Au cours de sa longue histoire, Rome a soumis de nombreux peuples et augmenté singulièrement la taille de son territoire au point de devenir le centre de gravité de tout l’univers antique. L’essor extraordinaire de cette cité a toujours intrigué les penseurs. Rien d’étonnant dès lors si Montesquieu, philosophe français des Lumières, a étudié à son tour le monde romain et son développement dans un grand nombre de ses ouvrages. Afin de faire comprendre les raisons de la grandeur des Romains ainsi que de leur décadence, Montesquieu a examiné l’évolution de la politique et de la morale romaines depuis la fondation de l’Vrbs jusqu’à sa chute. L’auteur analyse attentivement les institutions civiles et militaires romaines afin de déterminer leur excellence – sans oublier de signaler leurs limites. Dans sa démarche sociologique et critique, cet écrivain s’appuie sur une riche documentation livresque qui révèle la grande influence de Machiavel et de Bossuet. Néanmoins, de son œuvre se dégage un point de vue novateur qui ouvre la voie à des champs d’investigation inédits. / During its long history, Rome has subjugated numerous peoples. Its territory increased so much that it became the center of gravity of the whole antique world. The extraordinary expansion of that city has therefore always surprised the thinkers. Understandably Montesquieu, a French philosopher of the Age of Enlightenment, has himself studied the Roman world and its development in a number of his works. In order to explain the reasons behind the magnificence and the decadence of the Romans, Montesquieu examined the evolution of Roman politics and ethics from the foundation of the Vrbs until to its decline. The author carefully analyses the Roman civil and military institutions in order to establish their excellence and even to point out their limits. In his sociological and critical approach, this writer uses a rich literature that reveals the influence of Machiavel and Bossuet. Nevertheless from his work emerges an innovative standpoint that opens up for original fields of investigation.

Este trabalho se propõe a traçar o cenário em que se desdobraram os acontecimentos que instigaram o gênio de Montesquieu a buscar um padrão cientifico para os fenômenos sociais e políticos que tão argutamente observava. Combinando as nuances doutrinárias de Montesquieu, pretende o estudo abordar as premissas conceituais básicas de federação e a ideia clássica da separação de poderes para, em seguida, examinar as atribuições da chefia de Estado numa república que adote o modelo federativo e a separação de poderes como seus nortes estruturais, no contexto de um sistema presidencialista de governo. Com base nas premissas deduzidas examina-se o alinhamento do modelo brasileiro àquelas premissas institucionais que o inspiraram. / The purpose of this research is to depict the events that unfolded within the scenario that provoked Montesquieu to search for a scientific pattern in order to explain the social and political phenomena that he carefully observed in his time. Drawing on the variations of Montesquieu’s doctrines, The work aims to explore the basic conceptual argument of federation as well as the classic idea of separation of powers. Thereafter, It intends to examine the roles of state leadership in a republic whose foundation lies upon the federative model and the separation of powers in a presidentialist system of government. Based on this, the study is going to consider the alignment of the Brazilian model to those institutional propositions that initially provoked Montesquieu’s mind.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Esta dissertação procura, utilizando o pensamento de Maquiavel, Montesquieu e Madison, estudar o governo republicano a partir de dois paradigmas distintos, a saber, a forma de governo e o modo de governar. O primeiro diz respeito ao seu caráter institucional do Estado e da atividade política e se torna inteligível por uma compreensão teórica da política, ou seja, sobre o que lhe confere formato. O segundo se refere aos modos de ação do governo independentemente de seu formato institucional e pode ser compreendido por aspectos sociológicos, pois diz respeito mais à sociedade. Maquiavel e, de um ponto de vista, Montesquieu podem ser considerados os principais representantes da tradição que identifica na forma de governo a definição da república. Montesquieu, sob outra perspectiva, e Madison são os que mais se dedicaram ao modo de governar. Além disso, este estudo procura abordar a liberdade como categoria identitária da política e, assim, formando um todo coeso da tradição republicana. / This dissertation tries, using the thought of Machiavelli, Montesquieu and Madison, to study the republican government based on two distinct paradigms, namely the form of government and the mode of governing. The first relates to its institutional character of the State and political activity and becomes intelligible by a theoretical understanding of politics, that is what gives it shape. The second refers to modes of action of the government regardless of its institutional format and can be understood by sociological aspects, as it relates to society. Machiavelli and, under a point of view, Montesquieu can be considered the main representatives of that tradition identifies as the definition of form of government of the republic. Montesquieu, from another perspective, and Madison are the most dedicated to how to govern. Furthermore, this study seeks to address the freedom as a category of identity politics and thereby forming a cohesive whole of the republican tradition.
