It deals with the responsibilities of state and local entities in the management of federal policy and, from them, examines the contemporary format of the Brazilian federal system and their presence in public social policy management, specifically, the management of the Unified Social Assistance. It retakes the responsibilities of the state entity in the Unified Social Assistance and its commitments to the management improvement pact. It identifies difficulties for intrastate regionalization process. It features the regionalization of the state of São Paulo in contemporary times, after covering its historical movement for six decades. It highlights the prevalent forms of regionalization adopted by the various governments of the State of São Paulo. It analyzes the 26 regional administrative units of the State Department of Social Development from municipalities that adds in their areas of coverage. It analyzes the regionalization format of 26 Regional Directorate of Social Development Assistance (Drads) comparing it to the regional format of the Meso and Micro-regions of the Brazilian Institute of Geography and Statistics (IBGE). It applies the same comparative method with the regional format of Administrative Regions, Regions of government and metropolitan regions of São Paulo, from the results of similarity / discrepancy between the regional format of each Drads with forms of regionalization that coexists. Finally, the research focuses on nine regions, selected from the 26 Drads. The aim is to study the regions which represent best all regions in the State of São Paulo. In this way, it treats about the following regions: Alta Noroeste, Araraquara, Baixada Santista, Bauru, Barretos, Franca, Ribeirão Preto, Vale do Paraíba, Vale do Ribeira / Esta dissertação trata da regionalização intraestadual e do pacto federativo na gestão da política de assistência social. Ocupa-se das responsabilidades dos entes federados estadual e municipal na gestão dessa política e a partir deles, examina o formato contemporâneo do sistema federativo brasileiro e sua presença na gestão de políticas sociais públicas, em específico, na gestão do Sistema Único de Assistência Social (SUAS). Retoma as responsabilidades do ente estadual no SUAS e seus compromissos com o pacto de aprimoramento da gestão. Identifica dificuldades para o processo de regionalização intraestadual. Caracteriza a regionalização do estado de São Paulo na contemporaneidade, após percorrer seu movimento histórico por seis décadas. Destaca as formas prevalentes de regionalização adotadas pelos diversos Governos do Estado de São Paulo. Analisa as 26 unidades administrativas regionais de Secretaria Estadual de Desenvolvimento Social (Seds) a partir dos municípios que agregam em suas áreas de abrangência. The effect of peacekeeping operation on conflict intensity when taking into account foreign state sponsorship : A Discrete-Time Survival Analysis

The answer to if peacekeeping is successful or not is still debated. The focus has mostly been on internal characteristics of peacekeeping missions. While external factors, have been largely overlooked. This thesis aims to explore the effects external involvement in intrastate conflicts may have on the success of peacekeeping deployment. It poses the following research question: how does foreign state sponsorship to rebel groups affect the success of peacekeeping operations? The main argument made is that the causal mechanisms presented for why peacekeeping operations are effective, do not have an effect on the sponsors and their incentive to stop fighting. Hence, it is hypothesized that peacekeeping operations are less effective in decreasing the duration of intrastate armed conflict when rebel groups are sponsored by foreign states. The argument is tested using a discrete-time survival analysis and Cox proportional hazard models on all intrastate conflicts between 1970-2017, and foreign state sponsorship is treated as an interaction effect. The findings did not support the hypothesis but rather suggest that the presence of peacekeepers has a dominant positive conflict-intensity reducing effect. These results scratch the surface of what the effects external involvement may have on peacekeeping success and indicate that peacekeeping is successfully undermining sponsorship.

Stopping Destructive Arms Proliferation: How the Arms Trade Treaty can improve peace and security by introducing the first international regulations on transfers of conventional arms

This thesis explores how the newly adopted Arms Trade Treaty (ATT), the first internationaltreaty to regulate the trade in conventional arms, can address the issue of the illegal andirresponsible proliferation of small arms and lights weapons (SALW) and improve peace andsecurity. By far the most commonly used weapons in modern conflicts, SALW and theireffects mainly on intrastate conflicts, I argue, are the most important issues for the ATT toaddress. Being one of the prime sources of fuel for, and even cause of, the new trend ofincreasingly deadly and destructive intrastate conflicts today, controlling the largely illegaland internationally unregulated SALW market would be a crucial step to improving peaceand security.The thesis uses Security Dilemma theory to describe how arms and their proliferation posethreats to peace and security, while international law and regime theory is used to identifyhow legal action and structures of cooperation (regimes) can offer solutions to theseproblems. To determine to what extent the ATT can address these issues, the thesis uses acase study approach together with a content analysis of the ATT text to identify the relevantlegal provisions and how they can operate in the context of the theoretical framework.The findings of this study suggest that the most important aspect of the ATT is that itimposes prohibitions on any arms transfer that risks being used to commit acts of genocide,human rights abuses and other violations of international law, or that risk leading todiversion. These provisions could be used to stop the irresponsible kinds of arms transfersthat facilitate these crimes. The effects of the ATT are however largely dependent on the willof states, which will determine the effectiveness of the treaty. Nonetheless, as this thesisshows, the ATT provides tools and a legal platform that could, if utilized, have a substantialimpact on these issues.

With or Without a UN Mandate? : Exploring the Conflict Mitigating Abilities of Non-UN Peace Operations

Non-UN peace operations are becoming an increasingly important conflict mitigating tool. Whilst many studies find these operations unable to mitigate conflict and promote peace, the explanations for these findings mainly focus on material aspects like mission size and peacekeepers’ capability. In order to better understand the discrepancies between UN and non-UN peace operations’ success, this thesis argues that UN operations might be more efficient due to higher perceived legitimacy. In order to analyze whether the superior legitimacy of the UN explains their higher ability to mitigate conflict, this study analyzes whether non- UN peace operations authorized by the UN are more able to mitigate conflict than non-authorized peace operations. The argument is tested by applying an OLS regression to a data frame including all intrastate conflicts between 1993 and 2016 to study the covariation between conflict intensity and the presence of UN authorized and non-authorized peace operations. The results do not support the hypothesis that UN authorization increases non-UN peace operations’ conflict mitigating abilities. This suggests that material factors might better explain peace operations’ success or that UN authorization does not substantially increase the perceived legitimacy of non-UN peace operations.

This master's thesis deals with the potential impact of natural resources on intrastate conflicts in Sub-Saharan Africa. The major aim is to investigate the general validity of the resource curse theory and of Ross's hypothesis about selling booty futures in civil wars. The presumed negative influence of both theories is tested on the cases of recent intrastate conflicts in the region, namely in Angola, the Democratic Republic of Congo, the Republic of Congo, Liberia and Sierra Leone. However, the main contribution of the thesis is probably the analysis of another case, namely Botswana, which, unlike other countries, appears to be out of the generally valid standards of the resource curse theory, as the only one experiencing long-term positive economic growth. The partial aim of the thesis is also to analyze the Botswana's success in managing natural resources and then to suggest some possible recommendations for other states in the region. The thesis is written in the qualitative approach, particularly in the form of thorough work with academic literature. The research method is the Method of Difference by John Stuart Mill, in its revised form of the Most Similar Systems Design.
