Sua utilização é uma forma de quantificar os resultados de ações de governo para, juntamente com análises e ações políticas, compor um método de avaliação global da gestão pública. Este trabalho teve por objetivo construir indicadores que avaliem a capacidade de gestão ambiental urbana dos governos locais das cidades médias paulistas, considerando que esta deve ser uma gestão essencialmente integrada aos demais setores da administração, desde sua estrutura administrativa até a participação da comunidade nas instâncias institucionais, garantindo avanços significativos na proteção ao meio ambiente. Foram consideradas três dimensões institucionais - normativa, participativa e financeira - para elaboração de índices parciais que, posteriormente, foram condensados em um indicador síntese, o Índice de Capacidade de Gestão - ICG, apresentado em três categorias, alta, média e baixa. Como decorrência, foi realizado o ranqueamento destas cidades. Na sua aplicação, é possível agregar informações quantitativas e qualitativas de várias dimensões, conferindo maior consistência às análises locais e regionais das cidades médias, configurando-se, portanto, como um importante subsídio ao planejamento regional e em avaliações de desempenho da gestão pública municipal. / Indicators are important tools for decision-making and the empowerment of the population looking for better life conditions. Their use is a way to quantify the government actions results for, jointly with subjective and politics analysis, compose a method of global evaluation of the public management. The purpose of this work is to verify the possibility to construct indicators capable to evaluate the capacity of urban environmental management by local governments of São Paulo medium cities. Considering that must be a management essentially integrated to the others sectors of the administration, since the administrative structure up to community participation in the institutional instances, guaranteeing advancements towards environmental protection. Three institutional dimensions - normative, participatory and financial - were considered for partial index elaboration that were condensed in a synthesis indicator, the Index of Management Capacity - ICG, presented in three categories, high, medium and low, and in the ranking of medium cities. In its application, it is possible to add quantitative and qualitative informations of several dimensions, granting bigger consistency to the local and regional analysis of medium cities. Therefore, this index configuring itself as an important subsidy to the regional planning and management performance evaluations.

Betriebswirtschaftliche Analyse der Kapazitätsauslastung in der Siedlungsentwässerung

Die vorliegende Ausgabe gibt einen Überblick über Zusammenhänge der Kapazitätsauslastung und den Veränderungen der Umwelt der Siedlungsentwässerung. Anhand des Abwasserentsorgers ABWASSERZWECKVERBAND „SPREEQUELLEN“ werden die Auswirkungen des demografischen Wandels auf die Gebühren unter Beachtung der Kostenentwicklung analysiert. Die Umwelt der Siedlungsentwässerung wird von politisch-rechtlichen, ökonomischen, soziokulturellen, technologischen und ökologischen Faktoren beeinflusst, welche miteinander im Zusammenhang stehen. Veränderungen dieser Faktoren beeinflussen die Kapazitätsauslastung in der Siedlungsentwässerung, besonders mit dem Rückgang des anfallenden Abwassers. Vor allem die lange Lebensdauer beziehungsweise Nutzungsdauer der Anlagen führt dazu, dass in der Planungsphase zukünftige Entwicklungen nicht immer vollständig abgeschätzt werden können. Auswirkungen einer geringeren Auslastung der Abwasseranlagen können zu Problemen beim Betrieb wie auch zu wirtschaftliche Folgen führen. Weiterhin werden mögliche künftige Strategien, wie zum Beispiel eine weitere Reduzierung der Kosten soweit dies bei einem weiterhin regulären Betrieb möglich ist oder auch eine Erhöhung der erhobenen Gebühren vorgestellt.

Management capacity development to support business growth. A Grounded Theory Study in German SMEs

Understanding how small and medium-sized enterprises (SMEs) support their growth strategies through the development of management capacity (MC) is of fundamental importance, particularly given the central role SMEs play in the economies of their respective countries, and the fact that there is a lack of research and useful theories in this specific field. The objective of this study is to develop a framework for MC development (MCD) in growth-oriented SMEs. This study builds on grounded theory by conducting 14 interviews with key informants: 12 founders/CEOs and 2 top managers of German SMEs (and former SMEs). Data analysis was performed by using the qualitative data analysis software ATLAS.ti. The major findings of the study are that, contrary to previous SME HR research, most companies in this study had formal processes for HR practices in place, and there was clear evidence of certain forms of strategic plans, the pursuit of strategic objectives and the taking of strategic decisions manifested itself. In addition, most participants considered their organisation to have an alignment between growth strategy and MCD strategy. However, implementing it into business practice was perceived as extremely challenging. This study thus contributes to the field of SHRM literature by showing how MC is instantiated in SMEs. Furthermore, there is, arguably, a valuable practical application of the research study as it provides growth-oriented SMEs with a clear and logical framework from which to develop MC pro-actively as a major facet of their growth strategy.

Transdisciplinarity as a means for capacity development in water resources management

Water resources management has to deal with complex real life problems under uncertain framework conditions. One possibility for encountering such challenges is integrated water resources management (IWRM). However, IWRM is often understood as prescriptive manual, not acknowledging the need for adaptive solutions and capacity development (CD). These challenges demonstrate that sustainable water resources management requires transdisciplinarity, i.e. the integration of several scientific disciplines, as well as the collaboration between science and local actors. Transdisciplinarity is inherently related to CD since it facilitates collaboration and provides mutual learning and knowledge on complex interrelationships. This correlates with the evidence that CD can be seen as a key factor for water resources management (Alaerts et al. 1991, Alaerts 2009). Consequently, the objective of this thesis is to strengthen water resources management by connecting processes of IWRM and CD in a transdisciplinary sense, i.e. (i) interrelating disciplinary research within an interdisciplinary research team that collaborates with local actors, and (ii) conducting a political process for knowledge and capacity development. Based on general insights, an embedded case study in the Western Bug River Basin, Ukraine, was conducted to evaluate the concept. It is shown that CD is essential for shifting from IWRM theories towards implementation and accordingly advantages of harmonizing CD into the IWRM process are presented (Leidel et al. 2012). Next to capacity issues, also other coordination gaps were assessed. River Basin Organisations are frequently proposed as a response to the administrative gap; however, coordination efforts cannot be simply reduced by transferring tasks from jurisdictional institutions to a river basin authority, because they will always need to coordinate with organizations from within or outside the water sector (von Keitz and Kessler 2008). Thus, coordination mechanisms across the boundaries of relevant policy fields are essential. Therefore, a management framework is established linking technical development and capacity development that describes interrelations between environmental pressures and capacity and information gaps for different levels of water management (Leidel et al. 2014). The developed model-based and capacity-based IWRM framework combines model-based systems analysis and capacity analysis for developing management options that support water management actors. This is aligned with a political process for capacity development. It constitutes a boundary object for approaching cross-scale challenges that converges analyses, assessments and participation into one strategy. As concluded by Mollinga (2008), this can improve the performance of sustainable resources management by approaching transdisciplinarity. Within the model and capacity-based IWRM framework, the results of the integrated analysis are made explicit and transparent by introducing a matrix approach. Technical issues, institutional challenges, organizational and human resources development, and information needs are jointly assessed and interrelated by confronting pressures and coordination gaps on a subsystem basis. Accordingly, the concept supports a transparent decision making process by identifying knowledge and capacities required for the implementation of technical intervention options and vice versa. The method is applied in the International Water Research Alliance Saxony (IWAS) model region ‘Ukraine’. It could be shown that the approach delivers management options that are scientifically credible and also accepted by and relevant for the actors. The case study revealed that technical intervention measures for the urban and rural water management have to be jointly implemented with appropriate CD measures and an accompanying political process on (i) strengthening the institutional framework and interministerial collaboration, (ii) fitting RBM into the existing institutional framework, (iii) setting up prerequisites for realistic RBM (Monitoring, information management, legal enforcement), (iv) a revision of effluent standards and a differentiated levy system, (v) cost covering tariffs, (vi) association work. For the Western Bug River Basin (WBRB), the strengthening of the collaboration between actors on all levels has to be continued. For increasing the usability, the approach needs to be institutionalized and become more practice relevant, e.g. by extending it to a water knowledge management system. Developing a roadmap for establishing transboundary water management is a subsequent step. For strengthening future water management actors, IWRM curricula development at uni-versities in Ukraine was supported. And we developed the e-learning module IWRM-education that links interactively different aspects of water management to comprehend the complexity of IWRM (Leidel et al. 2013). The evaluation showed that participants under-stand the content, appreciate this way of learning, and will use this module for further activities. The case study showed that technical cooperation can be a facilitator for political processes and that it can support decision making in a transparent way. Yet, it also showed that IWRM is highly political process and that the developed approach cannot cover all obstacles. In summary, exploring and reducing simultaneously environmental pressures and capacity and information gaps is essential for water sector evolution worldwide. Accordingly, transdisciplinarity as a means for capacity development can support the implementation of real integrated water resources management.

The analyzed companies are reputable manufacturers of medicines for human health, which represent 25% of total sales in the Brazilian market. We sought to create yet no definite propositions, based on the constructs of interdependence and synchronization mechanisms, together with information drawn from empirical research. The interest in focusing on the pharmaceutical industry has to understand that this is a sector characterized by complexity and dynamism in its competitive environment and therefore have incentives to seek knowledge beyond their organizational boundaries, becoming an industry highly susceptible to the establishment contractual strategic alliances for a number of organizational activities, such as research and development, manufacturing, marketing, distribution and supply. For this study, qualitative research was conducted exploratory, given that the most important for the realization of the study unit is working with people and all the worries involved. Primary data through systematic interviews with managers responsible for alliances sector companies, listed in the Electronic Bulário ANVISA were collected. Data were analyzed using thematic content analysis, with categories defined a priori, and crossing cases. The research work has responded to the problem posed by the analysis of several propositions. It was concluded that, from the identification of interdependence created between partners in a strategic alliance contract, there is indeed the search for mechanisms of synchronization of activities that best fit this alliance, and that alternate according to the degree of interdependence is characterized by the type of alliance between the partners. / Com este trabalho, buscou-se aprofundar qual a relação entre mecanismos de sincronização e a interdependência em alianças estratégicas contratuais do setor farmacêutico brasileiro. As empresas analisadas são conceituadas fabricantes de medicamentos para a saúde humana, que correspondem a 25% do faturamento total do mercado brasileiro. Buscou-se ainda criar proposições não definitivas, baseadas nos constructos de interdependência e mecanismos de sincronização, conjuntamente às informações extraídas da pesquisa empírica. O interesse em focar na indústria farmacêutica se deu por entender que se trata de um setor caracterizado pela complexidade e dinamismo em seu ambiente de competição e, portanto, tem incentivos para buscar conhecimento além das suas fronteiras organizacionais. Desse modo, constitui-se em um setor altamente suscetível ao estabelecimento de alianças estratégicas contratuais para uma série de atividades organizacionais, como pesquisa e desenvolvimento, manufatura, comercialização, distribuição e fornecimento. Para este estudo, foi realizada pesquisa qualitativa com caráter exploratório, tendo em vista que a fonte mais importante para a concretização do estudo é o trabalho com as pessoas e todas as preocupações envolvidas. Foram coletados dados primários via entrevistas sistemáticas, com gestores responsáveis por alianças em empresas do setor, listadas no Bulário Eletrônico da ANVISA. Os dados foram analisados por meio de análise de conteúdo temática categorial, com categorias definidas a priori, e cruzamento dos casos. O problema de pesquisa proposto foi respondido por meio da análise de várias proposições. Concluiu-se que, a partir da identificação da relação de interdependência criada entre os parceiros envolvidos em uma aliança estratégica contratual, há de fato a busca pelos mecanismos de sincronização das atividades que mais se ajustem a essa aliança, e que se alternam conforme o grau de interdependência caracterizado pelo tipo de aliança estabelecida entre os parceiros.

Esta tese de doutorado tem como foco as limitações que se colocam aos gestores do nível local para produzir serviços de qualidade em sistemas de saúde. A definição tradicional do conceito de gestão de recursos humanos foi ampliada por abarcar questões relacionadas à configuração federalista do país, considerando diversidades estruturais e culturais. Utilizou como fonte primária, dados selecionados a partir de entrevistas com gestores de RH com reconhecida experiência na área. Como fonte secundária, utilizou-se as informações pré-selecionadas de pesquisas disponíveis sobre o campo de gestão do trabalho da saúde. A análise do autor confronta as características estruturais do federalismo brasileiro e os desafios decorrentes da base da concepção do sistema nacional de saúde. Os resultados deste estudo iluminam possíveis caminhos alternativos para superar as limitações presentes na gestão de recursos humanos no nível local. / This doctoral thesis focuses the limitation faced by the local health systems managers to provide quality services at the local level. The concept human resources management goes beyond its traditional definition, to encompass issues related to the Brazilian federalist make up as well as to take into account the structural and cultural diversity of the country. The data selection encompassed primary sources (interviews with experienced managers in the area either at the local or state level) as well as secondary ones (previews research reports available in the field of HR management). Another analysis relies on the confrontation of structural traits of the Brazilian Federalist and challenges built in the key conception and makeup of the national health system. The results of this study bring lights to alternative paths to overcome the present limitations of human recourses management in the level local.
