Previous issue date: 2014-08-28 / In this research, we analyze the implementation of the neoliberal educational policies that
guided the transformations of Professional and Technological Education, it having as thread
the normative systems, from the time frame of the 1990s, with the so-called Reform of
Professional Education to the implementation of Federal Institutes of Education, Science and
Technology in 2008.The Professional Education, that dating back to the early twentieth
century, with the establishment of Schools of Apprentice Craftsmen, referenced by structural
duality, marked historically by general education and to work. Over the course of more than a
decade, we watched advances and setbacks, facing the prospect of consolidating an education
able to overcome the bias of a fragmented training, marked by a secular culture of welfare
character. The question we study is about what is the role of the neoliberal educational
policies in the reconfiguration of professional education in Brazil and how it reflects in the
understanding of teachers, technical administrative staff and managers within the Federal
Institute Goiano. To analyze the proposed by this research, we interrogated the servers of the
Federal Institute of Education, Science and Technology Goiano, campi Morrinhos and Urutaí,
chosen among those who compose the Institute, for they having peculiar characteristics. The
Campus Urutaí, aged 60, is the oldest and experienced all the mechanisms of regulation of
this educational modality, from the first middle twentieth century and the Campus Morrinhos,
by the peculiar model that presented, in the course of consolidation of Institutes, at the time it
was a Decentralized Teaching Unit. To build the evidence base, we interviewed 25 teachers
and 16 technical administrative staff, among which 22 occupy a management position. With
the methodological approach of qualitative and quantitative approaches, we use the basic
procedures: literature review, document analysis and semi-structured questionnaire. As a
theoretical contribution to the reflections of this research, we studied Filgueiras (2006; 2007;
2010) Frigotto (2005; 2008), Kuenzer (1999; 2002; 2004), Lombardi (2005) and others. The
results showed that despite being a model that breaks with past practices and reforms, many
aspects and historical trends repeat in the institutionalization process of the Federal Institutes.
Being a new space for professional education, it is up to managers understand how this
change will be structured. We intend, therefore, that this research will provide information to
assist in the discussion of the planning of current public policies related to the Technical and
Technology Professional Education. / Nesta pesquisa, analisamos a implementação das políticas educacionais neoliberais que nortearam
as transformações da Educação Profissional e Tecnológica, tendo como fio condutor os
ordenamentos normativos, a partir do recorte temporal da década de 1990, com a denominada
Reforma da Educação Profissional à implantação dos Institutos Federais de Educação Ciência
e Tecnologia, em 2008. A Educação Profissional, que remonta ao início do século XX com a
criação das Escolas de Aprendizes Artífices, referenciada pela dualidade estrutural, marcada,
historicamente, pela formação geral e para o trabalho, assistiu, no decorrer de mais de uma
década, avanços e retrocessos, diante da perspectiva de consolidação de uma educação capaz
de superar o viés de uma formação fragmentada, marcada por uma cultura secular de caráter
assistencialista. A questão que colocamos em estudo prioriza o papel das políticas educacionais
neoliberais na reconfiguração da educação profissional no Brasil e como isso reflete na
compreensão de docentes, técnicos administrativos e gestores do interior do Instituto Federal
Goiano. Para analisarmos o proposto por esta pesquisa, interrogamos os servidores do Instituto
Federal de Educação, Ciência e Tecnologia Goiano, dos campi Morrinhos e Urutaí, escolhidos
entre os demais que compõem o Instituto, por terem características peculiares. O Campus
Urutaí, com 60 anos, é o mais antigo e vivenciou todos os mecanismos de regulação desta
modalidade educacional, a partir da primeira metade do século XX e o Campus Morrinhos,
pelo modelo peculiar que apresentava, no decorrer do processo de consolidação dos Institutos,
à época Unidade de Ensino Descentralizada. Para a construção da base empírica, foram entrevistados
25 docentes e 16 técnico-administrativos, dentre os quais 22 ocupam cargo de gestão.
Com o percurso metodológico de abordagens qualitativas e quantitativas, utilizamos os procedimentos
básicos: revisão bibliográfica, análise documental e questionário semiestruturado.
Como aporte teórico para as reflexões desta pesquisa, foram estudados pesquisadores como
Filgueiras (2006; 2007; 2010), Frigotto (2005; 2008), Kuenzer (1999; 2002; 2004), Lombardi
(2005), dentre outros. Os resultados mostraram que apesar de ser um modelo que rompe com
as reformas e práticas anteriores, muitos aspectos e tendências históricas se repetem no processo
de institucionalização dos Institutos Federais. Por ser um espaço novo para a educação
profissional, cabe aos gestores compreenderem como será estruturada essa mudança. Pretendemos,
dessa forma, que esta pesquisa apresente informações que auxiliem na discussão dos
planejamentos das políticas públicas atuais referentes à Educação Profissional Técnica e Tecnológica.

Federalismo comparado entre Brasil e Argentina : o poder dos governadores desde a redemocratizaçãoBarrientos, Miguel January 2009 (has links)
A presente dissertação realiza um estudo comparado sobre o federalismo no Brasil e na Argentina no período de redemocratização, procurando entender o poder que os Governadores dos Estados brasileiros e das Provincias argentinas detêm e o papel que cumprem dentro de ambas as Federações. Primeiramente, se analisa o desenvolvimento histórico dos federalismos do Brasil e da Argentina até a redemocratização (1983/85), buscando as pautas que atravessam a dinâmica federativa. Por sua vez, distintas teorias do federalismo ajudam na compreensão do desenvolvimento que este arranjo de dispersão do poder toma nos dois países. A seguir, se estuda as conjunturas destes países no momento de estabelecerem o redesenho de suas Cartas Constitucionais, como foram a promulgação da Constituição Federal de 1988 no Brasil e a Reforma Constitucional de 1994 na Argentina. Analisa-se os atributos que cada um dos poderes horizontais possuem assim como os poderes constitucionais conferidos aos entes que compõem as Federações, especialmente as unidades intermediárias. Também, se estabelece uma série de fatores que servem para mensurar as atribuições que, dentro das esferas estaduais e provinciales, têm os Executivos. Assim, se torna relevante a pesquisa dos sistemas eleitorais e partidários e dos poderes políticos, administrativos e fiscais, com o objetivo de entender o poder dos Governadores e o papel que eles possuem dentro de cada Federação, enfatizando nas mudanças acontecidas após a implantação das reformas neoliberais na década de 1990. / The dissertation is a comparative study of Federalism in Brazil and Argentina during the re-democratization period, its main objective is to understand the Governors’ power and the role they have in Brazilian states and Argentine provinces. First, there´s an analysis of the federal historical developments of Brazil and Argentina up to their redemocratization (1983/85), this is done by searching for the parameters that have shaped the federalism and its dynamism. In addition, several federal theories help to understand the ways in which powers disperse in both countries. Then, the analysis concentrates in the conjuncture of these countries at the time they both modified its constitutions: in 1988 with the promulgation of the Federal Constitution of Brazil and in 1994 with the Constitutional Reform in Argentina; focusing in the attributes each horizontal power has as well as on the power given to the entities that constitutes a Federation, specially their states and provinces. Furthermore, this work establishes a range of factors in order to measure those attributes that, within the Federal states and provinces, have the Executives. Therefore, it is relevant to this work to study the electoral and political party systems, administrative and fiscal, as a way to understand the power holed by Governors and their role within each Federation, emphasizing on the changes brought by the neoliberal reforms during the 1990 decade. / En la presente tesis de maestría, se realiza un estudio comparado sobre federalismo en Brasil y Argentina, durante el período de redemocratización, buscando entender el poder que los Gobernadores de los Estados brasileiros y de las Provincias argentinas detentan y el rol que cumplen dentro de ambas Federaciones. Primeramente, se analiza el desarrollo histórico de los federalismos de Brasil y Argentina hasta la redemocratización (1983/85), en la búsqueda de las pautas que atraviesan la dinámica federal. Por su parte, distintas teorías del federalismo ayudan en la comprensión del desarrollo que este mecanismo de dispersión del poder toma en los dos países. Luego, se estudian las coyunturas de estos países en el momento de establecer el rediseño de sus Cartas Constitucionales, como fueron la promulgación de la Constituição Federal de 1988 en Brasil y la Reforma Constitucional de 1994 en Argentina. Se analizan los atributos que cada uno de los poderes horizontales poseen, así como también los poderes constitucionales conferidos a los entes que componen las Federaciones, especialmente las unidades intermedias. Después, se establece una serie de factores que sirven para medir las atribuciones que, dentro de las esferas estaduais y provinciales, tienen los Ejecutivos. Así, se torna relevante la investigación de los sistemas electorales y partidarios y de los poderes políticos, administrativos y fiscales, con el objeto de entender el poder de los Gobernadores y el papel que ellos tienen al interior de cada Federación, enfatizando en los cambios ocurridos a partir de la implementación de las reformas neoliberales en la década de 1990.

<p>The Thesis analyzes the effecvtiveness of international environmental regimes. A case study of four of the most important river regimes in Germany - the Commissions for the Protection of the Rhine (ICPR), Elbe (ICPE), Oder (ICPO) and Lake Constance (IGKB)- was conducted. The first part of the thesis explains the theoretical foundation the thesis rests upon. Neoliberal Institutionalism was the chosen theory, accompanied by aspects of regime and game theory. A definition of effectiveness was generated, taking into account a legal, a historical and a political perspective. The Thesis is a qualitative case study, which uses mainly sources from books, essays, newspapers and few in-depth interviews with people inside the Commissions. In the second part the International Commissions are analyzed. In the end the findings are compared to find out what constitutes an effective regime. All four regimes have made an significant impact though. An effective regime is - according to the findings of this thesis - characterized by different factors: a small number of actors, a strong legal basis for the daily work routines, similar background of the member states, favorable national conditions.</p>

From the 1980s onwards, there has been a general transformation in social policy in line with the transformation of the welfare state worldwide. While the neoliberal restructuring of capital and the state has initiated this transformation in the 1980s, neoliberal globalization and competitiveness pressures upon the competition states have accelerated this process through necessitating the reordering of priorities around policies that pursue market ascendancy. As a result, the international governance framework has been reshaped in a way that aims to separate economic policy from the political influences of the governments and to provide capital a &lsquo / protected domain&rsquo / , which refers to &ldquo / new constitutionalism&rdquo / . On the other hand, the Europeanization process can be described as the extension of new constitutionalism in the EU level / therefore, it reshapes the social policy understanding through confining it with the boundaries of the EU economy.
The thesis attempts to explain the processes of neoliberal restructuring, new constitutionalism and Europeanization to provide a theoretical framework to the analysis of the social security reform in Turkey. It aims to examine the impact of the processes of new constitutionalism and Europeanization on the social security reform and to analyze the reform process taking into consideration class relations and, then, to make a critical analysis of the transformation.

Neoliberal Ideologies and Cultural Models of Work among Young French and American Business Students and Professionals: A Study in Institutional Change and Cultural MeaningFerar, Nolan Y 01 April 2013 (has links)
In this thesis I analyze semi-structured interviews I conducted with fifteen young French and American business students and professionals in order to uncover cultural models relating to work, while paying particular attention to the acceptance or rejection of neoliberal ideas. To contextualize the analysis, I first review the history of neoliberal ideology along with its arrival and political and institutional influence in both countries. In the U.S., the neoliberal transition was rapid and dramatic under the Reagan administration, which constitutes a critical institutional juncture and a shift in the dominant paradigm of governance. In France, in contrast, neoliberal policies have been implemented reluctantly and incrementally, suggesting traditional French values relating to the state and its role in regulating the economy remain largely intact. In line with these historical patterns, the Americans I spoke to primarily conceptualize work as a commodity, accepting the definition of work as defined in the market; while the French interviewees conceptualize work as personal fulfillment and occupational citizenship, emphasizing the human and psychological essence of work and the need for moral regulation of the market economy, perceived as immoral and anarchic. Overall, the Americans much more readily accepted neoliberal ideas and policy directives and towards which the French were far less welcoming. In particular, I argue that the traditional role of the French state as responsible for the wellbeing of its citizens presents a major obstacle to neoliberal ideology, historically on an institutional level as well as in the minds of the French interviewees.

Gentrification emerged as a middle-class interest in renovating houses in old city cores. The
process changed in parallel with the economic and political restructuring during the last
decade. In this period, urban regeneration became an urban strategy used by the local
governments as well as a mask for gentrification. It aimed at restructuring the urban land in
line with the preferences of wealthier groups rather than the social needs of existing
residents. The governments intend to remove poor images of cities through the displacement
of poor inhabitants. This, in turn, increases the risk of dilapidating the authenticity of the
existing social, cultural, and historic fabric of the regeneration areas.
Against this trend, international conservation agencies promote rehabilitation projects to
benefit existing communities of historic neighborhoods. In line with the international
declarations, they intend to rehabilitate socio-economic conditions of long term inhabitants
along with the conservation of historic heritage.
Accordingly, the unique architecture of Fener and Balat neighborhoods has been the focus
of international efforts during the last decade. Besides, the neighborhoods attracted the local
governments&rsquo / interest and were declared as urban regeneration area in 2006. In this regard,
thesis intends to compare Rehabilitation of Fener Balat Districts Program (RFBDP) based
on the partnership of Fatih Municipality and EU and Fener Balat Neighborhoods
Regeneration Project (FBNRP) based on a model of Fatih Municipality and private sector
partnership, with a focus on conserving existing communities and preventing displacement.

Upper Elementary Mathematics Curriculum In Turkey: A Critical Discourse AnalysisDogan, Oguzhan 01 June 2012 (has links) (PDF)
The purpose of this study was to trace the reflections of critical issues, such as neo-liberalism, cultural differences based on social class, gender stereotyping, and nationalism in the elementary mathematics education in Turkey. Critical discourse analysis was conducted to examine these possible reflections. By researching mathematics education from a critical perspective, this study aimed to contribute constructing a starting point for socially responsible mathematics education. There were four main data sources in the study: elementary mathematics curriculum, 6th, 7th, and 8th grade elementary mathematics textbooks, workbooks and teacher&rsquo / s guide books, 7th grade mathematics classroom observations, and pre- and post-interviews with participant teacher.
The discourse analysis of mathematics education contexts implied that elementary mathematics discourse: (i) oriented students to use their mathematical abilities and skills for the benefit of private corporations instead of public welfare / (ii) replaced the &lsquo / real life&rsquo / in mathematics problems with the life of middle and upper middle classes / (iii) included sexist expressions / and (iv) fostered nationalism via ignoring ethnic and non-Muslim groups living in Turkey. It appeared that teachers might not be aware of such discourse. Findings have addressed that policy makers and textbook writers should consider these critical issues in order to reach all students and teachers&rsquo / awareness should be increased. Future research should clarify these issues in a broad sense including pre-service teachers, teachers, students, and mathematics instruction in schools.

Unsettling the Currency of Caring: Promoting Health and Wellness at the Frontlines of Welfare State Withdrawal in TorontoSkinner, Ana 28 November 2013 (has links)
What does the prevalence of stress and burnout in community-based work reveal about the impacts of welfare state withdrawal? Drawing on the experiences of frontline community organizers in Toronto, this research argues that welfare state withdrawal is subsidized by a ‘Currency of Caring’ whereby frontline community organizers are expected to fill gaps in the social safety net, working to a point of burnout if necessary, because they care. This research investigates how funders operating within this context can promote health and wellness in community-based work. Broadly, research findings provide insights into how neoliberalism and welfare state withdrawal shape frontline community work in ways that exacerbate stress and burnout, and impede systemic change efforts. In addition, research findings describe the limitations and possibilities for funders to be allies in collective change efforts by being invested in the health and wellness of frontline community organizers.
