Heritage conservation education: a community service learning approach

When designing educational programme in the field of heritage conservation, community service learning approach may not be the first thing that comes to most heritage conservation educator’s mind. In this study the researcher has engaged in a discussion of the association of community service learning to heritage conservation education. The researcher have tried to make clear why she believe that community service learning, as an innovative pedagogical approach, has important things to say about today’s heritage conservation education. Proceeding from fieldworks, through analysis to explanation, based on direct and participant observations and interviews; two heritage training projects are reviewed to illustrate how community service learning can facilitate heritage conservation education. Confronting nightmares : responding to iconoclasm in Western museums and art galleries

It is not an everyday event for an artwork in a museum or gallery to be harmed deliberately by a member of the public. Such acts of iconoclasm do occur more regularly than many people might assume though, and when attacks take place the repercussions can be serious. This thesis examines the ways in which cultural institutions react to this phenomenon, investigating how responses could be improved to tackle it more effectively. The first chapter establishes the context to the discussion by categorising and rationalising the various motives behind iconoclastic crimes. The next chapter concentrates on historical trends of response, using the case of the suffragette iconoclasts to illuminate reactions from across society, before assessing the effects of their endurance. The third chapter broaches new ground in the field of prevention by exploring the access and education approach: a means of forestalling destructive compulsions among the public by promoting engagement with cultural institutions and works of art. The fourth chapter looks at security enhancement: the more traditional answer to iconoclastic offences. It evaluates the options open to museums from a defensive standpoint, but it also discusses the wider impact of implementation on accessibility. The final chapter presents the findings of a postal survey of 250 British museums and galleries undertaken in 2006. The purpose of the survey was to gauge the current nature and extent of the problem, and to determine how contemporary museum professionals deal with it. Although some cultural institutions respond to iconoclasm with considered, sustainable and effective tactics, others would be wise to revise their conduct. This thesis concludes that while instances of iconoclasm will never be eradicated from galleries completely, the threat could be curbed significantly if the museum sector was to make a concerted effort to study its own responses and introduce necessary changes.

The use of heritage conservation tools in the Lower Mainland of British Columbia

The Lower Mainland of British Columbia is growing rapidly resulting in a dramatic alteration of the landscape. Associated with this growth is the loss of community heritage structures and properties. This destruction is occurring at a rapid rate even though conservation mechanisms, tools and strategies exist. This thesis examines the practice of heritage conservation and identifies the heritage conservation tools that are presently being utilized by a number of selected Lower Mainland municipalities. It then outlines the necessary conditions that a community must possess for existing conservation tools to be effective. A literature review of existing heritage conservation statutes was conducted to identify the statutory tools available for conservation purposes. The primary method of investigation involved interviewing 13 prominent heritage professionals from the Provincial Government, selected Municipal Governments, and the private planning sector. The survey allowed the author to generate a ‘tools chest’ of mechanisms available for conservation purposes. In total 23 conservation tools were identified from both the literature review and survey. Research indicated that the perceived responsibility for heritage conservation in British Columbia rested with local governments. To date these governments have had limited success in ensuring long term management and protection of heritage properties within their jurisdictions. Conservation tools presently being applied to manage these community resources are limited in scope and applicable only under specific ownership conditions. In general, local governments are under utilizing the conservation tools available to them. Reasons for this may include the lack of political and public support, in addition to, monetary and time restraints directed for this purpose. This study concludes with recommendations for local governments and the planning profession regarding the direction which these groups should embark on with future conservation activities.

Convergence and collaboration : integrating cultural and natural resource management

Protected heritage area management is challenged by conflicting priorities perpetuated by the real and perceived dichotomy between cultural and natural resource management, their practitioners, their disciplines, and their values. Current guidelines promote integrating cultural and natural resource management to ensure holistic management of all values within a protected heritage area. This paper uses the management of the Cave and Basin National Historic Site to illustrate challenges in protecting both historic and natural resources. A qualitative inductive study included analysis of interview and focus group data for the site and similar protected heritage areas. The gap between integrative policies and the tendency for uni-disciplinary approaches to the practice of managing protected heritage areas is investigated. Five barriers to integration, such as lack of awareness, and five methods for progress, including facilitated inclusion, are examined. The author proposes collaborative, sustainable, values-based practices for the successful integration of cultural and natural resource management.

Cultural heritage events : a case study of the ATKV Rieldans competition in South Africa

Cultural heritage events as a tourism product have increased in recent years, both globally and in South Africa. Within the sphere of cultural heritage tourism, people construct and present their heritage and traditions to tourists in a reconstructed setting. To the visitors and people who are directly involved with the planning of the event, a sense of belonging and group identity are experienced by linking the present to the past in a celebratory mood. The annual ‘Afrikaanse Taal en Kultuurvereniging’ (ATKV) Riel Dance Competition in South Africa is an example of such an event, which celebrates a threatened cultural heritage in the form of a competition. The idea of a dance competition in order to preserve cultural heritage started in response to a feeling of marginalisation of culture among certain segments of the Coloured community of South Africa after the establishment of democracy in 1994. This dissertation used the constructivist-interpretivist approach in geographical enquiry to explain the role of cultural heritage events. Multiple sources of evidence and information were used in this study, including focus group interviews, observations, audio-visual materials, questionnaires and participant observation. The participants and visitors alike felt that the ATKV Riel Dance Competition serves an important role in preserving and protecting the cultural heritage of the Coloured community. The competition played a role in fulfilling the need of a large percentage of its participants and visitors for a group identity. There was no significant financial benefit for the communities who participated in the ATKV Riel Dance Competition. However, on a political level the competition played an important role in nation-building and cultural expression in South Africa. / Geography / M.A. (Geography)

A dissertação “Descobrindo o valor das coisas ao meu redor”: vivência de educação patrimonial no ensino de história tem por objetivo analisar como o patrimônio cultural local, que se encontra no interior e no entorno de escolas periféricas, pode ser utilizado como fonte de conhecimento para o fortalecimento da cidadania, possibilitando um diálogo entre o ensino de História e as questões pertinentes à Educação Patrimonial. Para o desenvolvimento dessa pesquisa foi construído e desenvolvido o Projeto de Educação Patrimonial “Descobrindo o valor das coisas ao meu redor” a partir de uma série de atividades alicerçadas na utilização da metodologia de alfabetização patrimonial, com uma turma do nono ano da Escola Municipal de Ensino Fundamental Guerino Zugno, localizada no bairro Planalto II, um bairro periférico da cidade de Caxias do Sul-RS. Para a análise dos resultados obtidos, durante a aplicação das oficinas que integram o projeto buscou-se suporte em elementos teóricos acerca do patrimônio e da memória, relacionando-os com a educação patrimonial e a sua interligação com a construção da identidade e o fortalecimento da cidadania, assim como da formação das grandes cidades como espaços de constantes transformações, mas que trazem no seu patrimônio elementos de identidade. Para tanto, trago para discussão a ampliação do tema educação patrimonial nas escolas, a partir de iniciativas em conjunto com as Universidades, propiciando a aproximação da academia com as comunidades. Essai sur les conséquences environnementales de la recherche et développement sur les variétés agricoles / Essay on the environmental impacts of research and development on plant varieties

La forte hausse des rendements agricoles, observée tout au long des 150 dernières années, est, pour une large part, due à l’amélioration des variétés, résultant elle-même essentiellement de processus de recherche et développement. L’optimalité sociale de l’effort de recherche entrepris par les firmes de ce secteur, ainsi que des institutions encadrant l’activité de recherche, constituent un sujet important pour les politiques publiques. L’objet de cette thèse est de contribuer à éclairer cette question, en s’efforçant de tenir compte de l’impact sur l’environnement de l’innovation en matière de variétés agricoles. Nous examinons ce sujet à travers trois prismes différents : celui de l’innovation en tant que telle, celui du processus de recherche, et celui du cadre institutionnel offert aux entreprises de recherche. Nous montrons que la prise en compte des effets environnementaux de la recherche en modifie les optima, et devrait donc conduire à une adaptation du cadre incitatif et règlementaire. / The sharp increase in agricultural yields in the past 150 years owes a lot to the improvement of plant varieties, which, to large extent, is the result of the research and development process. Whether the research and development effort undertaken by firms operating in this sector and institutions regulating research are socially optimal is an important question for public policies. This thesis aims to contribute to tackling this issue, and its main contribution is to endeavor to account for the impact of crop innovation on the environment. We address the question through three different perspectives: innovation per se, the research and development process, and the institutional framework available to research firms. We show that environmental externalities of research significantly modify social optima.
