Gis Based Geothermal Potential Assessment For Western Anatolia

This thesis aims to predict the probable undiscovered geothermal systems through investigation of spatial relation between geothermal occurrences and its surrounding geological phenomenon in Western Anatolia. In this context, four different public data, which are epicenter map, lineament map, Bouger gravity anomaly and magnetic anomaly maps, are utilized. In order to extract the necessary information for each map layer the raw public data is converted to a synthetic data which are directly used in the analysis. Synthetic data employed during the investigation process include Gutenberg-Richter b-value map, distance to lineaments map and distance to major grabens present in the area. Thus, these three layers including directly used magnetic anomaly maps are combined by means of Boolean logic model and Weights of Evidence method (WofE), which are multicriteria decision methods, in a Geographical Information System (GIS) environment. Boolean logic model is based on the simple logic of Boolean operators, while the WofE model depends on the Bayesian probability. Both of the methods use binary maps for their analysis. Thus, the binary map classification is the key point of the analysis. In this study three different binary map classification techniques are applied and thus three output maps were obtained for each of the method. The all resultant maps are evaluated within and among the methods by means of success indices. The findings reveal that the WofE method is better predictor than the Boolean logic model and that the third binarization approach, which is named as optimization procedure in this study, is the best estimator of binary classes due to obtained success indices. Finally, three output maps of each method are combined and the favorable areas in terms of geothermal potential are produced. According to the final maps the potential sites appear to be Aydin, Denizli and Manisa, of which first two have been greatly explored and exploited since today and thus not surprisingly found as potential in the output maps, while Manisa when compared to first two is nearly virgin.

Aide à la décision pour les entreprises industrielles inscrites dans une démarche de développement durable / Decision aiding for industrial companies in the context of sustainable development

Le Développement Durable (DD) est « un développement qui répond aux besoins du présent sans compromettre la capacité des générations futures à répondre aux leurs. » Ses trois piliers fondateurs sont l’Economie, l’Environnement et la Société qu’il faut appréhender conjointement. Nous prenons le point de vue de la performance industrielle pour caractériser les besoins de l’entreprise dans une démarche DD. La performance industrielle, à travers son histoire, doit prendre en compte de plus en plus de critères jusqu'aux actuels piliers du DD. Nous proposons de voir le DD comme la démarche d'amélioration mise en place par l'entreprise. Dans ce sens nous proposons une aide au décideur humain qui permet de répondre aux exigences du DD et en particulier sa nature holistique et cyclique.Les entreprises déploient des approches d’amélioration continue à l’aide de standards et de méthodes comme le cycle PDCA. L’idée est alors d’enrichir cette pratique par un processus MCDA en aidant le décideur à formuler ses préférences et leur appliquer un traitement d’information adapté afin de fournir une aide à la décision qui serve la démarche d’amélioration. Pour intégrer l’imprécision dans la décision à prendre, nous proposons une méthodologie qui permet de caractériser la robustesse du résultat d’une méthode MCDA en fonction de l’imprécision des valeurs d’un critère. Pour prendre en compte l'aspect « réalisation opérationnelle » d'une action, en plus de son intérêt pour la performance de l'entreprise, nous avons développé un modèle de « faisabilité » associé aux actions en nous fondant sur la méthode ACUTA. L'idée est de proposer au décideur une information complémentaire à l'information d'utilité afin d'offrir une perspective autorisant un compromis Utilité/Faisabilité sur la décision à prendre. Nous déclinons notre proposition sur un cas pratique industriel mené dans le cadre d’une collaboration avec l’entreprise adixen Vacuum Products (aVP) d’Annecy. Ce partenariat a permis le déploiement de notre proposition pour un problème de décision portant sur les besoins d'instrumentation pour construire un système de management de l'énergie, conformément à la norme ISO 50001. / Sustainable Development (SD) is "development that meets the needs of the present without compromising the ability of future generations to meet their own needs." Its three founding pillars are Economy, Environment and Society which are to be handled together. We take the perspective of industrial performance in order to characterize the needs of a company involved in SD.Industrial performance, throughout its history, has to consider more and more numerous criteria up to the present SD pillars. We propose to look on SD as the improvement approach established by the company. According to this, we propose an aid for the human decision maker in order to fulfill the requirements of SD and notably its holistic and cyclic nature.Companies develop continuous approaches to improvement based on standards and methods like the PDCA cycle. Thus, the idea is to enrich this practice with a MCDA process for aiding the decision maker to establish his/her preference and to apply a suitable information processing to it that benefits the improvement approach. In order to integrate imprecision in the decision to be taken, we propose a methodology for characterizing the robustness of the product of a MCDA method in relation to the imprecision of a criterion value. In order to consider the aspect "operational implemantation" of an action, besides its benefit for the performance of the company, we developped a "Feasability" model related to the actions based on the ACUTA method. The idea is to offer the decision maker information complementary with utility information in order to permit a compromise Utility/Feasibility concerning the decision to be taken. Our proposition is applied to an industrial real case conducted in the framework of a partnership with the company adixen Vacuum Products (aVP) in Annecy. This partnership has led to the deployment of our proposition for a decision problem concerning the need in instrumentation required for the building of an energy management system, according to the ISO 50001 standard.

This paper proposes an analytic framework for the balancing or weighing test, as an instance of a Multiple-Criteria Decision Analysis (MCDA), like the ones used in disciplines like management or operations research. The change in perspective allows for an enrichment of our comprehension concerning the test, and permits an increment in its pretentions of rationality in the process of solving conflicts, in which is necessary to arrive to an optimal solution. In the first section we propose a conceptual framework concerning the development of MCDA models. Then we show three models of balancing tests proposed in the specialized literature, one of which is the model proposed by Robert Alexy. Finally, departing from a comparison between constitutional balancing and the reasonableness test, used by Indecopi, we present a complex model of balancing, which counts with two perspectives: one synchronic, and the other diachronic. / El presente artículo propone un análisis del test de ponderación como una caso particular de los exámenes o test de decisión multicriterio (MCDA) desarrollados en otras disciplinas como la gestión y la investigación de operaciones. Este cambio de perspectiva permite enriquecer nuestra comprensión de dicho test, e incrementar sus pretensiones de racionalidad para resolver conflictos en los que se debe arribar a una solución óptima. En la primera parte se plantea un marco teórico sobre el desarrollo de los análisis de toma de decisiones multicriterio. A continuación se analizan las interrelaciones entre tres modelos ponderativos que se han propuesto en la literatura especializada, entre los que se encuentra el de Robert Alexy. Finalmente, a partir de una comparación entre la ponderación constitucional y el examen de razonabilidad de una medida, empleado por Indecopi, se presenta un modelo complejo de toma de decisiones en la ponderación. Dicho modelo cuenta con una perspectiva diacrónica y sincrónica de análisis.

Contribution à l’évaluation et à l’amélioration multicritères en contexte incertain : application à la conception préliminaire / Contribution to multi-criteria assessment and improvement in uncertain context : Application to preliminary design

Dans un environnement fortement concurrentiel, les industriels doivent constamment améliorer leurs produits pour rester compétitifs et satisfaire au mieux leurs clients tout en minimisant les coûts et la prise de risques en conception. En phase préliminaire de conception ou de (re-)engineering, prédire les performances de nouveaux produits est une tâche difficile. En effet, l’impact des changements opérés sur les caractéristiques du produit relativement aux performances de celui-ci ne peut être estimé que de façon imprécise. Décideurs et concepteurs doivent pourtant identifier les performances à améliorer en limitant les efforts d’ingénierie déployés pour des améliorations innovantes. Bien que plusieurs indicateurs de plus-value aient été proposés par la communauté de la décision multicritère pour évaluer a priori l’amélioration que confère un changement de configuration à un produit, ils semblent néanmoins reposer sur des hypothèses de réalisabilité des gains de performance peu réalistes dans le contexte manufacturier.Sur la base de techniques d’analyse multicritère et de théorie des possibilités, cette thèse propose une extension de ces indices de plus-values lorsque la vraisemblance des améliorations espérées ne peut être évaluée de façon précise comme c’est le cas en phase de conception préliminaire. Cette connaissance imparfaite des relations entre les actions d’amélioration et les performances espérées rend la question « comment se fixer des objectifs ambitieux lorsque l’on conçoit ou améliore un produit tout en faisant en sorte que ces objectifs restent à la portée du manufacturier ? » d’autant plus complexe. Ainsi, les améliorations qu’il faut planifier doivent à la fois avoir un impact significatif sur la performance du produit et correspondre à des compétences maîtrisées par le manufacturier. Plusieurs approches de la littérature se sont intéressées à ces deux aspects de l’amélioration, mais peu d’entre elles les considèrent conjointement. Nous proposons dans cette thèse plusieurs approches qualitatives et possibilistes qui concilient les deux points de vue à travers des problèmes d’optimisation multi-attributs. La notion d’interaction entre deux dimensions de la performance y est centrale. Un exemple relatif à la conception d’un robot autonome est proposé pour illustrer chacune de nos propositions. Cette étude de cas est issue du challenge Robafis qui est organisé annuellement par l’Association Française d’ingénierie Système (AFIS) pour promouvoir l’ingénierie système dans les écoles d’ingénieurs. / In a highly competitive and unstable environment, manufacturers must constantly improve their products to remain competitive and satisfy their customers while minimizing incurred costs and risk taking at the design stage. At the early stages of (re-)engineering, performances forecasting of new product is complicated. Indeed, the impacts of any characteristic change on the product performance are not precisely known. Decision makers must thus identify the performances to be improved while limiting the engineering efforts spent on innovative upgrades. Although some theoretical worth indexes have been proposed in the multiple criteria decision-making literature to estimate the expectable gains when improving changes are planned, they generally rely on non-realistic assumptions on the achievability of the expected improvements that cannot hold in manufacturing contexts. Based on multi-criteria decision analysis techniques and uncertainty theory, this thesis proposes an extension of the worth index concept when the likelihood of the expected improvements is not precisely known as it is the case at the preliminary stages of design activities. This poor knowledge of the relationships between improvement actions and expected performances makes the issue “how to set ambitious targets when improving or designing product while these targets remain within the reach of the manufacturer” all the thornier. Thus, improvements to be focused on are those which both have a significant positive impact on product performance and correspond to operational changes properly under control by the manufacturer. While some approaches in the literature have already addressed each of the two aspects of the improvement problem, few deal with both of them at the same time. We investigate several qualitative and possibilistic approaches that conciliate both points of view as multi attributes optimization problems. The notion of interaction between any two objectives to be simultaneously satisfied is central in our framework. An illustrative example related to the design phase of autonomous robot is provided. This case study is issued from the robotic challenge Robafis that is organized annually by the French association of Systems Engineering AFIS to promote Systems Engineering practice in engineers’ schools.

O estudo presente tem por objetivo a utilização de análise multicritério para realização de priorização das perspectivas do BSC em três instituições de ensino superior, administradas pela mesma Mantenedora. Levando-se em consideração que o BSC não possui medição de suas perspectivas em escala de importância, fato esse que pode atrapalhar os gestores durante a implantação, nesse trabalho é possível verificar a utilização do método AHP (Analytic Hierarchy Process), na tomada de decisões com múltiplos critérios, o que permitiu a realização da priorização de perspectivas do BSC em cada uma das IES. Assim, as Instituições de Ensino poderão realizar a implantação do BSC de acordo com o grau de importância das perspectivas na visão de seus Diretores. Por meio dessa pesquisa, foi possível realizar uma análise com a utilização de duas importantes ferramentas: o BSC e o AHP na gestão das Instituições, o que permiti aos Diretores uma melhor condição na preparação e melhor monitoramento dos indicadores estratégicos. / The Balanced Scorecard (BSC) deployment can create a competitive differential in Higher Education Institution (HEI). The purpose of this study is to use a multicriteria analysis to prioritize the perspectives of BSC in three higher education institutions, managed by the same maintainer. Considering that the BSC does not have a measurement of its perspectives in scale of importance, which can hinder managers during implantation, in this work it is possible to verify the use of the AHP (Analytic Hierarchy Process) method of making decision with multiple criteria, which allowed the achievement of the prioritization of BSC perspectives in each HEI. Thus, the Educational Institutions may carry out the implementation of the BSC according to the degree of importance of the perspectives in the vision of its Principals. Through this research, it was possible to carry out an analysis with the use of two important tools: the BSC and the AHP in the management of the Institutions, which will allow the Principals a better condition in the preparation and better monitoring of the indicators strategic.

Cette étude s'intéresse à la prise en compte des préférences des décideurs dans le cadre de la résolution des problèmes de planification. L'originalité de l'approche retenue consiste à représenter les préférences en utilisant un formalisme issu de l'aide à la décision multicritère à savoir un modèle MAUT (acronyme de Théorie de l'Utilité Multi-Attribut) couplé à une intégrale de Choquet. Ce formalisme généralise la notion de préférence utilisée en PDDL (le Langage de Définition des Domaines de Planification). Ainsi, l'extension PDDL3/MAUT proposée enrichit le pouvoir expressif du PDDL en permettant d'utiliser facilement un nombre quelconque de préférences numériques, d'agréger des préférences entre elles ou encore de considérer d'éventuelles interactions entre les préférences du problème. En conséquence, elle permet de représenter plus finement la complexité intrinsèque des préférences des décideurs. Par ailleurs, un algorithme pour la résolution des problèmes de planification avec préférences est proposé. Ce dernier est mis en oeuvre dans le planificateur ChoPlan qui a été développé dans le cadre de cette étude et dont les performances ont été comparées à celles des planificateurs de l'art. En outre, les travaux réalisés contribuent à la résolution de la problématique de l'interopérabilité des organisations en situation de crise. En effet, un système d'aide à la décision capable de supporter les décideurs lors de l'élaboration de plans d'action collaboratifs est présenté. Ce dernier permet de modéliser la situation à résoudre, les capacités des partenaires mobilisés ainsi que les objectifs, contraintes et préférences des décideurs. Les modèles ainsi réalisés sont ensuite transformés afin de générer un problème de planification avec préférences qui est résolu à l'aide de ChoPlan. / This study aims to solve preference-based planning problems. The originality of this work is to represent preferences using a formalism from multicriteria decision analysis namely a MAUT model (acronym for Multi-Attribute Utility Theory) along with a Choquet integral. This formalism generalizes the notion of preference used in PDDL (the Planning Domain Definition Language). Indeed, the proposed PDDL3/MAUT extension improves the PDDL expressiveness by allowing to use any number of numeric preferences, aggregating preferences and considering interactions between preferences. As a consequence, it can represent more accurately the intrinsic complexity of decision-makers preferences. Furthermore, an algorithm for preference-based planning has been designed. It has been used to implement a planner named ChoPlan whose performances have been compared to state of the art planners. In addition, this work adresses the problem of organization’s interoperability in crisis management. Indeed, a decision aid system supporting decision-makers during the design of collaborative plans is presented. It helps stakeholders to model the situation to solve, the responders’ capabilities as well as objectives, constraints and preferences of the decision-makers. These models are then processed to generate a preference-based planning problem that is solved using the ChoPlan planner.

Tomada de decisão em contextos específicos: uma análise das relações entre os métodos multicritérios de apoio à decisão e as estratégias de decisão humana / Decision making in specific contexts: an analysis of the relationship between multicriteria decision making methods and human decision strategies

This thesis aimed to investigate the relationship between Multicriteria Decision Making methods and decision strategies used by individuals in the selection process in a specific context. Therefore, as a basis we took the fundamental elements of three multiple criteria methods, PROMETHEE MACBETH and AHP, as well as the decision strategies: additive-compensatory, additive difference, elimination by aspects and conjunctive by Todd and Benbasat (1991), which allowed build six categories of analysis of this study: independent evaluations, dependent evaluations, summations, differences, eliminations and temporary choices. Therefore, a laboratory experiment was conducted in a multi-brand car shop so that the individual could perform the task of choosing an second-hand car independently: with the aid of one of Multicriteria Decision Aid (Visual PROMETHEE, M-MACBETH or TransparentChoice) and without the aid of the system, that is, only with the mind of the individual to guide the decision, being used the verbal think aloud protocol. Thus, 61 experimental subjects participated in the survey. The presentation of the results proved the relationship between two, additive difference and elimination by aspect, out of the four strategies proposed decisions by Todd and Benbasat (1991), since these two strategies were identified in the three systems. However, statistical tests showed a significant difference for the decision strategy elimination by aspect for the SADs TransparentChoice and for additive difference for SADs M-MACBETH and TransparentChoice. The two strategies, elimination by aspect and additive difference for individuals who received the aid only of SAD Visual PROMETHEE are similar to multicriteria decision making methods underlying to this system, in this case, PROMETHEE. Furthermore, we observed that there is a difference in the outcome of the decision when the individual used different SADs, M-MACBETH and Visual PROMETHEE, and that the latter facilitated more the process of choosing consumer goods, in this case, second-hand vehicles. In this context, the SADs served to confirm the assessment of characteristics previously made by the individual s cognitive decision-making system. Furthermore, we found that the individual, when solving a complex decision task, makes a number of connections that are not extended to systems. These findings were noticeable through the tactics that emerged during the verbalization process, i.e., indeterminacies concerning other attributes that were not being considered in the task at hand and compensation trade-offs that each experimental subject performed, which are not allowed by systems. These results suggest specific implications and generate new insights in future research. We believe that the objectives of this thesis were achieved, contributing to the academic and decision-making areas, since the results can serve as guidelines for decision making in the organizational context involving consumer goods purchasing decisions. / Esta tese teve como objetivo investigar a relação entre os métodos multicritérios de apoio à decisão e as estratégias de decisão utilizadas pelo indivíduo no processo de escolha em um contexto específico. Para tanto, tomaram-se como base os elementos fundamentais de três métodos multicritérios PROMETHEE, MACBETH e AHP, bem como as estratégias de decisão Compensatória Aditiva, Diferença Aditiva, Eliminação por Aspecto e Conjuntiva de Todd e Benbasat (1991), que permitiram construir as seis categorias de análise deste estudo: avaliações independentes, avaliações dependentes, somatórios, diferenças, eliminações e escolhas temporárias. Assim, foi conduzido um experimento em laboratório em uma loja de comércio de veículos multimarcas de forma que o indivíduo realizasse a tarefa de escolha do veículo usado de modo independente: com o auxílio de um dos Sistemas Multicritério de Apoio à Decisão (Visual PROMETHEE, M-MACBETH ou TransparentChoice) e sem o auxílio do sistema, ou seja, tendo somente a mente do indivíduo como guia da decisão, sendo utilizado o protocolo verbal Think Aloud. Dessa forma, participaram da pesquisa 61 sujeitos experimentais. A apresentação dos resultados comprovou a relação entre duas, Diferença Aditiva e Eliminação por Aspecto, das quatro estratégias de decisão propostas por Todd e Benbasat (1991), uma vez que essas duas estratégias foram identificadas nos três sistemas. Contudo, os testes estatísticos exibiram diferença significativa para a estratégia de decisão Eliminação por Aspecto para o SAD TransparentChoice e para a Diferença Aditiva para os SADs M-MACBETH e TransparentChoice. As duas estratégias de Eliminação por Aspecto e de Diferença Aditiva para os indivíduos que receberam o auxílio somente do SAD Visual PROMETHEE são semelhantes ao método multicritério de apoio à decisão subjacente a esse sistema, nesse caso, o PROMETHEE. Ainda, observou-se que há diferença no resultado da decisão quando o indivíduo utilizou diferentes SADs, o M-MACBETH e o Visual PROMETHEE, e que esse último foi o que mais facilitou o processo de escolha para bens de consumo, nesse caso, veículos usados. Nesse contexto, os SADs serviram para fins de confirmação de avaliações de atributos previamente já realizados pelo sistema cognitivo do decisor. Ademais, constatou-se que o indivíduo, ao resolver uma tarefa de decisão complexa, faz uma série de conexões que não são extensivas aos sistemas. Esses achados foram perceptíveis por meio das táticas que emergiram durante o processo de verbalização, ou seja, indeterminações consoantes a outros atributos que não estavam sendo considerados na tarefa em questão e compensações, trade-offs que cada sujeito experimental realizou, os quais não são permitidos pelos sistemas. Esses resultados sugerem implicações específicas e geração de novos insights em pesquisas futuras. Acredita-se que os objetivos desta tese foram alcançados, contribuindo para a área acadêmica e para área de processo decisório, uma vez que os resultados podem servir de orientações para a tomada de decisão no contexto organizacional envolvendo decisões de compra de bens de consumo.

At its core, the Bologna process has imposed a series of transformations, among which, the promotion of mobility, as a stimulus to interinstitutional cooperation to enable an better and bigger qualification of the students. Nevertheless, what we see is that this point is one of the main points made flawed by Brazilian institutions that have adopted this model of higher education. An example is the Bachelor of Science and Technology - BC&T, Federal University of Rio Grande do Norte - UFRN, where there are problems of the internal order, represented by the problem of the reusing of the disciplines, such also of external order, in cases of transfers interinstitutional. Because of this, and knowing that this is a typical problem in which multiple criteria are involved, the aim of this study is to propose a multicriteria model for selection of interciclo of the BC&T of the UFRN which addresses the issue of mobility. For this, this study was of exploratory and study case nature, use as tools of data collection, the bibliographic and documentary research, as well as semi-structured interviews. For the elaboration of the model, were used the five phases most commonly used in the modeling of problems in operational research in a sample of 91 students of BC&T. As a result, we obtained a model that addresses the issue of internal and external mobility of the school and that, moreover, was also more robust and fair than the current model of BC&T and also what is used in other courses of the UFRN, taking into consideration the expected results by the decision makers / As discuss?es em que se desenvolvem as propostas de reforma universit?ria no Brasil compreendem, dentre outros aspectos, a concep??o da universidade intitulada de Universidade Nova , cuja origem estrutural adv?m do projeto de lei da reforma da educa??o superior e dos fundamentos da unifica??o da educa??o superior europeia (processo de Bolonha). Em seu cerne, o processo de Bolonha imp?s uma s?rie de transforma??es, dentre as quais, a promo??o da mobilidade, como est?mulo ? coopera??o interinstitucional no intuito de permitir uma melhor e maior qualifica??o dos alunos. Apesar disso, o que se percebe ? que este ponto ? um dos principais aspectos deficientes apresentados pelas institui??es brasileiras que adotaram esse modelo de ensino superior. Um exemplo disto ? o Bacharelado em Ci?ncias e Tecnologia - BC&T da Universidade Federal do Rio Grande do Norte - UFRN, em que existem problemas tanto de ordem interna, representada pelo problema de reaproveitamento de disciplinas, como de ordem externa, para os casos de transfer?ncias interinstitucionais. Por conta disto, e sabendo-se que este ? um t?pico problema em que est?o envolvidos m?ltiplos crit?rios, o objetivo deste estudo ? propor um modelo multicrit?rio para a sele??o interciclo do BC&T da UFRN, que contemple a quest?o da mobilidade. Para tanto, este estudo, de car?ter explorat?rio e delineado como estudo de caso, utilizou, como ferramentas de coleta de dados, as pesquisas bibliogr?fica e documental, al?m de entrevistas semiestruturadas. Para a elabora??o do modelo, foram utilizadas as cinco fases mais comumente presentes nas modelagens dos problemas de pesquisa operacional em uma amostra de 91 discentes do BC&T. Como resultados, obteve-se um modelo que contempla a quest?o da mobilidade interna e externa da escola e que, al?m disso, tamb?m se mostrou mais robusto e justo do que o modelo atual do BC&T e tamb?m do que ? utilizado nas demais gradua??es da UFRN, levando em considera??o as expectativas de resultados dos decisores

Método AHP como instrumento de apoio à decisão para a manutenção da qualidade da água do reservatório de Ilha Solteira

Este reservatório foi construído com o objetivo de geração de energia, porém, como geralmente ocorre com a maioria dos reservatórios, passou a ser utilizado para múltiplas finalidades. Dentre os usos se destacam o transporte hidroviário, a irrigação, a aquicultura e o lazer. Devido à boa qualidade de suas águas, apresenta uma forte tendência ao aumento das utilizações deste recurso. Considerando que alguns aproveitamentos resultam em impactos e consequentes conflitos relacionados aos interesses de usos do recurso, é de suma importância o desenvolvimento de medidas disciplinadoras que visem à manutenção da qualidade da água. Nesse sentido, a presente proposta objetivou estabelecer uma hierarquia dos principais usos do reservatório considerando critérios econômicos, sociais, operacionais e a qualidade da água. Para tanto, adotou-se um Modelo Multicritério de Apoio à Decisão, onde, com a utilização do método Analytic Hierarchy Process (AHP), as modalidades de uso do reservatório foram priorizadas. De acordo com o constatado no presente estudo, o segmento de recreação e turismo apresentou o melhor desempenho nos critérios avaliados, sendo considerado como prioridade global para a utilização da água do reservatório de Ilha Solteira e de seus afluentes. O uso dos recursos hídricos para irrigação se mostrou interessante, sendo que foi apontado como prioridade em alguns municípios. A aquicultura aparece em terceiro lugar na ordem de prioridade, se destacando tanto em projetos da iniciativa privada como em projetos com investimentos públicos. A região apresentou um baixo uso dos recursos hídricos para o transporte hidroviário, sendo este segmento quase uma exclusividade... / The Ilha Solteira reservoir is located between the States of São Paulo, Mato Grosso do Sul, Minas Gerais and Goias, inserted in Paraná's river basin. This reservoir was built with the purpose of power generation, but as it usually happens with most reservoirs, it began to be used for multiple purposes. Among the various uses of the reservoir can be highlighted the navigation, the irrigation, the aquaculture and the recreation. Due to the high quality of its waters, there's a strong intent on increasing the use of this resource, being that some uses result in significant impact and therefore, conflicts of interest arise. It is then of utmost importance the creation of disciplinary measures targeted on maintaining water quality. In that sense, this proposal aims to establish a hierarchy of the main uses of the reservoir, considering the criteria economical, social, operational and the quality of the water. To that end, was adapted a Multi-Criteria Decision Support model, where, using the method of Analytic Hierarchy Process (AHP), the uses of the reservoir were prioritized. According to the results of this study, the segment of recreation and tourism showed the best performance on the evaluated criteria and was defined as the global priority concerning the water usage of the reservoir of Ilha Solteira and of their tributaries. The use of water resources for irrigation proved to be interesting, and it was appointed as a priority in some cities. The aquaculture appears in third place in the priority order, standing out so much in projects of the private initiative such as in projects with public investments. The region presented low use of water resources for waterborne transport, being that segment almost exclusiveness of the São Simão-GO city. The usage of the water to supply showed little expression on the cities in the region, however deserves attention for the volume of sewage... (Complete abstract click electronic access below)

Three contributions to the PROMETHEE II method / Trois contributions à la méthode PROMETHEE II

PROMETHEE II is a widely used outranking method in the field of multi criteria decision aid (MCDA) method. The method outputs a ranking of a considered set of alternatives, based on the computation of net flow scores. <p>In this thesis, aggregating several published journal articles and conference papers, we propose three contributions that relate to the method: 1) Outranking methods are based on the pairwise comparison of all considered alternatives, yielding a quadratic time complexity for evaluating the net flow scores. We propose a method for reducing to a linear time complexity and show that it offers good results; 2) Determining preference parameters, i.e. relative weights for each criterion, is not a trivial task. We propose two complementary approaches to eliciting preferences, based on the aggregation-disaggregation paradigm; 3) The phenomenon of rank reversal, that also affects the PROMETHEE II method, is often considered as problematic in the MCDA community. We formalise the exact conditions for rank reversal to occur with PROMETHEE II when adding or removing one or more alternatives to the original set.
