Open Government Data and Value Creation: Exploring the Roles Canadian Data Intermediaries Play in the Value Creation ProcessMerhi, Salah 03 January 2023 (has links)
Open Government Data, an initiative of the open government movement, is believed to have the potential to increase government transparency, accountability, and citizens' participation in government affairs. It is also posited that they will contribute to economic growth and value creation. The Canadian federal, provincial, and local governments have been actively opening and releasing open datasets about multiple subjects of interest to the public. However, evidence of the benefits of using open datasets is scant, with no empirical research undertaken to understand how the data are used and what value is being created. This study, based on a qualitative, grounded theory method, focuses on the works and experiences of 17 Canadian open data intermediary firms to discover patterns and themes that explain how the data were used, what resources were needed, the value created, and the challenges faced.
The data collection is based on semi-structured interviews conducted virtually with the founder or company's executives. The data analysis provided insights into how open government data were used, the organizational challenges the open data intermediaries faced, the state of open government data, and the economic value created. The findings highlighted the key similarities and differences in the activities the open data intermediaries performed and the importance of resources and capabilities in developing products/services that contribute to economic value creation. The study concluded by listing five challenges impacting the use of open government data: (a) awareness, (b) quality of open government data, (c) competencies of users, (d) data standards, and (e) value creation.

Yes / To date, open science, and particularly open data, in Psychology, has focused on quantitative research. This paper aims to explore ethical and practical issues encountered by UK-based psychologists utilising open qualitative datasets. Semi-structured telephone interviews with eight qualitative psychologists were explored using a framework analysis. From the findings, we offer a context-consent meta-framework as a resource to help in the design of studies sharing their data and/or studies using open data. We recommend ‘secondary’ studies conduct archaeologies of context and consent to examine if the data available is suitable for their research questions. Teleoperation System for Autonomous VehiclesDing, Ning 21 May 2024 (has links)
Despite the advancements in the development of autonomous vehicles (AVs), there are still numerous complex situations in which AVs may encounter challenges. In recent years, the concept of teleoperation, which entails establishing a connection between a remote operator and the AV, has garnered substantial attention from both AV companies and governmental bodies as a viable safety backup method. However, a research gap is apparent when it comes to the remote manipulation of AVs positioned at a considerable distance. This gap involves a) AV with a temporal delay through real-time direct control within the constraints of current wireless communication technology in an unpredictable road environment, and b) enhancing the AV's inherent detection capabilities to augment its autonomous control abilities, thereby reducing the operator's workload. To address this research gap, this dissertation introduces an innovative teleoperation system. Initially, we devise a control system utilizing the wave variable approach as a communication method to alleviate the impact of signal latency. And Radial Basis Function Networks (RBFN) are employed to effectively manage the uncertain nonlinear dynamics of the vehicle. Subsequently, a saliency-based object detection (OD) algorithm, named SalienDet, is proposed to identify objects not present in the training sample set. SalienDet incorporates saliency maps generated without prior information into the neural network, enhancing image features for unfamiliar objects. This augmentation significantly aids the OD algorithm in detecting previously unknown objects, thereby empowering the AV to possess an improved perception ability. This advancement is particularly valuable when the operator imparts driving advice to the AV instead of exercising direct control. In conclusion, this dissertation makes a noteworthy contribution to AV teleoperation by furnishing a comprehensive solution that spans various aspects of AV teleoperation. / Doctor of Philosophy / This dissertation revolves around the teleoperation of autonomous vehicles (AVs), with the objective of formulating a comprehensive teleoperation system that encompasses two critical aspects: direct control and indirect control. In the initial segment of the dissertation, we introduce a real-time teleoperation direct control system based on neural networks. This framework plays a pivotal role in assisting operators in navigating AVs efficiently, especially in the face of challenges such as communication delays and complex external environments. Following this, we present a novel saliency-based object detection (OD) algorithm. This algorithm empowers the AV to recognize potential objects beyond its prior knowledge, thereby enhancing its level of autonomous control, particularly when operators opt not to exercise direct control over the remote AV. Our research findings delve into the essential facets of AV teleoperation. The developed teleoperation system serves as a valuable reference for future researchers and engineers dedicated to advancing autonomous vehicle technology.

New Anions In The Assembly Of The Open-Framework Compounds : Synthesis, Structure And PropertiesPaul, Avijit Kumar 07 1900 (has links) (PDF)
Open-framework inorganic materials constitute an important area of study in materials chemistry, because of their potential applications in areas such as sorption and catalysis. After the discovery of nanoporous aluminium phosphates (AlPOs) by Flanigen et al in 1982, there has been a tremendous growth in the area of porous solids that are based on phosphates. Apart from phosphates, phosphites, arsenates, sulfates, sulfites, selenates, selenites etc. have also been investigated. In addition to the different anions, the framework compounds now encompass almost all the elements of the periodic table. The compounds exhibit wide variety and structural diversity. New building units, such as thiosulfate and borate have also been explored as a network builder in the formation of framework structures. In this thesis, the results of the investigations on open-framework metal thiosulfates, metal borates and metal sulfates are presented. The studies are aimed not only at the synthesis of the new compounds based on the new anions, but also their possible applications.
In Chapter 1 of the thesis an overview of inorganic open-framework materials with different anions is presented. In Chapter 2 (Part A), the synthesis, structure and transformation of inorganic-organic hybrid open-framework cadmium thiosulfate are presented. The lack of stability of the thiosulfate ion in solution prompted the exploration of new approaches such as low temperature solvothermal methods, use of rigid linkers etc. The transformations of lower to higher dimensional structures have been accomplished. The possible mechanisms for such transformations were investigated. In Part B, the physical and chemical properties of the hybrid cadmium thiosulfate frameworks are presented. The studies indicate that the anionic dyes selectively adsorb on the compounds in the water medium and also desorb reasonably in alcoholic medium. The cadmium thiosulfate compounds appear to be reasonable photocalysts for the photodecomposition of the cationic dyes under UV irradiation as well as under sunlight with good recyclability. The compounds also exhibit heterogeneous catalytic behavior (Lewis acidity) for the cyanosilylation of the imines.
In Chapter 3, a new family of organically templated open-framework borate materials is presented. The zinc and aluminoborate structures, prepared in the present study, are rationalized using the HSAB theory. The [B4O9H2] units polymerize differently to form different zinc borate structures. The amine molecules act as a ligand by binding with the metal. The nature of the amine appears to control the dimensionality of the final zinc borate structures. The zinc borate compounds exhibit absorption of UV-light (λ = 365 nm) suggesting that the zinc borate compounds could be exploited for UV-blocking applications. Organically templated aluminoborates have connectivities between the Al3+ ions and the [B5O10] cyclic pentaborate units. The aluminoborate structures exhibit graphite layer and three-dimensional diamond structure. Detailed studies and comparison of the various amine templated open-framework aluminoborate structures reveals subtle relationships between the organic amines (shape and length of the amines) and the final framework structures.
In Chapter 3, the synthesis, structure and catalytic studies of a variety of cadmium sulfate phases have been carried out. Polyazaheterocyclic ligands were employed to study their possible role in the formation of such structures. All the compounds have structures built up by the connectivity involving the cadmium octahedra and the sulfate tetrahedra in which the heterocyclic organic molecules act as the ligand. The connectivity between the Cd2+ and (SO4)2− ions form one-, two-and three-dimensionally extended cadmium sulfate phases, though the starting source is cadmium sulfate (CdSO4.8/3H2O) in all the cases. The connectivity between Cd2+ ion and the heterocyclic ligand also gives rise to one-and two-dimensional structures. The interconnectivity between the two units gives rise to the final observed structure. As part of the study, a variety of properties i.e. adsorption-desorption, photocatalytic degradation and cyanosilylation reaction, exhibited by the cadmium sulfate compounds have been investigated and the properties are comparable to the cadmium thiosulfate phases.
AlPOs are well known for their many important properties. The wide varieties in their structures and heterogeneous catalytic properties have been extensively investigated. The photocatalytic behaviors, on the contrary, have not been investigated in detail. The photocatalytic properties of the metal-doped AlPOs, for the photodegrdation of organic dyes have been investigated in the Chapter 5. The metal ions (Mg2+, Zn2+ and Co2+) have been substituted in place of Al3+ and Ti4+ in place of both the Al3+ and P5+ in a variety in AlPO structures and the synthesized phases are characterized by a variety of techniques. Photodecomposition studies of organic dye molecules under UV-light were carried out in aqueous medium. The studies suggest that the photocatalytic activity is reasonable and appears to depend on the dopant concentration. Ti-substituted phase exhibits the maximum catalytic activity.

Der Vortrag wurde im Rahmen der Informationsveranstaltung „Elektronisches Publizieren an der TU Chemnitz – 10 Jahre MONARCH“ gehalten.
Mit dem sprunghaften Anstieg wissenschaftlicher Publikation steigt die Informationsflut ständig weiter an. Im Zeitalter des Internet werden Veröffentlichungen in kürzester Zeit bereitgestellt und damit weltweit verfügbar. Andererseits führt die monopolistische Preispolitik von Großverlagen dazu, dass die wissenschaftlichen Informationen nicht mehr allen Interessierten zur Verfügung gestellt werden können. In den letzten Jahren ist speziell im STM-Bereich (Science, Technology, Medicine) eine enorme Steigerung der Zeitschriftenpreise zu verzeichnen. Aufgrund des sinkenden Erwerbungsetats der Bibliotheken ist die wissenschaftliche Informationsversorgung nicht mehr ausreichend gewährleistet. Konventionelle Lösungsansätze erweisen sich nicht als Ausweg aus der Informationskrise. Als alternatives Publikationsmodell wird Open Access betrachtet. Die wissenschaftlichen Informationen stehen kostenfrei und dauerhaft zur Verfügung. Gegründet wurde die Open Access Initiative 2001. Sie wird national u.a. unterstützt vom Wissenschaftsrat, der Kultusministerkonferenz und der Hochschulrektorenkonferenz. Zwei Jahre später wurde die "Berliner Erklärung über offenen Zugang zu wissenschaftlichem Wissen" verabschiedet und von führenden Wissenschaftsorganisationen des Landes (WR, HRK, DFG, Fraunhofer Gesellschaft, Max Planck Gesellschaft u.v.a.) unterzeichnet. Open Access-Dokumente können in Open Access-Zeitschriften oder z.Bsp. auf Dokumentenservern der Hochschulen veröffentlicht werden. Der Publikationsserver der TU Chemnitz, MONARCH wurde von der Deutschen Initiative für Netzwerkinformation zertifiziert. Der gemeinsam von Universitätsbibliothek und Universitätsrechenzentrum betreute Dienst entspricht nationalen und internationalen Standards.
Im Vortrag wird abschließend auf praktische Beispiele nationaler Aktivitäten hingewiesen und es werden Möglichkeiten zur Umsetzung des Open Access Gedankens an der Technischen Universität Chemnitz angesprochen. / The lecture was held in the context of the information meeting "Electronic publishing at the Chemnitz University of Technology - 10 years MONARCH". With the precipitous rise of scientific publication the flood of information continues to rise constantly. In the age of the Internet publications are made available in shortest time and are accessible world-wide. On the other hand the monopolyistic price strategy of large publishing houses leads to the fact that the scientific information can be made available no more all interested ones. In the last years particularly an enormous increase of the magazine prices is to be registered within the STM range (Science, Technology, Medicine). Due to the sinking acquisition budget of the libraries the scientific information supply is no longer ensured sufficiently. Conventional solutions do not prove as a way out of the information crisis. As alternative publication model Open Access is regarded. The scientific information is available free of charge and durably. The Open Access Initiative was created 2001. It supported national among others of the scientific organisations Wissenschaftsrat, Kultusministerkonferenz and Hochschulrektorenkonferenz. Two years later the "Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities" was adopted and by prominent science organizations of the country (WR, HRK, DFG, Fraunhofer Society, Max Planck Society u.v.a.) signed. Open Access-documents can be published in Open Access-journals or e.g. on document repositories of the universities. The publication server MONARCH was certificated by the German Initiative for Network Information. MONARCH is conformed to national and international standards.
In the lecture finally referred to practical examples of national activities and it will suggested possibilities for the conversion of the Open Access thought at the Chemnitz University of Technology.
