Suid-Afrika. / The Defence portfolio placed heavy demands on F.C. Erasmus from 1948 to 1959. He had to transform
the South African armed forces into an efficient and combat ready Union Defence Force. He also had
to implement the National Party's defence policy, which hitherto consisted of abstract principles
contained in the party's political programme. Erasmus made far reaching changes to the Union Defence
Force, furnishing it with a distinct South African identity. Despite criticism against him and the
country's limited resources Erasmus improved South Africa's defence significantly. He modernized the
organization, training and equipment of the Union Defence Force and established the basis for an
independent local armaments industry. Erasmus also played a prominent role in South Africa's
international military strategy. He laboured unceasingly to persuade the European colonial powers to
enter into an African defence alli~nce. One of his greatest achievements is the transfer of Simonstown

South Africa’s labour legislation went through significant changes recently, with the changes to section 198 of the Labour Relations Act 66 of 1995 being the most contentious. The purpose of this research was to explore the perceptions of employees in the HR department of an integrated petroleum and chemical company regarding the changes to labour broking and the potential implications of these changes for an integrated petroleum and chemical company and its employees.
The qualitative exploratory study was conducted with six employees of a large integrative petroleum and chemical company making use of labour brokers, until data saturation was reached. The data were collected by means of individual interviews and telephonic interviews. The results indicated that the changes to section 198 will have some positive and negative implications. The positive implications for an organisation included more productive employees and the ability to identify high-quality employees more easily. The positive implications for the company's employees are that the lower-income employees will be protected, the new legislation will provide permanent employment and there will be better dispute resolution procedures. The negative implications to the changes to section 198 for the organisation, include for instance higher costs, the drafting of new policies and guidelines and less employment flexibility. Negative implications for the employees include unemployment, negative attitudes towards the organisation, poor employability and a situation where the current and/or permanent employees have to do all the work. / Business Management / M. O monitoramento da razão Z de duas variáveis através de gráfico de controle tem sido um tema recentemente explorado na literatura. Para analisar mais o assunto, o estudo avalia a eficiência e viabilidade de aplicação dessa ferramenta como suporte na tomada de decisão para gerenciamento de capacidade de mão de obra de retaguarda (doravante mencionado como Backoffice) de serviço de empresa do setor bancário. Tradicionalmente, gráficos de controle tem sido utilizados para monitorar o processo produtivo de manufaturas, mas recentemente tem sido adotado para monitoramento de alguns serviços. Apesar de ainda seguir muitos conceitos pioneiros na manufatura, a atividade do setor de serviços apresenta suas particularidades como, por exemplo, a impossibilidade de gerar estoque. Assim, a necessidade de adequar seus recursos à demanda torna-se essencial, sendo fundamental a gestão de controles e sua urgência para que possa reagir rapidamente em caso de variação de demanda e adequar sua capacidade. Em um cenário de restrição de recursos, planejar é crucial para evitar desperdícios e garantir eficiência. O objetivo deste estudo é apresentar o gráfico de controle como ferramenta para monitorar a razão de duas variáveis aleatórias: a demanda e a mão de obra em Backoffice de serviço em um banco. Nesse trabalho, gráfico de controle de Shewhart tradicional e gráfico de controle de Shewhart com regras suplementares são analisados e os resultados obtidos confirmam a possibilidade de utilização da ferramenta de gráficos de controle para o gerenciamento e adequação de mão de obra para atender a demanda. O monitoramento da razão (demanda/ mão de obra) ajudará o gestor a alocar adequadamente o time (mão de obra) de acordo com a demanda e a capacidade produtiva. Como contribuição, o estudo avalia o comportamento da razão Z = X/Y em situação de alta variabilidade da variável X e baixa variabilidade da variável Y . / The monitoring of the ratio Z of two variables through control chart has been recently explored in the literature. This study analyses the efficiency and viability of this tool as a support to the manager\'s decision in capacity management of a Backoffice service in a business banking service. Traditionally, control charts have been used to monitoring production process in manufacturing companies, but recently it has been adopted in monitoring some classes of services. Although many pioneering definitions developed for manufacturing are still applied in the service activities, the service industry has some particularities as the impossibility to generate stock, for example. Thus, the need to adapt the resources of manpower to attend the demand becomes essential mainly in a current financial global crisis, with resource constraints. The control management is fundamental and urgent to plan a fast reaction to adequate its capacity in case of a large demand variation. Thus, monitoring is crucial to avoid vast and ensure efficiency. The aim of this paper is to present a control chart to monitor the ratio of the two random quantities: the demand and the labor of a Backoffice service in a business banking service. In this paper, traditional Shewhart and Shewhart with supplementary rules control charts are considered and the results confirmed the possibility to apply the control charts to help the management to adequate the manpower in order to attend the demand. The monitoring of the ratio (demand/manpower) will help the manager to allocate adequately the team (the manpower) according to the demand and the production capacity. The contribution of this study is the analysis of the behavior of the ratio Z = X/Y in situation of large variability of the variable X and low variability of the variable Y .

Previous issue date: 2015 / Resumo: Saúde é um direito social conquistado, e a efetivação deste direito só se cumpre com o enfrentamento dos seus dois principais entraves: financiamento em saúde e gestão dos recursos humanos em saúde. O Brasil tem lidado com a questão dos recursos humanos em saúde através de programas governamentais que têm por finalidade o provimento de profissionais e a melhoria da qualidade da formação destes. O PROVAB ¿ Programa de Valorização do Profissional da Atenção Básica e o Programa Mais Médicos são os dois mais recentes programas na área. O presente trabalho objetiva refletir e analisar, a partir da experiência do Sujeito-Pesquisador como Supervisor do PROVAB e do Programa Mais Médicos, sobre o papel da supervisão prática nestes programas, e também sobre suas potencialidades e limites como ferramenta pedagógica. Trata-se de um estudo de natureza qualitativa e exploratória, baseado em relatos de experiências do Sujeito-Pesquisador, ocorridas no período de 2013 a 2015. Realiza-se um estudo descritivo dos programas, em seguida são relatadas as experiências selecionadas de supervisão, e por fim realiza-se a construção de categorias de análise. São delimitados três grupos de categorias: supervisão em contexto, papel da supervisão e ferramentas de supervisão. A pesquisa encontra seus limites na contemporaneidade aos fatos, que dificultam o encontro de dados e fontes distintas às fornecidas pelo governo federal, além da própria escolha metodológica, que remete os achados ao olhar implicado do autor. Com este trabalho, verifica-se que a prática de supervisão no PROVAB e no Programa Mais Médicos tem grande potência pedagógica, e que uma melhor definição do papel do supervisor, assim como a incorporação de novas ferramentas, tal qual o Grupo Balint-Paidéia e a Supervisão Ampliada, são algumas das propostas para o avanço dessas políticas. Novos estudos são necessários, para ampliar o olhar dos profissionais, gestores, equipe, usuários sobre os programas e, verificar as mudanças ocorridas, e a influência/potência da supervisão nestas mudanças / Abstract: Health is a conquered social right, and the fulfillment of this right only occurs with the confrontation of its two main obstacles: financing and management of the health workforce. Brazil deals with the issue of human resources for health through government programs to provide professionals and improve the quality of training. The PROVAB - "Professional Enhancement Program Primary Care" (Professional Improvement Program Primary Care) and (More Medical Program) "More Doctors Program" are the two most recent programs in this field. This article aims to reflect and analyze, from the experience of the subject-researcher as a Supervisor on the role of practical supervision in these programs on their potential and limits as a pedagogical tool. This is a study of qualitative and exploratory nature, based on reports of subject-researcher experience, during the period from 2013 to 2015. The author develops a descriptive study of the programs and reports selected supervisory experiences, and finally performs the construction of analysis categories, organized into three groups: supervision in the context, the role of supervision and supervision tools. The research finds its limits in the contemporaneity to the facts, making it difficult to collect different data and sources provided only by the federal government, also in from the specific methodological choice, referred the findings to the implicated author's look. With this work, it seems that the practice in supervision on the PROVAB "More Doctors Program" has great educational power, and that a better definition of the role of the supervisor as well as the incorporation of new tools, such as Balint-Paideia¿s Groups and the "enhanced supervision" are some of the proposals for the advancement of these policies. Labour Intensive Public Work (LIPW) Programme as an empowerment tool for youth development : the Ghanaian experienceEshun, Samuel Nuamah 02 1900 (has links)
The Labour Intensive Public Work (LIPW) programme under the Ghana Social Opportunity
Project (GSOP), is a social protection programme initiated by the Government of Ghana, to offer
jobs and income earning opportunities to some targeted rural residents, especially the youth,
through the application of labour intensive technology in the construction of community
infrastructure that has the potential of generating secondary employment. This is a mixed method
study sought to provide an account on the Ghanian version of LIPW programmes. The study
assessed and identified the challenges facing the programme implementation from beneficiary and
implementers’ perspective in order to set the platform for an interactive feedback between project
implementers and community members for the smooth implementation of future LIPW
programmes. The study also assessed the impact of the programme on poverty and migration
among the youth in Ghana. In identifying the challenges facing the programme from implementers’ perspective, 15 key project
implementers were interviewed. An interview guide and a questionnaire were also developed to
collect data from 500 beneficiaries of the programme to know their challenges. In assessing the
impact of the programme on migration among the youth, questionnaires were administered to 239
households in beneficiary communities and 189 households from non-beneficiary communities of
the LIPW programme. Finally, data was collected from 90 youth who benefited from the
programme and 90 youth who did not benefit from the programme to compare and determine the
extent to which the programme has contributed in reducing poverty among the youth.
The study revealed that the key challenge facing the programme implementation from the
implementers’ perspective is capacity problem involving, inadequacy of staff to implement the
programme at the district level, frequent breakdown of vehicles for monitoring, and delays in the release of funds for commencement of project. Beneficiaries of the programme also indicated that
they were not satisfied with the amount of money they were receiving as wage for their labour.
They were also unhappy with the delays in payment of their wages and the period of engagement
in the programme. The study found out that the LIPW programme under the GSOP has not
contributed in reducing migration among the youth. However, the programme has contributed to
reducing poverty among the youth. The study therefore recommends that capacity gap analysis
conducted before project initiation should include adequacy of staff and logistics to cater for any
deficiency. It is strongly recommended that beneficiaries of the programme should be consulted
in setting the wage rate to avoid resentment provoking misunderstanding between beneficiaries
and project implementers. The study further recommended that the government should scale up
the programme to cover more communities in order to reduce poverty among the youth in Ghana. Finally, the study proposed a new model for LIPW for the youth known as ‘LIPW +3Cs’. This
model incorporates three Cs, that is ‘C’ompetence’, ‘C’onnections’ and ‘C’haracter’ into LIPW
programmes. ‘LIPW +3Cs’ will not only train youth to secure jobs after the programme
(Competence) but will assist them to establish a network among themselves and other supporting
institutions (Connections). Issues of character which encompases a sense of right and wrong will

The development of a framework for an integrated logistics support system within a high technology industry in a developing countryLambert, Keith Richard 31 March 2008 (has links)
Competitive and high-risk environments require complex high technology systems, which need to be supported and maintained over their respective life cycles. These systems often have a significant consequence of failure, and require complex management systems to achieve their operational objectives. Significant leadership and management challenges exist, not only in South Africa, but also in other developing countries, where systems may be utilised beyond the lifespan they were designed for and are susceptible to obsolescence.
This study was conducted by following a structured process; the research consisted of three stages. The first stage dealt with the research problem, including the delimitations of the study. The second stage was further divided into three phases. The first phase deconstructed the appropriate literature, which included the interpretation of numerous definitions of logistics, integrated logistics support, and the integrated logistics support elements. In addition, the research was grounded in the fields of operations management, supply chain management and integrated logistics support. The second phase focused on the deconstruction of six case studies from four different high technology complex systems. From the analysis of the first two phases followed the third phase of research, which focused on the identification of areas requiring further research. Further research was conducted by means of a questionnaire, the results of which were analysed for variable dependency and variable association. The third stage of the research included the collation and analysis of the findings of the first two stages of research. The analysis utilised the principles of Mode 2 research and design science research, whereby an ILS framework and associated grounded technological rules have been recommended.
These recommendations are robust in nature, as they can be applied in the most challenging environment and circumstances as identified. Furthermore, by grounding the theory in the disciplines of operations management, supply chain management and integrated logistics support, the reliability, validity, relevance, and applicability of the study could be substantiated. This implied that the generated theoretical knowledge could be transferred to and applied in practice, and as such, an organisation can reap substantial value added benefits, and gain considerable competitive advantage in the market place by applying this developed ILS framework and associated ILS grounded technological rules. / Business Leadership / D. The relationship between organisational resources and organisational performance in a national government departmentMafini, Chengedzai 01 1900 (has links)

(Business, Faculty of Management Sciences), Vaal University of Technology / Organisational performance in the public sector has emerged as a critical topic in the post-1994 era in South Africa. This could ostensibly be attributed to the inability of the majority of most public organisations in the country to deliver a satisfactory standard of service to the public. An intense controversy has also emerged the world over on the selection of performance measures that are appropriate for use in public organisations. This debate is actuated by the existence of a multiplicity of performance measurement indices as well as frameworks that can be applied to manage performance in organisations. The existence of these multiple measurement mechanisms tends to confound the entire process of managing organisational performance. Another unresolved controversy focuses on the extent to which various organisational resources impact on organisational performance.
The purpose of this study was to examine the relationship between organisational performance and three organisational resources; specifically, the human factor, organisational systems and organisational processes. A quantitative design was adopted in which a survey questionnaire was administered to 272 managers and employees of a South African National Government Department. Respondents were selected using a blend of purposive sampling and convenience sampling approaches. Data were analysed using the Statistical Packages for the Social Sciences (SPSS version 20.0). Reliabilities were measured using Cronbach’s alpha coefficient. Exploratory factor analysis was used to identify the human factors, organisational systems and organisational processes. Spearman’s correlation and multiple linear regression analyses were used to investigate the relationship between organisational performance and the sub-elements under each of the three organisational resources. The impacts of each of the three factors on organisational performance were compared using the mean-score ranking technique. Performance of the National Government Department was measured using the four performance yardsticks of the Balanced Scorecard; namely, customer satisfaction, financial performance, innovation and learning, and internal processes
The findings of the study revealed that performance of the National Government Department was highest in four strategic areas; which are the promotion of good corporate ethics and values, client satisfaction, service quality and relations with external organisations. However, performance shortfalls were observed in four key areas; namely, organisational speed, attrition of manpower, overloading of employees and the overburdening of divisions with high workloads. Correlation analysis showed that there were positive relationships between organisational performance and the five human factor components; life satisfaction, quality of work life, ability utilisation, creativity and autonomy. Regression analysis indicated that there were significant and predictive relationships between organisational performance and three human factor elements; namely, quality of work life, ability utilisation and life satisfaction. Among the five human factor elements, life satisfaction exerted the greatest impact on organisational performance. Significant, positive and predictive associations were also found between organisational performance and three organisational system factors; quality, innovation and inter-organisational systems, with quality exerting the greatest impact on organisational performance. Significant, positive and predictive relationships were further observed between organisational performance and the four organisational process factors identified in the study; namely, organisational structure, organisational change, team processes and organisational change. Among these, team processes exerted the greatest influence on organisational performance. Overall, the human factor applied the greatest impact on organisational performance, followed by organisational processes with organisational systems having the least impact. Based on these findings, recommendations were made and implications for further studies were suggested.
The findings of the study provide empirical confirmation of the effectiveness of the Balanced Scorecard as a tool for the measurement and management of performance in public sector organisations. Additionally, managers in different public organisations may enhance the performance of their organisations by optimising the sub-elements of the three organisational resources examined in this study.

An analysis of the policing of service delivery protests in the Free StatePillay, Daniel 09 1900 (has links)
Text in English / The study investigated the policing of service delivery protests in South Africa with specific reference to Free State province. Failure by local governments to provide basic services to the previously disadvantaged South Africans has led to a number of service delivery protests taking place. The manner in which these protests are managed by the police in South Africa more especially the Public Order Police who are specialists in this field, raises concerns. One would perceive that the police are losing the battle in dealing with protest action for they are criticised for their brutal tactics in quelling the violence. This brutal handling of protesters dates back to the apartheid era and not much has changed contrary to the expectations of a newly formed democratic country. This therefore led to the investigation as to why the police in South Africa fail to contain such protest actions.
The South African Police Services (SAPS) as it is known in a democratic South Africa employed tactics from international countries in order to introduce more professionalism in the SAPS. Although better tactics have been introduced, this did not seem to improve the situation because not only are properties destroyed but many lives are also lost through police action. The researcher conducted his investigation in the central part of South Africa in the Free State Province concentrating in the three main areas; namely Bloemfontein, Welkom and Bethlehem where the Public Order Police units are based.
The investigation resulted in the researcher arriving at the conclusion that there are a number of challenges that are experienced by the SAPS when dealing with protests and the main problem identified was that of a shortage of manpower. This problem create challenges when it came to managing the number of protests taking place and exacerbated by not allowing the police to use the tactics that they were trained in.
As much as we acknowledge these challenges, there are best practices that can be learnt from international countries. The crowd psychology strategies applied by the Swedish police as well as the high tolerance level of the British police, are the good practices that can be recommended in dealing with protests in South Africa. / Police Practice / M.Tech. The dissertation analyses job-related education, training
and development in Soweto since 1940. The effect which the
interference of the National Party government had on jobrelated
education for black South Africans in Soweto is
examined, as it is of importance to know that qualifiers
were only permitted to operate as trades people in the
bantustans and not in the "white" cities.
It is discussed that prior to the assassination of prime
minister Dr H F Verwoerd in 1966, the NP government had
little interest in promoting urban black upliftment. Also
mentioned is the economic situation at that time, which
forced the N P government to introduce the Manpower
Training Act, permitting Africans to qualify in trades
which were until 1981 reserved for whites only.
At the eentre of the discussion are the few Sowetan
colleges which deal with job-related education. training
and development in the African township. Despite the
demand for skills training of black South Africans,
training deteriorated and the dissertation investigates
the reasons surrounding the loss of interest in the
communities and why interest groups were no longer
concerned about this type of training.
The dissertation concludes with a possible future
perspective which needs to be implemented to enable
job-related education, training and development in Soweto
to expand. The need to train Sowetans in their own
colleges as opposed to colleges outside Soweto is
