The implementation of Integrated Quality Management System in Primary Schools of Mopani District of Limpopo Province

Thesis (M.Ed.) -- University of Limpopo, 2012 / The purpose of this study was to look at the experiences, trainings, resources, benefits and challenges faced by schools in the implementation of the Integrated Quality Management System (IQMS) in the primary schools of the Nkowankowa Circuit at the Mopani District of Limpopo Province. As a result, the researcher was motivated to conduct a study on this topic. The scope of the research was restricted to two primary schools in the circuit. The government officials, principals, school development teams and educators had to respond to the questions asked during the interview between the researcher and the participants. Thus, the research methodology was qualitative in which a case study design was used. The sampling strategy was non-probability which led to purposive sampling to schools and participants. Data were collected through interviews, observations and documents and were analysed using the spiral steps of Creswell (2007). The findings of this study were that training was inadequate to the implementers. The support given by the Department was not enough. The resources at schools were lacking, hence little benefit by educators since IQMS started. The results showed disclosed that the majority of the participants feel that many things still have to be done for the effective implementation of IQMS, and all role players in schools need to join hands and assist one another. That is why there were lot of challenges which schools are encountering. This will give schools new shapes and performance in general will improve. Therefore, IQMS is partially implemented

Darbe atlikta teorinė studijų kokybės vertinimo ypatumų analizė. Iškelta hipotezė, kad studentų požiūris į socioedukacinių studijų programų (socialinės pedagogikos/darbo) kokybę yra sąlygotas subjektyvių veiksnių (universiteto, specialybės, studijų programos ir pan.) Anketinės apklausos metodu buvo atliktas tyrimas, kurio tikslas - išanalizuoti, kaip Lietuvos universitetų bakalauro lygio aukštesniųjų kursų dieninio skyriaus socioedukacinių studijų programų (socialinės pedagogikos/darbo) studentai vertina pasirinktas programas, jų kokybę. Atlikta statistinė (aprašomoji dažnių, procentų, vidurkių, standartinių nuokrypių, koreliacijos (r)) duomenų analizė. Tyrime dalyvavo 193 Lietuvos universitetų bakalauro lygio dieninio skyriaus socioedukacinių studijų programų (socialinė pedagogika/darbas) studentai. Empirinėje dalyje nagrinėjama, kaip socioedukacinių studijų programų studentai vertina pasirinktas studijų programas ugdomų gebėjimų, studijų apimties dalykų, studijų blokų, modulių, skatinančių/neskatinančių veiksnių sistemingai dirbti semestro metu, praktikų ir nacionalinės švietimo politikos aspektais. Svarbiausios empirinio tyrimo išvados: 1. Hipotezė tikėtina, kad studentų požiūris į socioedukacinių studijų programų (socialinės pedagogikos/darbo) kokybę yra sąlygotas subjektyvių veiksnių pasitvirtino . 2. Socioedukacinių studijų programų (socialinės pedagogikos/darbo) kokybės vertinimus lėmė tokie subjektyvūs veiksniai kaip respondentų specialybė, kursas bei universitetas... The hypothesis that students attitude towards the quality of socioeducational study programmes (social pedagogics/work) is effected by subjective factors (university, speciality, study programmes and so) was made. According to the method of questionnaire there was a research made which aim was to analyse how Lithuanian Bachelor full-time students in higher courses of socioeducational study programmes (social pedagogics/work) evaluate the programmes, their quality. A statistic data analysis was made (descriptive frequency, percentage, average, standard deviation, correlation (r)). 193 Lithuanian Bachelor full-time students in higher courses of socioeducational study programmes (social pedagogics/work) participated in this research. In the empirical part students evaluate the programmes they have chosen, what skills are developed, study components, modules, stimulating/non-stimulating factors influence work and study systematically on the aspects of practical and national educational policy. Para tanto, foi realizado um estudo de caso, apoiando-se na análise documental e nas entrevistas focadas como as fontes de evidência, perpassando por uma reconstituição histórica do processo de implantação e implementação do sistema de ensino de Jequié-BA, bem como por uma reflexão sobre a municipalização do ensino neste município. O estudo realizado teve como referencial metodológico a hermenêutica de profundidade (HP), cujos enfoques se deram através da análise social-histórica e da análise formal discursiva, com vistas a uma reinterpretação da realidade, isso porque, para a HP, o mundo social-histórico é uma realidade pré-interpretada pelos sujeitos socais (THOMPSON, 1995). Assim, as formas simbólicas - entendidas como um amplo espectro de ações e falas, imagens e textos produzidos pelos sujeitos e reconhecidos por eles próprios e por outros como constructos significativo - constituídas e constituintes, não podem ser desveladas, no sentido de mostrar a verdade, mas podem ser reinterpretadas. Sob essa perspectiva foi possível perceber que o regime de colaboração entre o sistema municipal de ensino de Jequié-BA, o sistema estadual de ensino da Bahia e o sistema federal de ensino têm se apresentado com alguns desafios a serem superados, tais como: os programas e projetos entre os sistemas têm mais se configurado em políticas de governo e menos em políticas de Estado; não há uma discussão ampliada e qualificada sobre a questão do regime de colaboração; diferentes concepções de educação e de regime de colaboração entre os gestores dos sistemas de ensino, ocasionando um desencontro das ações; a vaidade pela visibilidade das ações articuladas pelos sistemas de ensino, caracterizada pelo personalismo, inviabilizando uma ação de co-responsabilidades e de gestão compartilhada. Diante dos desafios postos, cabe uma rediscussão sobre o regime de colaboração, no significado etimológico do termo – labor, que traz seu sentido de trabalho. Portanto, espera-se que o regime de colaboração se efetive pelo trabalho conjunto, articulado, o que, fatalmente, implica numa gestão democrática, em que os seus atores não objetivam a sua visibilidade individual, mas que se comprometam – independente da fonte mantenedora - com a garantia de uma educação de qualidade para os cidadãos de direitos. The influence of teacher unions on integrated quality management system policy formulation and implementation in a primary school in the Johannesburg central region

This study explores the influence of teacher unions on the formulation and implementation of the Integrated Quality Management System (IQMS) in the Johannesburg Central District. The involvement of unions in the signing of Collective Agreement Number 8 of 2003 and the failure of unions to fully support implementation at school level is a challenge. Unions are part of the bargaining council in the Education and Labour Relations Council as they are also part of the policy formulation process. The constitutional duty that teachers need to align themselves with is to provide quality education that will allow learners fair and better opportunities of succeeding. The use of IQMS as a quality measurement system is of outmost importance to stabilise the education environment and to benefit the nation. Unions therefore have a statutory obligation not only to their constituencies but also to their clients, the teachers. The study was qualitative and exploratory in nature, based on grounded and social constructivism theory. It was conducted in the Johannesburg Central region that forms part of the Gauteng Education Department. The sample consisted of groups of five union representatives, two Gauteng Department of Education officials and 35 school-based unionised teachers. The researcher used observation, one on one interview as well as focus group interviews to collect data. The unions involved in the study were the Suid Afrikaanse Onderwyseris Unie the National Professional Teachers’ Organisation of South Africa and the South African Democratic Teachers’ Organisation .Findings showed a deficiency in processes such as advocacy, training and funding which are the main determinants of policy implementation. The unions were of the opinion that regardless of their role in the ELRC which some viewed as rubberstamping; their influence was not of much significance during the formulation of policies. They suggested a more rigorous and intense route that could give them the mandate to be hands on during the formulation of policies. They also reported that they needed qualified and competent people to spearhead training so as to ensure a better understanding by all stakeholders during the effective implementation of IQMS. / Educational Leadership and Management / D.
