used, and (6) the data-mapping strategies used. The seven compositions demonstrate a variety of electroacoustic and performance techniques and employ a range of interface devices as front-ends to the data-driven instruments. The seven interfaces that I chose to use for my compositions include the Wacom Tablet, the Leap Motion device for hand and finger detection, the Blue Air infrared sensor device for distance measurements, the Nintendo Wii Remote wireless game controller, the Gametrak three-dimensional, position tracking system, the eMotion™ Wireless Sensor System, and a custom sensor-based interface that I designed and fabricated. The title of this dissertation derives from the extra-musical impulses that drove the creative impulses of the seven original electroacoustic compositions for data-driven instruments. Of the seven compositions, six of the pieces have connections to literature. Despite the fact there is a literary sheen to these musical works, the primary impulses of these compositions arise from the notion of absolute music – music for music’s sake, music that is focused on sound and the emotional and intellectual stimulus such sound can produce when humans experience it. Thus, I simultaneously work both sides of the musical street with my compositions containing both extra-musical and absolute musical substance.

The purpose of this project was to create a requirement repository using a methodology, which is being developed in the department of Information Systems of Kaunas University of Technology. The implementation would raise the methodology to the higher level enabling its use in practice. Using the implementation one could either prove or disprove the main idea behind the methodology - the simplification of the stakeholder-analyst dialogue during the IS requirements specification. For that, the experiment was conducted. The purpose of the experiment was to specify requirements for the real-world IS using implemented requirement repository, and compare the results to other similar software.

O presente estudo buscou conhecer a opinião dos estudantes a respeito da importância da atividade de lição de casa, investigar o relato de hábitos e uso de estratégias de aprendizagem na realização da atividade em questão por alunos do ensino fundamental, e verificar também se há relações entre o relato de hábitos e o uso de estratégias com o desempenho escolar dos discentes, o gênero e o ano escolar. Fizeram parte da pesquisa 280 estudantes dos seguintes anos: 3º, 5º, 7º e 9º do ensino fundamental, de duas escolas públicas do município de Piracicaba - SP. Os dados foram coletados por meio de uma questão aberta, na qual os alunos responderam sobre a importância da lição de casa e da aplicação da Escala de Avaliação de Hábitos e Estratégias Relativos à Realização da Lição de Casa. Para averiguar o rendimento escolar dos participantes, foram consultados o boletim de notas dos estudantes referente ao ano da coleta. Foi feita uma análise categorial para as respostas à questão aberta e sua descrição em percentagem. Os dados provenientes da escala foram estudados por meio de estatística descritiva e inferencial. Os resultados revelaram que a maioria dos alunos acreditam na importância da lição de casa. Encontrou-se correlação positiva entre o relato de hábitos e o uso de estratégias para a aprendizagem na realização da lição de casa e o desempenho escolar. No entanto, hábitos e estratégias favorecedores da aprendizagem não aumentaram necessariamente com o avançar dos anos escolares. As meninas revelaram utilizar com mais frequência do que os meninos hábitos e estratégias que favorecem a aprendizagem, durante a realização da lição de casa. Além disso, o sexo masculino relatou, com maior frequência, ter hábitos e fazer uso de estratégias que não são benéficas à aprendizagem. Os dados apontam a importância de se prescrever a atividade de lição de casa como uma ferramenta que pode contribuir para melhora do desempenho escolar dos alunos. / Abstract: Research on the practice of homework discloses that this activity may be favorable to stimulate habits and use of strategies beneficial to extra school studies, as well as, assist in improving the academic performance of student. The present study it searched to know the opinion of the students, regarding the importance of homework activity, investigate reports of habits and use of learning strategies, in the accomplishment the activity in question, for elementary students, and, also check for relationships between reporting habits and use of strategies with the academic performance of students, gender and school year. The participants of the search were 280 students be approximately 70 of each of the following year: 3º, 5º, 7º e 9º elementary school, from two public schools in the city of Piracicaba -SP. The data were collected through an open question, in which students had answered on the importance of homework, and the application of the Rating Scale Habits and Strategies Relating to the Achievement of Homework. To assess the participants' school performance, were consulted bulletin student grades and test results of Saresp, both, referring to the year of collection. A categorial analysis for the answers to the open question and its description in percentage was made. The data proceeding from the scale had been studied by means of descriptive and inferencial statistics. The results had disclosed that majority of the students believe in the importance of homework. A positive correlation was found between reporting habits and use of strategies for learning in the realization of homework and school performance. However, habits and strategies that favor the learning had not increased necessarily with advancing of the school years. The girls had disclosed to use with more frequency than the boys, habits and strategies that favor the learning, during the accomplishment of the homework. In addition, males reported more frequently have habits and use of strategies that are not beneficial to the learning.
