valoriza??o ? a perman?ncia de vazios urbanos para a especula??o imobili?ria.
Al?m dessa vis?o cl?ssica de vazios urbanos, outras formas de esvaziamento
aparecem nas cidades do mundo inteiro. Por isso, esse trabalho objetivou a
constru??o de uma tipologia para analisar o processo de esvaziamento em
suas diversas nuances, como brownfields, greyfields e greenfields. Al?m
desses, outros termos se enquadram para an?lise do processo de
esvaziamento, sobremaneira nas ?reas centrais das cidades, a saber: im?veis
subutilizados, im?veis n?o utilizados, im?veis n?o edificados e im?veis em
ru?nas. Mediante o uso da tipologia dos vazios urbanos, foi poss?vel
caracterizar cada tipo de vazio urbano, possibilitando a elabora??o de
explica??es balizadas pela teoria, acerca do seu papel na din?mica imobili?ria
da cidade de Natal. Como contraponto, foi analisado o caso da cidade do
Porto, em Portugal, onde se tem buscado minimizar o quadro de abandono e
degrada??o das ?reas centrais com pol?ticas de reabilita??o urbana. Por meio
de visitas in loco, com levantamento fotogr?fico e observa??o para
mapeamento dos tipos de vazios, bem como por meio de entrevistas
semiestruturadas junto ? agentes dos setores p?blico e privado, foi poss?vel
compreender melhor os efeitos dos vazios urbanos nas cidades em tela, bem
como os processos em curso para reabilita??o de ?reas centrais. A tese
concluiu que os vazios urbanos causam problemas de diversas ordens para a
cidade e que, por isso, precisam ser combatidos. No entanto, ? preciso
desenvolver uma reabilita??o urbana que leve em conta o interesse da
popula??o menos favorecida, a fim de evitar a gentrifica??o. / In the field of urban space production, an important valuation strategy and a
permanence of urban voids for real estate speculation. In addition to the classic
information of urban voids, other forms of emptying appear in cities all over the
world. Therefore, this work aimed at constructing a typology to analyze the
process of emptying in its various nuances, such as brownfields, greyfields and
greenfields. In addition, other terms are used to analyze the process of
emptying, especially in the central areas of the cities: underutilized real estate,
unused real estate, property not built and real estate in ruins. Using the typology
of urban voids, it was possible to characterize each type of urban emptiness,
making it possible to elaborate explanations based on theory, about its role in
the real estate dynamics of the city of Natal. As a counterpoint, we analyzed the
case of the city of Porto, Portugal, where it has sought to minimize the
abandonment and degradation of the central areas with urban rehabilitation
policies. By means of on-site visits, with photographic survey and observation to
map the types of voids, as well as through semi-structured interviews with
agents from the public and private sectors, it was possible to better visualize the
effects of urban voids in cities on canvas, as well as ongoing processes for
rehabilitation of core areas. A context as difficult as what is needed, therefore,
needs to be tackled. However, it is necessary to develop urban rehabilitation
that takes into account the interest of the less favored population, in order to
avoid gentrification.

desenvolve em rela??o ao local que habita, sendo o tempo um fator primordial nesse
processo. Grupos que ocupam o espa?o por um longo per?odo tender?o a encar?-lo
como seu, aplicando ali sua cultura, seu modo de viver e de construir. Quando se fala
em projetos de reabilita??o de ?reas hist?ricas, sobretudo as que se encontram
degradadas, pode-se prever uma gama de usos que podem ser inseridos, mantidos ou
restabelecidos nesses espa?os, e dentre todos eles o que mais tem suscitado discuss?es ?
o uso habitacional. Essa pesquisa se focou em entender se, e como, ocorre a integra??o
entre os programas nacionais de promo??o da habita??o e os de reabilita??o urbana de
?reas hist?ricas, e se de fato pode-se verificar no Brasil a exist?ncia de uma pol?tica
urbana efetiva para ?reas hist?ricas, considerando todos os problemas envolvidos, ou
apenas a realiza??o de a??es pontuais que, al?m de n?o promoverem a recupera??o
?reas antigas degradadas, ainda dificultam o processo, por contribuir para a especula??o
imobili?ria dessas ?reas. A utiliza??o do estoque constru?do dos centros antigos poderia
auxiliar na diminui??o do d?ficit habitacional, mas ? preciso que os projetos se baseiem
de fato na sustentabilidade continuada, e que a preocupa??o principal se desloque da
explora??o econ?mica para a recupera??o socioecon?mica das ?reas antigas. O recorte
tem?tico dessa pesquisa foram os programas nacionais voltados a diminuir o d?ficit
habitacional, desde o BNH at? os dias de hoje com o Programa Minha Casa Minha
Vida, e os programas de reabilita??o de ?reas hist?ricas realizados a n?vel nacional a
partir da d?cada de 1970, quando as ?reas urbanas hist?ricas passam a ser consideradas
de forma ampla, com todos os seus problemas. O objetivo desta tese foi entender os
direcionamentos definidos para as a??es de recupera??o de ?reas hist?ricas, a partir do
enfoque do uso habitacional, e para que popula??o se voltam, tendo como an?lise o caso
do centro hist?rico de Jo?o Pessoa, onde se buscou entender como ocorreu a atua??o
dos programas de reabilita??o, diante da diversidade de problemas que uma ?rea urbana
subutilizada pode apresentar, como a degrada??o das edifica??es, evas?o de usos,
infraestrutura obsoleta e comunidades de menor renda. E se em compara??o com outras

entendimento desse processo pode auxiliar na proposi??o de novas possibilidades de
atua??o. / The act of dwelling is related to the consciousness of belonging that the individual
develops in relation to the place where he lives; where time is the main factor in this
process. Groups that occupy an area for a long time, tend to face it as their own,
applying their culture, way of life and construction. When we refer to rehabilitation
projects in historical areas, especially those that are degraded, we can visualize a set of
uses that can be inserted, maintained and restored in these spaces, and among all the
more controversial is the use of housing. This research was focused on the
understanding of whether and how the integration between national housing promotion
programs and those of urban rehabilitation of historical areas occurs, and if in fact, it is
possible to verify in Brazil the existence of an effective urban policy for historical areas
considering all the problems involved, or just the execution of punctual actions that, in
addition to not promoting the recovery of old degraded centers, still hamper the process,
for contributing to real estate speculation in these areas. The built stock of the old
centers might help in the reduction of the housing deficit, but it is necessary that the
projects are based in fact on the continued sustainability of these areas, and that the
main preoccupation moves of the economical exploration for the recuperation
socioeconomic of the ancient areas. The thematic clipping of this research were the
national programs aimed at reducing the housing deficit, from the BNH to the present
with the Minha Casa Minha Vida Program, and the rehabilitation programs of historical
areas carried out at the national level from the 1970s when as historical urban areas are
considered broadly, with all their problems. The objective of this thesis was to
understand the directions defined for the actions of recovery of historical areas, based
on the focus of housing use, and for which population they converge, having as an
analysis the case of the historical center of Jo?o Pessoa, where it was sought to
understand rehabilitation programs, given the diversity of problems that an
underutilized urban area can present, such as building degradation, use avoidance,
obsolete infrastructure and lower income communities, and if compared to other cities,
there were the perception of mistakes made and the change of posture, since the
understanding of this process can help in the proposition of new possibilities of action.

Previous issue date: 2014-02-12 / Driven by the coffee economy, the center of Sao Paulo city acquired the character of centrality within the first decades of the twentieth century. Initiated the occupation of the central areas by trade and services, the expansion of the city
were developed quickly and disordered, with occupancy of flood plains and hillsides, by sub-housing, despised by the population with higher purchasing power, initiating a process of social segregation. On the other hand, the intensity
of activity in the cities attracted a population coming from Field, from the opening of new work fronts, in a period that industrial production gained strength. This population, largely formed by immigrants and no buying power to becoming the
owner or renting a property near the job, had to resort to tenements as the only way to setting residence in the city. However, from the 1970s, the center began to show a decrease of resident population, thanks to to displacement of the financial activities for new centers, accompanied by the formation of new residential neighborhoods of higher income classes, leaving a large number of empty or underused buildings. In a first moment, the study sought to understand the current state of housing in downtown Sao Paulo, in a broad way, mapping and systematizing data on public and private initiatives aimed at increasing new housing or rehabilitation in downtown (understood as historical center and
expanded). Then the study will gain interplay more analytical, order to show whether in fact there is an ongoing housing policy with the prospect of urban regeneration of downtown Sao Paulo. This stage also sought to understand the
social reach of these endeavors. For such, has revised to the current literature on the housing issue in central areas and analyzed the nature of the plans, programs and projects proposed in the last ten years in the city of S?o Paulo. / Impulsionado pela economia cafeeira, o centro da cidade de S?o Paulo adquiriu o car?ter de centralidade j? nas primeiras d?cadas do s?culo XX. Iniciada a ocupa??o das ?reas centrais pelo com?rcio e os servi?os, a expans?o da cidade
se deu de forma r?pida e desordenada, com a ocupa??o de ?reas de v?rzeas e encostas por sub-habita??es, desprezadas pela popula??o de maior poder aquisitivo, dando in?cio a um processo de segrega??o social. Por outro lado, a

Previous issue date: 2008-11-27 / This thesis analyzed urban-renewal projects in historic central areas, taking as a case study the interventions initiated in 1991 in the Historical Center of Salvador. The study of this theme, was developed along two lines. First, a theoretical-conceptual survey was carried out on subjects related to intervention projects in historic central areas, seeking to understand not only the intervention projects nature, but also the circumstances that warranted them. The first part treats aspects of the processes of decay and increase in value of city historic centers, which are similar in many localities, primarily through their economic potential from tourist activity. Not foreseen aspects associated with the increase in value, such as the process of gentrification impact in these areas and the effects concerning the population, the local culture and the immaterial patrimony, are also analyzed. Aspects of the social function and the ways to manage of the historic areas are discussed. The second line of investigation treats the Historic Center of Salvador specifically, considering the historical data of the founding and development of the area, the process of decay and the later increase in value when this part of Salvador was recognized by UNESCO as a World Heritage site. The accomplishment of this study focalize its objectives, and the actions carried out during the different phases of the Salvador Historical Center Recovery Project intervention. The debate about the results of this intervention in the initial phase of the Recovery Projetc implementation as a subsidy for research of key issues and relevant aspects that emerged later in the series of changes in the areas is also included. Considerations include regarding the future of interventions of this nature, based on the study of the Historic Center of Salvador the research of seeks viable alternatives for comprehensive and effective intervention plan in historic centers that require a positive and overcome the contradictions and difficulties inherent in these processes. / A disserta??o aborda aspectos relacionados a projetos de reabilita??o urbana em ?reas centrais hist?ricas tendo como estudo de caso as interven??es iniciadas em 1991 no Centro Hist?rico de Salvador. O estudo deste tema, desenvolvido em duas vertentes, apoiou-se inicialmente no levantamento te?rico-conceitual a respeito dos temas relacionados aos projetos de interven??o em ?reas centrais hist?ricas, buscando-se entender n?o apenas a natureza dos projetos de interven??o, mas tamb?m os caminhos que os justificam. Dessa forma, s?o apresentados, em um primeiro momento, aspectos relacionados ao processo de decad?ncia e posterior valoriza??o dos centros hist?ricos das cidades, similares em muitas localidades, sobretudo como potencial econ?mico atrav?s da atividade tur?stica. Previous issue date: 2009-04-01 / Both the end of the twentieth century and the beginning of the twenty-first century have been characterized as a period of major political, economic, social and cultural transformations. Two of the major consequences of the political-economical crisis of the end of last century are the restructuring of capitalist production, and the consolidation of neoliberalism as a worldwide phenomenon. This new world political-economical scenario has influenced, in a dialectic way, the contemporary urban development. In that sense, "new" spatial processes and new paradigms in both urban management and urban planning have gained shape. In this context of urban transformations, the central areas of western cities, also known as historic centers, are being increasingly (re)valued. Since the Second World War, the historic centers urban areas which have great infrastructure and symbolic relevance had been undergoing a process of evasion of population and activities, undeniably linked to the neglect of government authorities. However, in recent decades, the question of historic centers rehabilitation has acquired a growing interest, academically and in political agendas. The object of this dissertation is to focus on how the government of each Brazil and Portugal has dealt with the issue of historic center rehabilitation through programs of urban rehabilitation / O final do s?culo XX e o in?cio do s?culo XXI tem se caracterizado como um per?odo de grandes transforma??es pol?ticas, econ?micas, sociais e culturais. A crise pol?tico-econ?mica do final do s?culo XX resultou, entre outros, na reestrutura??o da produ??o capitalista e na consolida??o do neoliberalismo como fen?meno global. Esse novo cen?rio pol?tico-econ?mico mundial tem influenciando, de forma dial?tica, o desenvolvimento urbano contempor?neo. Nesse sentido, novos processos espaciais e novos paradigmas na gest?o e no planejamento urbanos v?m ganhando forma. Diante desse contexto de transforma??es urbanas, as ?reas centrais das cidades ocidentais, tamb?m conhecidas como centros hist?ricos, v?m sendo cada vez mais (re)valorizadas. Desde a Segunda Guerra Mundial, os centros hist?ricos, ?reas urbanas dotadas de infra-estrutura e simbolismo, v?m sofrendo um processo de evas?o populacional e de atividades, associado ao descaso do poder p?blico.
