Some issues affecting participation of the poor in development projects in Inkosikazi communal lands in Zimbabwe

This study investigates some of the issues affecting participation of the poor in two development projects in Inkosikazi communal lands in Zimbabwe. Recent trends in participatory development are reviewed and discussed in the study. Some definitions of the concept of participation are explored, including its historical background, importance and challenges. Fieldwork was undertaken in Inkosikazi communal lands in July 2004. Two projects were randomly sampled, and in one of them involving goat-rearing, some of the participants were classified as being very poor, while in the other, a heifer loan-scheme project, none of the participants could be classified as very poor. The possible reasons for these variations are explored in the study. The conclusion of the thesis is that the study succeeds in examining certain key issues affecting participation of the poor in Inkosikazi communal lands in Zimbabwe and recommendations thereof are made. / Development Studies / M.A. (Development Studies)

An evaluation of community development projects implemented by the Church of the Nazarene in Orlando East

As the church focuses on people’s spiritual development, there is growing realisation that the church should be holistic in its approach and participate in resolving urban poverty issues through the implementation of community development projects. This study looks at the way in which traditional theories of community development concentrated on stimulating economic growth and ignored the social aspects involved. It suggests that despite the massive injection of donor funds to some communities, the situation of the poor has deteriorated over the years and sustainability of projects has been minimal. The study finds that projects implemented by the Church of the Nazarene in Orlando East, while improving the lives of the community, are not in line with community development principles and the sustainable livelihoods approach primarily because the community was not involved in the assessment of needs or designing of interventions, and the community members were only the implementers. The evaluation of these projects through this study suggests an alternative developmental paradigm that has been used with success in other similar circumstances – the sustainable livelihood approach (SLA). The SLA contends that urban communities should become planners, initiators and executors of community development interventions so that transformation can occur. The study recommends that urban communities such as that in Orlando East have to change their behaviour and attitudes, be willing to accept change, and take ownership of their own projects. The facilitators, non-governmental organisations (NGOs) and government have to be willing to unlearn their traditional ways, to listen, and to accept that they are not the only experts in community development as they attempt to embrace indigenous knowledge systems. / Development Studies / M.A. (Development Studies)

Can NGOs cultivate supportive conditions for social democratic development? : the case of a research and development NGO in Western Uganda

There is an emergent consensus that the ‘poverty reduction through good governance’ agenda has failed to meet expectations. The capacity of non-governmental organisations (NGOs) to cultivate the political economies and state-society synergies that might be supportive of more pro-poor development trajectories is contested. Advocates of inclusive liberalism identify increased political space for NGOs focused on popular empowerment and policy influence within the participatory spaces created by the good governance agenda. More radical critiques cast NGOs as apolitical brokers of neo-liberal development resources which distract from or are disinterested in more fundamental questions of redistribution. This thesis explores the potential for Ugandan NGOs to cultivate supportive conditions for a more redistributive development process amidst a semi-authoritarian, patronage-based, political regime and within a predominantly agrarian economy, using the lens of a single case study organisation situated in the Western region of the country. The findings suggest Ugandan NGOs should move beyond strategies associated with inclusive liberal governance towards a closer engagement with the politics and political economy of progressive change. Micro-enterprise and economic associational development emerge as more effective enhancers of political capabilities among the poor than strategies aimed solely at promoting inclusive liberal participation because they can tackle the socio-economic power relations that curb political agency in such contexts, and begin to undermine patronage-politics. In contrast, strategies for enhanced inclusive liberal participation engage with the formal de jure rules of the game in ways that either sidestep or re-enforce the de-facto patronage-based political system and fail to tackle the power relations that perpetuate ineffective forms of governance. Creating new cross-class deliberative spaces which engage with grass roots perspectives, can facilitate the emergence of new ways of thinking that promote a more pro-poor orientation among development stakeholders. Triangulation of qualitative primary data and relevant literature leads to the overarching conclusion that NGOs operating in such contexts are more likely to enhance the political capabilities of disadvantaged groups by adhering to a principle of self-determination. This focuses energy and resources on non-directive facilitative support to disadvantaged groups. This enables them to a) make socio-economic progress; b) become (better) organised; c) develop the necessary skills and knowledge to advance their interests; and d) cultivate opportunities for direct engagement with power holders and decision-makers. This approach requires a high level of what the thesis terms ‘NGO political capacity’ and a far more open-ended and programmatic approach to the provision of development aid than currently prevails.

Community development and in particular participatory development is about people. This means that the person who studies or practices participatory development or any other of the participatory pratices should have a particular way of thinking about people. The main aim motivating this study was to investigate the paradigm/s about people on which participatory practices are based. This included a literature research on five participatory practices namely participatory development; participatory communication; participatory learning; participatory research; and participatory management. A guideline for paradigm analysis was developed by using Schriver's (1995) and Capra's (1996) descriptions of a paradigm as well as ideas of hermeneutics. From the paradigm analysis on the participatory practices two themes emerged: A shift from modernism to post modernism in the thinking processes and participatory practices. From the participatory practices the same concepts repeatedly emerged indicating a similar paradigm for all the participatory practices. Three post modern theories were therefore applied to enhance the description of the different concepts. The end result of this study is the development of an evolving paradigm for participatory practices in order to give enhanced meaning to concepts in the participatory vocabulary. Towards people's participation and rural development : the case of Kudumane District

Traditional development theories concentrated on stimulating economic growth without considering the extent to which growth would affect rural people's quality of life. Modernisation has failed to improve life in rural Third World areas. Current development thinking emphasises the human aspect of development and IS more inclined towards participatory rural development. Referring specifically to the Batlharos Water project, the study investigates and identifies the causes ofthe limited initiatives in participatory development within the Kudumane district in the North-West Province of South Africa. Trends in the evolution of development thought to people's participation, including factors, processes and approaches that may facilitate participatory development in the Kudumane area are discussed. Factors that have affected and limited earlier participatory initiatives in this area are isolated. The study concludes that unless rural communities constantly become the planners, initiators and executors of local development, no real transformation of their lives can be accomplished. / Development Studies / M.A. (Development Administration)

Participatory development is believed to be an essential ingredient of the development process because it enables the people to influence the policy and decision-making process. It facilitates the designing of and enhances the implementation of plans and programmes or projects and that participation results in the development of ownership and belonging among the people themselves. This feeling in turn goes a long way to ensure the success of a programme or project. This study highlights some of the elements that led to the successful implementation of an income-generating project with women. The study also demonstrates that the people's own ideas are able to command adequate levels of participation, support and commitment to enhance their ability to meet their needs. The study further looks at the ownership of the project as very important for successful implementation and that projects or programmes should be facilitated within the means of the local participants to manage and control them. The elements mentioned in this study are an essential part of participatory development and enable the people to learn to take charge of their lives and solve their own problems.
