Securing the global city?: an analysis of the 'Medellin Model' through participatory research

No / This article explores the potential contribution to a better understanding and practice of urban security from participatory research methodologies with communities most affected by insecurity and violence. It focusses on the case of Medellín, Colombia, and analyses the key features and impacts of what is known as the ‘Medellín Model’, an approach to urban security widely regarded as innovative and successful. It locates this approach in a history of efforts to reframe security in Latin America, where urban violence has escalated greatly. The shift from ‘security as repression’ to ‘security as management’ has ushered in new models for governing ‘ungoverned’ neighbourhoods. The scrutiny of the effectiveness of these models is limited, however, by the accumulated mistrust and fear in such spaces. This article analyses a methodology for researching security practice on the ground. The paper assesses what difference it makes when academic, civic and social organisations come together to co-produce knowledge with community researchers living in the midst of mutating forms of violence. The methodology, it is argued, enables those most impacted by chronic violence to highlight how insecurity is differentially experienced and to show they can exercise agency in public security policies, making these more relevant and sustainable.

Illicit Interest Groups: The Political Impact of The Medellin Drug Trafficking Organizations in Colombia

Although drug trafficking organizations (DTOs) exist and have an effect on health, crime, economies, and politics, little research has explored these entities as political organizations. Legal interest groups and movements have been found to influence domestic and international politics because they operate within legal parameters. Illicit groups, such as DTOs, have rarely been accounted for—especially in the literature on interest groups—though they play a measurable role in affecting domestic and international politics in similar ways. Using an interest group model, this dissertation analyzed DTOs as illicit interest groups (IIGs) to explain their political influence. The analysis included a study of group formation, development, and demise that examined IIG motivation, organization, and policy impact. The data for the study drew from primary and secondary sources, which include interviews with former DTO members and government officials, government documents, journalistic accounts, memoirs, and academic research. To illustrate the interest group model, the study examined Medellin-based DTO leaders, popularly known as the “Medellin Cartel.” In particular, the study focused on the external factors that gave rise to DTOs in Colombia and how Medellin DTOs reacted to the implementation of counternarcotics efforts. The discussion was framed by the implementation of the 1979 Extradition Treaty negotiated between Colombia and the United States. The treaty was significant because as drug trafficking became the principal bilateral issue in the 1980s; extradition became a major method of combating the illicit drug business. The study’s findings suggested that Medellin DTO leaders had a one-issue agenda and used a variety of political strategies to influence public opinion and all three branches of government—the judicial, the legislative, and the executive—in an effort to invalidate the 1979 Extradition Treaty. The changes in the life cycle of the 1979 Extradition Treaty correlated with changes in the political power of Medellin-based DTOs vis-à-vis the Colombian government, and international forces such as the U.S. government’s push for tougher counternarcotics efforts.

§ 1- La thèse cherche à décrire les processus de changement et d'engagement des Églises catholiques d'Amérique Centrale, spécialement la prise de conscience ecclésiale des chrétiens de la base, dans des contextes socio-politiques et ecclésiaux fort complexes et mouvants. § 2- Traditionnellement, en Amérique Centrale, l'Église et notamment sa hiérarchie ont vécu en bonne intelligence avec les classes dirigeantes. Cette liaison, héritage de l'histoire du continent, est aussi conforme à une certaine conception de la religion comme instance légitimatrice des pouvoirs dominants actuellement en place. Les Églises d'Amérique centrale adoptent, à la fin années cinquante et au début des soixante, l'idéologie desarrollista (« développementaliste ») et promeuvent, dans ce but, le développement d'écoles et de centres de formation. Ceci dans l'optique d'un combat pour le progrès et d'une liaison étroite entre la promotion sociale et individuelle à l'évangélisation qui attendent de l'Église la sanctification du « mystère de l'ordre social ». § 3- Le Concile Vatican II va ébranler ces certitudes et remettre en question une « paix constantinienne » qui profite à des régimes autoritaires qui se prétendent défenseurs des « valeurs de l'Occident chrétien ». C'est l'époque d'une actualisation pastorale où l'enseignement social se renouvelle à partir des encycliques sociales de Jean XXIII et Paul VI qui éclairent l'ensemble des problèmes socio-économiques contemporains. Le réveil théologique, spirituel et social de l'Église rencontre un écho profond en Amérique Latine et tout particulièrement dans l'isthme centraméricain. La graine du renouveau est tombée sur un terrain fertile : une Amérique centrale en pleine mutation sociale qui, dans les années septante et quatre-vingts se trouve confrontée à une crise sociale grave, à des répressions violentes et à des guerres révolutionnaires. § 4- Dans le sillage de Vatican II, les Églises catholiques d'Amérique Centrale se mettent en devoir de répondre aux exigences du monde de ce temps, en assumant le destin de « tous les hommes et tout l'homme ». L'Église assume alors de nouveaux choix, qui la rapprochent du « peuple de Dieu » et l'encourage à s'engager dans la promotion et la formation du laïcat : les pastorales spécialisées, les mouvements d'Action Catholique, la pastorale d'ensemble, la création des centres de formation et des « communautés ecclésiales de base » (CEBs), sont les moyens choisis pour manifester « l'option préférentielle pour les pauvres ». Cette option essentielle est conforme aux nouvelles priorités et la formation systématique d'un laïcat plus actif et plus conscient de son rôle dans l'Église et dans la société. Les grandes assemblées des évêques à Medellin (Colombie, 1968), à Puebla (Mexique 1979), et à Santo Domingo (République Dominicaine, 1992) ont largement contribué à cet élan rénovateur initié par Vatican II. Les expériences vécues par les laïcs à la base, permettent de rapprocher l'Église des fidèles, tout en palliant le manque des prêtres. Elles sont encouragées par le clergé progressiste et par la « théologie de la libération » en Amérique Centrale. Ces expériences à la base ecclésiale, engendrent une « conscientisation » des participants, qu'ils soient paysans, ouvriers, indigènes, étudiants, etc. On assiste à un effort de conscientisation des masses par les Délégués de la Parole, laïcs formés grâce à des cours de pastorale et d'évangélisation de manière à pouvoir dénoncer à bon escient les « structures de péché ». L'organisation et l'engagement des laïcs, animés par les « délégués de la Parole » reflètent une conception de la foi marquée par de nouvelles orientations pastorales. § 5- Quel modèle d'Église sous-tendaient ces expériences ? Il s'agit en fait de la mise en pratique d'une « nouvelle manière d'être Église », laquelle n'excluait pas le conflit. Celui-ci se développa à l'intérieur de l'Église elle-même comme vis-à-vis des pouvoirs en place. Ce sont de nombreux laïcs qui deviendront, par la suite, les piliers de cette nouvelle orientation grâce à leur participation aux organisations populaires et, parfois, aux luttes armées menées dans la région. Devait se poser, dans ce contexte, la question des rapports entre foi et politique, entre foi et conflits sociaux, bref entre la foi et la vie. Les Églises, en particulier leur hiérarchie, tenteront de répondre à cette situation très particulière par des lettres pastorales, par des plans pastoraux ou même, quand le conflit devient plus aigu, par des mesures disciplinaires. A l'arrière-plan de la problématique sociale et ecclésiale en Amérique Centrale, c'est bien un modèle d'Église qui est en crise. D'où la nécessité de proposer, voire de chercher une manière originale d'« être Église », qui puisse réagir à la situation spécifique d'une région frappée en outre par des guerres, des inondations et de tremblements de terre meurtriers.

In order to reach this goal, the text presents an overview of the socio-political-economic-ecclesial elements encountered in the two Conferences of the Latin American Episcopate. At the same time, the research focuses on the content of the final documents of these Conferences. Aware of the context and content of the documents of the two conferences it is reported what appears to them as guidelines for the use of the Bible. It also presents how these orientations reverberate ideas that, ultimately, go back to Vatican II. Finally, a parallel between the two is sought to give evidence of the continuity and discontinuity regarding guidelines for the use of the Holy Bible. The perspective of this research approach is of literature review. The text is written trying to contribute historical and theological elements implicit presents in the conclusions of Medellin and Puebla conferences with the purpose of consummating the proposed parallel / A presente pesquisa faz um paralelo entre as Conferências de Medellín e Puebla no que diz respeito ao uso pastoral da Bíblia. Para atingir esse objetivo o texto apresenta uma panorâmica dos elementos sócio-político-econômico-eclesial que secundavam as duas Conferências do Episcopado Latino Americano. Ao mesmo tempo a pesquisa detém-se em apontar o conteúdo dos documentos conclusivos das Conferências. Cientes do contexto e do conteúdo dos documentos das duas conferências é relatado o que delas depreende-se como orientações para o uso da Bíblia. Apresenta-se, ainda, como essas orientações fazem reverberar ideias que, em última análise, remontam ao Vaticano II. Faz-se por fim, um paralelo entre ambas buscando evidenciar continuidade e descontinuidade no que diz respeito as orientações para o uso da bíblia. A perspectiva de abordagem desta pesquisa é a de revisão de literatura. Successful Social Reintegration in Urban Settings : What does it mean and what explains its variation?

What does “success” mean for social reintegration of ex-combatants in urban settings? Although reintegration of former fighters has been at the center of academic and policy discourse for achieving peace, limited attention has been paid to unraveling how social reintegration processes occur and how they are impacted in urban contexts. This thesis studies the specific issue of successful social reintegration in urban contexts and asks why it evidences higher levels of success in some urban settings than others. Drawing on previous research on the impact of security conditions on reintegration processes, it argues that actual or suspected eroded security conditions, caused by the presence of organized armed groups as well as reintegrating ex-combatants whose former unit operated in the same host community, negatively impact levels of success of social reintegration in urban centers because they each increase levels of fear towards ex-combatants among community members. Through process tracing and structured focused comparison, this thesis assesses the explanatory power of the proposed hypotheses for the cases of Bogota and Medellin. Based on the yielded results, support for both hypotheses is identified. Nonetheless given the nuanced conceptualizations propose heiring, future research is called upon to further assess the explanatory power of the proposed models.
