Diplomová práce je zaměřena na problematiku přeshraniční spolupráce, která je v Evropské unii stále velmi aktuální. Popisná část práce osvětluje její souvislost s regionální politikou, ze které přeshraniční spolupráce vychází. Věnuje se také ostatním iniciativám Společenství v EU a detailně popisuje iniciativu INTERREG IIIA. České republice se v oblasti přeshraniční spolupráce otevřely nové obzory a možnosti právě se vstupem do EU. Cílem práce je demonstrace těchto nových možností na konkrétním způsobu podpory prostřednictvím programu Iniciativy Společenství INTERREG IIIA v Euroregionu Nisa. Euroregion Nisa se nachází v příhraniční oblasti na severu republiky, sousedí s Německem a Polskem, a proto úzce spolupracuje s přilehlými regiony právě těchto dvou zemí. Předmětem analýzy jsou projekty vycházející z programu Iniciativy Společenství INTERREG IIIA ČR ? Svobodný stát Sasko a ČR ? Polsko.

Diplomová práce analyzuje průběh a výsledky přeshraniční spolupráce České republiky a Polska.Vychází ze studia strategických dokumentů pro čerpání finančních prostředků ze strukturálních fondů, zejména z ERDF.V první části je uvedeno srovnání českých a polských projektů v rámci Phare CBC a Iniciativy Interreg IIIA,následně jsou zmíněny změny spojené s přeměnou Iniciativy na Cíl 3.Další kapitola je věnována analýze Euroregionu Glacensis.Poslední část uvádí příklad projektu realizovaného v podporované oblasti.

Iniciatíva Spoločenstva Interreg IIIA sa zameriava na podporu cezhraničnej spolupráce krajín zúčastnených na konkrétnom programe. Program susedstva Maďarsko-Slovensko-Ukrajina /2004-2006/ predstavuje nástroj podpory maďarsko-slovensko-ukrajinského pohraničia, v rámci ktorého sú realizované konkrétne projekty na podporu a riešenie špecifických problémov. Program je špecifický, pretože je kombináciou programu v rámci Iniciatívy Interreg, ktorá je určená členským krajinám EÚ (Maďarsko, Slovensko) a programu TACIS, ktorý je určený kandidátskym krajinám (Ukrajina). Moja diplomová práca je zameraná na charakteristiku PS HU-SK-UA, charakteristiku a analýzu programového územia, orgány zodpovedné za program, implementačnú a finančnú stránku programu, typy projektov, ktoré boli doručené a schválené v rámci programu, celkové vyhodnotenie programu a na záver je to analýza a vyhodnotenie konkrétneho projektu v rámci PS.

RadioEurodistrict (RED) - History of the First French-German online radio (2004)

This paper has considered the history of the Radioeurodistrict (RED) which led to the difficulty of defining the concepts of Eurodistricts and Euroregions. A literature review was undertaken initially, and further information provided by a semi-structured interview with the general secretary of the Strasbourg-Ortenau Eurodistrict (the focus area). In order to understand the objectives to create a Eurodistrict the history of an established Eurégio (Germany-Netherlands) was examined as well as a Euroregion of the Centre-east of Europe (Poland-Czech Republic). The consideration of the history of war and conflict in these European regions further facilitated the understanding of the motivations which are shown to have changed over time. Since the main focus of this paper is the SOE, the motivations to form this Eurodistrict and its specific projects were described. By considering the functioning and administration of these regions, their complexity was examined. The SOE as an EGTC was addressed in relation to the finance and the administration and the role of INTERREG was discussed. The interview greatly enhanced the understanding of the functioning of the SOE. Reasons for the failure of RED radio were surmised and failure of the Eurodistricts examined. Some evidence of failure was provided by newspaper articles from as recent as this year as well as the interviewee who spoke of some of her difficulties. In order to improve future study, weaknesses in the questions asked are addressed and further research ideas put forward.

<p>Abstract</p><p>The aim of this thesis is to examine Interreg as an instrument for regional policy in the European Union. Interreg is an initiative designed to strengthen economic and social cohesion throughout the European Union by fostering balanced development through cross-border, transnational and interregional cooperation. But how does it work in practise? Three main questions are asked to answer this:</p><p>How well does the implementation in the programmes work?</p><p>How does the programme management look and how well does it work?</p><p>What degree of efficiency does Interreg show in financial and physical effectiveness?</p><p>With evaluation and implementation as theories the questions are answered together with a qualitative method. The conclusions that can be drawn is that Interreg strengthen European unions economic and social cohesion in form of integration and regional development that in many ways make it easier to travel and trade over the borders. One other conclusion is that the identification between the member states grows and the borders will more and more erase. Interreg does not lead to a more balanced development in European Union because of the programmes regional structure. Some obstacles do remain and the problem with finding common structures for cooperation between states must develop for further progress.</p>

Interpretations and applications of the EU objective of Territorial Cohesion: An analysis of EU Cohesion Policy Programmes 2014-2020

“Territorial Cohesion” has been a topic of intense debate within the EU Policy lexicon. This has been partly because it’s still in cycles of interpretations and is in a quest for an acceptable and a discreet operational framework. However, parallel to ongoing discourses, Cohesion Policy for the period 2014-20 has been rolled out. The thesis is an attempt to examine and suggest, as to what extent, the current architecture of Cohesion Policy is contributing to achieve “Territorial Cohesion”, a Treaty objective, in its programmes, particularly the transnational programmes under the European Territorial Co-operation objective. “Territorial Cohesion” has been analyzed in specific Cohesion Policy regulations, programmes and validated by stakeholder inputs. A suitable theoretical outline, i.e. “conformance” and “performance” framework and a qualitative research approach have been employed to arrive at the conclusions. Cohesion Policy in its current cycle is focused on delivering Europe 2020 strategy’s priorities of “smart, sustainable and inclusive growth”. The articulation of “Territorial Cohesion” objectives therefore is inadequately done in the scope and theme as well as in “programming” of Cohesion Policy. Interventions are proposed in its architecture to finesse Cohesion Policy-Territorial Cohesion interface, key to meeting Cohesion Policy goals.

European integration at the outer border of the EU? : An analysis of transnational learning and processes of Europeanization through transnational cooperation projects in the Interreg ADRION programme in the Western Balkans

Negotiations between the EU and the candidate countries in the Western Balkans have been dragging on for almost two decades. Until an official decision has been made on who can join the EU and when, actors at different levels have been working together within various programmes with the aim of advancing content-related harmonisation and fulfilling requirements for accession. In one of these programmes, Interreg ADRION, transnational cooperation plays an important supporting role for the possibility of Western Balkan countries to learn the practices and rules within EU projects. This thesis deals with the experiences of the project participants within this programme. Furthermore, the experiences are examined in terms of possible learning effects as well as the potential impact of Europeanization within the institutions and organisations of the programme members.

Cette étude prétend analyser et apporter une meilleure connaissance du processus de coopération territoriale dans deux régions contigües de la frontière luso-espagnole, la Beira Interior Norte et la Province de Salamanque (BIN/SAL), pour in fine mesurer l’impact réel du programme communautaire INTERREG - A pour le développement socio-économique et territorial et la redynamisation de ces régions. La cohésion de l’Espace Européen constitue un leitmotiv impliquant différentes actions pour le rattrapage du retard accumulé de quelques régions frontalières. L’appréhension d’un territoire transfrontalier et la valorisation de ses caractéristiques communes, supposent une connaissance des ressources, une réduction de l’effet-barrière et une coopération des plus accrues. Nous verrons dans quelle mesure et jusqu’à quelle limite, la BIN/SAL s’insère dans cette problématique transfrontalière. Le PIC INTERREG sera analysé à travers les projets et financements développés au long des différentes périodes de programmation. Les deux régions, qui présentent un fort caractère périphérique, seront mises en avant par le biais d’un schéma analytique multidisciplinaire et multiscalaire. Il s’agira somme toute, de confronter les apports de la coopération territoriale à la cohésion des deux régions, et d’identifier les obstacles récurrents qui entretiennent ces territoires dans une déréliction pérenne et alarmante, pour finalement proposer quelques hypothèses de développement. / The aim of this study is to analyse the territorial cooperation process in two contiguous regions of the luso-spanish border, Beira Interior Norte and the Province of Salamanca (BIN/SAL), and to measure in fine the INTERREG - A community program’s real impact on the socioeconomic and territorial development of these regions. The cohesion of the European space constitutes a leitmotiv involving different actions that aim at the reduction of the gap between border regions. The awareness of a cross-border territory and the appreciation of its common characteristics imply knowledge on the available resources, reduction of the barrier-effect and better cooperation. In this study, we will see to what extent, the BIN/SAL region fits into this cross-border problem. In this study, the different stages of the CIP INTERREG - A are analysed. Both regions, present a strong peripheral character and will be studied according to a multidisciplinary and multiscalar analytical plan. Lastly, the contributions of the territorial cooperation for cohesion between both regions will be discussed, as well the identification of recurring obstacles responsible for territorial long-lasting and alarming dereliction, in order to propose some hypotheses of development.
