Conseil adaptatif et accompagnement des demandeurs d'emploi. / Adaptive counseling for job seekers.

Nous orientons nos travaux vers l’analyse des effets d’une individualisation de l’accompagnement proposé auxdemandeurs d’emploi, en fonction de leurs problématiques vocationnelles. Il s’agit de considérerl’individualisation sous la forme d’un accompagnement adapté aux problématiques vocationnelles desindividus, en partant de l’idée que ceux-ci ne bénéficient pas tous au même niveau d’une prestation d’aide à larecherche d’emploi. Nous postulons ainsi qu’un accompagnement à la recherche d’emploi différenciépermettra de mieux prendre en considération les attentes et les besoins des bénéficiaires, et d’accroîtrel’efficacité de leurs démarches. Les actions proposées aux personnes seront en effet a priori plus pertinentes sielles sont mises en oeuvre en fonction de leurs problématiques personnelles et vocationnelles. Ainsi, nousavons travaillé dans une première partie de nos travaux de thèse à la présentation d’une typologie desproblématiques vocationnelles de demandeurs d’emploi. Un protocole évaluant le niveau de ressourcespsychologiques, de dépression, de soutien social, de sentiment d’efficacité personnelle, d’estime de soi,d’indécision et d’employabilité a été proposé à 323 participants. Les résultats obtenus mettent en évidence troiscatégories de problématiques vocationnelles, permettant d’engager une réflexion sur les modalités d’unaccompagnement différencié. Dans un second temps, nous avons étudié les attentes et les besoins desdemandeurs d’emploi en matière de dispositifs d’aide à l’insertion professionnelle. Adoptant un point de vuequalitatif, nous avons mis en évidence auprès d’un échantillon de 16 demandeurs d’emploi, leur répartition entrois axes distincts. Les dispositifs doivent ainsi permettre de retrouver rapidement un emploi, de maîtriser destechniques de recherche d’emploi, et de formaliser un projet professionnel pertinent vis-à-vis du marché del’emploi. Ces deux expérimentations nous ont permis, dans un dernier temps, d’étudier, à l’aide d’uneapproche “interaction caractéristique traitement”, les effets d’un dispositif d’aide à la recherche d’emploidifférencié fondé sur la théorie du conseil adaptatif. Si cette étude montre les effets significatifs d’un dispositifd’insertion professionnelle vis-à-vis des problématiques vocationnelles des participants et de leur niveau dedynamisation, elle ne permet pas de mettre en évidence l’effet accru d’un conseil différencié. Les limites denos travaux, ainsi que leurs apports théoriques et pratiques sont discutés en conclusion, tout en ouvrant denouvelles perspectives de recherche. / We focus our work on analyzing the effects of adaptive career counseling proposed to job seekers, according totheir vocational problems. The individualization will thus be considered as an appropriate support to vocationalproblems of individuals, based on the idea that these job seekers do not all have the same level of benefits ofcareer counseling. We can highlight the idea that adaptive counseling will better take into account the needsand expectation of the beneficiaries, and increase the effectiveness of their efforts. The intervention will bemore relevant if they are implemented according to their personal and vocational problems. Thus, the first partof our thesis work aims at defining a taxonomy of people’s career profile during their career counselingsessions. Some 323 clients have consequently been submitted to a test protocol assessing their level ofpsychological resources, social support, depression, self-esteem, indecision, but also their feeling of selfefficacyand their abilities required to be hired as trustworthy employees. The given results allow us to put theemphasis on three distinct categories of career profile who permit to regard adaptive counseling as an answerto reemployment. In a second part, we have put forward the expectations and needs of job seekers as to supportemployability devices. Adopting a qualitative point of view, we have emphasized their distribution in threeseparate axes. Their devices must help them to quickly find a job, to have total control of the job-seeking toolsand to establish a suitable professional project. Finally, those two experimentations have allowed us to studythe degree of change for the job seekers who have been attending an individualized career counselingworkshop based on the theory of the adaptive counseling theory. If the results shows significant effects onpeople’s career profile and on their investment while searching for a job, it does not allow to induce a moresignificant effect by these last. The limitations of our work, as well as their theoretical and practicalcontributions are discussed in conclusion, while opening up new opportunities for future researches.

Establishment of an action plan for better recovery of building waste from demolition and rehabilitation operations

The aim of this study was to establish an action plan whose implementation would improve waste management practices in demolition and rehabilitation operations and improve the recovery of waste from these operations in accordance with the hierarchy established by the European regulations in the Waste Framework Directive of 19 November 2008. This study made it possible to establish a diagnosis of the current state of waste management in the building sector and to identify the various brakes preventing better waste recovery. For these brakes, levers for improvement were identified by a literature study, associated with concrete examples of innovative solutions implemented by companies in France. A systemic approach to the building sector was used to identify the brakes and levers for improvement. This macroscopic approach took into consideration all the players in the sector as well as all the phases (upstream and downstream) of a demolition or rehabilitation project. On the basis of the brakes and levers identified, graphs representing the causal links between the brakes and the levers of improvement were drawn up. The superimposition of these graphs made it possible to draw up brake-lever pairs, which together forms the basis for the action plan for improving waste recovery. Being limited to demolition and rehabilitation operations only, the method carried out in this study may also be used in future studies applying this protocol to the entire building sector including also infrastructures. The action plan established in this study could thereby be enriched. The second step will be to put the action plan into practice on a "test" work site and to study the impact of the improvement levers on waste recovery in order to conclude on the relevance of this action plan.

Les ressources psychologiques au service du bien-être dans l'orientation tout au long de la vie / The strengths and virtues at the service of lifelong guidance

L’objectif de ce travail est d’étudier les ressources psychologiques qui favorisent l’épanouissement pour une insertion professionnelle rapide. Nous avons mené une démarche comparative entre deux moments : en amont et en aval de la transition université-emploi. L’objectif étant de voir comment ces ressources se développent-elles tout au long de la transition. La recherche s’est déroulée en Tunisie. La population étudiée concerne les jeunes diplômés de l’enseignement supérieur qui se caractérisent par un faible taux d’employabilité et un fort taux de chômage. Ces étudiants poursuivent des études en Sciences Humaines et Sociales, en Lettres, en Sciences Economiques et en Droit. Deux groupes sont considérés dans cette population : un groupe d’étudiants en fin de parcours universitaire (en amont de la transition) et un groupe de diplômés en insertion professionnelle (en aval de la transition). Nous avons procédé à une méthodologie mixte articulant une étude qualitative exploratoire basée sur l’analyse de discours, et une étude quantitative. Nous avons procédé à la validation des outils de mesure psychométriques dans le contexte tunisien, tels que l’échelle d’épanouissement (Diener, 2010), l’échelle d’adaptabilité de carrière, version courte (CAAS-SF) (Maggiori, Rossier, & Savickas, 2017), l’échelle de « connaissance de ses forces » (Govindji & Linley, 2007) et l’Inventaire des forces de caractère (VIA-72). Des analyses de corrélation, de régression linéaire et hiérarchique et une modélisation par équation structurelle par la méthode PLS ont été conduites. Les résultats des deux études révèlent que l’épanouissement joue un rôle considérable dans le développement de l’adaptabilité de carrière et dans une insertion professionnelle rapide. Les ressources psychologiques sont mobilisées différemment en amont et en aval de la transition. Les forces de l’optimisme agissent positivement en amont de la transition. Les forces de la sagesse, les forces de la tempérance et le comportement proactif favorisent une insertion professionnelle rapide. En prenant appui à la fois sur ces résultats et sur la revue de la littérature, nous proposons des actions à mener au niveau institutionnel pour promouvoir l’épanouissement et le comportement proactif au sein des structures universitaires. Nous discutons l’élaboration de dispositifs d’appui à la transition université-emploi dans le cadre d’une collaboration régionale méditerranéenne transculturelle et multidisciplinaire. / The purpose of this work is to study the psychological resources that promote the development for fast reemployment. We applied a comparative approach between two phases: the before and after of University to Work Transition (STWT). The goal is to see how these resources develop throughout the transition. The research took place in Tunisia. Our study focuses on young gradudates of higher education suffering from low employability and high unemployment rate that complicates their reemployment. These students pursue studies in Humanities and Social Sciences, Literature, Economics, and Law. Two groups are considered: A group of students at the end of their university studies (before the transition) and a group of graduates in a reemployment period (after the transition). We made use of a mixed methodology articulating an exploratory qualitative study based on discourse analysis, and a quantitative empirical study. We have validated psychometric scales in the Tunisian context, such as the scale of Flourishing (Diener, 2010), the scale of Career Adpatability Short Version (CAAS-SF) (Maggiori, Rossier, & Savickas, 2017), the "Strenghts Knowledge" scale (Govindji & Linley, 2007) and the Character Strengths Inventory (VIA-72). Correlation, linear and hierarchical regression analyses and structural equation modeling using the PLS method were conducted. The results of both studies reveal that flourishing plays a significant role in developing career adaptability and rapid reemployment. Psychological resources are mobilized differently before and after the transition. The strengths of optimism contribute positively before the transition. The strenghts of wisdom, the temperance and proactive behavior promote rapid reemployment. Based on both results and the literature review, we propose a set of actions to be taken at the institutional level to promote the development and proactive behavior within academic structures. We discuss the development of support schemes for university-employment transition as part of a cross-cultural and multidisciplinary Mediterranean regional collaboration.

From young to adult : health consequences of unemployment from a gender perspective

Background The point of departure in this thesis is that unemployment is a recognised determinant of health, which may vary between different ages and among men and women. Despite governmental policies to tackle unemployment and ease its effects on health, unemployment continues to bea growing public health problem. Aim The objective of the thesis was to analyse, from a gender perspective, the relationships between ill health and unemployment as well as other unstable labour market positions in the transition from youth to adulthood. The aim of each paper was: I. Does the association between ill health and unemployment differ between young people and adults? II. Is the transition from an unstable labour market position to permanent paid job health-protective? III. Is participation in labour market programmes related to mental health? IV. What is the association between ill health among men and women and how could it be analysed with a relational theory of gender? Methods The longitudinal study was carried out in Luleå - a medium-sized industrial town in the Northern Sweden. The cohort, consisting of all 1083 pupils (506 girls and 577 boys) aged 16 who attended the last year of compulsory school in 1981, was followed up at the ages of 16, 18, 21 and 30. The response rates were high e.g. 96.4% at 14 years follow-up. The cohort was followed with extensive and well-validated questionnaires. Multivariate logistic regression was used in all papers, while propensity score matchingwas used in Paper III. Results Paper I. Health effects of long-term unemployment differed between young people and adults. Long-term unemployment was more related to psychological ill health and smoking in young people than in adults. Paper II. The results indicated that after controlling for gender as well as for an indicator of health-related selection, possible confounders and mediators transition from an unstable labour market position to permanent employment could be health-promoting. Paper III. No association was found between participation in active labour market programmes and psychological symptoms. Due to methodological shortages the results have to be interpreted with caution. Adjustment for either all background selection variables or the propensity score in multivariate logistic regression showed similar associations suggesting that propensity score could be used to adjust for background selection variables. Paper IV. A strong association between unemployment and suboptimal self-rated health among women and high alcohol consumption among men was found and a theory of structural relations was used to discuss the gendered patterns for ill health. Conclusion The thesis indicated gendered patterns of relations between unemployment and the health outcomes, in the transition from youth to adulthood. The policy implications of my thesis are that full employment policies should be promoted to reduce the health inequalities associated with unemployment. / The Northern Swedish Cohort study

Företrädesrätt till återanställning : - En begränsning enligt bemanningsdirektivet mot arbetskraft som hyrs ut av bemanningsföretag?

In the directive 2008/104/EC on Temporary agency work there is a regulation concerning that there shouldn’t be any restrictions or prohibitions in national legislation if it can not be attributed to the public interest. According to that the purpose of this paper is to investigate whether the Swedish law about reemployment in 25 § LAS is a restriction for temporary work agencies, it’s role on the labor market and also to investigate what consequences a restriction can have from a diversity perspective. To fulfill the purpose I have been using a legal dogmatic method based on determination of the current law. I have by the legal research determined that reemployment is not a restriction for temporary work agencies. The Swedish Labor Court has established this through inter alia two judgments about hiring temporary employees while workers still had their rights to reemployment. Both of the judgments indicate that it is today permitted when the purpose not is to circumvent the law. In cases where the employer's purpose is to circumvent the law it can be seen as a limitation of temporary work agencies since the law does not allow this. I note that such procedure can be attributed to the public interest and that the legal regulation in Sweden works. The investigation highlighted 38 § MBL as a form of a limitation on temporary agencies as employers are forced to primary negotiation before they hire agency staff and hence this legal regulation abolished. The industry of temporary work agency is an important part of the Swedish labor market because of its over-representation of young workers and immigrants who contributes with diversity but it is also important because it is considered as promoting flexibility. Restrictions and prohibitions in Swedish law could result in difficulties for the industry of temporary agency work to play a role in the labor market while vulnerable groups could lose its way in to the labor market. Keywords: Temporary work agency, the directive 2008/104/EC on Temporary agency work, restrictions and prohibitions, reemployment. / I direktiv 2008/104/EG, bemanningsdirektivet, finns en reglering angående att det inte får finnas begränsningar eller förbud i nationell lagstiftning om det inte kan hänföras till allmänintresset. Syftet med uppsatsen är således att utreda om Sveriges företrädesrätt till återanställning utgör en begränsning för bemanningsföretagen och deras uthyrning av arbetskraft, deras betydelse på arbetsmarknaden och vidare vad begränsningar kan leda till utifrån ett mångfaldsperspektiv. För att uppfylla syftet har en rättdogmatisk metod använts med utgångspunkt i att fastställa gällande rätt. Genom rättsutredningen har jag kommit fram till att företrädesrätten inte bör anses utgöra en begränsning för bemanningsföretag. AD har fastställt detta i bl.a. två fall angående inhyrning från bemanningsföretag när arbetstagare fortfarande varit företrädesberättigade sombåda indikerar att inhyrning idag är fullt tillåtet när syftet inte är att kringgå lagen. I de fall där arbetsgivarens syfte är att kringgå lagen kan det ses som en begränsning för bemanningsföretag eftersom inhyrningen för att kringgå lagen inte är tillåten. Jag konstaterar dock att sådana förfarande kan hänföras till allmänintresset vilket är tillåtet enligt bemanningsdirektivet och att lagregleringarna i Sverige därmed fungerar. Genom utredningen uppmärksammades 38 § MBL som en form av en begränsning för bemanningsföretagen då arbetsgivare är tvingade till primär förhandling innan de hyr in personal från ett bemanningsföretag och enligt mig kan det inte hänföras till allmänintressetoch därav borde lagregleringen ses över. Bemanningsbranschen är en viktig del av den svenska arbetsmarknaden då den dels genom en överrepresentation av unga och utlandsfödda alternativt inrikesfödda med utlandsfödda föräldrar bidrar med mångfald men även då den anses främja flexibilitet. Begränsningar eller förbud i den svenska rätten skulle således leda till att bemanningsbranschens skulle få svårare för att få en plats på arbetsmarknaden samtidigt som de svaga grupperna med liten förankring till arbetsmarknaden skulle förlora sin väg in till arbetsmarknaden.
