Penzijní připojištění a jeho úloha ve vytvoření finanční rezervy pro důchodový věk / Additional pension insurance and its role in creating a financial reserve for retirement

The diploma work is oriented on the additional pension insurance (superannuation scheme) and on it{\crq}s value as a reserve for the retirement age. In the theoretical part there is described the history of the additional pension insurance, main terms and definition and next there are in detail described the particular pension funds and their rentability. The theoretical part finishes with the integral part of the additional pension insurance, which is the tax prefference. In the introduction of the practical part there I am concerned with the pension reform, because the additional pension insurance is an instrument used for saving for the pension age. The pension reform has three phases. The first phase already has been confirmed by the government and it{\crq}s main consequence are the rules for the retirement. Next two phases are being discussed. No matter how the discussion about the reform ends I consider as reasonable to care of securing myself in the future by using the additional pension insurance. This is demonstrated on four independent examples, where I show that it is advantageous to start saving money by additional pension insurance. In the final phase of the practical part there is the general conclusion of the diploma work and my own opinion about the importance of the additional pension insurance.

This paper discusses on how to set fixed contributions for a given objective of a private pension plan, by using two traditional financial models such as annuities and perpetuities. The private pension plan has two components: (i) the contributions’ plan on a monthly basis (annuity), and (ii) the pension plan on a monthly basis (perpetuity). The document focuses on the relationship between the size to the contribution and the pension fund returns. The document covers the Peruvian case. / Este artículo discute cómo establecer los aportes fijos para un determinado objetivo de un plan de pensiones privado, mediante el uso de dos modelos financieros tradicionales como las anualidades y perpetuidades. El plan de pensiones privado tiene dos componentes: (i) el plan de aportes sobre una base mensual (anualidad), y (ii) el plan de pensiones sobre una base mensual (perpetuidad). El documento se centra en la relación entre el tamaño de la contribución y los rendimientos de los fondos de pensiones. Ello se concentrará específicamente en el caso peruano.

Diplomová práce - Soňa Součková: Simulation of pension reform impact on real estate market Abstract The objective of this thesis is to estimate the impact of pension reform on commercial property market in the Czech Republic during the period of 2013 -2017. Our hypothesis is that a potential pension reform would have a positive significant impact on property investment volumes via institutions constituting the second pillar. In the first step, we provide analysis of pension reforms recently applied in Slovakia, Hungary, Poland, Lithuania, Latvia and Estonia. Given analysis of selected countries and specifics of the proposed Czech pension reform, we estimate that the institutions in the second pillar may face additional yearly cash inflows beginning on EUR 1.23 billion in 2013 and further increasing to EUR 2.59 billion in 2017. Furthermore, we estimate that a likely share allocation by second pillar institutions into real estate would lie in the region of 0 - 14% depending on the discrete decision of the regulators. Using a conservative leverage of 40% for bank financing, we estimate that the expected investment volumes allocated by second pillar institutions into real estate would be EUR 61 - 287 million in year 2013. 退休金財務永續與世代公平之探討 / Financial sustainability and intergenerational equity of public service pension fund

隨著退休人口不斷的增加,加以政府的財政困難,各國無不加速年金改革的腳步,希望能建立一個財務永續、世代公平,且滿足社會保障需求的年金制度。臺灣的退休金制度長期以來處於提撥率遠低於精算平衡費率的狀態,加上不斷增長的潛藏負債,使得退休金制度將面臨破產的考驗。本研究針對公教人員退撫基金進行財務分析探討,發現對目前正在繳納的年輕世代,若不積極採取適當的年金改革方案,終將成為了繳多卻領少,或甚至領不到的一群人,未來可能缺乏老年經濟安全的保障,造成世代不均,形成嚴重的社會問題。 理想的退休金制度應該同時兼顧老有所養的目的與世代的公平,倘若不斷降低給付支出以達到財務平衡,對於民眾的老年經濟卻造成嚴重的威脅,也不是恰當的方案。研究結果顯示,改革的幅度若是太小,年輕世代(30歲)退休金的金錢價值比約為1;而年長世代(60歲)則約為2.5。而若是將改革的幅度提高,則年輕世代金錢價值比為1.05;而年長世代則約為2.4,均得出確實存在世代公平性的問題。因此,將年輕世代的退休金制度漸進地轉換成確定提撥制(DC)或許是更為理想的改革方式;而採用確定給付制的人,透過政府挹注、減少相當的給付或持續提撥保費,讓世代間透過包容、互助的精神,使得年金改革的路程能夠更正確更為有效,促成社會祥和,才能讓臺灣的年金制度永久的走下去。 / Because of the increased retirement population and the government's financial difficulties, all countries will accelerate the pace of annuity reform. Hoping to establish a financial sustainability, fair pension system and meet the social security needs of the annuity system. In this study, we discuss the financial analysis of the public Service Pension Fund and find that the young generation will become a group of people who receive less pensions. If we do not take the appropriate annuity reform plan, the pension fund will not provide economic security in the old age. The ideal pension plan should have the function of taking care the elderly and the intergenerational equity. If we continue to reduce the pension payment in order to achieve financial balance, the elderly economy will be threated seriously. It’s not a good and appropriate reform. The research results show that if the magnitude of the reform is too small, the money’s worth ratio of the young generation (30 years) pension is about 1; and the older generation (60 years) is about 2.5. And if the magnitude of reform is increased, the money’s worth ratio of the young generation is 1.05; and the older generation is about 2.4. All have the problem of the intergenerational equity. Thus, the pension plan of young generation changes into the defined contribution plan slowly. It may be a more ideal reform. And the people who use defined benefit plan have to reduce the payments, continue to pay premium into pension fund and the government provides the subsidies. So that the generations through the spirit of mutual assistance, it will make the journey of annuity reform can be more effective.

El presente trabajo de investigación se realiza con la finalidad de determinar si las Cuentas por Cobrar tienen Impacto en la Rentabilidad de las Administradoras del Fondo de Pensiones en el Perú, año 2019. Para ello, se ha recabado información estadística del Sistema Privado de Pensiones – SPP, el cual es publicado por la Superintendencia de Banca, Seguros y AFP – SBS, así como también los Estados Financieros de la Administradora, el cual es publicado a través de la Superintendencia de Mercado de Valores – SMV. Este trabajo de investigación está compuesto de cinco capítulos, que se detallan a continuación: Capítulo I, comprende el Marco teórico con definiciones referentes a las variables de estudio, así como de las fuentes necesarias para argumentar esta hipótesis de investigación. Capítulo II, comprende el Plan de Investigación donde se detalla el planteamiento del problema general, los objetivos principales y además de la hipótesis principal y especifica. Capítulo III, se trata de la Metodología de Investigación, y se describe el enfoque de diseño cualitativo y cuantitativo, así como los instrumentos de recolección de datos, como son las entrevistas y encuestas, realizadas a una población de especialistas y expertos en el tema. Capítulo IV, abarca el Desarrollo de la Investigación, donde se muestran los resultados de las entrevistas y encuestas realizadas, así como se evalúa el desarrollo del caso práctico. Capítulo V, comprende el Análisis de Resultados, o la interpretación del mismo, así como la evaluación de la hipótesis propuesta, para finalmente complementar con las recomendaciones y conclusiones. / This research work is carried out with the purpose of determining if the Accounts Receivable have an impact on the profitability of the Pension Fund Administrators in Peru, year 2019. For this purpose, statistical information has been collected from the Private Pension System - SPP, which is published by the Superintendence of Banking, Insurance and AFP - SBS, as well as the Financial Statements of the administrator, which is published through the Superintendence of the Securities Market - SMV. This research work is composed of five chapters, which are detailed below: Chapter I, comprises the Theoretical Framework with definitions referring to the study variables, as well as the sources necessary to argue this research hypothesis. Chapter II, comprises the Research Plan where the general problem statement, the main objectives and the main and specific hypothesis are detailed. En el presente documento se discuten y contrastan investigaciones relacionadas al Retorno Mínimo Garantizado (MGR), con el propósito de determinar su efecto en el comportamiento de las Administradoras de Fondos de Pensiones (AFP). En ese sentido, se busca definir en qué medida el MGR influye en la rentabilidad de los fondos de pensiones administrados por las AFP en Perú. En conformidad con la revisión de literatura, se considera que el principal efecto de esta regulación se manifiesta como la incompatibilidad entre los plazos de interés que muestran aportantes y administradoras en relación con las pensiones, por lo que se asume que el efecto del MGR es significativo en la rentabilidad de los fondos de las AFP peruanas, tanto de forma absoluta como en términos relativos, generando un efecto negativo a lo largo del sistema privado de pensiones. / Researches related to Minimum Guaranteed Return (MGR) are verified and compared, with the purpose of determining its effect on Pension Funds Administrators (PFA) behaviour. In this sense, the aim is to define to what extent MGR influences the profitability of pension funds managed by Peruvian PFA. In accordance with evidence, it is considered that the main effect of this regulation is manifested as the incompatibility between the interest terms shown by contributors and administrators related to pensions, so it is assumed that MGR shows a significant negative effect in the profitability of Peruvian PFA funds, in both absolute and relative terms, throughout the private pension system. / Trabajo de investigación

На фоне сохранения тенденции старения населения в Российской Федерации произошли стремительные изменения пенсионного законодательства. Основное изменение направлено на повышение возраста назначения страховой по старости. Данные изменения привели к появлению в российском правовом поле такой категории граждан, как «граждане предпенсионного возраста». Для безболезненного перехода к новому режиму жизни, распределения своих ресурсов и возможностей таких граждан, для них устанавливается новый правовой статус. Подтверждение наличия статуса предпенсионера входит в компетенцию органов Пенсионного фонда Российской Федерации. Поскольку данная государственная услуга функционирует меньше года, она несовершенна и требует регулярных доработок со стороны органов, оказывающих государственные услуги лицам, наделенным данным статусом. В процессе исследований был проанализирован текущий формат оказания государственных услуг предоставляемых Пенсионным фондом Российской Федерации гражданам пожилого возраста; выявлены основные проблемы, связанные с несовершенством оказываемых услуг, установлены причины этих проблем; определены способы совершенствования государственных услуг, предоставляемых лицам предпенсионного возраста. Результатом работы стала разработка ряда рекомендаций и мероприятий для совершенствования механизма оказания государственных услуг, предоставляемых Пенсионным фондом Российской Федерации, с учетом потребностей пожилых граждан. / Against the backdrop of the continuing trend of population aging in the Russian Federation, rapid changes in pension legislation have occurred. The main change is aimed at increasing the age of prescribing old-age insurance. These changes have led to the emergence in the Russian legal field of such a category of citizens as «citizens of pre-retirement age». For a painless transition to a new mode of life, the distribution of their resources and the capabilities of such citizens, a new legal status is established for them. Confirmation of the status of a pre-pensioner is the responsibility of the Pension Fund of the Russian Federation. Since this public service has been functioning for less than a year, it is imperfect and requires regular revisions by the authorities that provide public services to people with this status. In the process of research, the current format for the provision of public services provided by the Pension Fund of the Russian Federation to elderly citizens was analyzed; The main problems associated with the imperfection of the services provided are identified, the causes of these problems are established; ways of improving public services provided to persons of pre-retirement age are identified. The result of the work was the development of a number of recommendations and measures to improve the mechanism for the provision of public services provided by the Pension Fund of the Russian Federation, taking into account the needs of senior citizens.
