A tese aborda a questão da identidade social no espaço dos pobres na modernidade tardia. O estudo está situado na tradição das ciências sociais que toma como elemento constitutivo da identidade social a dimensão espacial. Parte-se do problema da identidade social na modernidade tardia, desde a condição de crise das principais identidades da modernidade, a saber: a identidade individual, a nacionalidade e a identidade de classe. A crise dessas três matrizes identitárias modernas se articulam permitindo situar o espaço onde vivem os pobres na metrópole como parâmetro de definição de sua identidade social. A partir da literatura sobre o tema, dois espaços dos pobres são investigados como casos de estudo. No Brasil, a favela do Pavão-Pavãozinho, no Rio de Janeiro. Para ter elementos comparativos, fez-se uma pesquisa sobre o espaço dos pobres em Paris. Ali, o caso de estudo foi uma cité muito importante na região parisiense: Clos St. Lazare. Assim, foi possível abordar se a relação pobres-espaço é constitutiva de uma identidade social dos pobres na metrópole ocidental na modernidade tardia. / La thèse traite de la question de l’identité sociale entre ceux qui vivent dans les espaces des pauvres en la modernité tardive. L’étude est à l’intérieur d’une très grande tradition dans les sciences sociales qui présente comme un des éléments constitutifs de l’identité social la dimension spatiale. D’abord, recherche la problématique de l’identité sociale à l’époque de la modernité tardive, qui a comme condition la crise des identités plus fort de la modernité, à savoir: l’identité individuelle, la nationalité et l’identité de classe. La crise des trois matrices identitaires modernes s’articulent pour situer la possibilité des espaces où vivent les pauvres dans les métropoles on paramètre de sa identité. A partir de la littérature, deux espaces des pauvres sont recherchés comme cas de recherche. Au Brésil, la « favela » du Pavão- Pavãozinho à Rio de Janeiro. Pour avoir éléments comparatifs, s’il y a fait, aussi, une recherche sur l’espace des pauvres à Paris. Là, le cas a été une cité très important dans la région parisienne : le Clos St. Lazare. Ainsi, il a été possible traiter si le rapport pauvresespace est constitutif d’une identité sociale entre les pauvres dans la métropole occidentale en la modernité tardive.

Different and opposed theoretical points of view have already been developed to describe good water management models, from the Integrated Resources Management of the World Bank, to a humanitarian vision of the management of water. The first part of this dissertation tries to synthesize the different existing models, discussing the hypothesis that the traditional public/ private distinction is not enough relevant to explain the efficiency of a specific water management model. Then, we chose to compare two cities: São Paulo and Paris. São Paulo faced a severe water crisis whereas Paris’ water management has been very successful with a new remunicipalization of its water and sanitation services. The second part of this dissertation provides a good example of factors that are crucial for the success of any water management model, underlining the role of governance and new management practices. This dissertation aims at giving new insights for governments in understanding efficient water management models, especially in the case of the water crisis in Sao Paulo. Also, other actors dealing with water issues, such as multinational companies, could have new tools to improve efficiency in this field. / Água é um bem específico, tanto do ponto de vista econômico, social quanto para a proteção do ambiente. Diferentes pontos de vista teóricos já foram explorados, por exemplo the Integrated Resources Management do Banco Mundial ou uma visão humanitária da gestão de água. A primeira parte dessa dissertação tenta sintetizar os modelos já existentes, e desenvolve a hipótese de que a tradicional distinção público / privado não é pertinente para explicar a eficiência de um modelo de gestão de água específico. Na segunda parte, comparamos duas cidades: São Paulo e Paris. São Paulo enfrenta uma grave crise de água, enquanto o modelo de gestão de água de Paris é um verdadeiro sucesso com a remunicipalização dos serviços de água e saneamento. Essa parte da dissertação traz um exemplo dos fatores necessários para o sucesso de qualquer modelo de gestão de água, sublinhando o papel e a importância da governança e de novas formas de gestão e administração. Essa dissertação tem por objetivo trazer perspectivas novas para governos, especialmente para a crise de água em São Paulo. Ainda, outros agentes econômicos que lidam com os desafios de água e saneamento, como as empresas privadas, podem também encontrar novos instrumentos e idéias, para melhorar eficiência nesse setor.

Este trabalho tem o objetivo de estabelecer relações entre o modo de inserção dos parques públicos no tecido urbano, seus sistemas de percursos, uso do elemento vegetal, no período entre meados dos séculos XVIII e XIX, além dos instalados a partir dos anos 50 do segundo milênio, assim como, as ideologias correntes sobre o tema do desenho da paisagem na Europa, Estados Unidos e Brasil, descrevendo e comentando-os. Pesquisou-se a literatura abordando a origem e o desenvolvimento dos parques europeus e americanos, capazes de elucidar, de que maneira, as diversas concepções de parques públicos urbanos têm mudado durante o passar do tempo, a priori, influenciadas pelas características culturais e socioeconômicas das populações e, paralelamente, seus tipos de alocação na trama urbana. Primeiramente são objetos de análise as origens e oportunidades que propiciaram a realização dos parques dos séculos XVIll e XDC, e a relevância dos mesmos na estruturação da cidade. A descrição dos parques modernos no Brasil, seu programa público e monumental, que busca reconhecer a influência do movimento moderno e a sua presença entre nós, constituem o segundo aspecto. O terceiro item é o parque contemporâneo, mais especificamente a partir dos anos 80 do século XX. Compõem um quarto nível a análise compositiva do sistema de caminhos e a composição do elemento vegetal, adotada pelos recortes temporais, mencionados nesta dissertação. O problema da seleção e escolha do sítio físico objeto de intervenção, o programa de necessidades e as condicionantes sociopolíticas aicerram este estudo. / This project was set up with the aim of establishing relations between the insertion way of public parks in urban areas in the mid of eighteenth and nineteenth centuries., as well those buiit from the fifties of the second millennium, in addition to descriptions and comments on the current ideologies about the scenery design issue in Europe, United States and Brazii. The literature study shows the origin and development of European and American parks. And it is able to elucidate, partially, how the several conceptions of urban public parks have changed through times, prior, they are affected by the population culture and socioeconomic features and, at the same time, their sorts of allocation in the urban context. First of ali, it is analysed the origin and oportunities that propitieated the achievement of the eighteenth and nineteenth parks and their relevance in the city structure. The second aspect is the discription of modem parks in Brazil, especially, by Roberto Burle Man('s design, his public and monumental project that tries to recognize presence among us. The third aspect is the contemporary park, especifically those from the 80s of the twentieth century. The fourth levei consists of compositive anatysis of contemporary parks, the pedestrian way net and the greenery formatíon done by time cuts. Ali these are mentioned in this paper. This project is ended by the matter of selecting and choosing the site set for intervention, the necessity program and the soclopolitics círcumstances.
