Pretendeu-se identificar as possíveis relações entre a política de pessoal, no período de 2006 a 2013, e o orçamento destinado à função educação, especificamente no que diz respeito à remuneração do professor e os tipos de contratação que o vinculam à REE-SP. Nesse sentido, o estudo relaciona dados de número de professores, tipos de contratação e de remuneração, além de dados orçamentários com o propósito de identificar os motivos que levam à existência de um excessivo contingente de professores temporários. A hipótese geral levantada é que o montante orçamentário destinado à função educação, especificamente para pagamento de professor da educação básica, é insuficiente para arcar com a contratação de um quadro de docentes efetivos que perfaça, pelo menos, um contingente de 90% dos professores da rede. Em vista de tal insuficiência, o governo estadual estabelece uma política de pessoal baseada na contratação de um considerável número de professores não-efetivos por meio de contratos precários (estáveis e temporários), fazendo, com isso, uma gestão racionalizada da folha de pagamento. A investigação tem como base o estudo bibliográfico e documental e desenvolve análises quanti e qualitativas. Foram analisadas folhas de pagamento da REE-SP, referente ao magistério, por meio do programa estatístico SPSS (Statistical Package for the Social Sciences), assim como foram analisados dados orçamentários levantados junto ao Sistema de Informações sobre Orçamentos Públicos em Educação - SIOPE e na Secretaria da Fazenda do Estado de São Paulo. O referencial teórico para análise fundamenta-se nos estudos desenvolvidos por Robert Castel, em especial os que tratam do conceito de precarização do trabalho, o que se mostrou fundamental para a compreensão das contradições apresentadas pela realidade concreta. Por fim, foram identificadas as transformações na concepção do Estado brasileiro, impostas pelo capitalismo contemporâneo, por meio de uma lógica gerencial, e distante dos preceitos de uma coesão social, fato que vem resultando na precarização de setor público, estandarte do pleno emprego. No âmbito do Estado de São Paulo, especificamente quanto à política de pessoal docente, vê-se o estabelecimento de formas precárias de contratação na REE-SP, a diminuição dos gastos em educação e a manutenção de um excessivo número de docentes temporários, de forma que uma gestão regulada da folha de pagamento impacte menos no gasto do Estado, em detrimento dos direitos relativos ao trabalho –seguridade e proteção social. / This research aims at investigating the staffing policy for public education in the State of São Paulo-REE-SP, focusing on the temporary teachers. It was intended to identify the possible relationships between the staffing policy, in the period from 2006 to 2013, and the budget for the education function, specifically with regard to the remuneration of the teacher and the various types of employment that link them to the REE-SP. In this sense, the study lists the number of teachers, the types of recruitment and the remuneration, as well as the budgetary data, in order to identify the reasons that lead to the existence of an excessive number of temporary teachers. The General hypothesis is that the budget amount for the education function, specifically for payment of basic education teacher, is insufficient to cope with the hiring of a framework of effective teachers that reaches at least a contingent of 90 %. In view of such insufficiency, the State Government established a staffing policy based on the hiring of a considerable number of non-effective teachers through precarious contracts (named as temporary and stable), making a racionalized management of payroll. The investigation is based on bibliographic and documentary study and quantitative and qualitative analysis. Teacher’s payrolls were analyzed by the statistical program SPSS (Statistical Package for the Social Sciences), as well as budget data, the last were collected at the Information System on public budgets in education-SIOPE and at the Secretaria da Fazenda do Estado de São Paulo. The theoretical framework for analysis was based on studies developed by Robert Castel, in particular those dealing with the concept of precarious work, which provided critical understanding of the contradictions presented by reality. Finally, changes were identified in the design of the Brazilian State, imposed by contemporary capitalism, through a management logic, and far from the precepts of social cohesion, resulting in insecurity of public sector, the so called standard of full employment. Within the State of São Paulo, specifically with regard to the staffing policy for hiring teachers, it was found the establishment of forms of precarious employment in REE-SP, reduction of expenses in education and the maintenance of an excessive number of temporary teachers, so that a racionalized management of payroll is impacting less on the State spending, to the detriment of the rights concerning work and security protection.

Estudo comparado da disciplina da remuneração dos administradores de sociedades por ações no Brasil e Reino Unido e sua relação com a propriedade do capital

Este trabalho analisa a disciplina da remuneração dos administradores de sociedades por ações no direito brasileiro em cotejo com aquela do Reino Unido, sob a perspectiva da estrutura de propriedade do capital predominante em cada um desses países. Após um escorço histórico que ilustra o papel da sociedade por ações em mobilizar poupança popular, exploram-se os fatores que levaram à fragmentação da propriedade acionária no Reino Unido e analisa-se a ocorrência de tal fatores no Brasil. A seguir destacam-se as relações entre distribuição do capital (se concentrada ou dispersa) e administração societária, com especial ênfase a seus reflexos sobre a remuneração. Por fim investiga-se a disciplina da remuneração dos administradores de companhias no direito britânico e brasileiro, atentando-se para a adequação deste a um cenário em que sociedades de capital disperso passam a disputar espaço no mercado com sociedades de capital concentrado. Conclui-se que as mudanças pelas quais vem passando o mercado de capitais brasileiro nos últimos anos podem vir a exigir alterações no direito. / This thesis analyses the discipline of executive remuneration in Brazilian law as compared to that of British law and under the perspective of the prevailing capital ownership structure in each of these countries. After a brief historical illustration of the role of corporations in the mobilisation of public savings, the factors that produced the dispersion of shareholding in the United Kingdom are review and their occurrence in Brazil is analysed. The relationships between share ownership distribution (if concentrated or dispersed) and corporate governance are reviewed, with an emphasis on its effects over remuneration. Finally the discipline of executive remuneration in British and Brazilian law is investigated, considering the adequacy of the latter to a scenario in which dispersed capital companies share an space in market with concentrated capital companies. Conclusion is that the changes observed in the brazilian capital market in the last years may come to demand modifications in law.

The focus of the study lies in examining the career and remuneration of these professionals. In the 1990s the movement of teachers deployed around wage demands and working conditions of poor functional status before the class started to gain greater visibility by the expectations of social reforms. In this context, was settling certain consensus around the need to value the teaching of basic public education, the point of setting up as a matter of law that reform. It starts with the central hypothesis that the mechanisms of recovery teacher, fired in the Decade of Education were unable to raise the minimum level to a teaching career and compensation required by teachers, but rather contributed to a greater deterioration of conditions work of teachers. With a view to meeting the proposed objectives was undertaken a historical-documentary consisted of an examination of official documents of governments and unions, focusing on wage policies adopted in the context of current reform. The examination of these documents enabled the mapping of the trajectory of struggles of teachers Brazilian scored achievements that served as reference for the development or modification in the Statute of the Teaching and Career Plans and Compensation of public school systems. The survey data on the composition and configuration of the remuneration of public teaching career Paraiba expressed in career plans of the state and the municipality of João Pessoa was achieved through arrays and wage paychecks and / or annual financial statements of the teachers. The emphasis of the analysis focused on the mechanisms of regulation of access, retention and performance in professional activities. The results show progress during the execution and adjustments in the teaching career plans Paraiba public teaching of basic education. However, the uncertainty of a career that includes teachers with degrees in higher education highlights the fragility of the educational policies of school systems under study, the minor impact to the enhancement of public teaching. / O estudo tem por objetivo analisar a situação do magistério de sistemas públicos de educação básica de estados e capitais de diferentes regiões geográficas do país, frente às políticas de financiamento gestadas a partir dos anos de 1990. O foco do estudo situa-se no exame da carreira e da remuneração dessa categoria profissional. Na década de 1990 o movimento dos docentes desdobrou-se em torno de reivindicações salariais e de condições de trabalho diante da precária situação funcional da categoria, passando a ganhar maior visibilidade social pelas expectativas das reformas. Nesse contexto, foi se conformando certo consenso, em torno da necessidade de valorização do magistério da educação básica pública, a ponto de configurar-se como matéria da legislação da referida reforma. Parte-se da hipótese central de que os mecanismos de valorização docente, acionados na Década da Educação, não foram capazes de alçar o magistério a um patamar mínimo de carreira e remuneração requerido pelos docentes, contribuindo para o aprofundamento da precarização das condições de trabalho dos professores. Com vistas ao atendimento do objetivo proposto empreendeu-se uma pesquisa histórico-documental que consistiu no exame de documentos oficiais dos governos e dos sindicatos, enfocando as políticas salariais adotadas no contexto da reforma vigente. O exame desses documentos permitiu o mapeamento da trajetória de lutas do professorado brasileiro, pontuadas de conquistas que serviram de referência à elaboração ou modificação em Estatutos do Magistério e Planos de Carreira e Remuneração dos sistemas públicos de ensino. O levantamento dos dados relativos à composição da remuneração e à configuração da carreira do magistério público paraibano expresso nos planos de carreira da rede estadual e do município de João Pessoa foi realizado através das matrizes salariais e contracheques e/ou fichas financeiras anuais dos professores. A ênfase da análise centrou-se nos mecanismos de regulação do acesso, permanência e desempenho na atividade profissional. Os resultados assinalam avanços no decorrer da efetivação e dos ajustes nos planos de carreira docente do magistério público paraibano da educação básica. Contudo, a indefinição de uma carreira que contemple os docentes com formação em nível superior evidencia a fragilidade das políticas educacionais dos sistemas de ensino em estudo, pelas repercussões pouco significativas para a valorização do magistério público.

The salary is considered one of the politic dimensions of the valorization of teaching. We aim to analyze the implication of this fund to the teacher remuneration, with different levels of training, in the early career, comparing it to the annual minimum salary, during the same period. This study has a historic-critic approach, establishing the relationship between the elements into a particular context (valorization of teaching/ teacher salary) and the elements from general contexts (financing/ Fundef). Analyzing data of the teacher remuneration from municipal payroll and comparing them to the annual national minimum salary gave us the result that the teachers, in their early career, do not have remuneration with a satisfactory evolution. Teachers that finished high school received until three minimum salaries before the creation of Fundef (1996-1997), after that (in 1998) they received under two minimum salary. In addition to this, independently of the level of the teacher training, their remuneration is under three minimum salaries. Hence, we can infer that the politic of funds is distant from the ideal to valorize the professional of the municipal teaching / Este trabalho discute a remunera??o de professores do ensino fundamental em face da implementa??o do Fundo de Manuten??o e Desenvolvimento do Ensino Fundamental e Valoriza??o do Magist?rio (Fundef), na rede p?blica municipal de Natal/RN no per?odo de 1996 a 2006. The causes of high staff turnover within selected hotels in Cape Town, South Africa

Thesis submitted in fulfilment of the requirements for the degree Master of Technology Tourism and Hospitality Management in the Faculty of Business and Management Sciences at the Cape Peninsula University of Technology / The human resource department in the hospitality industry has a reputation for high staff turnover and labour instability due to various reasons, such as staff members who are not motivated and are not recognised for hard work. Another problem is employing unskilled staff, low staff remuneration, staff members not being trained and long working hours. The main research problem was: What were the reasons for the high staff turnover in the selected hotels of this research study? From the main research problem three sub-problems emerged the first being, Why does the selected hotels not understand what actually motivates their employees to stay on in positions? The other two sub-problems are stated in chapter 1. The main objective was to research the reasons why the selected hotels were experiencing such high staff turnover. According to Amos, Ristow and Pearse (2008:172), staff turnover can be from a combination of factors such as what the organisation pays, the working conditions, opportunities for promotion, the quality of supervision, and poor group relations, which makes it more or less appealing as an employer. The research design utilised a multi-strategy approach whereby both quantitative and qualitative data were gathered. The questionnaires were a quantitative data-gathering tool that provided the researcher with information relating to why staff turnover is so high in the selected hotels. Questionnaires were completed by human resource managers, senior managers, managers, supervisors and staff members. The qualitative data were obtained from the interviews and the literature review. Interviews were conducted with human resource managers (HRM) in the selected hotels to find out what problems they face and to find solutions to reduce staff turnover. The main findings were that many of those associated with the selected hotels maintain that hotel positions do not offer creative and intellectual development. Once people have understood the needs and demands of their particular job, their cultural learning and intellectual stimulation comes to an end quickly, causing people to lose interest in their jobs and look elsewhere. The main recommendations were that management styles and human resource practices should be applied to stimulate, communicate with and recognise staff potential. Money was not the main reason why staff resigned from their positions; rather it was the fact that managers were not acknowledging them for their hard work and that there was no growth within the selected hotels.

The aim of this thesis is to study remuneration effectivity in chosen company. In general, remuneration is both financial and non-financial rewarding, but also the philosophy, strategy, policy, plans and methods used by companies in organizing and maintaining their wage systems. The first part of the thesis analyses the theories of remuneration, labourelationlaw relations and productivity of labour in relation to remuneration. In the second part, the description and analysis of wage system and effectivity of this system in a company is conducted. Conclusion consists mainly of the recommendations how to improve the this system to be more effective in the company.

The main aim of the work is a proposal of certain advancements in managing processes leading to decreasing of staff turnover and to securing the company competitivness. The first part is treating the problem of high staff turnover and describes personal activities in the company. The second part consist of the survey whose output is designed to change the system of remuneration and employee motivation. The final part contains SWOT analysis which is used for a future strategy concept and the recommendation for a whole company functioning.

The purpose of this thesis with the title "Analysis of motivation and remuneration system of employees" was the analysis of current situation in the selected company O.T.E.C. CR s.r.o. The analysis concentrated on the motivation and the remuneration for the human resources. In case of need changes of HR system were suggested. For the method of survey I chose the investigating method of asking the employees to get the complete picture. On the basis of the results from the question blanks a new, more effective system of personal fees and motivation was suggested. Suggestions for the improvement of the motivation of the employees in the company are: Improving the format and regularity of the information´s transfer to employees. Regular evaluations of the employees (not only the company results) in a suitable form. Revaluation of the existing remuneration system and using more of the variable part of wage. Revision the system of non-financial benefits and extension its actual supply.
