A proposta de uma educação, na e para a diversidade, que contemple todas as pessoas, inclusive aquelas com algum tipo de deficiência, suscita um mal-estar generalizado na instituição escolar. Neste ambiente conflituoso e desconfortante, vivenciado pela maioria dos educadores, propõe-se esta pesquisa. Sinalizando uma nova perspectiva de discussão do processo inclusivista, esta investigação, a partir da escuta do professor, buscou compreender o processo de inclusão de alunos com deficiência no ensino regular; identificar as prováveis causas do mal-estar docente; reconhecer as possíveis repercussões das histórias de vida escolar dos pesquisados em suas posturas diante do processo de inclusão e instigar a discussão de uma formação docente que propicie a valorização da dimensão subjetiva do professor. Para tanto, a leitura psicanalítica mediou e sustentou teoricamente todas as discussões tecidas, possibilitando a compreensão e recolocação do sujeito-professor no centro das prioridades educacionais. A investigação foi realizada em uma escola da rede pública do Estado da Bahia e teve, como ponto de partida, o registro da Memória Educativa da pesquisadora, com o objetivo de esclarecer a historicidade do objeto escolhido para estudo. Este dispositivo, também utilizado com os sujeitos pesquisados, possibilitou a narração dos percursos trilhados no decorrer da vida escolar e o reconhecimento das marcas, inscritas desde a infância, que repercutem na prática docente atual. Por conseguinte, o estudo descreve a trajetória e os princípios históricos das pessoas com deficiência, desde as práticas de extermínio até a atual proposta inclusivista; esclarece a confusão terminológica relativa à deficiência; identifica e discute os dispositivos legais; critica a inclusão a qualquer custo; elucida as vicissitudes inerentes ao convívio com o diferente; questiona as concepções de normalidade e patologia, diferença e rotulação, bem como o formato de educação inclusiva, implantado nas escolas públicas; situa o mal-estar docente a partir de uma aproximação educação inclusiva-psicanálise; discorre sobre a formação docente e a idealização do ato educativo, a partir da premissa de que esta estaria a serviço da exclusão de alunos e professores; discute as origens do mal-estar docente, como um sintoma do não-saber (inconsciente), propondo um debate acerca do lugar ocupado pelo professor diante da inclusão e formulando uma reflexão acerca da necessidade de escuta do professor, como forma de re-significação das verdades enraizadas no fazer educacional. Sem elaboração de hipóteses a priori, a análise de dados apontou para um mal-estar anterior à inclusão e que encontra, nesta, uma oportunidade de expressão através de uma relação de identificação entre professores e alunos excluídos e em busca da legitimação de um lugar social. À guisa de conclusão, o texto sugere reflexões acerca da valorização e da escuta docente como alguns dos caminhos para uma minimização da sensação de desconforto relacionada, inicialmente, apenas à proposta inclusiva. ___________________________________________________________________________________________ ABSTRACT / The paradigm which postulates the inclusion of students with special needs in regular classes has caused a lot of questioning in the educational environment. The proposal for an education within and for diversity which regards all people, including those with special needs, gives rise to a general feeling of uneasiness in the schools. This research was proposed in this conflicting and uncomfortable environment where most educators live. The investigation aimed at contributing to a new discussion perspective for the process of inclusion and was sustained by the purpose of understanding the process of inclusion of students with special needs by listening to the teachers involved. We tried to identify the causes of the teachers’ uneasiness when working with those students in regular classes. We also worked to identify possible reflections of these teachers own school backgrounds on their postures concerning the inclusion of students with special needs. We intended, as well, to urge a discussion on the need of a new perspective for teachers’ education, which could value their subjective dimension. To make that possible the psychoanalytic reading mediated and supported theoretically all the discussions held, leading to understanding and replacement of the subject-teacher as an educational priority. The investigation took place in a public school run by the state of Bahia and had as its starting point the records of the researcher’s education memories. This research device, also used with the research subjects, made it possible to them to narrate their own school life stories and recognize in them marks from the past which might have a reflection on their present teaching practice. Moreover, in its theoretical chapters, the study describes the historical course of people with special needs, since the extermination practices of the past until the present movement of inclusion. It also intends to enlighten the terminology confusion regarding special needs and indentify and discuss related legal matters. It criticizes the so called process of inclusion “at all costs” and questions the conceptions of normality, pathology, difference and labeling as well as the educational inclusion format used by the public schools – it places the educators discomfort from a close relation between the inclusion process and psychoanalysis. It also discusses about the education of the teacher and the teaching practice considering the assumption that it contributes to the exclusion of both teachers and students. Finally, it discusses the origins of the feeling of uneasiness as a symptom of unconscious ignorance proposing then, a debate about the teachers’ roles in the inclusion process and formulates a reflection about the need of listening to these teachers as a means to promote significant changes in the educational practices. The analysis of the research’s data, which was not meant to elaborate a hypothesis at first, pointed an uneasiness feeling which actually took place before the inclusion process started. This feeling finds in the process of inclusion a way to be expressed through a relationship of identification between the teachers and the excluded students in the quest for a legitimate social position. In conclusion, the text suggests that reflections regarding the valorization and practice of listening to the educators as ways to diminish the discomfort related initially to the inclusion proposal.

The PES aims, through experience and bodily experience, the provocation and the creation of aesthetic-expressive for/by people with any disability, whether physical movement, sensory or motor. This paper analyzes: their agents, highlighting the importance of the recognition of their role; the process of studying and understanding about how the movement will be admitted and worked associating it with Laban Movement Analysis, which is used here as the initial source for the preparation of lessons; the laboratories of experimentation created for expansion of physical and semantic repertoire, sometimes worked with the use of objects, sometimes from body to body ratio; and the aesthetics created by the group, questioning its artistic values, and their plays Klepsydra and Grain (s), created along the trajectory of the group.

Esta proposta é feita a partir da concepção interdisciplinar com a psicologia e os direitos humanos, em consonância com uma perspectiva histórico-cultural de autonomia e desenvolvimento humano, que postula que o homem e suas relações estão em constante transmutação. Discutimos a relação entre direitos humanos e deficiência e defendemos que ela pode se concretizar a partir de práticas e políticas públicas que tenham como foco a promoção da dignidade humana. Falamos do cuidar enquanto elemento articulador dessas políticas e como alternativa a práticas de segregação do público em questão. Acredita-se que a formação em direitos humanos é importante para contribuir com o crescimento profissional e pessoal de cuidadores e também, garantir a promoção da autonomia dos usuários destes serviços. Dessa forma, apaziguando o sofrimento psíquico desses dois sujeitos em relação. O trabalho foi realizado em uma instituição para acolhimento de adultos com deficiência no Distrito Federal. Foram realizados quatro grupos baseados na metodologia de Balint, com os oito cuidadores de um plantão específico do abrigo. Com esses grupos, trabalhamos os componentes emocionais, sociais e profissionais dos participantes, evidenciando a importância de práticas pautadas numa clínica social dos direitos humanos e gerando transformações no status quo da instituição em questão. Notamos com esse trabalho a importância de ampliar a discussão do conceito de autonomia e a maneira como ela é galgada nesses ambientes. ___________________________________________________________________________________ ABSTRACT / This paper proposes to investigate the importance of training caregiver professionals working in an institution for people with disabilities. This proposition is developed based in an interdisciplinary view on human rights and psychology a historical conception of cultural autonomy and human development, this is possible due to an historical-cultural perspective of autonomy and human development, it is assumed here that humans and their relations are in a constant flow. We discuss the relationship between human rights and disability and argue that it can be achieved by public policies and actions that focus on human dignity. Our work shows that care is the articulating element of these practices. It is an alternative to segregation and disrespect with the public concerned here. We believe a human rights education is important to contribute to the professional and personal growth of caregivers and also ensure the empowerment of the institution users. Furthermore appeasing the psychological distress of these two subjects in relation. The research occurred in an institution for adults with disabilities located in Distrito Federal. Four groups based on the Balint methodology were conducted, eight caregivers of a specific duty participated. Through the groups we worked the emotional, social and professional components of the participants, highlighting the importance of social human rights based practice that can change in the status quo. We perceived the importance of broadening the discussion of the concept of autonomy and the way it is conducted in environments like the one we studied.

A natação é um esporte particularmente versátil para essa população, por poder ser praticado desde a fase de tratamento de uma lesão aguda, até a promoção da saúde e do desporto de alto rendimento. No entanto, o grau de participação desses indivíduos nessa atividade é afetado por um conjunto multifatorial que inclui aspectos pessoais e ambientais. Objetivos: Analisar os facilitadores e as barreiras para a prática de natação pela pessoa com deficiência física, a fim de contribuir com a produção acadêmica nacional e favorecer o aumento do acesso dessa população a um esporte que propicia benefícios exclusivos. Metodologia: O campo deste estudo foi um centro público de exercícios e esporte recreacional, o Centro Olímpico e Paralímpico (COP) do Setor O, localizado na Região Administrativa da Ceilândia/DF. Três etapas foram cumpridas para a investigação proposta. Na primeira etapa a autopercepção de saúde e o perfil da população com deficiência física maior de 18 anos, que praticava exercícios físicos regulares no COP do Setor O, foi investigada por meio da aplicação de um questionário. Em seguida foi realizada uma revisão de literatura referente aos fatores facilitadores e às barreiras para a prática de natação pela pessoa com deficiência física. Por fim, foi pesquisada a perspectiva de indivíduos com deficiência física que praticavam natação no COP do Setor O, em relação aos fatores facilitadores e as barreiras para esta prática, por meio de procedimentos de investigação da etnografia. Resultados: A população com deficiência física que participa de exercícios físicos no Centro Olímpico e Paralímpico do Setor O é heterogênea, mas a maioria informou autopercepção de saúde muito boa, boa ou razoável, e mais da metade participava de aulas de natação. Os principais fatores interferentes para essa prática foram: o tipo e a severidade da deficiência, a dor, o peso corporal, o condicionamento cardiorrespiratório, a personalidade, o estado de humor, a experiência prévia com esportes, o apoio familiar, a integração social, a informação, a gestão e a atitude profissional, além das particularidades do ambiente aquático, da acessibilidade arquitetônica e urbanística, das instalações aquáticas e do transporte. Conclusões: Diferenciar os facilitadores das barreiras para a prática de natação é didático, mas frequentemente impossível, já que o mesmo aspecto pode representar um facilitador e/ou uma barreira, a depender do contexto no qual ele está inserido e da ótica sob a qual é analisado. Para um aumento das taxas de participação, sugere-se que os atores sociais envolvidos valorizem o ambiente aquático para a pessoa com deficiência de motricidade, propiciem a divulgação dos benefícios da prática de natação e analisem o contexto pessoal do indivíduo a partir de uma perspectiva híbrida entre os modelos de teorização da deficiência, propiciando que as estratégias de manejo das barreiras sejam elaboradas em conjunto, entre profissionais, indivíduo com deficiência e sua família. / Introduction: Persons with disabilities are highly susceptible to secondary conditions being physical activity and exercise extremely important means to manage and prevent them. Swimming is a particularly versatile sport for this population, since it can be practiced from the stage of treatment of an acute injury up to the promotion of health and high-performance sport. However, the degree of participation of such individuals in this activity is affected by many factors that include personal and environmental aspects. Objectives: To analyze the facilitators and barriers to the practice of swimming by the disable person, aiming at contributing with the national academic production and helping increase the access of this population to a sport that brings unique benefits. Methodology: This study was developed at a public fitness and recreational sports centers, called Centro Olímpico and Paralímpico (COP) of Setor O (Setor O Olympic and Paralympic Center) located in the Administrative Region of Ceilândia, DF (Brazil). Three steps were followed in this investigation. In the first one, the heath self-perception and the profile of the disabled population aged 18 or over, with a regular practice of physical exercise at COP Setor O, was investigated by means of a questionnaire. Then a literature review was made to study the facilitators and barriers of the swimming practice by the disabled person. Lastly, the perspective of disabled persons that practiced swimming at COP Setor O was assessed to consider the facilitators and barriers for the swimming practice, by means of an ethnographic investigation procedure. Results: The persons with disabilities that take part in physical exercises at Centro Olímpico and Paralímpico of Setor O is heterogeneous, even though, the majority of them informed a very good, good or reasonable health self-perception, and half of them took part in swimming classes. The main factors that interfere in this practice were the type and seriousness of the disability, pain, body weight, cardiopulmonary fitness, personality, mood, previous experience with sports, family support, social integration, access to information, management and professional conduct, as well as aquatic environment specificities and architectural and urban, water facilities and transport accessibility. Conclusions: It is instructive to make a difference between facilitators and barriers for the swimming practice, but sometimes it is impossible, since the same aspect may represent a facilitator and/or a barrier, depending on the context in which it is included and the point of view under which it is analyzed. In order to increase the participation rates, it is suggested that the social actors involved value the aquatic environment for the person with motor impairment, divulge the benefits of swimming and analyze the personal context of the individual as from a hybrid perspective placed between the models of deficiency theorization. Thus, they will enable that the management of barriers strategies be addressed jointly by the professional, the individual with disability and his/her family.

Acessibilidade para pessoas com deficiência física e/ou sensorial à hotelaria : na perspectiva do consumo coletivo

This law also regulates the Law nº 10.048/2000 and the Law nº 10.098/2000. The first one determines the priority service to people with special needs and the second one establishes general rules and basic criteria towards the promotion of accessibility for people with disabilities or reduced mobility, also establishing deadlines for the organs of the direct public administration, indirect public administration, foundations, companies providing public services and financial institutions to accomplish what is determined by these laws, subjecting the lawbreakers to sanctions. Is up to governmental and private organs and entities to ensure to the persons with disabilities the full exercise of those rights. However, in a contradictory way, studies show that the accessibility to community facilities and tourist services, especially in the hotel industry, which is the main segment of this sector, it is still applied on a small scale in most of the hosting equipment. In what to the infrastructure is concerned, spaces such as apartments, auditoriums, convention rooms, fitness rooms, swimming pools and restaurants, among others, are still poor in terms of accessibilities that can give response to the demands of people with disabilities. In that direction, this project has as main aim to assess, from the point of view of the owner or the general manager of some hotels in the cities of Recife and Olinda – PE, as well as from the point of view of the consumers with physical and/or sensory disabilities and also from the viewpoint of the public managers of the city halls Recife and Olinda, the reasons why this equipment characterized as being of collective consumption does not invest in the provision of accessibility conditions in what to the meeting of the needs and demands of people with disabilities. In a more specific way, understand the reason why the segment of the hotel industry, despite the ruling legislation, has not been concerned with the recognition and implementation of the right to accessibility by the consumers with physical and sensory disabilities, being that most of these consumers have lots of free time and, above all, like to travel a lot. In this research it was adopted the qualitative approach, descriptive and explanatory, constituting the case study the most appropriate research strategy. The dialectical historical-critical analysis was constituted as essential to reach the comprehension of the problem and its reality. The sample has integrated 10 hotels. The subjects of the research were constituted by 10 managers of the mentioned hotels, 5 public managers bond to the city halls of Recife and Olinda and 20 people with physical and/or sensory disabilities. The instruments utilized for the data collection were composed by questionnaires, interviews, direct observation, photographs and recordings. The results show that the lack of knowledge both by people with disabilities and by the managers of the hotels about the laws and rules of accessibility it is making it difficult the implementation of the accessibilities in hotels, conjoined with the lack of supervision and the enforcement of the laws by the public actors. As the analysis approaches the small hotels, the technical means of accessibility are gradually more inadequate than in medium and large hotels, when considering what is established by the reference standard (NBR 9050) about the meeting of the demands of physical and sensory disabilities. It can be concluded that the logic underlying the relationship between State / Market is making the public managers and the hotel managers fail to understand people with disabilities as being potential consumers, with plenitude of rights, and that failure in see disabled people as potential consumers leads them to ignore the investments in accessibility in the hotel industry. / A Lei federal n° 5296/04, no capítulo III, trata das condições gerais da acessibilidade no uso coletivo de edificações de natureza comercial incluindo empresas do ramo turístico, recreativo e hoteleiro, dentre outras, determinando que essas empresas devem promover acessibilidade a pessoas com deficiência de forma autônoma, segura e confortável, em conformidade com as normas da ABNT (NBR 9050/2004). Esta lei também regulamenta a Lei nº 10.048/2000 e a Lei n° 10.098/2000. A primeira determina a prioridade de atendimento às pessoas portadoras de necessidades especiais e a segunda constitui normas gerais e critérios básicos para a promoção da acessibilidade das pessoas portadoras de deficiência ou com mobilidade reduzida, estabelecendo ainda prazos para órgãos da administração pública direta, indireta e fundacional, empresas prestadoras de serviços públicos e instituições financeiras cumprirem o que determinam estas leis, sujeitando os infratores a sanções. Contraditoriamente, os estudos mostram que a acessibilidade aos equipamentos coletivos e serviços turísticos, mais especificamente a hotelaria como sendo o principal segmento desse setor, ainda é aplicada em baixa escala na maior parte dos equipamentos de hospedagem. No que se refere à infraestrutura, principalmente os espaços como apartamentos, auditórios, salas de convenções, salas de ginástica, piscinas e restaurantes, entre outros, ficam muito a desejar em termos de acessibilidades que deem resposta às demandas das pessoas com deficiência. Nessa direção, este projeto tem como objetivo avaliar, a partir do ponto de vista do proprietário ou do gerente geral dos hotéis da cidade de Recife e de Olinda - PE, bem como a partir do ponto de vista dos consumidores com deficiência física e/ou sensorial e dos gestores públicos das prefeituras de Recife e de Olinda, o porquê desses equipamentos caracterizados como de consumo coletivos não investirem na provisão das condições de acessibilidades no que concerne ao atendimento das necessidades e demandas das pessoas com deficiência. Mais especificamente, compreender por que motivo o segmento hoteleiro, apesar da legislação vigente, não tem se preocupado com o reconhecimento e a efetivação do direito à acessibilidade dos consumidores com deficiência física e sensorial, cuja maioria dispõe de tempo livre, e, sobretudo, gostam de viajar. Nesta pesquisa adotou-se a abordagem qualitativa, descritiva e explicativa, constituindo o estudo de caso a estratégia de pesquisa mais apropriada. A análise histórico-critica dialética se constituiu como fundamental para a compreensão da realidade e do problema. A amostra integrou 10 hotéis. Os sujeitos da pesquisa se constituíram de 10 gestores dos referidos hotéis, 5 gestores públicos vinculados às Prefeituras de Recife e de Olinda e de 20 pessoas com deficiência física e/ou sensória. Os instrumentos de coleta de dados se compuseram de questionários, entrevistas, observação direta, fotos e gravações. Os resultados mostram que a falta de conhecimento tanto por parte das pessoas com deficiência quanto por parte dos gestores hoteleiros relativamente às leis e normas de acessibilidade favorece a não implementação da acessibilidade no ambiente hoteleiro, assim como a falta de fiscalização e efetivação das leis pelos atores públicos. À medida que a análise se aproxima dos hotéis de pequeno porte, os meios técnicos de acessibilidade se encontram gradualmente mais inadequados do que nos de médio e grande porte, considerando o que estabelece à norma de referência (NBR 9050) no atendimento das demandas dos deficientes físicos e sensoriais. Conclui-se que a lógica que fundamenta a relação Estado / mercado conduz os gestores públicos e hoteleiros a não compreenderem as pessoas com deficiência como sendo potenciais consumidores plenos de direitos e, por conseguinte, a não investirem em acessibilidade na hotelaria.
