A gestão de pavimentos aplicada à manutenção rodoviária

O patrimônio de infraestrutura rodoviária brasileira através dos tempos está sobrevivendo com investimentos com grandeza de valor bem abaixo do que muitos outros países estão alocando. A questão de quanto investir em infraestrutura de transportes depende de múltiplas variáveis como a situação política e econômica do país, a característica da frota, sua dimensão territorial, sua matriz, os tipos de pavimentos utilizados e as condições climáticas. Portanto, estimar um valor a ser empregado em manutenção rodoviária de forma recomendável, deve ser resultado dos estudos que envolvam essas variáveis, como elas interagem entre si e como esse investimento retorna para a sociedade. Diante de tantas áreas precárias, administrar recursos para a infraestrutura de transportes é um desafio a ser ainda vencido no Brasil. É engajada nesse desafio, que essa dissertação é composta por três artigos que abordam os principais assuntos: (i) avaliação da gestão da manutenção rodoviária no Brasil, quanto a sua abrangência, investimentos e as experiências internacionais; (ii) os conceitos e etapas de um SGP (Sistema de Gerência de Pavimentos) e a sua importância no planejamento das intervenções de manutenção; (iii) aplicação prática com o software Highway Development and Management (HDM-4), avaliando os resultados econômicos com as variáveis International Roughness Index (IRI) e Volume Médio Diário (VDM) do tráfego iniciais de segmentos de uma rodovia federal, utilizando como alternativas de projeto programas usuais adotados pelos gestores da rodovia. A terceirização dos serviços de manutenção pelos departamentos rodoviários exige que tenham que planejar e administrar contratos de manutenção por pouco ou longo período. A aplicação prática do HDM-4 demonstra que, o planejamento, um componente de um SGP, deve ser considerado permanentemente pelos administradores públicos ou privados. A questão de quanto investir em manutenção nesse contexto depende de como se investiu em momento antecedente, tanto com os serviços de infraestrutura como nas etapas de inventário da malha, planejamento e elaboração de projetos. O sistema HDM-4 necessita de dados de entrada, tais como: características geométricas, mecânicas, dados históricos e de tráfego dos segmentos rodoviários; que devem ser preservados pelos gestores do sistema, de maneira que permita prever o desempenho do pavimento, os custos e benefícios para um período planejado. Durante a análise dos resultados de Valor Presente Líquido (VPL) com os IRI e VDM iniciais, verificouse que as maiores diferenças se encontravam nos segmentos com mesmo intervalo de IRI inicial mas com tráfego superior. As características da frota, seus custos operacionais bem como seus coeficientes de calibração devem ser considerados nas análises com o software HDM-4, visando uma boa gestão na manutenção rodoviária. Tendo em vista o fato do tráfego influenciar nos resultados e podendo alterar o planejamento da manutenção, se percebe como é importante o controle do gestor da rodovia nas cargas efetivas que estão sendo transportadas. / The patrimony of Brazilian highway infrastructure through the ages is surviving with investments of magnitude value well below of what many other countries are allocating. The question of how much to invest in transport infrastructure depends on multiple variables such as the political and economic situation of the country, the characteristic of the fleet, its territorial dimension, its matrix, the types of used pavements and weather conditions. Therefore, to estimate a value to be used in road maintenance of a recommended way should be the result of the studies involving these variables, how they interact and how this investment returns to society. In face of so many precarious areas, managing resources for transport infrastructure is a challenge yet to be overcome in Brazil. It is engaged in this challenge, that this thesis consists of three articles that discuss the main issues: (i) assess the management of road maintenance in Brazil, as its scope, investment and international experiences; (ii) the concepts and steps of a Pavement Management System (PMS) and its importance in the planning of maintenance operations; (iii) practical application with the software Highway Development and Management (HDM-4), evaluating the economic results with the variables International Roughness Index (IRI) and Annual Average Daily Traffic (AADT) of the initial traffic segments of a federal motorway, using as alternative project usual programs adopted by the highway managers. The outsourcing of the maintenance services by road departments requires that they have to plan and manage maintenance contracts for little or long period. The practical application of the HDM-4 shows that the planning, a component of the PMS should be considered permanently by public or private administrators. The question of how much to invest in maintenance in this context depends on how you invested in previous time, both with infrastructure services as with the inventory stages of the motorway network, planning and preparation of projects. The HDM-4 system requires input data, such as geometric and mechanical characteristics, historical data and traffic of road segments that should be preserved by system managers, in order to foresee the pavement performance, costs and benefits to a planned period. During the analysis of the results of Net Present Value (NPV) with the initial IRI and AADT, it was found that the greatest differences were in the same initial IRI segments range but with higher traffic. The fleet characteristics, their operating costs and their calibration coefficients should be considered in the analysis with the HDM-4 software, aiming at a good management in road maintenance. In view of the fact that traffic influences the results and can change the maintenance planning, one can perceive that the road manager control on actual loads being transported is important.

Importancia de la determinación de un micropavimento en frío como capa de rodadura de alta performance para el proyecto Conococha – Recuay

El presente proyecto de tesis es una investigación cualitativa de diseño experimental-exploratoria donde el objeto es mostrar la Importancia de la Determinación de un Micropavimento en frío como capa de rodadura asfáltica de Alta Performance desestimando otras soluciones técnicas para Conservación Vial de Carreteras desarrolladas en el Perú, para un proyecto que presenta factores complejos tanto en clima, geografía y tráfico en el Departamento de Ancash, Proyecto Conococha – Recuay. El Micropavimento en frío es una mezcla asfáltica de alto performance, se caracteriza por su durabilidad en el tiempo “vida útil” y en su comportamiento ante climas severos característicos de nuestro país, geografía abrupta y tráfico intenso, está compuesta por agregados 100% triturados, emulsión asfáltica modificada con polímeros, filler mineral, agua y aditivos. Se empleó el uso de laboratorios especializados para determinar la compatibilidad de materiales, diseño de la mezcla y aplicación en el proyecto, así mismo se verificó el control de calidad durante la aplicación del micropavimento para dar factibilidad a la solución planteada. Se concluye que al aplicar un micropavimento en frio de 10mm. de espesor bajo las condiciones climáticas, geográficas y tráfico es mas rentable a lo largo de la vida útil del pavimento, presenta un excelente confort, su impacto es positivo al medio ambiente, de alto rendimiento de colocación y rápida apertura al tráfico; por estos motivos se determina que es la solución técnica mas efectiva para el Proyecto Conococha – Recuay. This thesis project is a qualitative exploratory-experimental research design where the object is to show the importance of determining a cold microsurfacing as asphalt wearing course of High Performance dismissing other technical solutions developed Road Maintenance in Peru for a project that presents complex factors both in climate, geography and traffic in the Department of Ancash, Conococha – Recuay Project. The cold microsurfacing is an asphalt mixture of high performance, it is characterized by its durability over time "life" and its behavior in typical severe weather of our country, rugged geography and intense traffic, it is composed of 100% crushed aggregates, polymer-modified emulsified asphalt, mineral filler, water and additives. The use of specialized laboratories was used to determine the compatibility of materials, mix design and implementation in the project, also the quality control was verified during the application of microsurfacing to give feasibility to the proposed solution. It concludes that by applying a cold microsurfacing, 10mm. thick under the climatic, geographic and traffic is more cost effective over the pavement’s life, features an excellent comfort, its impact is positive for the environment, high-performance positioning and quick opening to traffic; for these reasons it is determined to be the most effective technical solution to the Conococha - Recuay Project.

Information needs of gravel roads stakeholders :  A case study to elicit the requirements of future users of a cloud-based information system

Within any ecosystem, information needs are shared to be fulfilled and to support the ecosystem in a way or another. They are vital for designing appropriate information systems that will provide those needs. In this thesis, the gravel road ecosystem is studied, where efficient information sharing is not enabled due to the lack of appropriate information systems. Thus,when focusing on the gravel roads ecosystem, information plays a crucial role regarding the maintenance acts upon these roads. Moreover, not enough literature investigates theinformation needs of gravel roads stakeholders with the aim to improve the maintenance ofthese roads. Therefore, this thesis intends to elicit information needs of gravel road stakeholders by performing an exploratory case study. The case study forms a part of an ongoing project with the goal to build a cloud-based information system for a sustainable gravel road maintenance. Data were collected through telephone- and online-based interviews with several key stakeholders in Sweden and were thereafter structured through template analysis. The major findings were a set of information needs and several needed sensors within the pre-mentioned information system. This thesis concluded that the future cloud-based information system in the ongoing project is a useful system for sharing vital information among future gravel roads stakeholders, considering the variety of needed information that affects the maintenance of the gravel roads. / Sustainable maintenance of gravel roads

Tjällossning på våra vägar / Soil frost thawing on our roads

Tjällossning är ett stort problem för våra vägar idag och det är något som återkommer varje år. Tjällossning för med sig följder som i sin tur kräver mycket tid och resurser för att kunna återställa dessa vägar till att återigen kunna användas för trafik. Varje år förekommer stora skador på bl.a. vägar, gånggator, parkeringar samt övriga trafikytor, vilket kräver enorma summor av pengar för att åtgärda problemet. Byggnader får sättningsskador och VA-ledningar täpps till av stora isklumpar eller så fryser de sönder, och bara detta visar vad för stora problem tjällossning kan åstadkomma. Det innebär att vägarna måste vara underhållna och skötta ganska ofta av entreprenörföretag, vilket i sin tur leder till oönskade ekonomiska konsekvenser. I värsta fall stängs den tjäldrabbade vägen av under en viss tid, som är nödvändig för många att transportera sig genom till sina destinationer. I Sverige räknar man med att ca 15 - 20.000km väg berörs av just sådana tjälproblem varje år och dessa avstängningar på den skadade delen av vägnätet leder varje år till stora kostnader för samhället till följd av dålig framkomlighet. Idag används olika metoder för att lösa problemet med tjällossning på vägar och därmed måste olika ekonomiska summor betalas. Och frågan blir vilken/vilka metoder är mest effektivast och användbara i dagsläget, samt med bäst ekonomiskt vinst? / Soil frost thawing is a big problem for our roads today, and its something that comes over again every year on different type of roads.  Soil frost thawing brings consequences, which in turn requires much time and resources to restore these roads to once again be used for traffic.Every year, big damages on the roads, streets, parking area, and ''traffic area'' usually occur and a great deal of money is spent to remedy these problems. Buildings are given damage-recompense 'and water and sewage pipes are closed off by big lumps of ice or they freeze until they break; this alone shows the extent of the problem that soil frost thawing can cause. This means that the roads must be maintained and managed quite frequently by entrepreneurial companies which in turn leads to great economic consequences and in worst case maybe the road has to shut down, that is very necessary for many people to transport themselves to their destinations during a period of time. In Sweden it is estimated that approximately 15 - 20.000km route affected by precisely such soil frost thawing every year, and these shutdowns on the damaged part of the road network leads every year to considerable costs for society due to poor accessibility.Today, they use different methods to solve the problem with the soil frost thawing on roads and thus have different economic sums paid. The question then becomes, which method is most effective and useful today as well as yields most economic profit?

New methods for improving winter road maintenence

Winter road maintenance activities are crucial for maintaining the accessibility and traffic safety of the road network during winters. Common winter road maintenance activities include plowing and the use of de-icing agents (e.g. NaCl) to avoid freezing. Effective winter road maintenance strives towards keeping the roads free from snow and ice while reducing negative side effects of winter road maintenance, such as ground water contamination from road salt. Since the weather is decisive for when there is an increased risk of slipperiness, the understanding and continuous observation and forecasts of the road weather are of highest importance. Sensors are commonly installed along roads to measure road weather conditions to support the road maintenance personnel in taking appropriate actions. Different types of errors and uncertainties related to sensors used for frost warnings along roads have been investigated by using a regional scale dataset from south-western Sweden. The results from this study indicate that various types of uncertainties originate from both measurements and models which have a significant impact on the winter road maintenance efficiency. To provide better information about the road surface conditions, a new method for detecting ice formation on roads is presented. Infrared sensors were used to detect temperature patterns which may occur when ice formation take place on a road surface. The investigations demonstrate the potential to improve winter road maintenance by introducing new methods to better describe the road surface conditions. / QC 20101206

Implementering av tablets inom drift  och underhåll av vägar : En utvärdering med förbättringsförlag / Implementation of tablets in road maintenance : An evaluation with suggestions for improvement

Implementeringen av tablets ämnade för inspektioner inom drift och underhåll av vägar har studerats och utvärderats med målet att fördjupa kunskaperna inom drift- och underhållsbranschen och skapa effektivare arbetsmetoder som gynnar alla byggprocessens parter.  Examensarbetet är utfört hos Peab på deras anläggningskontor i Sundsvall och implementeringen har ägt rum på deras driftområde Sundsvall som består av cirka 122 mil statlig väg där Trafikverket är beställare. Genom litteraturstudier, tester av tableten och deltagande observationer så har tabletens användbarhet och utvecklingspotential analyserats och slutsatser har dragits för att ge Peab feedback på deras innovation med ett antal förbättringsförslag. Utvärderingen blev ej fullständig då Peab inte hann införa tabletsen inom vägdriften innan de 10 veckorna för examensarbetet var avslutade. Att använda tabletsen inom vägdriften kommer att effektivisera inspektionerna med dels digital dokumenthantering och det viktiga införande av GPS positionering  i de fordon som utför inspektionerna. Detta kommer bli mycket smidigare än den tidigare arbetsmetodiken där i stort sett alla processer innefattande mycket onödigt pappersarbete. Peab rekommenderas fortsätta att se utvecklingsmöjligheter med tabletsen inom andra områden av vägdriften samt fullfölja utvecklingen av tableten för att få en användbar produkt. / The implementation of tablets within road maintenance has been studied and evaluated with the goal of deepening knowledge in the road maintenance industry and create new methods of working that benefits every part of the construction process. The degree project has been conducted at Peab on their site office in Sundsvall where the operation area of the implementation has been. It contains about 1220 kilometers of state roads where Trafikverket are the client. Through literature studies, tests and participant observations of the tablets usability and development has been analyzed and conclusions has been made to give Peab feedback and suggestions for improvement. The evaluation wasn’t completed because of the fact that Peab didn’t finish the development of tablet within my ten weeks of work there. Use of tablets in road maintenance will increase efficiency of the inspections with the handling of documents digitally, and the important implementation of GPS positioning in the vehicles who conducts the inspections. It will be a lot more flexible than the previous methods where almost every part of the process included a lot of unnecessary paperwork. Peab are recommended to keep looking for possibilities for development of tablets within other areas of road maintenance to get a complete and productive product.

När landsvägar sopas rent från grus samlas inte alltiddetta upp utan sopas istället ned i diket, vid förekomstav vägräcken ackumuleras gruset över tid undervägräcket. Detta leder till att avrinningen av vattenförsvåras vilket kan leda till att vattenmassor samlas påvägbanan, detta leder till en försämrad trafiksäkerhet.Arbetet med att avlägsna detta grus är idagtidskrävande och leder till att framkomligheten påvägen begränsas. På uppdrag av AB Mählers och Sönerskapades ett produktkoncept som skall kunna utföra ettförebyggande underhåll för att undvika det mertidskrävande arbete som utförs idag. Konceptet byggerpå två stycken roterande sopborstar som med enöverbryggande konstruktion placeras på vardera sidaav vägräcket. Konceptet avses att placeras på ettbefintligt sidoplogfäste som finns i AB Mähler &amp; Sönerexisterande produktutbud. För att ta fram detta koncepthar olika metoder nyttjats: intervjuer med identifieradeintressenter har utförts, befintliga lösningar har söktsoch olika koncept har skapats. De genererade konceptenhar betygsatts och eliminerats tills ett koncept kvarstår.Detta koncept har itererats tre gånger för att söka olikalösningar på problemställningen. / When country roads are swept clean from gravel, thegravel is not always collected, but is instead sweptdown into the trench. The concept is based on two rotating brusheswhich with a bridging construction are placed on eachside of the guardrail. The concept is intended to beplaced on an mount for a snowplough that currentlyexists in AB Mähler &amp; Söner's product range. Todevelop this concept, different methods have been used:interviews with identified stakeholders have beencarried out, existing solutions have been sought anddifferent concepts have been created. Safe Cycling in Winter - Results of a use case on the role of snow and ice removal in the city of Hamburg, Germany

An increase in cycling mode share and cycling performance is an essential part of future transport development (Buehler and Pucher 2011; Schwanen 2015). In order to achieve the climate goals of the Federal Republic of Germany, the share of cycling must be significantly increased (BMVI 2021). An important part of this is to make cycling safe also in harsh weather conditions as seen in winter. While cycling mode shares have increased in the other seasons in recent years, a slump in cycling performance can be observed especially in winter (Nobis 2019). Studies to date have attributed this to weather conditions (temperature, precipitation) (Winters et al. 2011) and, above all, to the declining subjective feeling of safety among cyclists. Many German municipalities are therefore working on a winter service concept for cycling in order to mak.e cycling safe even in winter conditions. ... Therefore, an environmentally sound alternative for winter maintenance on segregated cycle paths that is acceptable to cyclists must be found. In many German cities but also globally, the challenge is to find a balanced solution between environmental protection and safe cycling. However, possible alternatives have to go through an approval process before they can be used. To solve those questions, we conducted several surveys which are summarized in this paper. lt consists of five sections: Section 2 highlights the wishes and demands on cycling(infrastructure) in winter from the cyclists' point of view. NIRA is a company based in Linköping and operates within the automotive industry. NIRA's Tire Grip Indicator is one of their products used to create friction values during normal driving conditions. This data is, together with additional sensor information from the vehicle, such as environmental sensors, collected in NIRA's cloud environment RSI. Utilising hundred of thousand of vehicles, several products are created and offered to the market. This master thesis will focus on the winter maintenance industry business where NIRA provides refined information to support decision making and quality control for the winter maintenance operations both in Sweden and internationally. The master thesis will be conducted in close cooperation with several actors active in the winter maintenance business within the scope of a collaboration project.  The thesis explores how road surface information can be used as decision support for actors within road maintenance. The thesis starts with a literature study describing different perspectives of winter maintenance and its relation to decision support systems. Through the study, several decision support systems are used to analyse the road climate and the maintenance operations in the city of Gothenburg. The analysis takes the form of a case study where each day during the winter season is analysed. Several features are extracted from the cases and are used to classify each case as one of 6 categories. Finally, the cases are valued within three cost areas: traffic accidents, accessibility, and fuel consumption.  The findings of the thesis show that the different systems within the project fulfil different functions in the work for more efficient winter road maintenance operations, where the forecasting tools can be seen as tools for planning measures. At the same time, friction data from fleets of connected vehicles can help evaluate the outcome of maintenance actions. This applies especially to the possibility of implementing and evaluating preventive measures. The findings also show several potential benefits in using road surface forecasts and road friction data in terms of financial, socio-economic, and environmental perspectives.
