L'objectif de mon travail est de montrer l'action des pouvoirs publics camerounais dans le développement économique et social à l'Est-Cameroun de 1960 à 2010. De son accession à l'indépendance en 1960, le jeune État du Cameroun devait se réaliser, s'affirmer, se prendre en main, devenir maître de son destin. Sur le plan politique, l'instabilité politique régnait dans plusieurs régions du pays. Au niveau économique, les autorités camerounaises se sont mobilisées pour développer le pays et en faire un havre de prospérité. Ceci s'est traduit par la mise sur pied d'une politique de développement économique, social et culturel à travers une planification de type indicatif. Cette planification politique camerounaise de développement s'avérait un instrument d'organisation, d'orientation, d'impulsion et d'animation du développement économique et social. L'Est-Cameroun, parent pauvre en matière de développement, avait bénéficié de quelques projets de développement qui contrastaient avec les potentialités de la région. Pour les pouvoirs publics, les défis et les enjeux étaient énormes à relever pour sortir cette région du sous développement et réduire la pauvreté. A cet effet, les axes de réflexion retenus n'étaient possibles que s'ils restaient en phase avec les aspirations des pouvoirs publics construits dans l'optique d'atteindre des objectifs du développement. Les résultats obtenus ont été contrastés à plusieurs niveaux. Le développement envisagé à l'Est-Cameroun est mitigé au regard de la participation de la région à la croissance économique. / The goal of my work was to show the actions of Cameroonian government in the economic and social development in East Cameroon from 1960 to 2010. This said, from her accession to independence in 1960, the young state of Cameroon had to be accomplished, affirmed and became master of her destiny. On the political domain, political instability reigned in several regions of the country. At the economic level, the Cameroonian authorities mobilized themselves to develop the country and to make it an environment of prosperity. This came about by the putting in place a policy of an economic, social and cultural development through an indicative type of planification. This Cameroonian political planification of development was an instrument of organization, of orientation and the animation of economic and social development. East Cameroon, a poor parent in matters of development had benefited from some developmental projects which were in contrast with the potentialities of the region. As for the government, the challengers were many to overcome so as to bring out the region from under development to reduce poverty. To this effect, the idea of reflection that was received was possible only it they remained in line with aspirations of the government constructed to attain the objectives of development. The results obtained were contrasted at different levels. The development envisaged in the East of Cameroon is in accordance to the participation of the region to the economic growth.

Les actions artistiques font de plus en plus partie de la vie urbaine. Ces interventions, et particulièrement celles des artistes de rue, ont un lien étroit avec la ville par une action directe sur les espaces publics, pris comme matériau, comme élément premier aux créations. La thèse aborde le thème du rapport qu'entretiennent les espaces publics urbains avec les actions artistiques et, plus précisément, nous avançons l'hypothèse que les spectacles de rue sont des révélateurs des qualités des espaces publics urbains et que ces actions artistiques jouent le rôle singulier de modificateur de perception de ces espaces. Ce travail de recherche, exploratoire, se propose d'examiner les relations entre les arts de la rue et l'espace public sous des aspects essentiellement spatiaux en observant les liens entre les formes urbaines et architecturales, l'ambiance du lieu et les arts de la rue. On essayera aussi de connaître les habitudes et les modifications perceptives et comportementales du public, des habitants, à l'égard de leur environnement urbain ordinaire.

My dissertation examines discourses and practices that surrounded consumption and production of advertising in South Korea in the first decade of the 21st century. In its approach, my study breaks away from works that assume that advertising performs the same role universally and that local advertising industries should follow the uniform path of development, in terms of both creative content and industry structures. Treating advertising as an integral part of social reality, I embed my analysis in Korea's idiosyncratic social, cultural, political, and economic contexts to interrogate non-marketing functions of advertising. My dissertation investigates multiple projects that advertising mediates in contemporary South Korea, from challenging social norms and renegotiating cultural meanings, to contesting capitalist control over mass media and articulating fantasies of humanist capitalism. I explore how advertising consumers (including advertising censors) and advertising producers channel, shape, enable or block the flows of advertising messages and revenues. My conclusion is that, in South Korea, the marketing instrumentality of advertising is subordinated to the ethos of public interest, and both advertising consumers and producers strive for advertising that promotes humanist values and realizes democratic ideals, even if it jeopardizes the commercial interests of advertisers. Theoretically, this study builds on critical theory and anthropology of media while drawing on Korean Studies scholarship to grasp interconnections between the practices of advertising production and consumption, on the one hand, and, on the other, the modern entanglements of capitalism and democracy. Methodologically, I combine a discourse analysis of advertising-related public texts—popular advertising campaigns, responses to them in mass media and the blogosphere as well as the exhibits of the Advertising Museum in Seoul—with ethnographic fieldwork at two sites, an advertising agency and a quasi-government advertising review board, both in Seoul.
