A model for the Adoption and Implementation of Web-based Government services and applications. A Study Based in Grounded Theory Validated by Structural Equation Modelling Analysis in a Jordanian Context.

Among the many promises of the revolution in the information and communication technologies (ICT), particularly the Internet, continues to be its potential to significantly transform governments around the world. This transformation is referred to as e-government or web-based government, often used interchangeably in most of the IS literature. Despite these however, the level of adoption and use of such innovation is still low and does not meet expectations in developing countries in general and Jordan in particular. Yet, existing research on the adoption and implementation of e-government in developing countries is still lacking explanatory power for the following reasons: 1) focusing either on the supply-side, or on the demand-side separately to study the adoption and implementation of e-government, and therefore there is no enough research on the integration between them as a single phenomenon, and 2) focusing on the results of previous research, and therefore not to develop theories fit the new context to be investigated to understand the relationship between the IT implementation and social structures in the same context. This research aims to fill these gaps through the use of a holistic approach to enable in-depth understanding and gain valuable insights on the adoption and implementation of e-government from multiple perspectives, and in the real context of a developing country, namely Jordan. This would reduce the gap between government strategies and policies related to implementation of e-government services and applications on the one hand, and perceptions of citizens on the other hand, allowing a better understanding of the needs of citizens and the priorities that must be taken into account by governments in order to ensure the success of such projects on a large scale. Through two phases, this research proposes and empirically tests an integrated model of the determinants of adoption and implementation of e-government services and applications in Jordan. The first phase employs a grounded theory methodology for the development of the research model, as well as the survey instruments necessary to test the model. The second phase employs a survey questionnaire to test the research model using multivariate and SEM with the results demonstrating support for the proposed model. The empirical results indicate that perceived ease of use, perceived usefulness, and the security of e-government systems are no longer among the main determinants that affect the decision to adopt and implement e-government services and applications in this particular context. This confirms that the prevailing models and theories on the adoption of IT do not apply equally to the context of developing countries such as Jordan, and thus do not explain and predict behaviour toward the adoption and implementation of e-government services and applications in the same context. There is a direct and positive relationship between citizen involvement in the change process towards e-government and the decision to adopt and implement e-government services and applications. There is also a strong positive relationship between the decision to adopt and implement e-government services and applications and the decision to use such services and applications within the same context. Unexpectedly, the prevailing sociocultural determinants indicate a direct and positive relationship with the decision to adopt and implement e-government services and applications in the same context. Also, the results indicate direct and negative relationships between citizen trust and website design issues with the decision to adopt and implement e-government services and applications. Finally, the research concludes by highlighting the theoretical and practical implications, limitations and future directions.

Работа посвящена изучению иностранных ИТ-компаний на международную политику и экономику России в сфере информационных технологий, в условиях санкций и недружественных действий со стороны западных стран. Материал исследования составили сайты, в которых опубликовано статистики и аналитические статьи, интервью руководителей компаний, нормативно-правовые акты. В первой главе рассматриваются транснациональные корпорации и их влияние на политику в целом. Во второй главе описывается локализация баз персональных данных пользователей, рассматриваются проекты использования биометрии граждан на российском рынке. Третья глава является практической. В ней проводится сравнительный анализ продуктов ИТ-компаний в условиях санкций. В приложении приводится корпус проанализированных названий в виде глоссария. В ходе исследования в данной магистерской работе были проанализированы самые популярные зарубежные ИТ-компании и их продукты, а также их деятельность в условиях санкций и блокировок. Было выявлено, что самую влиятельную и объёмную группу составили транснациональные корпорации, которые охватывают все мировые, экономические рынки. Взаимодействие иностранных ИТ - компаний в российской политике. Развитие передовых технологий как нейросети, для которых осуществляется сбор персональных и биометрических данных. Также в данном исследовании наглядно видно, что эскалация отрицательной геополитики вредит всем, потому что аудитория теряет востребованные ИТ - продукты, а владельцы ИТ - продуктов теряют прибыль. Исследование данной тематики в очередной раз доказывает, насколько необходимо импортозамещение в ИТ - сфере в России, показывает потребность создавать и развивать ИТ - компании независимо от наших западных «партнёров». / The work is devoted to the study of foreign IT companies on the international politics and economy of Russia in the field of information technology, in the face of sanctions and hostile actions from Western countries. The material of the study was made up of sites that published statistics and analytical articles, interviews with company executives, and legal acts. The first chapter deals with transnational corporations and their influence on politics in general. The second chapter describes the localization of user personal data bases, discusses projects for the use of citizens' biometrics in the Russian market. The third chapter is practical. It provides a comparative analysis of the products of IT companies under sanctions. The appendix contains a corpus of analyzed titles in the form of a glossary. In the course of research in this master's work, the most popular foreign IT companies and their products, as well as their activities in the face of sanctions and blocking, were analyzed. It was revealed that the most influential and voluminous group was made up of transnational corporations, which cover all world economic markets. Interaction of foreign IT companies in Russian politics. Development of advanced technologies as neural networks for which personal and biometric data is collected. Also in this study, it is clearly seen that the escalation of negative geopolitics harms everyone, because the audience is losing demanded IT products, and the owners of IT products are losing profits. The study of this topic once again proves how necessary import substitution is in the IT sphere in Russia, shows the need to create and develop IT companies regardless of our Western "partners".

A Arquitetura Orientada a Serviço SOA (Service Oriented Architecture) firmou-se como paradigma de desenvolvimento de sistemas de tecnologia da informação e comunicação TIC, pelas suas características que proporcionam flexibilidade, agilidade, reuso e escalabilidade. Porém, para que uma aplicação SOA seja bem-sucedida é imperativo que seja embasada por uma governança eficaz. Como desenvolver e manter esta governança atualizada em um ambiente com rápidas e imprevisíveis mudanças é um grande desafio. Este trabalho tem como objetivo apresentar uma metodologia para que uma organização com infra-estrutura modesta de TI possa manter esta governança SOA (governança de sistemas baseados na Arquitetura Orientada a Serviço), utilizando as capacidades dinâmicas constituídas por habilidades e rotinas peculiares da organização. A contribuição do trabalho reside na ligação, praticamente inexistente, das linhas de pesquisa de governança SOA e de capacidades dinâmicas. Para isto, o trabalho identifica o que precisa ser feito (framework), quem são os responsáveis pelo desenvolvimento e manutenção (atores) e como atuar na governança SOA (plataforma). O desenvolvimento foi embasado por uma extensa pesquisa dos conceitos envolvidos, seguido pela inferência das capacidades dinâmicas necessárias para a governança SOA e, finalmente, a implementação de uma plataforma que permite ao analista de processos mudar a governança SOA de forma interativa. O trabalho teve como resultados a elaboração de uma metodologia e um sistema de manutenção da governança operacional de sistemas baseados em SOA. A metodologia compreende os requisitos e a forma de análise das mudanças dos elementos que compõem a governança SOA. O sistema é constituído por um framework e uma plataforma de implantação ágil e eficaz, para aplicar capacidades dinâmicas na governança SOA. / SOA Service Oriented Architecture has been established as the paradigm for IT Information Technology systems development, due to its features that promotes flexibility, agility, reuse and scalability. However, an SOA application to be successful must be supported by effective governance. How to develop and maintain this governance up to date in a fast and unpredictable environment is a great challenge. This work aims to present a methodology that allows a modest IT infrastructure to be able to cope with SOA governance, using dynamic capabilities (particular abilities and routines of an organization). The contribution of this work is the link (practically inexistent) between lines of research in SOA governance and dynamic capabilities. To accomplish this purpose, this work sought to what must be done (framework), who is the responsible for the development and maintenance (owner), and how to perform the SOA governance (platform). The development has been founded by an extensive research of involved concepts, inference of required dynamic capabilities to maintain the SOA governance and the development of a platform that allows a process analyst to change SOA governance interactively. The results were a methodology and a maintenance system of SOA operational governance. The methodology comprises the requirements and changes in the analysis procedure of the elements of the SOA governance. The system is composed of an agile and effective implementation framework and platform that enable how to apply dynamic capabilities into the SOA governance. The Introduction presents examples of practical application (motivation), the goal, the justification, and the scope. Chapter 2 presents an extensive literature review about SOA, SOA governance, and dynamic capabilities, from both academic and commercial literature. Chapter 3 presents the methodology and a brief history of the development. Chapter 4 presents the development of the proposed system. Chapter 5 discusses some topics related to the proposition. [pt] Este trabalho propõe um modelo de gestão universitária sob a ótica da sustentabilidade de Instituições de Ensino Superior (IES), baseado em quatro pilares: Excelência em Ensino e Pesquisa, Gestão Financeira, Responsabilidade Social e Responsabilidade Ambiental, apoiados por Tecnologia da Informação. Inicialmente o modelo proposto foi validado e aplicado ao caso da PUC-Rio, com o foco na Gestão Universitária. Posteriormente um questionário foi aplicado em onze IES da América Latina e Europa para avaliar o grau de desenvolvimento destas instituições face aos quatro pilares do modelo de sustentabilidade proposto. A partir deste questionário foi possível identificaras melhores práticas de sustentabilidade em IES e confrontá-las com os resultados da PUC-Rio. / [en] This work proposes a model of university management from the perspective of sustainability, based on four pillars: Excellence in Education and Research, Financial Management, Social Responsibility and Environmental Responsibility, supported by information technology. Initially the model was validated and applied to the case study of PUC-Rio, with focus on University Management. Subsequently, a questionnaire was administered in eleven Latin American and European Universities to assess the degree of development of these institutions, based on the four pillars of sustainability proposed by the model. With the results of this survey, it was possible to identify some of the best practices of sustainability in those Universities and confront them with the results of PUC-Rio.

A Client-Vendor Relationship Perspective of Cultural Differences on Cross-Border Information Technology Outsourcing

Cross-border information technology (IT) outsourcing continues to rise due to the demand for business process outsourcing. Issues such as miscommunication and management problems have emerged because of cross-cultural disparities between clients and vendors across national borders. The theoretical framework of this study was based on the organizational culture model studies of Meek, Spradley, Smith, and Draft for examining and understanding complex organizational practices. The purpose of this mixed-methods explanatory sequential case study was to qualitatively identify and quantitatively determine the management approaches that are effective in managing cross-cultural differences and the constitution of the elements of global adjustment, motivation, mindset, and communication patterns involving outsourcing business leaders in the United States. Ten IT leaders participated in-depth face-to-face interviews, while 120 IT outsourced service providers from the United Kingdom, Canada, Singapore, and India completed the survey. Pearson's correlation analysis was performed on quantitative survey data. Qualitative data from interviews were organized, coded, and the results generated 6 themes. The themes included no management issues in the current processes, a lack of formal management approaches to resolve cross-cultural issues, an intent to provide a strong management partnership platform, and a positive relationship between approaches. Quantitative results showed that formal management approaches positively correlated with global adjustment, motivation, mindset, and communication pattern. Results could be socially significant to IT business leaders, as these results will equip them with knowledge of effective practices and management approaches to address cultural diversity issues, programs, and policies in the industry.

Förstudiens betydelse : Granskning av ett stagnerat IT/IS-projekt på ett tillverkande företag

Vårt examensarbete har genomförts på företaget Electrolux Laundry Systems (ELS) logistikavdelning, Logistics Center Ljungby (LCL).  Under det senaste året har företaget haft motgångar vid ett IT/IS-projekt inom sin logistikavdelning (LCL). Uppsatsen har således syftat till att beskriva och analysera varför IT/IS-projektet har avstannat, och ej nått implementering. För att uppnå syftet har vi utgått från en, i stort sett, kvalitativ ansats där primärdata har insamlats genom metoder såsom intervjuer och deltagande observationer medan sekundärdata inhämtats i form av dokumentundersökningar och offentliga dokument.   Resultatet av studien har utgjorts av deltagande observationer på fallföretagets logistikavdelning, LCL, samt intervjuer med olika verksamhetsnivåer. Detta har påvisat bristande kommunikation och direktiv samt fallföretagets brister i förstudiens utförande vad gäller förankring av projektet, planering av tid, resurser och kostnader samt formulering av krav. Slutsatser vi kunnat dra av detta är att en fungerande kommunikation mellan olika verksamhetsnivåer samt en noggrant utförd förstudie är essentiella element för att ge ett projekt rätt förutsättningar. / Our thesis has been performed in the company of Electrolux Laundry Systems (ELS) logistics department, Logistics Center Ljungby (LCL). Over the past year, the company has met setbacks during an IT/IS-project in the logistics department (LCL). The essay is thus aimed to describe and analyze why the IT/IS-project have stagnated. To achieve the purpose of the study we have applied a mainly qualitative approach in which the primary data is collected through methods such as interviews and participant observations while the secondary data is obtained by means of litterature and public documents.   The study’s result consisted of participant observation at LCL, and interviews with co-workers at various levels in the organization. These have shown a lack of communication between employees at different levels in the company. Moreover, the result proved the company's shortcomings in designing the pilot study, e.g. deeply root the project, planning time, resources, costs and specify requirements. Our conclusions from this study are that effective communication between different levels of employees, and an accurately performed pilot study, are essential elements to give a project the right conditions.
