O código de obras como instrumento regulatório de eficiência energética em edificações residenciais: proposições para o município de São Paulo / The Building Code as a Energy Efficiency Regulatory Instrument in Residential Buildings: Propositions to São Paulo Municipality

A conjuntura nacional de crescimento econômico e populacional aliada aos programas habitacionais de combate ao déficit de moradias deixa antever o contínuo aumento da demanda energética no setor residencial, que deve ser alvo de políticas públicas de promoção de eficiência energética. O objetivo da presente dissertação é investigar o potencial do Código de Obras e Edificações (COE) do Município de São Paulo enquanto instrumento regulatório de promoção de eficiência energética e apresentar sugestões com vista à revisão do atual documento. Para tal dividiu-se a pesquisa em três temas: fatores que explicam o consumo energético (direto e indireto) das edificações e estratégias de minimização desse consumo; caracterização dos códigos de eficiência energética em edificações (CEEE), com destaque para o Código de Obras, e panorama internacional e brasileiro relativamente à sua adoção; caracterização do consumo energético do Município de São Paulo e análise dos requisitos de eficiência energética no atual COE. Atendendo à elevada taxa de novas construções e ao estoque de edifícios obsoletos com potencial de retrofitting defende-se que o Código de Obras, pela sua abrangência e obrigatoriedade, constitui um instrumento regulatório adequado à promoção da eficiência energética no setor de edificações no Município de São Paulo e sugere-se a revisão do atual COE com vista à introdução de requisitos de eficiência energética. Entre as sugestões apresentadas contam-se a segmentação das medidas dirigidas às moradias de interesse social e às chamadas edificações de mercado, definição de limites máximos para o valor de transmitância térmica dos elementos opacos da envoltória (paredes e cobertura) em ambientes condicionados e não condicionados e a exigência de um nível mínimo de eficiência energética para edificações e equipamentos instalados. Como contribuição da presente pesquisa cabe ainda destacar o cálculo da intensidade energética por unidade de área construída nos setores residencial e comercial no Município de São Paulo, indicador em falta na literatura e dados oficiais publicados. / The national economic and population growth in association with the housing programs to combat housing deficit are expected to result in future increase of energy demand in the residential sector. Considering the already high contribution of the building sector in the electricity consumption of Brazil, the development of policy measures aiming to promote energy efficiency in the sector should be encouraged. The main objective of this research is to investigate the potential of the Building Code (BC) of São Paulo municipality as a regulatory instrument to promote energy efficiency and make suggestions to revise it. To this end, the paper is divided in three parts: factors that explain the energy consumption (direct and indirect) of buildings and strategies to minimize it; characterization of Building Energy Efficiency Codes (BEEC) and the Brazilian and international panorama regarding its adoption; energy consumption of São Paulo municipality and analysis of energy efficiency requirements in the current BC. As a mandatory and comprehensive regulatory instrument, Building Codes are adequate do promote energy efficiency given the local reality of high annual rates of construction and the significant stock of old buildings which could benefit from retrofitting. Suggestions to a revision process of the BC of São Paulo Municipality include segmentation of energy efficient requirements according to social economic profile of buildings, definition of overall heat transfer coefficient values (U-factor) for building envelope components (walls and roof) of conditioned and non-conditioned areas, and definition of minimum energy efficiency levels for buildings and equipments. Additional contribution of this research includes estimation of electricity use per square meter of building floor area, for the residential and commercial sectors in São Paulo municipality.

Rénovation énergétique de l'habitat en France : analyse microéconométrique du choix des ménages. / Energy retrofits in French dwellings : microeconometric analysis of households' choices.

Les préférences des ménages français pour les travaux de rénovation énergétique dans le logement ont été peu étudiées jusqu’à présent. Or, elles sont la clé d’une politique énergétique efficace et réaliste pour le secteur résidentiel, tant au niveau des aides proposées, qu’au niveau des objectifs à réaliser. Les ménages sont-ils intéressés par des travaux à fort potentiel d’économie d’énergie ? Combien sont-ils prêt à payer et est-ce que c’est suffisant pour couvrir les coûts réels ? Combien de ménages n’ont pas le choix de leur mode de chauffage et quel est leur profil ?La thèse s'attache à répondre à ces questions de façon empirique à l’aide de modèles de choix discrets. Il s’agit, dans un premier temps, d’analyser les contraintes techniques, sociodémographiques et spatiales que rencontrent les ménages et qui entravent les choix énergétiques dans le logement. Une méthodologie de détection des ménages contraints a été proposée, puis appliquée au choix du chauffage en 2006 et 2013. Dans un deuxième temps, les préférences des ménages pour les équipements de chauffage et les travaux de rénovation ont été analysées. Cette deuxième partie utilise une enquête expérimentale qui a été réalisée spécialement pour ce travail de recherche auprès de 2000 ménages. Ce travail a permis de comprendre les préférences des ménages, leur hétérogénéité, et d’en déduire les consentements à payer, les taux d’actualisation implicites et les différents effets économiques. / Little research has been done to date on French households’ preferences for energy retrofits in the dwelling. However, the economic role of these choices is crucial for implementing an effective and realistic energy policy in the residential sector, both in terms of proposed aid and targets. Are households interested in retrofits with high energy-savings potential? How much are they willing to pay and is it sufficient to cover the up-front costs? How many households have no choice of heating system, and what is their profile?This work sets out to answer these questions empirically using discrete choice models. It starts by analyzing the technical, socio-demographic and spatial constraints that face households and create barriers to domestic energy choices. A method to detect household constraint is devised and applied to the choice of space heating system in 2006 and 2013. The second stage analyzes household preferences for heating equipment and retrofits. This second part is based on a discrete choice experiment specially carried out for this research among 2,000 households. This work sheds light on households’ preferences and heterogeneity, as well as their willingness to pay, the implicit discount rate and other economic impacts.

No. of bitstreams: 0 / O trabalho tem como objetivo avaliar a exposição ao mercúrio de crianças residentes em área de garimpo e em área de controle, sem garimpo. Para isso foi realizado um estudo transversal com crianças residentes nos municípios de Chapada de Natividade e Porto Nacional, no Estado de Tocantins onde foi realizada a coleta de cabelo para análise laboratorial dos teores de mercúrio, comparando com relação aos municípios, gênero, consumo mensal de peixe, profissão dos pais e presença de amálgama em restaurações dentárias. As amostras de cabelo foram analisadas pelos métodos de análise por ativação com nêutrons e também por meio do equipamento DMA (Direct Mercury Analyser) sendo esse último em parceria com a CETESB. Não foram encontradas evidências de doenças causadas pelo mercúrio nas crianças estudadas. A concentração média de mercúrio nas crianças de Chapada de Natividade foi significativamente maior que as de Porto Nacional. Não houve relação significante entre concentrações de mercúrio e o gênero, consumo mensal de peixe, profissão dos pais e presença de amálgama em restaurações dentárias. Análises de amostras de peixes mais consumidos na região exposta ao garimpo apontam concentrações de mercúrio abaixo dos valores recomendados, necessitando de estudo mais aprofundado. Cette thèse porte sur La question du financement de la transition énergétique bas-carbone et le rôle du secteur financier et bancaire dans la réussite des objectifs climatiques internationaux. Les enjeux de la transition énergétique pour le secteur financier sont triples. Il faut d’abord comprendre la nécessité d’adopter une analyse différenciée de la consommation énergétique des ménages, en particulier celle liée à leur logement, dans la recherche d’adéquation des objectifs macroéconomiques avec ceux des arbitrages financiers et économiques individuels. Le premier chapitre conduit une analyse par typologie des dépenses énergétiques des ménages et propose une segmentation des comportements microéconomiques des acteurs et du marché de la transition énergétique dans le logement. Il faut ensuite trouver une manière de valoriser les investissements privés dans la transition énergétique, encore aujourd’hui difficiles à massifier notamment lorsqu’il est question de la performance énergétique du logement. Le chapitre 2 s’emploie à déployer un modèle issu d’une technique d’optimisation par les fonctions frontières, pour rendre compte de la présence d’une valeur verte sur un marché local du logement privé en France. Enfin il s’agit d’intégrer les multiples risques liés au changement climatique au sein de la cartographie des risques finaux (spécifiques, systématiques et systémiques) qui pèsent sur les institutions financières, dans l’évaluation de leur activité (la gestion des flux financiers) mais aussi dans l’évaluation du profil de risque de leur bilan. Les intermédiaires financiers mais également les institutions qui les régulent ont un rôle clé à jouer dans l’établissement d’une valeur sociale du carbone endogène aux marchés financiers (chapitre 3). / This thesis deals with the main challenges that we need to address to foster the private financing of a low-carbon energy transition. A massive amount of investment in low carbon assets is needed and most of the effort must come from final energy consumers such as households. Their ability as well as the ability of the financial intermediation institutions (that is banks in Europe) to valorise low-carbon investments and risk profile is the key for a successful low-carbon energy transition in France and in every industrialized country. These researches focus more particularly on the housing sector which represents 44% of the final energy consumption and 21% of the total greenhouses gases emissions in France. The first chapter of this thesis takes the viewpoint that only a disaggregated approach can actually permit macroeconomic and nationwide objectives to reduce final energy consumption match microeconomic arbitrages regarding energy spending in the private residential housing sector. Using segmentation and decision tree growing econometric techniques, the chapter proposes a typology of energy spending and a segmentation analysis and of the energy transition “market” in the housing sector. The second chapter uses frontier functions estimation technique on a local French private housing market to determine if selling prices contain a “Green Property Value”. An empirical analysis is then conducted to determine if this value can offset the upfront cost of energy retrofit. The last chapter takes the prism of the financial institutions. It attempts a first evaluation of the impact and exposition to climate related risks, those are physical, transition, liability and systemic risks, on the banking system and its prudential regulation framework.

Techno-economic analysis of power‑to‑heat‑to‑power storage for a residential building

Despite the share of renewable energies worldwide is increasing, which can help in reducing the CO2 emissions, their unpredictability has become a problem due to the mismatch between generation and demand. Among the different alternatives to solve this problem, energy storage is a very interesting solution. Depending on the aim of the storage, there are two types: intra‑day or seasonal. The former corresponds normally to a highly efficient and high‑cost storage, such as the Li‑ion; whilst the latter is a low efficient and low‑cost storage. An example of this second type of storage is the power‑to‑heat‑to‑power storage, whose efficiency is mainly determined by the heat‑to‑power converter, and it can be increased if the waste heat produced in the converter is reused in a combined heat and power system.Given that the residential sector represents a large amount of the global energy use (both electricity and heat), this study has considered a power‑to‑heat‑to‑power storage in a fully electrified residential building with a PV installation in order to increase self‑consumption and reduce the cost. Both the heating, electricity and cooling demand are supplied by the system.As this storage technology is currently under an early stage of development, this project aims to understand the main challenges for this storage and the advantages over a very well settled technology, such as the Li-ion. In order to achieve this objective, a model has been created in Matlab. A parametric study has been conducted in which optimum sizing of the components for several scenarios have been considered, as a means to identify the most important parameters that could hinder the feasibility of the power‑to‑heat‑to‑power storage system.From the optimization it was concluded that the scenarios with a thermally driven heat pump for cooling, resulted in larger installations leading to higher cost due to the low coefficient of performance. Regarding the other scenarios which consider an electrical heat pump for cooling, this technology can surpass the Li-ion performance for heat‑to‑power efficiencies over 20 %. In these cases, the feasibility is clearly hindered by the cost per energy capacity, which must be below 5 €/kWh and could be achieved with silicon; and the cost per power capacity that must be around 300 €/kW. An example of a heat‑to‑power converter could be the TPV technology which is a solid‑state converter, whose efficiency is currently around 30 % and is expected to reduce its cost up to 300 €/kW. In smaller systems, in which the stand‑by heat losses have more impact over the system’s feasibility due to the larger surface to volume ratio, it is imperative to reduce these heat losses, as well as reduce the cost per energy and power capacities. In addition, it is remarkable that there is no significant improvement when increasing the heat‑to‑power efficiencies over certain values. To finish, as this technology increases its feasibility when implemented in large systems, further studies should be done in the industrial and tertiary sector.

La garantie des constructeurs en droit Franco-Québécois : perspective pour un modèle européen / The builders warranty in Franco-Quebec law : Perspective for a european model

La comparaison entre des systèmes civilistes et, plus particulièrement, la Province de Québec et la France, permet de confronter des expériences diverses au service de la construction de l'Union européenne. La méthode comparatiste peut, dans une approche régulatrice, permettre de réaliser une véritable intégration commune pour une matière comme la construction, au service des citoyens. Dans une perspective d'innovation législative, il s'agirait donc de modéliser des structures juridiques cohérentes pour une véritable Union européenne de la construction. La participation des constructeurs est requise aux débats, afin de faciliter l'intégration et l'application de la future norme commune, avec le concours d'une institution européenne dédiée. Mais comment respecter les diversités nationales, tout en cherchant à élaborer un principe « unioniste » dans l'objectif d'une harmonisation des délais au sein des États membres de l'Union européenne ? La trop grande diversité des délais spécifiques, dans le secteur de la construction, suscite en effet au sein de l'Union européenne la volonté de faire émerger un modèle européen, source future de stabilité et de prospérité. / The comparison between civil law systems and, more particularly, between the Province of Quebec and France, allows to confront diverse experiences in favor of the European Union's construction. The comparative method can, in a regulating approach, allow to realize a real common integration in such area as the construction, in favor of the citizens. In a perspective to innovate the legislation, it would be therefore a matter of modelling coherent legal structures for a real European Union of the construction. The participation of the builders in the debates is required, to facilitate the integration and the application of the future common standards with the support of a new European institution devoted for this mission.But how respect the national diversities, while seeking to set up a "unionist" principle keeping in mind the goal of full harmonization of the legal warranty periods settled down by the Member states of the European Union ? The very wide diversity of legal warranty periods in the construction's sector is an issue of real concern within the European Union to give rise to the new European model, a future source of stability and prosperity.
