Lokalisering av nya bostadsområden i översiktlig planering : En rumslig multikriterieanalys över Gävle

Urbanisering i kombination med miljöfarliga utsläpp från fordonstrafiken ställer högre krav på bostadsplaneringen i städer. Studiens syfte är att öka förståelsen för hur multikriterieanalyser inom geografiska informationssystem kan tillämpas i den översiktliga planeringen för att bidra till ett hållbarare samhälle. En effektivare strategisk bostadsplanering med anslutning till befintliga samhällsfunktioner kan bidra till att miljövänligare transportalternativ prioriteras före bilen. Med hjälp av intervjuer från två tjänstemän inom offentlig och privat sektor har ett antal kriterier tagits fram till analysen. Utifrån befintliga samhällsfunktioner var målet med studien att lokalisera nya områden för bostadsutveckling med hjälp av en multikriterieanalys. Detta kan bidra till att miljövänligare transportmedel kan prioriteras före bilen eftersom avstånden till samhällsfunktionerna blir kortare. Utöver detta var även målet att undersöka hur politiska intressen skiljer sig åt med hjälp av en rangordning utifrån de framtagna kriterierna. Resultatet visar att representanterna från de två största politiska partierna i en svensk småstad rangordnar kriterierna olika gällande vilka samhällsfunktioner som bör finnas i närhet till nya bostadsområden. Däremot visar slutresultatet att de lokaliserade områdena för bostadsutveckling inte skiljer sig nämnvärt mycket ifrån varandra, trots politikernas varierande bostadspolitik. Studien kan bidra till en effektivare politisk hantering av ärenden eftersom politiska skiljaktigheter i slutändan inte alltid visar skillnader i vilka aktiviteter eller objekt som bör placeras var. / Urbanization combined with toxic emissions from motor traffic calls forhigher demands when house planning in cities. The purpose of this study is toincrease understanding about how to apply multi criteria analyses whenmaster planning to contribute to a more sustainable society. A more effectivehouse planning connected to existing societal functions might add to the usageof more sustainable transportation alternatives rather than that of cars. Using the input from interviews with representatives from both the privateand the public sector, a number of criterias have been developed for theanalysis. Considering existing societal functions, this study was intended toidentify new areas for housing development using a multi criterial analysis.This might contribute to more sustainable transportation because of thedistance to the societal functions. In addition to this, the intention extended tothe investigation of how political interests differs from one another, using aranking system based on the developed criterias. The results show that representatives from the two largest political parties in asmall town in Sweden rank the criterias different when it comes to whatsocietal functions a new housing area should have in close proximity. On theother hand, the end results show that the areas chosen for housingdevelopment have similar qualities, in spite of varying housing politics amongthe politicians. This study might contribute to a more effective politicalhandling of business, since political differences does not ultimately showdifferences in where activities or objects should be placed.

The objective of this research is to verify how was the process of urban planning through the proposed master plans with a focus on the last plane. To form the theoretical assumptions that underpin this research seeks to briefly talk about the urban planning process in Brazil and in Teresina. For this research is divided into two periods: before the 1988 Federal Constitution, a period which includes the formulation of the first three master plans for the city of Teresina, and from 1988, when they were made the last two plans. Finally, point out the limits and the future prospects of urban planning to Teresina from the analysis of the final master plan, prepared in 2006 based on the principles set by the City Statute, Federal Law 10257/2001 / A pesquisa aborda o planejamento urbano do município de Teresina, capital do Estado do Piauí, entre os anos 1969 e 2006. In 1970&rsquo / s, significant shifts occurred both in planning and design theories as a response to the decreasing role of state in property relations and widening arena of private property. This shift in planning approaches led to an increase in the importance of &lsquo / flexibility&rsquo / concept. However this study proposes that flexibility in the control of spatial development is not an indisputable solution, but rather it is a dilemma. This is because / the definition, degree and effect of flexibility may change in every step of the process depending on the actors in the process. While it may be a way of solution in one case, it may be the problem itself in another. In the study, this dilemma is discussed in the context of spatial development in science parks. The concept of flexibility has a particular importance in respect to science parks which host especially technology based firms. Due to market changes and technology shifts, the spatial requirements of market and also the tenants change in time rapidly. That is why flexibility becomes a necessary tool in the physical planning of science parks. In this context, firstly the role flexibility in different planning and decision-making approaches is discussed. Then the structural characteristics of science parks and specifically METU Technopolis are defined. Within this framework, the physical development process of METU Technopolis and the role of flexibility in planning and decision making processes is examined. Finally some suggestions for controlling the flexibility in planning and design processes are developed.

Managing the master planning process : how do airport managers incorporate stakeholder contribution in their final master plans?

This research seeks to connect the philosophical focus of the agency-structure debate with the practice of management through a comparative study of organisational decision-making in situations involving stakeholder consultation. Set in the context of decision-making following an airport master plan consultation, the study considers how the stakeholder framework can be integrated within institutional theory using institutional logics as a theoretical link between these two literatures. This thesis, which adopts a critical realist perspective, takes a comparative case approach of four airports, each owned in different ways. Interviews with airport managers are supplemented by discussions with stakeholders and industry experts. Two sets of a priori themes were identified from the literature. The first focuses on the institutional logics prevailing in the field and their influence on managers as they make decisions. The second considers four decision-making strategies managers might employ in this situation. Findings centre on the causal powers acting upon airport managers as they make their decisions. Whilst normative isomorphic pressure enables stakeholder consultation, the coercive pressure on the decision-making process deriving from English planning law, the adversarial and oscillating nature of Central Government policy, and a mimetic response to the nature of local authority development plans constrain the actions of airport managers. Indeed, the current bureaucratic form of capitalism limits stakeholder contribution to final master plans. This research makes four main contributions: Firstly, reflecting upon the agency-structure debate from a critical realist perspective has facilitated development of a model integrating the stakeholder framework within institutional theory. Secondly, it improves our understanding of how stakeholder contribution is managed in master planning. Thirdly, the study adds to the growing body of work that employs a critical realist perspective. Lastly, since reconciling conflicting stakeholder opinions may well be of vital importance to the future of the UK’s airport infrastructure, this work has practical significance for airport managers, government policy-makers and stakeholders as they strive to formulate worthwhile airport consultations.

Technology advancement in intelligent buildings : a through preplanning process pertaining to long-term maintainability

Innovation and new technologies are daily changing the characteristics of facilities as building owners are requiring more automated services, increased security is becoming more prevalent, and budget constraints are affecting facility operations. Therefore, additional avenues should be evaluated to reduce long-term costs by improving facility maintainability. The conclusions of these quarries should be incorporated into the design and preplanning phases as early as possible, as this is when the most impact can be made at the least expense. As it relates to this effort, preplanning refers to the project concept development and includes some initial aspects of the design. Preplanning for maintainability is one aspect that has historically not received much industry attention. This study considered the preplanning process as it pertains to maintainability, particularly for intelligent buildings, as this is the current trend in which building construction is heading. It limitedly considered the historic aspects of construction and automation, assessed the current situation and considered the projected future needs. Based on the expectations as to where future building intelligence will lead, it was ascertained that better preplanning should be incorporated into the construction process, especially as it pertains to maintainability.

Growth and expansion in post-war urban design strategies: C. A. Doxiadis and the first strategic plan for Riyadh Saudi Arabia (1968-1972)

This dissertation resituates C. A. Doxiadis in Post-War urban design history with a detailed examination of how urban growth and change was addressed by urban design strategies as applied in the master plan for Riyadh Saudi Arabia, undertaken between 1968 and 1972. The Riyadh master plan commission is important within Doxiadis' career, occurring in the midst of his prolific writing projects and approximately eight years after he completed the Islamabad master plan, his most renowned project. Most Post-War architects focused on the socio-spatial components of urban life, elaborating architectural projects that intertwined transportation, infrastructure, and concentrated on mass housing strategies. This dissertation argues that Doxiadis' contribution to urban design theory and practice during the Post-War period was to define a rational scientific methodology for urban design that would restructure settlements to enable urban expansion and change while addressing issues of community building, governance and processes of development. The applied urban design for Riyadh Saudi Arabia strongly exemplifies Doxiadis' rational strategy and methodology as outlined in Ekistics theory and the conceptual model of Dynapolis. The comparative analysis examines how Doxiadis applies the Dynapolis model in the urban spatial planning of Riyadh to organize urban territory at the macro and local urban scales, define neighborhood communities, and connect the new master plan to the existing spatial territory of the city. The longitudinal analysis contrasts the Doxiadis master plan, Riyadh's first urban development strategy, to the most recent comprehensive approach MEDSTAR to understand how the Doxaidis' urban design has sustained its spatial continuity over time. This dissertation makes two significant contributions. The first is to broaden knowledge of Post-War urban design specific to the spatial problem of urban expansion and change, and second to resituate Doxiadis within the Post-War history of urban design specifically revealing his previously unrecognized project of the Riyadh master plan undertaken from 1968-1972.

Movimento e hierarquia espacial na conurbação : o caso da Região Metropolitana de Porto Alegre

O estudo trata do fenômeno do movimento em sistemas urbanos. Investiga seu condicionamento pelo espaço edificado e a maneira como é abordado pelo planejamento institucional. Particulariza a análise para o processo de conurbação e dirige a atenção para o caso da Região Metropolitana de Porto Alegre – RMPA. A motivação surge em função dos conflitos relacionados ao sistema viário principal estipulado em cada município da Região, evidenciados a partir da justaposição de seus planos diretores vigentes em 2006, elaborados ou revisados por força do Estatuto da Cidade. Tal fato denota dificuldades das partes na compreensão de sua inserção na totalidade metropolitana. Como decorrência, objetiva-se examinar de que maneira o processo de estruturação espacial da conurbação influenciou a formação de rotas priorizadas pelo movimento em diferentes escalas na RMPA, e em que medida essas rotas estão presentes no entendimento que planejadores urbanos locais e regionais possuem sobre as possibilidades de deslocamentos mais amplos: entre bairros, setores e cidades. A pesquisa, conduzida sob o enfoque da complexidade e apoiada na teoria e na metodologia da Sintaxe Espacial, permitiu identificar, a partir de relações topológicas e geométricas existentes na configuração representativa da malha viária, redes de espaços públicos de circulação com maior potencialidade de abrigar o movimento de passagem na escala global da conurbação e o movimento restrito aos limites municipais: a Rede Metropolitana de Escolha – RMeE e a Rede Municipal de Escolha – RMuE. O processamento das informações georreferenciadas possibilitou a sobreposição dessas redes com o sistema viário principal dos municípios e, portanto, a avaliação do grau de coincidência entre seus espaços, a hierarquia espacial emergente com base na potencial quantidade de movimento, sua distribuição geográfica e sua conectividade. Em termos quantitativos, as conclusões apontam para existência de uma grande concentração dos espaços com maior potencialidade de movimento em seus níveis hierárquicos mais elevados, em que pese o conjunto de rotas ressaltadas na Rede Metropolitana de Escolha – RMeE, apresente uma melhor distribuição geográfica do que o conjunto das vias que integram os sistemas viários principais dos municípios pesquisados, indicados pelos respectivos planos diretores. De outro lado, os espaços correspondentes aos sistemas viários principais dos municípios tendem a coincidir em maior número com aqueles pertencentes às redes municipais de escolha (RMuE). Embora sem diferenças significativas, tal fato denota uma compreensão parcial, na maioria dos municípios analisados, em relação ao movimento de passagem regional por parte dos planejadores municipais. A análise qualitativa permite discutir, no âmbito de cada município, a incidência dos níveis hierárquicos emergentes, a relações existentes entre espaços de maior movimento de passagem e uso do solo, bem como o papel econômico desempenhado no contexto regional, entre outros. O estudo permitiu concluir que os princípios básicos detectados no processo de construção da integração espacial sintática, em especial o da centralidade e da linearidade, ficam bastante evidenciados no processo de estruturação da Região Metropolitana de Porto Alegre. Ao final, são apontadas as possibilidade de aplicação da pesquisa realizada em estudos futuros. / The study focuses on movement phenomenon within large urban systems. It investigates how it is affected by built environment and the way institutional urban planning approaches it. The analysis targets specifically effects conurbation processes might produce on movement, using The Metropolitan Region of Porto Alegre Metropolitan Region – MRPA - as a case study. From main streets system autonomous definition within each MRPA municipality, driven by federal legislation directives and deadlines, conflictive strategies became evident in 2006, when the entire metropolitan system was not apprehended as a whole. The metropolitan area individual parts juxtaposition displayed the misunderstandings and limits each municipality faces to fulfill their interactive roles within metropolitan totality. The analysis focuses these processes disruptive consequences for the conurbation spatial structure and pin out their impact on main movement routes within the RMPA. For that, different scale routes are examined in order to depict how these scales are operated by urban planners, locally and regionally, and to precise the limits they face to understand mobility alternatives among neighborhoods, sectors and cities. The problem is approached as a complex system, and draws from Space Syntax theory and methods to describe and analyze the whole RMPA spatial configuration. This allowed to identify the circulation system and open spaces network topological and geometrical structures, to evaluate the relations which contribute to enhance movement potential through the entire conurbated system and compare these routes to the potential through movement within each municipality – both Metropolitan Choice Network (MeCN) and Municipal Choice Network (MuCN). GIS appliances allowed superposing both networks (MeCN and MuCN) to each municipal main street system and evaluate their coherence degree towards the emergent spatial hierarchy based on potential movement, geographical distribution and connectivity. Conclusions drawn from quantitative analysis indicate that higher potential through movement clusters into higher hierarchy spaces, depicting MeCN routes that also display better geographical distribution than those composing each municipality main street systems such as defined in each Municipal Master Plan, mostly coincident to those depicted by MuCN. Even without outstanding differences, results denote partial understanding of the through movement regional system by municipalities’ urban planners. The qualitative analysis was based on the relations between land use labels intensities and through potential movement to discuss emergent hierarchical levels occurrence within each municipality and to evaluate their role within the metropolitan area regional economy. Conclusions drawn from qualitative analysis indicate that Porto Alegre Metropolitan Region spatial structure enhances its linear integration and centrality depicted through space syntax methods. The evidence provided means that topological and geometrical relations exceeds metrical ones in driving these processes. These findings point out to further applications towards large scale circulation systems problem solving and Space Syntax as a valid tool in orienting future regional and metropolitan development strategies.
