The presented thesis is analyzing the cross-border co-operation between three units, the Czech-Polish-Slovak Euroregion Beskydy, the Czech-Slovak Bílé-Biele Karpaty and the Czech-Polish Euroregion Silesia. The object of the work is to point out the concrete factors influencing the collaboration in these Euroregions in 2004-2006 period. From the beginning of this date caught the countries, on whose territory particular structures are situated, as the lawful Member States of the European Union draw the financial aid from the Community Initiative INTERREG. An important part of this Initiative, INTERREG IIIA Programme, was in the Multiannual Financial Framework concerned designated to the support of the cross- border co-operation. The criteria are built on the base of the Theory of learning regions, according which the collaboration in cross-border structures is analysed: a milieu, from which the co-operation arised, a participation of the other subjects on the activities of the Euroregion and main areas of the co-operation and knowledge imparted. The priorities specified at the beggining of the partnership are envisaged with the intern setting of the Euroregion and with the projects truly realized in the period defined.

Comment évoluent les frontières intérieures de l'Union européenne dans le contexte d'une intégration européenne toujours croissante ? Cette recherche porte sur la nature spatiale des frontières, au moment où celle-ci se transforme tant en termes de discontinuité que d'effet de barrière. Le terrain d'étude est la frontière franco-belge, du littoral jusqu'à Lille. L'évolution des relations frontalières spontanées entre populations repose en grande partie sur l'analyse de la nuptialité mixte depuis les dernières décennies, à l'échelle locale et à l'échelle nationale. Il en ressort une diffusion de la fréquentation des Belges et des Français dans l'ensemble du territoire national, mais peu de changement dans la zone frontalière. En d'autres termes, les effets de la frontière se diffusent à l'échelle nationale. Et paradoxalement, il y a moins de relations de proximité entre Flamands de France et de Belgique, ce qui s'explique notamment par la divergence linguistique croissante entre les deux côtés de la ligne. Les transformations qui affectent les frontières sont également institutionnelles, avec le redéploiement des douaniers et la mise en place des coopérations transfrontalière et transnationale. Ces transformations traduisent elles aussi un changement d'échelle : c'est de plus en plus l'échelle transnationale voire européenne qui se révèle être la plus pertinente pour comprendre et gérer ce qui se passe aux frontières.

Sur la base des expériences de deux espaces transfrontaliers, le Rhin Supérieur (Allemagne-France-Suisse) et l'Eurorégion Méditerranéenne (Espagne-France), nous émettons l'hypothèse centrale que la coopération transfrontalière fonctionne, ou donne l'apparence de fonctionner, en raison de sa fragilité. Notre étude s'attache à démontrer que cette vulnérabilité des acteurs et des politiques dans le champ transfrontalier européen conditionne et entretient la coopération transfrontalière, caractérisée par trois traits principaux : d'abord, la coopération transfrontalière est une politique publique singulière, car elle suppose une invention territoriale qui pâtit toujours de crédibilité ; ensuite, la coopération transfrontalière est marquée par des politiques communautaires originales d'investissement multisectorielles, mais marginales (INTERREG) ; enfin, le cycle transfrontalier actuel se manifeste par des politiques de basse intensité, conduites par des réseaux d'acteurs dominés.

Abstract The aim of this thesis is to examine Interreg as an instrument for regional policy in the European Union. Interreg is an initiative designed to strengthen economic and social cohesion throughout the European Union by fostering balanced development through cross-border, transnational and interregional cooperation. But how does it work in practise? Three main questions are asked to answer this: How well does the implementation in the programmes work? How does the programme management look and how well does it work? What degree of efficiency does Interreg show in financial and physical effectiveness? With evaluation and implementation as theories the questions are answered together with a qualitative method. The conclusions that can be drawn is that Interreg strengthen European unions economic and social cohesion in form of integration and regional development that in many ways make it easier to travel and trade over the borders. One other conclusion is that the identification between the member states grows and the borders will more and more erase. Interreg does not lead to a more balanced development in European Union because of the programmes regional structure. Some obstacles do remain and the problem with finding common structures for cooperation between states must develop for further progress.

European Innovation Policy through the European Regional Development Fund : A case study of East-NetherlandsDam, Ewout January 2017 (has links)
In this study is analysed how the ERDF (European Regional Development Funding) in East-Netherlands approaches innovation and how this approach is shaped and complemented byEuropean, national and regional policy. This is done by analysing how the targeted interventionapproach and the institutional approach are used in the ERDF and adjacent policies. The twoapproaches are both based on a different argument on how innovation policy makes an impact.By doing this the study contributes to the analysis of European policy and it empirically appliesconcepts used in theory on innovation and regional economic development. This gives policy makersinput for the development of innovation policy and especially for the development of Europeanpolicy post 2020. For academia this study shows theoretical gaps in the concepts applied andprovides suggestions for further research on these concepts. The study concludes that ERDF fundingin East-Netherlands is strongly based on the targeted intervention approach. The use of thisapproach results from the governance structure under which ERDF is implemented. The EU 2020strategy has been influential in the final shape of the policy, while the national level has a lessimportant role. Innovation policy at the regional level complements the ERDF policy because it is alsobased on concepts from the targeted intervention approach. The institutional policy implemented atthe European and national level has weaker links with the ERDF programme.

This diploma thesis examines the participation of Czech regional actors in the transnational and interregional branches of the INTERREG program in 2007-2013, using organizational learning theory. It focuses on learning processes on individual, group, and organizational levels. To a smaller extent, it also examines dissemination of knowledge towards other actors on the local and European level. The aim of the thesis is to find out whether these learning processes take place on all the mentioned levels and also to uncover the main obstacles of these processes. The method of the research is a questionnaire survey combined with semi-structured interviews. The research reveals that both individual and group learning take place during the projects. The most common barriers are complications stemming from differing environments of the actors (different political, institutional, legal, or administrative environments). Organizational learning takes place as well, but to a smaller extent than learning on the preceding levels. The main problem is the preservation of tacit knowledge. The research also suggests that effective dissemination of knowledge towards other local actors takes place as well. However, the relevance of the final project outcomes for other EU actors appears to be rather low.

This diploma thesis deals with the topic of cross-border cooperation of the South Moravian Region. The theoretical part deals with the definition of terms such as region, regional economics, regional policy, and regional development. It also deals with the regional structure of the Czech Republic, NUTS regions or regional policy institutions. The last chapters of the theoretical part are devoted to the possibilities of financing development strategies and cross-border cooperation. The following is a part of the description of standard-specific research called Real estate market analysis in cross-border regions and the designation FAST-S-19-5899 based on which the topic of this work was selected. In the practical part, it characterizes the South Moravian Region and the village Mikulčice specifically described the selected project and its financing. The conclusion is a theoretical proposal of other financing options and an evaluation of the impact that the project has on the development of the region.

Cross-border cooperation (CBC) influenced the regional development of the border regions. CBC is very much supported by the European Union and its funding policy. Cooperation between border regions is considered as a key to the joined Europe. Since 1989 there is a special programme supporting CBC within the member states of EU. A new programme supporting cross-border cooperation between the member states and the candidates' countries "Phare CBC" was developed in 1993. This paper is focused on selected issues of cross border cooperation of Euroregion Šumava, Pilsner region and South Bohemian region. Euroregion Šumava was established in 1993. It is a voluntary association of cities, villages and other joined organizations intent on the cross border cooperation with similar association on Bavarian and Austrian site of border. These three associations established trilateral Euroregion Šumava{--}Bayericher Wald{--}Mühlviertel. Together they implement the principles of European regional policy. Cross border activities of Euroregion Šumava were analyzed on followed issues: 1. Euroregion budget and its development between 1998{--}2006 2. Projects supported by Small Projects Fund realized by Euroregion 3. Projects realized under the financial support of Small Projects Fund Phare CBC and Interreg IIIA (focusing on the projects´ holders, priority areas and districts) Pilsner and South Bohemian regions were established in 2001 as regional authorities. They provide national and regional service partly financed by their own resources (mainly tax income) and partly by grants received from central authorities. Together they constitute the cohesion region of NUTS 2 "Southwest". Pilsner and South Bohemian regions create joint regional development policy and strategic documents because of implementing Regional operational programme. So far CBC was not part of their common regional policy. Cross border activities are analysed on the projects realised under the Interreg IIIA programme, which was managed by the Secretary of Cohesion region. Special focus is put on the projects´ holders, priority areas and regional aspects. Results of analysis are summarized in graphs, tables and maps.
