Tem como objeto de estudo a relação entre qualidade do ensino, financiamento e gestão de duas escolas públicas. Dialogando com autores que problematizam as questões atinentes à qualidade da educação básica nas últimas décadas, em especial Dourado, Oliveira e Santos (2007), Azevedo (1997, 2007), Pinto (2008), Aguiar (2010), buscou identificar os fatores atinentes ao financiamento e à gestão da educação que influenciam a dinâmica administrativo-pedagógica das unidades escolares com possíveis repercussões nos resultados concernentes ao Índice de Desenvolvimento da Educação Básica - IDEB. Tem como hipótese que a eficiência da gestão constitui destacado fator para influenciar a dinâmica escolar, refletindo positivamente no IDEB. Para comprovar ou não tal hipótese, considerando-se as categorias analíticas – financiamento e gestão da educação, e qualidade da educação –, efetivou-se uma pesquisa bibliográfica e documental, bem como entrevistas semiestruturadas e aplicação de questionários com dirigentes de duas escolas, da rede municipal de ensino do Recife, campo empírico da pesquisa. Para as análises foram utilizadas técnicas de triangulação nas perspectivas de Bauer e Gaskell (2007), Yin (2005), e Gil (2009). As evidências empíricas obtidas com os sujeitos da pesquisa, confrontadas com os estudos da área, permitem indicar que a gestão constitui, na realidade das escolas focalizadas, pertencentes a uma mesma região político-administrativa do município do Recife, e que recebem aportes de recursos financeiros similares, um fator relevante para explicar a diferença de resultados concernentes às suas respectivas posições no que tange ao IDEB. Conclui-se que o volume de recursos financeiros aportados individualmente a cada uma das unidades escolares mostrou-se um fator menos relevante do que a prática da gestão para influenciar a qualidade do ensino aferida pelo IDEB. / The present case study focuses on funding, school management and the quality of basic education, particularly in elementary school, in the municipal public education system of Recife, Pernambuco. It has as object of study the relation between the teaching quality, financing, and management of two public schools. In dialogue with the authors that discuss the quality of basic education issues in the late decades, specially Dourado, Oliveira and Santos (2007); Azevedo (1997, 2007); Pinto (2008); and Aguiar (2010); it aims to identify the financing and education administration factors that influence the administrative and pedagogical dynamics of the school units, with possible repercussions on the concerning results to the Basic Education Development index - IDEB. It has as hypothesis that the management efficiency consists an outstanding factor to influence the school dynamics, positively reflecting on IDEB. To prove or not this hypothesis, considering the analytical-financing and management of education, and quality of education, a bibliographical and documentary research was realized, as well as semi-structured interviews and questionnaires with leaders of two schools from the municipal school system of Recife, empirical field of research. For the analyzes, triangulation techniques were used from the perspectives of Bauer and Gaskell (2007), Yin (2005) and Gil (2009). The empirical evidence obtained from the research subjects, faced with the area studies, allows us to indicate that the management is, in fact – from the targeted schools perspective, which belong to the same political-administrative region of the city of Recife, and receive similar funds contributions – a relevant factor to explain the different results, concerning to their respective positions, regarding the IDEB. It is concluded that the volume of financial resources, contributed individually to each of the school units, proved to be a less important factor than the management practice to influence the quality of education measured by IDEB.

Procurou-se identificar de que forma o trabalho com projetos tanto pode contribuir para que em sua prÃtica educativa, o professor se torne mais sensÃvel para atender melhor as crianÃas estimule mais adequadamente as suas aprendizagens e lhes propicie maior autonomia como tambÃm para que ele se torne mais sensÃvel Ãs suas prÃprias demandas desenvolva a sua autonomia e amplie os seus conhecimentos. TambÃm foi propÃsito deste trabalho investigar que fatores influenciam para que a realizaÃÃo do trabalho com projetos contribua para o desenvolvimento profissional dos professores de EducaÃÃo Infantil. As anÃlises sobre o desenvolvimento profissional e formaÃÃo de professores fundamentam-se nos estudos de Oliveira-Formosinho (1998, 2001, 2003, 2009); Dewey (1976, 1978) NÃvoa (1995) ImbernÃn (2009) e Gomes (2009) e sobre o trabalho com projetos baseiam-se em Dewey (1978) Kilpatrick (2005) Barbosa e Horn (2008) HernandÃz (1998) e Oliveira-Formosinho (2002, 2007). Trata-se de uma pesquisa qualitativa do tipo pesquisa-aÃÃo tambÃm denominada intervenÃÃo (ANDRÃ, 1995) com professoras da rede pÃblica de Fortaleza que mediante intervenÃÃo realizada vivenciaram elas prÃprias um projeto e posteriormente desenvolveram projetos junto Ãs suas crianÃas. A coleta dos dados se deu por meio de tÃcnicas como observaÃÃes e entrevistas e de instrumentos como a Escala de Empenhamento do Adulto e questionÃrios. Os dados foram registrados no diÃrio de campo vÃdeo filmagens e fotos. Os achados desse estudo apontam que as oportunidades de formaÃÃo tÃm mais chance de acontecer quando o trabalho com projetos constitui um processo formativo. As professoras em diferentes nÃveis de envolvimento desenvolveram com relaÃÃo Ãs crianÃas atitudes de empenho referentes à sensibilidade no sentido de se esforÃarem para âprestar atenÃÃoâ e ouvir as crianÃas à estimulaÃÃo da aprendizagem das crianÃas na proposiÃÃo de atividades desafiadoras e à sua autonomia nas oportunidades de experimentaÃÃo oferecidas. TambÃm desenvolveram, com relaÃÃo a elas prÃprias atitudes de empenho relacionadas à sensibilidade, na atenÃÃo dada Ãs suas necessidades e desejos de aprender sobre projetos à estimulaÃÃo na intenÃÃo de se envolverem nas leituras na busca de informaÃÃes e ideias para as atividades e à autonomia nas ocasiÃes de escolher e decidir como realizar essas atividades. Reviram posiÃÃes acerca das expectativas de aprendizagem das crianÃas menores e as de escolas pÃblicas ao desenvolver projetos e repensaram sobre a participaÃÃo da famÃlia nos projetos. As professoras estranharam a postura protagonista exigida no planejamento e realizaÃÃo das aÃÃes referentes ao projeto. Fatores relacionados ao contexto de trabalho e Ãs condiÃÃes organizacionais como formaÃÃo na prÃpria instituiÃÃo participaÃÃo da coordenadora no grupo de formaÃÃo orientaÃÃo de uma formadora e disponibilidade de recursos materiais contribuÃram com os esforÃos de desenvolvimento das professoras. Ficou evidenciado que o pouco tempo destinado à formaÃÃo o descumprimento de acordos com relaÃÃo ao tempo e espaÃo destinados Ãs formaÃÃes e o distanciamento entre a gestÃo e as professoras desencorajaram esses esforÃos / This thesis investigates the possibilities of working with projects in order to provide training strategy and contribute to the continuous professional development for teachers of Early Childhood Education. It soughts to identify how the project work can contribute for making the teachers become more sensitive in their educational practice as to better serve children, stimulate their learning more effectively and allow them greater autonomy, but also for making them become more sensitive to their own needs, develop their autonomy and expand their knowledge. The purpose of this study was also to investigate what factors influence to the completion of project work to contribute to the professional development of kindergarten teachers. The analysis of professional development and teacher training are based on studies of Oliveira-Formosinho (1998, 2001, 2003, 2009), Dewey (1976, 1978), NÃvoa (1995), Imbernon (2009) and Gomes (2009) and of working with projects is based on Dewey (1978), Kilpatrick (2005), Barbosa & Horn (2008), HernandÃz (1998) and Oliveira-Formosinho (2002, 2007).This is a qualitative research, like action research, also called intervention (ANDRE 1995), with teachers from public schools in Fortaleza. Through intervention, these teachers experienced a project and later developed their own projects with their pupils. Data collection was done through techniques such as interviews and observations and instruments such as the Adult Engagement Scale and questionnaires. Data were recorded in the diary, video footage and pictures. Our findings indicate that training opportunities are more likely to happen when the project work is a formative process. The teachers, at different levels of involvement, developed, regarding the children, attitudes concerning the sensitivity of commitment, strove to âpay attention toâ and listen to the children, to stimulate their learning by the proposition of challenging activities and their independence, in the opportunities for experimentation offered. They also developed, to themselves, attitudes related to the sensitivity of commitment, by paying attention to their needs and desires to learn about projects; as well as attitudes related to stimulation, by intending to engage in readings, in search of information and ideas for activities; and to autonomy, on the occasions of choosing and deciding how to accomplish these activities. These teachers revised positions about the learning expectations of younger children and public schools in order to develop projects and rethought the family participation in projects. The teachers were surprised at the protagonist attitude required in the planning and implementation of actions for the project. Factors related to the workplace and organizational conditions, such as training in the institution, the participation of the coordinator in group training; guidance of a trainer and availability of material resources contributed to the development efforts of the teachers. It was evident that the little time for training, the breach of agreements with respect to time and space allocated to training and the gap between management and the teachers have discouraged such efforts.

A busca por uma educação de qualidade no campo em uma escola de um assentamento de reforma agrária: a distância entre o recurso disponível e o necessário / Seeking for a education of quality at a rural school in a land reform settlement: the gap between the resources available and those that are necessary.

Principalmente graças às ações dos movimentos sociais que lutam pela reforma agrária, houve um grande aumento de interesse em relação às políticas de educação para o campo no Brasil. O objetivo deste estudo é analisar a estrutura e as condições de funcionamento de uma escola de ensino fundamental situada em um assentamento de reforma agrária, bem como identificar as demandas de melhoria da escola por parte da população usuária e da equipe escolar na perspectiva de se obter o custo aluno-qualidade de uma escola do campo. Trata-se de um estudo qualitativo na modalidade estudo de caso. Os instrumentos de coleta de dados utilizados neste estudo foram: observação participante com registro em diário de campo durante todo o período de coleta de dados na escola e questionários aplicados aos pais e professores. Complementarmente foi utilizado o instrumento de auto-avaliação escolar Indicadores de Qualidade na Educação (INDIQUE), elaborado através de uma parceria entre a Ação Educativa, UNICEF, PNUD, INEP e MEC, e que permitiu levantar os anseios de parte da comunidade escolar em relação à escola. Por fim, foram discutidos os insumos importantes para garantir qualidade, em especial os relativos à remuneração, na visão dos professores e funcionários, na perspectiva de se construir o CAQi (Custo Aluno Qualidade Inicial) dessa escola. Os resultados das análises apontaram para a necessidade de: (a) mais participação dos pais, segundo o ponto de vista dos professores; (b) melhorias na infraestrutura da escola, como pátio maior, ampliação de banheiros, sala de informática com internet, biblioteca e, principalmente, água na escola e em todo assentamento, segundo opinião dos pais; (c) mais tempo para brincadeiras, mais jogos e brinquedos, quadra coberta, biblioteca, sala de informática e vídeo, professor de reforço, piscina e cachoeira, na visão dos alunos do ensino fundamental; (d) e mais valorização profissional, ligada a melhoria da condição salarial, sob o ponto de vista de funcionários e professores. Os relatos dos profissionais da escola evidenciam que é preciso mais investimento quanto aos salários que recebem. Em virtude disso, foi estabelecido qual deveria ser o gasto mínimo por aluno ao ano, com base nas demandas salariais, segundo o ponto de vista dos professores e funcionários. Como as visões foram diferentes, chegou-se a dois valores do CAQi dessa escola do campo: R$ 7.378 por aluno-ano segundo os funcionários e R$ 11.080 segundo a ótica dos professores. Esse maior valor atribuído pelos professores decorreu de uma demanda de salários para toda a equipe escolar mais alta que aquela exposta pelos funcionários, considerando também toda a equipe escolar. Estes valores estão bem acima do CAQi construído pela Campanha Nacional pelo Direito à Educação e transformado no Parecer CEB/CNE nº 8/2010, cujo valor seria de R$ 5.248 e muitas vezes acima do valor do Fundeb para os anos iniciais do Ensino Fundamental (Rural) que é de apenas R$ 3.671. Assim, os resultados apontam para a necessidade de se ampliar os valores disponibilizados pelo Fundeb para que seja possível se obter uma escola do campo de qualidade. Fica evidente também que o custo mais elevado da escola do campo em relação à sua congênere urbana decorrer da menor razão alunos/turma e do seu tamanho menor, o que aumenta seus custos fixos. Finalmente, os resultados apontam também para uma escola que busca encontrar o seu caminho na construção de um projeto próprio de educação do campo e uma comunidade que tem muito orgulho da escola, que só foi implantada graças à sua luta. / Mainly due the actions of social movements struggling for land reform, there was a great increase of interest in relation to education policy for the rural areas in Brazil. This study aims to analyze the structure and operating conditions of an elementary school located in a land reform settlement, as well as identifying the demands of school improvement by the user population and school staff in view of obtaining the cost of a rural school of quality. This is a qualitative study in the form of a case study. The data collection instruments used in this study were: participant observation and questionnaire to parents and teachers. In addition, we used the instrument of school self-evaluation Quality Indicators in Education (INDIQUE), developed through a partnership between Ação Educativa, UNICEF, UNDP, INEP and MEC, which allowed raising the aspirations of the school community. Finally, we have identified the main inputs to ensure quality, in particular those relating to remuneration, in the view of the faculty and staff, with the goal of building the Cost of a Initial Quality Education per Student (CAQi). The results of the analysis indicated the need for : (a) more parental involvement, from the point of view of teachers, (b) improvements in school infrastructure, better courtyard and bathrooms , computer room with internet , library and, especially, water in school and in all the settlement, according to the opinion of parents, (c) more time to play games and toys, indoor court , library, computer room and video , teacher enhancement, swimming pool according the vision of elementary school students, (d) and more professional development, linked to better wage conditions, from the point of view of staff and school teachers. Reports of school professionals show the necessity of higher salaries. As a result, we established what should be the minimum spending per student per year, based on wage demands, from the point of view of teachers and staff. As visions were different, there was two different values for CAQi: R $ 7. 378,00 per student-year according to staff and R$ 11.080, 00 from the viewpoint of teachers. The highest value assigned to CAQi teachers is due to the higher values of wages which they defined as adequate when compared with the values assigned by staff. These values are well above the CAQi built by the National Campaign for the Right to Education and which was transformed in the provision Parecer CEB/CNE No. 8/2010, whose value is R$ 5.248,00 and is also above Fundeb (Fund for the Maintenance and Development Basic Education and Enhancement of the Professionals of Education) for the early years of elementary school in rural areas, which is just R$ 3.671,00. Thus, the results point the need of to raise the values provided by Fundeb so you can get rural schools of quality. It is also evident that the higher cost of rural schools in relation to its urban counterpart is due to the lower ratio students/class and its smaller size , which increases its fixed costs . Finally, the results also indicate a school seeking to build an educational project itself and a community that is very proud of the school, which has only been implemented thanks to their struggle.

The diploma thesis deals with the area of quality of further education. It focuses in detail on the concepts of quality of further education, standardized quality management systems at international level (ISO 9000, EFQM Model Excellence) and specific systems used abroad (Swiss model eduQua and German model LQW). The work focuses on specific concepts and proposals of quality education systems developed and implemented in the Czech Republic. The output of the thesis is an analysis of selected concepts (National Qualification System, Project Concept, Quality in Further Professional Education), critical assessment of their form (methods, methodology) and reflection of their implementation into practice and impacts on quality in further education. The thesis links the theoretical knowledge with the practice of solution of system quality assurance in further education. Aspectos avaliativos que compõem os indicadores de qualidade da educação superior: uma análise comparativa com foco no corpo discente da UNIPAMPA / Evaluative aspects that compose the quality indicators of higher education: a comparative analysis with focus on the students of UNIPAMPA

The quality of education is extremely important for competitiveness and knowledge dissemination needs to the benefit of the community, in the context of a global society increasingly dependent on knowledge. In recent decades it has been the expansion of demand for higher education, leading to the creation of new institutions in many developed and developing countries. The current expansion of Brazilian higher education, backed by inserted government policies in a National Education Plan (PNE), considering that the higher education institutions (HEIs) are subjected to periodic evaluation by the National Higher Education Evaluation System (Sinaes), it becomes a complex configuration being studied. In this context is the Federal University of Pampa (UNIPAMPA), which emerged in 2005 from social demands, supported by expansion of public higher education policies. This university, which has great relevance for the community as agent of social transformation and its goals in its Institutional Development Plan (IDP), academic excellence and institutional improvement, among others (UNIPAMPA, 2014th). Given this context and the importance of the students for HEIs, this study aimed to verify if there are differences in the assessments of students of UNIPAMPA, and perceptions of these on your institution, compared to other Brazilian federal universities. For this purpose, we applied t tests for independent samples and the Mann Whitney test on data for the Enade 2013 examination. Three courses with more students of UNIPAMPA were selected to the study: Pharmacy, Physiotherapy and Social Work. The main differences are related to performance in gross notes on the specific component of the students of Pharmacy and Physiotherapy courses of UNIPAMPA. Some variables of the assessments of the conditions of the training process (didactic- pedagogic organization, infrastructure and physical facilities, and expansion opportunities of academic and vocational training) also showed significant differences. A variable related to infrastructure and physical facilities, which questions whether there was a cafeteria layout, canteen and toilets in adequate conditions to meet users, presented different assessment for three courses analyzed. A variable related to the evaluation of the didactic-pedagogical organization, which questioned whether teachers demonstrate content mastery of the subjects who gave presented different assessment for the courses of Physical Therapy and Social Work. Finally, given these findings, it is suggested to managers and program coordinators, reviewing the political pedagogical projects of the courses, as well as the contents of the syllabus of the subjects and the realization of a work of sensitization and awareness both students and teachers to the evaluation process of ENADE, as there may be lack of information about the importance of this exam. It is also recommended, managers and program coordinators, propose a constant training plan for teachers, covering topics such as teaching practices along the organs of support - Educational Development Center (NUDE). / No contexto de uma sociedade global cada vez mais dependente do conhecimento, a relevância da qualidade do ensino é extrema diante da competitividade e da necessidade de difusão de conhecimento em benefício da coletividade. Nas últimas décadas tem ocorrido a expansão da demanda por educação superior, conduzindo à criação de novas instituições em muitos países desenvolvidos e em desenvolvimento. A atual expansão da educação superior brasileira, respaldada em políticas governamentais inseridas em um Plano Nacional de Educação (PNE), considerando-se que, as Instituições de Ensino Superior (IES) são submetidas a avaliações periódicas pelo Sistema Nacional de Avaliação da Educação Superior (Sinaes), torna-se uma complexa configuração a ser estudada. Neste contexto encontra-se a Universidade Federal do Pampa (UNIPAMPA), que surgiu, em 2005, de reivindicação social, amparada em políticas de expansão da educação superior pública. Universidade esta, que possui grande relevância para a comunidade como agente de transformação social e tem como metas, em seu Plano de Desenvolvimento Institucional (PDI), a excelência acadêmica e o aperfeiçoamento institucional, entre outras (UNIPAMPA, 2014a). Considerando este cenário e a importância do corpo discente para as IES, o presente estudo objetivou verificar se há diferenças nas avaliações dos discentes da UNIPAMPA, e nas percepções destes, sobre a sua instituição, comparativamente às outras Universidades Federais brasileiras. Para tanto, procedeu-se a aplicação dos Testes t de Student, para amostras independentes, e teste de Mann Whitney nos dados referentes ao exame Enade 2013. Selecionaram-se, para o estudo, os três cursos da UNIPAMPA com maior número de alunos participantes constantes na base de dados: Farmácia, Fisioterapia e Serviço Social. As principais diferenças encontradas são referentes ao desempenho nas notas brutas no componente específico dos estudantes dos cursos de Farmácia e Fisioterapia da UNIPAMPA. Algumas variáveis das avaliações das condições do processo formativo (organização didático-pedagógica, infraestrutura e instalações físicas, e oportunidades de ampliação da formação acadêmica e profissional) apresentaram também diferença significativa. Uma variável relacionada à infraestrutura e instalações físicas, a qual questiona se houve a disposição de refeitório, cantina e banheiros em condições adequadas para atender os usuários, apresentou avaliação difstinta para três cursos analisados. Uma variável relacionada à avaliação da organização didático- pedagógica, a qual questionava se os professores demonstraram domínio do conteúdo das disciplinas que ministraram, apresentou avaliação diferente para os cursos de Fisioterapia e Serviço Social. Por fim, diante das constatações, sugere-se aos gestores e coordenadores de curso, a revisão dos projetos político pedagógicos dos cursos, bem como, dos conteúdos dos planos de ensino das disciplinas e a realização de um trabalho de sensibilização e de conscientização tanto de alunos quanto de professores para o processo avaliativo do ENADE, pois pode haver falta de informação sobre a importância deste exame. (SILVEIRA, CAMARGO, MIRANDA e OLIVEIRA, 2014; RIOS, SCHWAAB e COSTA, 2015). Recomenda-se ainda, aos gestores e coordenadores de curso, proporem um plano de capacitação constante para os docentes, abordando temas como práticas pedagógicas, juntamente aos órgãos de apoio Núcleo de Desenvolvimento Educacional (NuDE).

The work focuses on specific concepts and proposals of quality education systems developed and implemented in the Czech Republic. The output of the thesis is an analysis of selected concepts (National Qualification System, Project Concept, Quality in Further Professional Education), critical assessment of their form (methods, methodology) and reflection of their implementation into practice and impacts on quality in further education. The thesis links the theoretical knowledge with the practice and on their basis it presents its own proposal of possibilities of solution of system quality assurance in further education. The strategic goal of the research presented in this diploma thesis is to contribute to the improvement of the quality of physics teaching at secondary schools. During the research, we focused on the following two questions: Which quality parameters are typical for teaching led by physics teachers whose students continue their studies at MFF UK? How do teachers affect students gifted in physics and motivated for it? A case study was chosen as the research plan. Specifically, we focused on teaching of three teachers, whose students continue to study physics at university to an increased extent. The quantitative part, in which the pedagogical observation of teaching took place, was led as ex-post-facto research. This was followed by a qualitative part, in which semi-structured interviews were used to collect data. Thanks to them the obtained information was put in a broader context. The research results showed that fulfillment of several parameters is common for the teaching of all the teachers (e.g. physics expertise, mathematics model, abstraction, students' expressing), in other parameters their teaching differs (e.g. teaching aids, lecturing, students' interest, use of assessment) and some parameters are almost non-existent in teaching (e.g. work with text, heuristic method). Thesis ((LLD.) -- University of Limpopo, 2021 / The delivery of substandard education to the leaners in South African schools has become a pressing concern and needs special attention. This is so despite the advent of democracy in 1994, which brought legislative frameworks and other measures promoting access to quality education. This study seeks to highlight the importance of a radical paradigm shift in educational approach, from a single (access) to a dual system (access and delivery) in South Africa. The study examines adequacy of access to education, by evaluating the effectiveness of delivery. The study emphasizes that delivery should be strengthened in order to develop skills and capacity. The study also accentuates the need to strengthen legislative measures and compliance, in order to improve the delivery of quality education to the leaners. The domestic laws such as the Constitution of the Republic of South Africa, Skills Development Act, the South African Schools Act, Further Education and Training Act and the Continuing Education and Training Act, which all cover access and full delivery of quality education, will be examined. It is pertinent to point out that the delivery of quality education and skills development, can improve the employability of leaners and graduates, wherever they find themselves. Consequently, it is fundamentally important to increase interest in strengthening the implementation of the skills development legislation and policies, to drive the necessary change from access to delivery, in order to meet the developmental needs of the country. Lessons are drawn from China, Finland and Singapore, where policies and laws are utilized for the purpose of comparative studies. The rationale for such a comparative analysis is premised on the fact that these countries have very strong educational systems, which promotes the employability of learners, and also enables learners to become self-reliant and entrepreneurs.
