The concept of inter-country adoptions was reintroduced into the South African legal sphere in The Minister of Social Welfare and Population Development v Fitzpatrick 2000 3 SA 422 (CC), where the constitutionality of section 18(4)(f) of the Child Care Act 74 of 1983, which prohibited inter-country adoptions, was successfully challenged. The decision evoked criticism from all around the world, some in favour of inter-country adoptions and others not. In considering this decision, one also has to keep in mind section 28(1)(b) of the Constitution of the Republic of South Africa, 1996 which affords every child the right to family care or parental care, or to appropriate alternative care when removed from the family environment. The aim of this paper is to investigate the inner workings of inter-country adoptions, which are regulated by the Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption of 1993 and, nationally, the Children’s Act 38 of 2005. Developing an integrated marketing communication framework for selected museums in South Africa / T.E. Mudzanani.

Responding to the need to fill the research gap in the area of museum integrated marketing communication, the study investigated the planned, unplanned, product and service messages of selected museums in South Africa. These selected museums were the Ditsong and Iziko clusters of museums in the Gauteng Province and the Western Cape Province respectively. The clusters were selected because they are the biggest clusters of museums in the country. In an attempt to fill the research gap, the goal of the study was to develop and present an integrated marketing communication framework for the selected museums. In order to realise the goal of the study, four objectives were set. Consistent with the first objective chapter 2 analysed the South African cultural tourism sector. In this regard, the literature review revealed that South Africa’s cultural product offering is multifaceted with arts, cultural villages, literature, battlefields, museums, heritage sites nd religion comprising the main tourist attractions. Moreover, the literature review revealed that the two clusters of museums offer diversified product portfolios. The second objective was achieved in chapter 3 by analysing integrated marketing communication by means of a literature review. The literature review revealed that IMC is a logical structure of developing communication strategies. An organisation should control (planned) or influence messages (unplanned, product, service) messages to ensure message consistency and maximum communication impact. In simple terms, an organisation should strive to match its brand promise made through planned messages with actual performance as reflected in its product, service, and unplanned messages. The third objective was to analyse empirically the planned, unplanned, product and service messages of the Ditsong and Iziko clusters of museums. The results of the empirical phase of the study were presented in chapter 4. Following a mixed methods research approach, the first component of the empirical phase involved in- depth interviews with the marketing managers of the museum clusters while the second component involved a survey of visitors to the clusters. The qualitative data was analysed by establishing themes which had emerged from the interviews with the marketing managers. The quantitative data was analysed using the SPSS programme. In order to establish the relationships between the variables, a factor analysis was conducted. In addition, T-tests and ANOVAs were also conducted. The factor analysis produced three factors namely, factor 1: Above-the-line media, factor 2: Internal and external marketing and factor 3: Marketing public relations. The t-test and ANOVAs revealed that the respondents across age, province of residence, visitor retention and educational level rate service messages the most highly of all the IMC messages. On the whole, the empirical study revealed that both the participants and the respondents share the same views on what should be done in terms of the planned, unplanned, service and product messages of museums to ensure message consistency and maximum communication impact. The structural equation modelling indicated the interrelatedness of the various messages as well as their influence on one another. The fourth objective was to develop and present an integrated marketing communication framework for the Ditsong and Iziko museum clusters. This objective was realised in chapter five. The framework was informed by both the literature review and the empirical study. As regards the literature review the framework differs from some other works on IMC in that an attempt was made to align the framework to IMC message typology in its entirety. With regard to the empirical study, the IMC programme phase of the framework incorporates the recommendations of the respondents. AFRIKAANS: Die navorsingsdoel van hierdie studie is om insig te verkry in die rol van handboeke in die instandhouding en legitimering van etniese magsverhoudinge, in die besonder deur middel van die bevestiging van kulturele stereotipes onderliggend aan die nie-geformuleerde, maar effektiewe verspreiding van norme, waardes en houdings. Gegrond op die aanname dat handboeke sosiale en politieke werklikhede weerspieël, ondersoek hierdie kwalitatiewe studie die voorstellingspraktyke in Nederlandse, Vlaamse en Afrikaanse taalhandboeke. 'n Kritiese diskoersanaliseontwerp, ondersteun deur 'n tematiese analise en fokusgroepbesprekings, word aangewend om die visuele materiaal in een handboekreeks van elk van die drie gemeenskappe te ondersoek. Ter aanvang word die drie Dietse tale se moontlike invloed op mekaar, ook ten opsigte van diversiteit, bespreek. Die teoretiese begronding is geanker in die veld van houding-, kultuur- en visuele studies. Die kennisbasis aangaande handboekvoorstellings in die onderskeie gemeenskappe word ontgin. Die bevindinge word as indikators van die fokusgroepbesprekings in die drie tersaaklike gemeenskappe, sowel as 'n tematiese analise van die visuele voorstellings in die handboeke aangebied. Daar is in die Nederlandse en Vlaamse data stereotipering gevind. Die bevindinge toon dat die visuele materiaal in die Nederlandse data as ideologiese retoriek van die dominante wit groep dien, wat die 'ander' as problematies, arm en 'anders' voorstel. Die Vlaamse reeks toon enkele voorbeelde van kulturele uitsluiting, maar gebruik ook teensimbole om self-refleksiwiteit onder leerders aan te moedig – wat outomatiese stereotipering teenwerk. As gevolg van Afrikaans se politiese verlede oorbeklemtoon die Afrikaanse handboeke 'n utopiese ‘nuwe Suid-Afrika’ waar ras en verskil non-issues is. Geen tekens van apartheidmeestersimbole kon in die Afrikaanse handboeke gevind word nie en Afrikaans as witmanstaal is in 'n groot mate gedemitologiseer. As gevolg van die sterk hekwagtersrol wat handboekbelanghebbendes soos die onderwysdepartement en uitgewers in Suid-Afrika speel, kan die Afrikaanse handboekdata slegs in 'n geringe mate met die Nederlandse en Vlaamse data vergelyk word. Anders as wat aanvanklik vermoed is, toon hierdie studie dat taal die belangrikste, indien nie die enigste, gemene deler tussen die drie gemeenskappe is. ENGLISH: The research goal of this study was to provide insight into the role of textbooks in the maintenance and legitimization of ethnic power relations, specifically the reproduction of cultural stereotypes informing the unstated, but effective distribution of norms, values and attitudes. Based on the assumption that textbooks serve as a mirror of the social and political order, the purpose of this qualitative study is to determine the extent to which Dutch, Flemish and Afrikaans language textbook series foster cultural stereotyping of the 'other’. Data sources for the critical discourse analysis are constituted by the visual material of one textbook series from each of the three language communities. The contextualisation includes an explanation of how the three Pan Dutch languages might influence each other, and their perspectives on diversity. The conceptual framework comprises an explication of the concepts and theories on attitude, culture and visual studies. Influential issues in the literature on textbook representation, language and identity are described in the literature study. The findings are presented as indicators derived from focus group discussions in the three countries, as well as a thematic analysis of visual representation in the textbooks. Traces of stereotyping were found in the Dutch and Flemish data. The findings show that visual material in the Dutch data serves as ideological rhetoric of the dominant white group, projecting the 'other' as problematic, poor and different. The Flemish series shows indications of cultural exclusion, but incorporates counter-symbols to encourage self-reflectivity among Flemish learners, thus countering automatic stereotyping. The Afrikaans textbooks, because of their highly politicised past, over-emphasize a utopian ‘new South Africa’ where race and difference are non-issues. No signs of apartheid master symbols could be found in the Afrikaans textbooks and Afrikaans is demythologised as a 'white' language. As a result of the controlling nature of the gatekeeping function in South Africa of the education department and textbook publishers, the Afrikaans textbook-data can be compared to the Dutch and the Flemish textbook-data to a limited extent only. Die doel van die verkennende en beskrywende studie was om die bruikbaarheid van liggaamsportrette vir kruis-kulturele loopbaanfasilitering te ondersoek. Met interpretivisme as metateoretiese paradigma en Savickas se lewensontwerp benadering as teoretiese raamwerk is ʼn gerieflikheidseleksie van bestaande databronne gedoen vir die inhoudsanalise-studie. Die databronne (assesserings- en intervensiebeplanning, reflektiewe joernale van die terapeut en portuur-supervisor, foto’s en oudio-visuele opnames as visuele data, transkripsies van oudiovisuele opnames en assesseringsnotas van supervisor) is saam met agt siSwati Graad 9-seuns gegenereer tydens ʼn akademiese diensleer-praktikum by ʼn plattelandse sekondêre skool as deel van die 2009-MEd (Opvoedkundige Sielkunde) opleiding. Twee temas met bepaalde subtemas was die gevolg van analise aan die hand van a priori aannames wat verkry is uit kruis-kulturele sielkunde en loopbaanfasilitering-literatuur. Die eerste tema hou verband met die teenwoordigheid van kruis-kulturele sielkunde tydens die liggaamsportret-sessie, met die volgende subtemas: kruis-kulturele bekwaamhede van die terapeut, effektiewe kommunikasiestyle in die kruis-kulturele konteks, en geleenthede vir kruis-kulturele bekwaamheid. Die tweede tema hou verband met die teenwoordigheid van lewensontwerp tydens die kruis-kulturele sielkundige praktyk in ʼn plattelandse sekondêre skool, met die volgende subtemas: loopbaanfasiliteringsvaardighede van die terapeut, loopbaanfasiliteringsmomente vir die kliënt, en lewensontwerp as loopbaanfasiliteringstegniek. Uit die studie blyk dit dat die liggaamsportret-tegniek bruikbaar is vir kruis-kulturele loopbaanfasilitering met Graad 9-seuns in ʼn plattelandse sekondêre skool. Die liggaamsportret-tegniek was bevredigend in die kruis-kulturele loopbaanfasiliteringskonteks aangesien die terapeut assesseringsresultate kon integreer, kruis-kulturele bekwaamhede kon implementeer om adolessente seuns aktief te betrek en kontekstuele inligting van kliënte kon verkry. Verder was die tegniek bevredigend aangesien kliënte aan die hand van lewensontwerp loopbaanfasiliteringsvaardighede kon inoefen; naamlik beroepsverkenning, selfkennisverkenning, self-werksaamheid, loopbaandoelwitstelling, loopbaanaanpasbaarheid, uitkoms-verwagtinge, en die gebruik van beroepsinligting. Die liggaamsporttret-tegniek was prakties in die kruis-kulturele loopbaanfasiliteringskonteks deurdat dit aangepas het by die adolessente seuns se ontwikkelingsfase, hulle aktief betrek het en nie-verbale kommunikasie geredelik gehuisves het. Die tegniek was derhalwe geskik vir gebruik in ʼn plattelandse sekondêre skool omgewing met beperkte hulpbronne deur van maklik bekombare hulpbronne (papier, potlode, penne, verf, klippies) gebruik te maak. Die liggaamsporttret-tegniek was toepaslik in die kruis-kulturele loopbaanfasiliteringskonteks aangesien beide verbale (ʼn tolk) en nie-verbale (toepaslike gesigsuitdrukkings en interpersoonlike spasies) kommunikasie geakkommodeer is om taalhindernisse te oorbrug. Vir hierdie doel het die tegniek ruimte geskep vir individuele en groepsloopbaanfasilitering, en kon ander narratiewe en post-moderne aktiwiteite (soos beroepsleiding-kaartsortering en beroepskennis-werkkaarte) deel vorm van loopbaanfasilitering vir die konstruering van die kliënte se lewens. ENGLISH : The purpose of this study was to explore and describe the utility of body-maps for cross-cultural career facilitation. With interpretivism as a metatheoretical paradigm and Savickas’ life design approach as a theoretical framework, data sources where collected through convenience sampling for this content analysis study. The data sources (assessment- and intervention planning, reflective journals of the therapist and peer group supervisor, photograph’s and audio-visual recordings as visual data, transcriptions from audio-visual recordings and assessment notes from the supervisor) were generated in collaboration with eight Grade 9 siSwati speaking boys during an academic service learning practicum at a rural secondary school as part of the 2009-MEd (Educational Psychology) training. Guided by a priori assumptions (based on cross-cultural psychology and career facilitation literature) two themes with sub-themes each resulted from the content analysis. The presence of cross-cultural psychology during the body-mapping session was established with instances of, the therapist’s cross-cultural competencies, effective communication styles in a cross-cultural context and opportunities for cross-cultural competencies to develop. Secondly the presence of life design during cross-cultural psychological practise in a rural, secondary school was determined, indicating the presence of career facilitation skills of the therapist, career facilitation moments for the client, and life design as a career facilitation technique. It was apparent that body-mapping has utility for cross-cultural career facilitation with Grade 9 boys from a rural secondary school. Body-mapping was satisfactory in a cross-cultural career facilitation context as the therapist could integrate the assessment results, implement cross-cultural competencies to engage adolescent boys in active participation, and obtain contextual information on clients. Clients were able to rehearse career facilitation skills (career exploration, gaining self knowledge, self-efficacy, career goal setting, career adaptability, outcome expectations and using career information) as part of life design. The body-map technique was practical in a cross-cultural career facilitation context because it suited the developmental phase of adolescent boys, actively involving them and accommodated non-verbal communication. The technique was well matched to a rural secondary school environment with limited resources, using easily accessible resources (paper, pencils, pens, paint and stones). The technique was applicable in a cross-cultural career facilitation context as language barriers could be addressed by means of verbal (a translator) and non-verbal (appropriate facial expressions and interpersonal space) communication. For this purpose, the body-mapping technique could be used on individual or group basis, and other narrative and post-modern activities (vocational card sorting and career knowledge worksheets) could form part of career facilitation and could be used in combination for constructing clients’ lives. / Dissertation (MEd)--University of Pretoria, 2012. / Educational Psychology / unrestricted

ICT adoption in a multicultural context: a case study of the African Union

This study seeks to investigate the importance and effects of several variables – cultural tastes, cultural values, social structures, and the communication context and language – on ICT adoption in the African Union (AU). It also enhances understanding of issues faced by AU when adopting ICT in their daily operations. The study has reviewed theoretical literature, specifically Diffusion of Innovation Theory (DIT), Unified Theory of Acceptance and Use of Technology (UTAUT), The Competing Values Framework/Model, and Value-Based Adoption Model (VAM). The study used the value-based adoption model because in a multicultural environment such as AU, if an innovation is valuable and cost effective then they users are likely to adopt it. Reliability scores of the constructs were calculated by averaging the scores. The variables that could cause impact on ICT adoption included cultural values, social structure, culture taste, language and communication context. The tool was tested for reliability, and those questions that were found and unreliable questions were taken out from the final study. To enhance the test of validity of factors, Exploratory Factor Analysis (EFA) was preferred as the initial step in the validation process. The research was conducted at the AU offices within and outside of Ethiopia. A total of 288 participants completed a semi-structured questionnaire. Exploratory factor analysis was used. The findings indicate that language and cultural taste had a noteworthy effect at the stated significance level (α<0.05). Cultural values, communication, social structure and the communication context were found to be insignificant at the stated significance level (α<0.05). The study recommends that the AU embraces inclusivity of different and diverse languages into its ICT systems, to facilitate adoption and use by employees. Hierdie studie het ten doel gehad om die belangrikheid van verskillende veranderlikes, insluitende kulturele smake, kulturele waardes, sosiale strukture, en die kommunikasiekonteks en -taal, en die invloed daarvan op IKT-ingebruikneming in die Afrika-unie (AU) te ondersoek, met die oog op verbeterde begrip van die kwessies waarmee die AU gekonfronteer word wanneer IKT in hul daaglikse werksaamhede gebruik word. In die studie is die beskikbare teoretiese literatuur hersien, spesifiek die Diffusie van Innovasie- Teorie (DIT), die Saambindende Teorie van Aanvaarding en Gebruik van Tegnologie (UTAUT), die Mededingende Waardes-raamwerk/-model en die Waardegebaseerde Ingebruikneming-model (VAM). Laasgenoemde is toegepas, want in ʼn multikulturele omgewing soos dié van die AU sal gebruikers waarskynlik ʼn innovasie gebruik indien dit waardevol en kostedoeltreffend is. Die navorsing is by AU-kantore in sowel as buite Etiopië uitgevoer. Altesaam 288 deelnemers het ʼn halfgestruktureerde vraelys voltooi. Die betroubaarheidspuntetelling van die konstrukte is bereken deur hul gemiddelde te bepaal. Die VAM-hulpmiddel is getoets vir betroubaarheid, en enige onbetroubare vrae is uit die finale studie verwyder. Om die toets van geldigheid van faktore te versterk, is verkennende faktorontleding (EFA) verkies as die aanvanklike stap in die proses van geldigheidsbepaling. Die bevindinge het getoon dat taal en kulturele smaak ʼn noemenswaardige uitwerking op die genoemde beduidendheidspeil (<0.05) gehad het, terwyl kulturele waardes, kommunikasie, sosiale struktuur en die kommunikasiekonteks onbeduidend blyk te wees op die genoemde beduidendheidspeil (<0.05). Die studie beveel aan dat die AU inklusiwiteit verwelkom deur diverse tale in sy IK-stelsels te gebruik, om aanvaarding en ingebruikneming daarvan deur werknemers te bewerkstellig. In hierdie verhandeling reflekteer ek oor my godsdiensdiskoers en die invloed daarvan op my lewe, beide as persoon en as terapeut. My werk vind 'n nis in die wyse waarop dit die 'stil, onsigbare mensa' benader wie se stories gevorm is deur diskoerse van die modemistiese samelewing. In my navorsing kry ek te doen met problema wat in die algemeen met die praktyke van marginalisering geassosieer word. Die narratiewe gesprekvoering met 'medeskrywers' aan my storie en interaksie met hulle verskillende horisonne kristalliseer in 'n bevrydende en veelvlakkige insig. Hierdie kennis stel my in staat om nuwe keuses te maak en 'n alternatiewe storie vir myself te formuleer. Die studie illustreer dus nie net hoe narratiewe terapie die 'stil, onsigbare' produkte van 'n paternalistiese samelewing kan bemagtig nie. Dit wys ook op die waarde van die oopstelling van die terapeut se eie verhaal vir sy/haar vorming as terapeut. / In this dissertation I reflect on my religious discourse, its influence on my life and how it affects me, both as a person and a therapist. It addresses a niche in its approach to the 'silent, invisible people' whose stories are authored by the discourses of a modernistic society. My research stumbles on all kinds of problems that are generally associated with the practices of marginalisation. Acting as both client and therapist, I enter into numerous interactive conversational sessions with 'co-authors' of my story, afJ with different contexts and horizons. This process crystallises in a liberating and multi-faceted truth. The newly gained knowledge enables me to make new choices and formulate tor myself an alternative story. This study illustrates not only how narrative practices may empower the 'silent, invisible' products of a patemalistic society. Biblical scholars have grown increasingly aware of the importance of looking at texts not only in their historical or literary contexts, but also in their socio-cultural contexts. Many studies have shown that honour and shame were core social values in the ancient Mediterranean world. By scrutinizing the available research on the topic of honour and shame, one realizes that there were indeed four major social values in the Mediterranean world, that is i) honour and shame, ii) patronage and reciprocity, iii) kinship and iv) purity. Modern biblical scholars would often appeal to the works of the classical authors in order to show how important these values were in the ancient world. Unfortunately claims that are being made in modern studies concerning honour and shame are usually based on the biblical and classical writings. These scholars seldom consult patristic writings. In this study it is argued that the ancient Church Fathers were indeed aware of these social values. The four social values mentioned above are taken as a basis to unlock the social context of Clement of Alexandria’s Paedagogue.
